KUALA LUMPUR: They had people searching for them for more than 48 hours while they roamed more than 50km using public transport.

Yesterday, the three teens, Norashila Jaafar, Rosbazla Mohd Basri and Nursyakila Azlan, reported missing over the weekend, were reunited with their parents.

The search ended yesterday morning when Norashila called her mother to tell her she was under a bridge near Pantai Dalam here, more than 50km from her Bukit Beruntung home in Taman Bunga Raya.
Her grandfather, Othman Mohd Ali then went to get her with some friends.

Their families had lodged police reports and also had search parties out scouring the neighbouring areas and in Puchong Perdana after they received a telephone call from a man saying that the girls were there. Rosbazla and Nursyakila were at a 24-hour cybercafe in Pantai Dalam after Norashila led the police to the building.

“My father nagged me. So, I decided to run away from home and the other two followed me,” she said when met by reporters at the Pantai police station.

Her parents Jaafar Abdullah, a driver, and trader Zaimah Othman were there to meet her. The parents and family members of Rosbazla and Nursyakila also waited for their daughters.

On Saturday night, Norashila, a student at SK Taman Bunga Raya 1, had told her parents that she was going for terawih prayers with her younger sibling.

She had taken RM50 belonging to her mother and her father’s mobile phone.

The next day, they took a KTM Komuter train from Rawang to the MidValley shopping mall, then a bus to Puchong Perdana and returned to MidValley later in the day where they met a boy, who was a friend of Nursyakila.

They then went to the cybercafe in Pantai Dalam via the KTM Komuter and spent the rest of their time there.
“We ate bread all the time. And we ran if we saw someone trying to follow us,” said Norashila.

At the police station yesterday, Zaimah, 34, was heard repeatedly asking her why she had run away.
The girls’ fathers said they did not face any problem with their daughters.

Norashila’s grandmother, Zainon Amoo, said she kept advising Jaafar and Zaimah not to pamper the child, adding that Norashila was given pocket money and almost anything she asked for.

Brickfields OCPD Asst Comm Sulaiman Junaidi cautioned parents to watch over their children at all times.
“They might think running away is an outlet to calm down. So, parents should do something.”

Finding People Abroad

In this week’s letter I will look at how to find people when they are living in another country.

My skills are in finding people in the UK. My tools are mostly for searching in the UK as well. It is also where I do most of my work.

However, if I am asked to find someone elsewhere, I would contact one of my colleagues (usually a fellow member of one of my trade groups) in that other country and they would carry out the search for me. We divide the fee earned between us. It would certainly be cheaper than paying me to go abroad to carry out a search! Also, many countries require their investigators to be registered and licensed in the country in question.

If you are looking for someone in another country you could try an International Phone Service like IX Quick at http://us.ixquick.com/eng/phone.html

Internet searches can be international too. So do give Google a try. While you are about it, you could post on one of the many missing persons sites including the free Blood-Ties forum at http://www.blood-ties.com/findforum/index.php

I would also suggest that you take a look on the online communities like http://www.myspace.com/

If you are lucky enough to be looking someone in the United States of America then you should have no trouble finding them, as there are many services available that you can contact on the Internet and pay for with your credit card. The United States has open access to people search information, and many companies buy the data, and then sell it on to members of the public or to investigative services.

Remember, that if you cannot find the person you're looking for abroad, then perhaps you should be looking for their friends and family in this country, who may then be able to put you in touch with the person you are looking for.

How To Become a Private Investigator

This week I am going to look at a question I am often asked, which is ‘How can I become a Private Investigator?’

Well, in the past it was an unregulated industry and most people came to it after a career in the police or in the services. Some were lucky enough to get a job where they could learn the ropes from an established investigator, while others read a book or an instruction manual and then set up in business.

As you can imagine there were competent professional investigators and not a few cowboys out there as well!

As I am sure you would want to do it right, so I suggest that you take some training and then join one of the trade bodies.

At present the private investigation industry is on the edge of being regulated. In a few years all investigators will have to be licensed, which will mean proving that they are competent and that they have a clean record. I am all in favour of this. http://www.the-sia.org.uk/home

I am not here to steer you in any particular direction, but I will tell you what I did. I took a Foundation Course run by the Institute of Professional Investigators (IPI) http://www.ipi.org.uk/. I followed that with further courses in Tracing and then Casework Management. I chose to join the IPI. I also did a distance learning course with the Academy of Private Investigation. http://www.becomeadetective.com/

Some providers are offering more formal courses that end up with a recognisable qualification at the end of them. This is way it will go in time.

I read all the books I could find on the subject of tracing people. I chose to join the Society of Genealogists to learn more about the sources of information required to delve into the past. http://www.sog.org.uk/

I decided to join the Association of British Investigators (ABI) and I have felt very much at home there. They are a good source of information on how to carry on their trade. http://www.theabi.org.uk/

I also joined several closed groups on the internet that are used by investigators to pass on knowledge and to pass on work.

