Trading extended as inter-bank market pushes naira to 260/$1

Due to the Central Bank of Nigeria (CBN) decision to let market forces drive the position of the naira, the interbank market pushed the local currency to as high as 264 against the greenback.

According to Bloomberg, the interbank market rate opened around N253 to the dollar on Monday at the start of the new foreign exchange regime.

At about 11:02am on Monday, the naira had moved to 264 to the dollar at the inter-bank market, with dealers expressing extreme caution in proceeding with transactions.

A few minutes later, the naira was up to 260, which was the initial predicted position the CBN-FMDQ OTC guideline was planned to work with.

Earlier, the CBN said primary dealers of forex (banks) would be expected to make deals at N260 to the the dollar with a band from 260 to 270, while the CBN expresses optimism that the currency will settle at 250 to the dollar.

The interbank trading, which was billed to stop at 2pm, was extended to 4pm in order to ensure some stability in the market before the close of the day.

As at 2pm, the naira was trading at the interbank market at 260.50 to a dollar, while the daily average holds at 247.

Guaranty Trust Bank is currently trading at N260 to a dollar, a source familiar with the trading activities of the bank told TheCable, adding that the bank had purchased dollars from an international oil company at 260.

The CBN will also be holding an auction later in the day to solve pending liquidity problems and clear the forex backlog estimated at $4 billion.

Microsoft finds diagnostic clues in Bing search histories

If you ever felt a chill and wondered whether someone, somewhere, could see your search history…now you know. Yes. They have. But they’re using their powers for good. Microsoft scientists have come out with a demo showing that by analyzing a large volume of anonymized queries from their Bing search engine, scientists may be able to identify internet users who are suffering from pancreatic cancer, even before the querent has been diagnosed with the disease.

“We asked ourselves, ‘If we heard the whispers of people online, would it provide strong evidence or a clue that something’s going on?'” said Dr. Eric Horvitz, coauthor. Horvitz, Dr. Ryen White, also of Microsoft, and Columbia grad student John Paparrizos teamed up to work with searches conducted using Bing, Microsoft’s search engine, that indicated someone had been diagnosed with pancreatic cancer. Starting from when queries appeared suggesting the diagnosis, they worked backward in time, hunting for search terms further back in the sample histories that could have shown that the Bing user was experiencing symptoms.

The researchers believe that patterns in those early searches can be red flags that warn of major health problems down the road. The researchers reported in the Journal of Oncology Practice that they could identify between 5 and 15 percent of pancreatic cancer cases, but they did so with false positive rates of as low as one in 100,000. This is like how rapid strep cultures work. They don’t catch strep every time, but when they do report positive results, they’re quite sure it’s strep and not something else.

Coming from a background of both medicine and computer science, Dr. Horvitz said he began looking into this area after a phone conversation with a friend who had described symptoms. Based on their conversation, Dr. Horvitz advised his friend to seek medical attention. He was, in fact, diagnosed with pancreatic cancer, and died several months later.

While the anonymized data means that the researchers can’t reach out to the individuals whose data it was, it’s clear that the next steps are practical, logistical. Scientists must learn how to use big data without mistaking quantity for quality of information. Refining the way we handle such biostatistics could enable a whole new class of inexpensive, data-powered health services. “Might there be a Cortana for health some day?” mused Dr. Horvitz.

It makes sense. How many times have you searched for symptoms online rather than go to the expense and trouble of seeing a doctor? This kind of data could be a diagnostic gold mine if we could isolate reliable search patterns; Google has already started surfing this wavefront, but their foray into predictive medicine mostly served as an example of how not to handle big data. But Google Flu often missed high (PDF). Could that fact just represent how easy it is to Google symptoms, compared to getting medical care? We don’t necessarily know that there’s a 1:1 relationship between people who search for flu symptoms, and people who have the flu. It seems like more eyes on the problem, yet again, is the answer.

On the other hand, weren’t we just asking who guards the data? It seems like there are obvious HIPAA implications here. Any such database would be a tantalizing target for black hats and commercial interests. Is Minority-Report-esque precognition of your search history something that you can consent to with a clickthrough TOS?

“I think the mainstream medical literature has been resistant to these kinds of studies and this kind of data,” Dr. Horvitz said. “We’re hoping that this stimulates quite a bit of interesting conversation.” Next they’ll be telling us we should make our browser histories freely available — for science.

