Wellpoint Honors Franklin Police Chief TJ Lynch as a “Hometown Hero”

Wellpoint, a health benefits company in Massachusetts, recognized Franklin Chief of Police Thomas J. “TJ” Lynch as a Hometown Hero during a special celebration held in Franklin. In partnership with 98.5 The Sports Hub Bruins Radio Network, the Hometown Heroes initiative celebrates the contributions of individuals in public service across Massachusetts, shining a spotlight on the everyday acts of leadership and dedication that strengthen communities.

Chief Lynch has given more than 30 years of service to the Franklin Police Department, helping to make it one of the safest communities in the country. Under his leadership, the department achieved full accreditation, expanded regional collaboration through the MetroLEC SWAT task force, and advanced a more inclusive and forward-looking culture.

“Chief Lynch’s leadership has had a lasting impact on the Franklin community,” said David Morales, general manager of Wellpoint. “From advancing mental health support to building a culture centered on service and innovation, he has helped redefine what public safety looks like. At Wellpoint, we’re focused on improving the healthcare experience, and leaders like Chief Lynch are helping bring that same approach to the communities they serve.”

It's a privilege to be here today to celebrate a truly deserving recipient of the Hometown Hero Award-Franklin Police Chief TJ Lynch.

I want to begin by thanking the folks at Wellpoint, WEEI, and the Boston Bruins for shining a light on leaders like Chief Lynch. This award is about more than recognition-it's about elevating the stories of those who quietly and consistently make our communities stronger, safer, and more compassionate.

For more than 30 years, Chief Lynch has served the Town of Franklin with integrity, professionalism, and an unwavering commitment to public safety. But what makes his leadership so exceptional is not just the length of his service-it's the way he has shaped the culture of policing in our community. Under his guidance, the Franklin Police Department has become a model for what modern, community-centered policing should look like.

Chief Lynch understands that public safety is not just about enforcement-it's about relationships. It's about trust. And it's about meeting people where they are. FY 2027 Budget Narrative: Legal Services section

From the Town Administrator's FY 2027 Budget Narrative, each department's story is worth sharing.

General Purpose

The Legal Department is responsible for providing independent legal advice and for participating in the drafting and reviewing of all legal instruments.

Core Functions

● The Town Attorney represents the Town on all legal matters, including litigation, contracts, drafting of Town bylaws, resolutions and zoning.

● The Town also engages special counsel for labor and personnel matters, as well as other specialties, as needed, such as solar or certain land use cases involving lawsuits and/or appeals.

● To provide exemplary customer service and legal advice to the Franklin Town Council, Town Administration and Town staff.

● One (1) Part-Time Town Attorney.

FY27 Requested Budget Highlights

● Excluding the 2.5% COLA, this is a level-funded budget.

● In the coming years, succession planning will be required to replace Attorney Cerel, which will be a very expensive and costly endeavor.

Franklin Art Association's 2nd Annual "FAKES & FORGERIES EXHIBITION", June 6th Reception

2nd Annual "FAKES & FORGERIES
EXHIBITION"

The Franklin Art Association warmly welcomes the public to enter their work into The Second Annual “Fakes and Forgeries Art Exhibit” !

Artwork Requirements:

Artwork must be framed, mounted on mat/foam board or gallery wrapped canvas
Artwork and Frame maximum 20" x 20" and Ready to hang with proper wiring
Must be a reproduction of the original Master artwork or a creative interpretation of the original, Master artwork.

The deadline for entries is May 2. This is a free public display featuring artistic reproductions and creative interpretations of masters’ artworks by local artists.

The exhibit will run from May 16 to June 6 during Museum hours at the Franklin Historical Museum, 80 West Central Street, Franklin downtown.

Rules for entries are; One entry per person. First come/ first served. Fifty entrants maximum due to space limitations.

Drop off for artwork will be on May 15, 10:00 - 11 AM at the Franklin Historical Museum. (And pick-up will be on June 7th, 4-6 PM at the Museum.)

This returning show is again a collaboration between the Franklin Historical Museum and The Franklin Art Association. It was so successful last year, we are joining to put it on again!

Opening Reception to the public on June 6th (same day as PorchFest in Franklin), 12-6 PM at The Franklin Historical Museum.

Fallen Hero Recognition: John J. Kell - April 17, 2026 at 9 AM

Fallen Hero Recognition is conducted each date that one of the 45 were reported to have died. All recognitions are held at 9 AM on the Town Common Veterans Walkway.

The brief program (approx. 5 minutes) includes the placing of a Memorial Wreath for the day, a reading of whatever history may be available for that veteran, a salute from those present, and the playing of Taps.

This is a way of keeping the memory of that veteran alive. The public and any family members are welcome to attend.

Fallen Hero: Corporal John J. Kell, U.S. Army

Corporal John J. Kell, U.S. Army, was born in Franklin on November 4, 1924 to parents Archibald and Inez Kell. John lived with his parents, brothers and sisters at 39 Raymond Street and attended the Franklin Schools.