I am continuing my education by attending further training on the Data Protection Act and other legislation affecting our work. I keep updated on tracing techniques as well.

It should be pointed out that I operate on the fringes of a private investigators usual work. I only trace missing family and friends. They may do that, but they also carry out surveillance, interview suspects and witnesses, serve process, do debt collection and enforcement work, carry out employment checks, background checks, carry out road traffic accident reports, investigate fraud and crime within industry, advise on security, sweep for bugs and so on.

As can be imagined many investigators end up as specialists in one area, like myself I suppose. However there are many investigators who will try their hand at anything. Employers of investigators will be other investigators, solicitors, insurance companies, industry, debt collection companies and a few private individuals as well.

Some of the people writing to ask this question of me also ask if they can follow me about as I work. I always reply that it may interest me, but it would be very boring to watch! They need to get work experience with a more general firm if they will let a newcomer in.

At the most recent seminar I attended on the Data Protection Act, the solicitor who was running it said that investigation was very much in demand and if the investigator could prove that they were operating lawfully there would be masses of work from wealthy City firms. The problem of course is that if information is gathered unlawfully there could be a very embarrassing court case brought by the Information Commissioner a few years down the line. http://www.informationcommissioner.gov.uk/

So there you have it. By all means go out and become an investigator if you want to. Just make sure that you are honourable, law abiding, trustworthy and well insured.

When Just Finding Them is Enough

This week I am going to look at something that sometimes happens when I find the person my client is looking for…

…they decide to leave the matter there!

They decide not to contact the person that they have spent so much time thinking about and spent so much money trying to track down.

Why do you suppose that is?

I remember one of my clients, Joanne. She had never met her father, but as she had grown up she thought more and more about him. She wondered where he lived and whether he had a new family. She wondered what he was like and used to dream of having a chance to get to know him.

She did not know much about him and she felt uncomfortable about pressing her mother for information as she realised that it would be a sensitive subject for her. After trying a few ways of locating her father on her own, she asked me to find him for her.

I was pleased to help and in a couple of weeks I had located her father’s current address in Liverpool. Joanne was surprised when I told her that I had found him and she asked for time to think about what to do next.

It was just approaching Christmas and Joanne was able to spend time at home with her mother. The two of them had a good heart to heart and Joanne was able to ask all the questions she had about her father and how her parents had met and later split up.

In the New Year Joanne and I talked about her plans and she said that she no longer wanted to get in touch with her father. She said that she had discovered that the relationship she was looking for was with her mother and she was very happy now that they were talking openly at last.

FAQ on Background Checks

I am often asked about carrying out do-it-yourself background checks on people. This is usually where suspicions have been aroused about a lover or a marriage partner.

While this is not my speciality as I am more used to searching for friends and family I may be able to give a little advice.

Here is my list:

1. If you suspect that something is wrong that could be a hint to you to cut your losses and get out of the relationship.

2. If you think he or she is lying or is already married or something you could ask them straight out, ‘Are you lying to me? Are you having an affair?’ If the relationship is a good one it will survive a bit of openness and honesty.

3. Most investigators are good at their job because they are quite cynical. They always look at all the options and check for evidence of ill doing. If you have been starting a new relationship you will have been wearing rose-tinted glasses at the beginning and are only now becoming suspicious.

4. If you have suspicions you want to check out, make a list of all he or she has told you and write down why you feel that it doesn’t add up. Apply a bit of cynicism to guess where the truth may lie and then think about how you might check out their story.

5. When investigators do background checks they:
a) visit the address
b) talk to neighbours
c) contact previous employers
d) If they have that kind of job, check out their registration
e) check past qualifications
f) check the electoral register to find out where he has lived and who he has lived with
g) check for his birth certificate and any marriage certificate
h) where there is enough money sometimes a paper clippings service is used where there is suspicion of a court case or prison sentence
i) check for signs of financial trouble – County Court Judgements and bankruptcies
j) check the Land Registry if they own their own house

6. They may choose to follow the subject if there is any suspicion of dishonesty, an affair or a secret life. Surveillance is a skilled activity with a real chance of being caught. It is also very easy to lose the person you are following.

I think you have to decide what the right approach is for you. It’s your moral choice I am afraid. While you can carry out all the above yourself or with a friend, if he or she catches you following them or going through their things it could turn unpleasant!

This kind of task is a regular one for many Private Investigators. It is also sometimes carried out on new boyfriends / girlfriends as a precautionary measure. You will often find this service advertised in the USA. A similar kind of background check is often carried out on new employees, but in that instance they are giving their consent to the checks being carried out.

Searching for Divorce Records.

If you have access to the Internet, surely you have lots of opportunities for accessing hundreds of thousands, perhaps even millions of public records.

These could include locating important and sometimes sensitive information regarding marriage or divorce records, property deeds, unclaimed financial assets as well as criminal records.

You could have access to these types of information at a number of free, or paid public record search sites on the Internet.