CPL Kell volunteered from Franklin and served two years with the military police in England before asking for a transfer to active duty on the war front. John received a transfer to the infantry and was on active duty for several months before he was killed in action in Germany on April 17, 1945.

Memorial services were conducted here in Franklin on May 13, 1945 honoring CPL John J. Kell whose eternal resting place is in an American Cemetery in Germany.

Corporal Kell was 20 at the time of his death serving his country in World War II.

The Franklin Health and Fire Department is hosting another FREE Stop the Bleed class for community members on April 22nd from 3 PM - 4:30 PM at the Franklin Fire station.

Public Hearing: Regulations Prohibiting the Manufacturing, Sale, and Distribution of Synthetically Derived Cannabinoids, Synthetically Derived Kratom

The Franklin Board of Health will hold a public hearing on implementing new Regulations Prohibiting the Manufacturing, Sale, and Distribution of Synthetically Derived Cannabinoids, Synthetically Derived Kratom and unregulated Novel Intoxicating Products.

The readings and final votes on adoption of the Regulations will take place during the Board of Health meeting beginning at 5:00 pm on May 6, 2026; there will be an opportunity for public input during the process. Location: Municipal Building, 3rd Floor Training Room, 355 E. Central Street, Franklin,

and also via the Googlemeet platform.

§ 248: Sales Add to the Code of the Town of Franklin Chapter 248: Sales. The Regulations are to add new language to the new Regulations prohibiting the manufacturing, sale, and distribution of synthetically derived cannabinoids, synthetically derived Kratom and unregulated Novel Intoxicating Products.

Residents can visit the Town website (Franklinma.gov) town calendar to review the agenda including full text of proposed amendments, and for up to date meeting information on and after April 8, 2026.

FY 2027 Budget Narrative: Treasurer-Collector section

From the Town Administrator's FY 2027 Budget narrative, each department's story is worth sharing.

General Purpose

The ofﬁce of the Treasurer/Collector is responsible for the receipt, investment and disbursement of all Town funds. The goal is to achieve these responsibilities while providing the highest level of customer service and support to all of the Town's taxpayers, employees, retirees, and vendors, as well as satisfy the legal requirements set forth in Massachusetts General Laws and the Town Code.

Since May of 2022 the Town has maintained the AAA bond rating awarded by S&P Global Ratings. AAA credit rating signiﬁes a high level of creditworthiness, demonstrating a strong capacity to meet ﬁnancial commitments and a very low risk of default.

Core Functions

● Accept Real Estate and Personal Property tax commitments from the Assessors. Bills are printed and mailed on a quarterly basis to all Franklin property owners (approx. 44,000 per year).

● Accept Motor Vehicle Excise tax commitments from the Assessors. Bills are printed and mailed yearly to owners (approx. 35,000 per year).

● Accept Water, Sewer, Trash and Stormwater commitments from the Department of Public Works. Utility bills are printed and mailed on a quarterly basis to customers (approx. 40,000 per year).

● Accept, record and deposit in person and drive-thru tax payments, process payments, answer telephone and email inquiries from taxpayers, mortgage companies and law ﬁrms as well as accept monies turned over from all Town Departments; all while providing the highest level of customer service in a professional and ethical manner.

● Research and prepare Municipal Lien Certiﬁcates that are requested in person, online or through the U.S. Mail.

● Use services provided by our Deputy Tax Collector, Kelley & Ryan Associates, to collect delinquent Motor Vehicle Excise, Real Estate and Personal Property taxes.

● Receive and account for all State and Federal disbursements.

● Maintain and reconcile bank accounts on a monthly basis.

● Invest the town’s monies in secure funds with the highest possible rate of return and retain adequate liquidity.

● Account for and fund bi-weekly payroll. Quarterly reporting of payroll taxes to DOR and IRS.

● Account for, fund and prepare weekly vendor checks for distribution.

● Responsible for the preparation of authorized borrowing and issuance of timely debt payments. Prepare and submit Continuing Disclosure Statement to Fiscal Advisors, Bond Council and Auditors.

● Manage Tax Title accounts from time of Tax Taking to Redemption or Foreclosure. Work closely with Town’s Tax Title Law ﬁrm, Hill Law.

● Yearly management of resolving checks not yet cleared according to Massachusetts General Law.

Strategic Initiatives & Accomplishments

● The Treasurer/Collector’s Ofﬁce will continue to take advantage of professional development opportunities.

● Continue to streamline in-house procedures by utilizing available technology as demonstrated in FY2026 by offering customers the option of auto-payment for Real Estate, Personal Property and Utility bills.

● Since the successful use of our Deputy Tax Collector’s services beginning in January 2025 for collection of delinquent Real Estate bills, we expanded the process for collection of outstanding Personal Property bills.

● Continue to invest the town’s monies in secure funds with the highest possible rate of return yet retain adequate liquidity.

FY27 Requested Budget Highlights

● Contractual and Professional Services: These lines have increased due to higher costs for billing and printing services, driven by inﬂation.

● Added expense line for Passport Acceptance Ofﬁce due to high demands.

● Other Line Items: All other items remain level-funded.