Generally most public record sites are for free, however there are those who charge a relatively reasonable fee, usually a one-time yearly charge.

If you are searching for divorce record, listings of free divorce records can now be obtained through the Internet. Divorce records are not something that we must be proud of. This is a very private matter, but married individuals who can no longer stand the idea of living with their spouse’s everyday under the same roof have to sort to divorce, so there was a need to keep a data of these records.

However, these free listings can only provide limited information as compared to divorce records that are for a minimal fee.

Other ways to obtain such records are through the numerous government offices. However, it can really cause too much nuisance if you should go through this process of obtaining the data that you need.

Generally, divorce records are usually filed in the state where the divorce took place. Each record may contain:

1. Name of the spouse
2. Age of both parties
3. Date and place where the marriage took place
4. Name of all the children and date of birth of each child
5. Conjugal properties
6. Date the divorce took place; and
7. Reason for the divorce

Other information that may also be included:

2. Tax returns; and
3. Alimonies paid if applicable.

In conclusion, I believed that the best way to obtain divorce records are through Internet (online) and pay for a minimal fee. It is less of a trouble and provides you of all the relevant data you will need.

Finding an Agency to Help You:

Please note:
As of 30th December 2005 all agencies providing intermediary services must be registered with the Commission for Social Care Inspection (CSCI). These agencies employ qualified social workers and therapists to help you deal with the emotions aroused in the process of searching for your family. Tracing agencies like Blood-Ties are not registered or qualified to carry out such work, so you must first approach the above organisations.

Adoption Contact Registers:

The Adoption Contact Register exists to put adopted people and their birth relatives in touch with each other if that is what they both wish. There is a similar register held at NORCAP. These registers have helped many families to find each other again.

Access to Birth / Adoption Records:
At 18, an adopted person can apply for a certificate of their original birth registration, via the Access to Birth Records service at the General Register Office.

If you were adopted through a court in England or Wales and are aged 18 years or over you can apply for a certificate of your original birth entry and try to seek out more information about your origins.

The law and the rules vary depending on when the adoption took place:

If you were adopted before 12 November 1975:
You are required to attend an informal meeting with an approved adoption advisor for confidential guidance, either with your local Social Services, at the General Register Office or, under certain circumstances, at the agency that handled your adoption.

You can also choose to see an adoption worker at another local authority. The General Register Office will forward your original birth information to your chosen approved adoption advisor.

Before 12 November 1975, many parents were led to believe that the adopted child would never be able to find out their original name or the names of their parents. These arrangements were made in good faith.

However, changes in legislation allowed adopted people to discover their original details. It is important that adopted people understand what this might mean, not only for themselves but also for others.

If you were adopted between 12 November 1975 and 30 December 2005, are 18 years old or over:
You have a choice whether you would like to see an approved adoption advisor or have the information sent to you direct. You may find it helpful to see an adoption advisor, as they may be able to offer practical advice and guidance as well as discussing any concerns or issues important to you.

If you choose not to see an adoption advisor:
The material sent to you is the same information as that given to adoption advisors for people adopted prior to 12 November 1975.

You will be sent information about your birth name, birth parent(s) name(s) and your district of birth with which to apply for a certified copy of your original birth entry.
If an adoption agency or local authority was involved in your adoption you will receive this information. If not, then you will receive details necessary to make an application to the court for the name of the adoption agency or local authority.

Access to Birth / Adoption Records for Birth Relatives:
From 30 December 2005 changes to the law will enable birth relatives to also apply for access to an adopted person’s adoption registration. However Access to Adoption Records for birth relatives must be done via Intermediary Agencies.
From 30 December 2005 a birth relative wishing to make contact with an adopted person can apply to an approved Intermediary Agency. The Intermediary Agency will help facilitate contact between birth relatives and adopted people.

The Intermediary Agency can apply to the General Register Office for the name of the organisation involved in the adoption or if that is not available the name of the court granting the adoption.

In addition the Intermediary Agency can apply to the General Register Office for information from the Adoption Contact Register and post-adoptive information which will enable an application to be made for an adoption certificate. All this information can be used by the Intermediary Agency to decide whether to proceed but this will be subject to the views of the adopted person.

Dealing with the emotions brought up by the search:
As may be imagined, the process of making these kinds of searches will bring back all the emotions connected with the adoption in the first place. Moods can vary from black depression to elation. You need to choose a time when things are stable in your life before commencing a search. It is wise to get the support of a good friend or family member who will be willing to offer you support during this process and help by listening to you and by helping keep your feet on the ground.

It is for these reasons that you will be offered counselling when you ask for access to your adoption record. I would suggest that it is a good idea to accept the offer.

One thing to remember is that it is your life and your search. Of course it up to you who you choose to trust and if you don’t feel comfortable with the person offered to you, it is your right to go elsewhere.

One thing is for sure. This search and the reunions that will hopefully follow have been described as an emotional roller coaster and you will need all the support you can get.