FY27 Requested Budget Summary

The Treasurer/Collector’s FY2027 budget should be approved as the services provided by our ofﬁce are essential to the Town's revenue. To maintain consistent cash ﬂow, it is critical that we adequately fund the costs associated with printing, mailing, and distributing all tax bills.

Additionally, an expense line has been added to accommodate the high demand for passport and passport photo appointments. This requires an increase in the supplies necessary to produce passport photos.

Town Council hears from NatinalGrid, Fire Dept, and Police Dept and completes session within 4 hours (video)

The Franklin Town Council met on Wednesday, April 15 as scheduled at 7 PM. Yes, they did return to a 7 PM time slot and also finished within their 4 hour limit. All 9 councilors participated with one remote causing all votes to be recorded via roll call.

Quick recap

NationalGrid presented on their infrastructure improvement efforts. They did not share details on outages, frequency or location although ultimately conceded that the northern section of Town did pose problems with how their grid is laid out as it doesn't have the same redundancy built in that is available in other section of town.
Fire Chief Allen supported by his 2 Deputy Chiefs presented an overview of the department, its operations and ability to meet service needs. The presentation doc was shared before the meeting and linked below
Police Chief Lynch and Deputy Chief West presented an overview with some history of the department, leading up to the shift to the 4x4 schedule and need to maintain a minimum of 34 patrol officers.

When questioned about the possible police station chief Lynch repeated what he has said before, the police station is needed but he'll always advocate for his people and make due with the inadequate station.
Likewise when questioned on a parking control officer (PCO), he said, sure give me the extra funding but don't take a patrol office away. The PCO can only write tickets, the patrol officer can do so much more. The presentation doc was shared before the meeting and linked below

Baseball = Stoughton, 0 @ Franklin, 10 – Final (5 inn.)

– Freshman Ethan Edmunds drove in a pair of runs and earned the win on the mound as Franklin cruised to a 10-0 victory over Stoughton. The Panthers erupted for five runs in the first inning, highlighted by Edmunds’ RBI single along with a pair of Stoughton errors. Edmunds also helped his cause with an RBI double in the second, and then Franklin put the game away with four runs in the third, highlighted by a two-run double from Joey Goguen. Edmunds tossed four scoreless innings with six strikeouts as Franklin finished with 10 hits. Senior Sean Kryzak went 2-for-3 with an RBI and a run scored for the Panthers.

Softball = Franklin, 3 @ Stoughton, 5 – Final

– Stoughton bounced back from a tough loss on Monday to earn a key 5-3 win at home over visiting Franklin. The Black Knights belted seven extra-base hits out of their eight total hits, including six triples. Raegan Costello led the offensive charge with two triples and a run scored, while Kelsey Whitman went 2-for-3 with a double and a triple. Julia Monaghan (RBI), Kayla Monaghan (RBI), Whitman (double), and Lily Shirey (RBI) each added a triple. Shirey also delivered a strong performance in the circle, allowing just four hits while striking out eight to earn the win. Phoebe O’Connor paced Franklin with a 2-for-4 effort, and Amelia Rakitin drove in two runs.

Boys lacrosse = Sharon, 9 @ Franklin, 5 – Final

– Ben Scaccia netted a hat trick but Franklin fell at home against visiting Sharon. Colin Canavan and Ryder Hanchett also scored for the Panthers.

Girls lacrosse = Franklin, 20 @ Sharon, 1 – Final

– Ten different players recorded a point as Franklin rolled to a dominant win over Sharon. Sophomore Clara Blongastainer led the way with seven goals and one assist, while sophomore Ruby Risgin added two goals and four assists. Junior Callie Joyce scored twice, freshman Olivia Best contributed two goals and one assist, and junior Olivia Wrobleski chipped in one goal and one assist.

Boys tennis = Franklin, 5 @ Stoughton, 0 – Final

– The Panthers rolled on the road with a dominant 5-0 sweep of Stoughton, with every match decided in straight sets. At first singles, sophomore Deklan Morin led the way with a 6-1, 6-3 victory. Sophomore Anish Bokli secured a 6-2, 6-0 win at second singles, while senior Max Sebell was nearly flawless in a 6-0, 6-0 triumph at third singles. Franklin continued its dominance in doubles play as seniors Jackson Labella and Romane Celestine earned a 6-4, 6-4 win at first doubles. At second doubles, juniors Rushil Partidar and Ronan Saidha completed the sweep with a 6-2, 6-1 victory.

– Franklin captured two singles and two doubles matches to knock off visiting Stoughton. Senior Avalon Thomes earned a 6-3, 6-2 decision at second singles, while sophomore Anna Powers delivered a dominant 6-0, 6-0 verdict at third singles. In doubles play, the team of sophomore Genevieve Camire and freshman Alexa Buliung secured a 6-3, 6-2 decision at first doubles, and the pairing of sophomore Julianne Love and senior Maya Abi Ramia clinched the win with a 6-2, 7-6 (5) decision at second doubles. Stoughton’s lone point came from senior Jackie Boutros, who earned a 6-2, 6-2 decision at first singles.