The management of the African Independent Television yesterday relieved all the workers of its station in Benin City of their appointments with immediate effect. INEC Cancels Poll In Ondo Towns Over Violence

The Independent National Electoral Commission in Ondo State has cancelled the House of Assembly election in parts of Ilaje, Ugbo and other parts of the state where polls were disrupted on Saturday.

Resident Electoral Commissioner, Olusegun Agbaje, gave the hint as information filtered in that ballot boxes and papers, meant for several units in Ayetoro and Ugbo Ward 2, were snatched by armed men.

Ilepete community, the collation centre for Ugbo Ward 3, was also reportedly attacked by armed thugs, who engaged in sporadic shooting at Ilowo to scare voters away.

INEC confirmed that about 22 units were affected by the disruptions.

Also at Ute Ward 12, Unit 6 in Ose Constituency, armed thugs launched an attack, snatching electoral materials and disappearing with them.

INEC also confirmed that there was no voting at Itekule, in Ondo East Local Government, as sustained gunshots kept voters indoors through out the accreditation and voting period.

Agbaje told one of our correspondents on the telephone on Saturday that INEC had received information about the disruptions across the state.

He said the commission had taken a decision to reschedule the elections in the affected areas, particularly areas where elections did not take place at all.

The REC added, “We have the reports already and we are waiting for the collation officers to finish their work before we can take a final decision.

“If the votes affected in the area are substantial, we will reschedule the election. If we have enough ballot papers after today, we can schedule a bye election for tomorrow(Sunday).

“If we don’t have enough ballot papers, we will just wait for Abuja to supply us the materials and then conduct a bye-election at the same time in all the affect areas.”

He also confirmed that the police had waded into the situation to ensure that peace returned to the affected areas.

But in Nigeria where the Federal Government has claimed success in the cement industry, net exporter of cement is selling the commodity at N2,200 per bag.

“But not a bag is exported since 2012 as claimed. Why? It is a known fact that all West Africa countries, East, North and South Africa sell cement under N1,000 per bag; but in Nigeria, it is selling for N2,200. Why? new foreign direct investors are barred from venturing into the Nigeria cement industry since the past six years. So that cement price will remain high. Why?”

In a statement by PDP National Publicity Secretary, Olisa Metuh, the party said, "We totally condemn this unwarranted and unnecessary tension being created by the APC in Lagos state a day before the elections. The APC must desist from its propaganda, lies and false alarms especially bearing in mind that it did not win the presidential election on account of such. Nigerians are no longer in the mood for such politics as they have since moved ahead in celebration of the deepening of our democracy by the PDP-led administration.
"The PDP successfully nurtured democracy in the last sixteen years with attendant benefits to the people. Unfortunately, concerns are already heightening that the APC may not sustain this legacy given its disreputable disposition to national issues and ceaseless resort to propaganda and deceit.
"We are aware that the APC leader and President- elect, Gen. Muhammadu Buhari has gone to about
12 states meeting and campaigning for his party’s candidates and wonder why the APC should fret about President Goodluck Jonathan’s meeting with our candidates in Lagos.
"President Jonathan has with the 2015 general elections. proven beyond all doubts that he is a true democrat committed to free, fair and credible elections, a fact for which he has continued to receive accolades from well-meaning Nigerians and the international community.
"Finally, we call on Lagosians to disregard this latest false alert and come out enmasse on Saturday to exercise their constitutionally guaranteed right. In the same vein, we charge

Bauchi Warns Under-Age Voters ToKeep Off

The Bauchi State Government on Friday called on parents and guardians to caution their under-age children and wards to steer clear of polling units during elections on Saturday. The call was conveyed in a statement signed by the Chief Press Secretary to the Governor, Mr Ishola Adeyemi, in Bauchi. The government, in the statement, also appealed to politicians to call their supporters to order so that the elections would be conducted peacefully and in accordance with the laid down rules and regulations.
It said the government would not hesitate to deal with anyone or group of people who would want to disrupt the peaceful conduct of the elections.
According to the statement, the call is part of efforts to ensure a peaceful conduct of the April 11 governorship and state House of Assembly elections in the state.
“As a responsible government, we will not condone any act of hooliganism from any quarter, to ensure that the peace being enjoyed in the state is not compromised.
“As such, anyone who has no business at polling units should steer clear of the area, before, during and after the elections,” the statement added.
The state government warned that it would not hesitate to deal with anyone or group of people who may want to disrupt the electoral process in the state.
It stated that security agents had been put on alert to arrest anyone caught inciting miscreants to cause violence, no matter how highly placed they are.
It, however, called on security agents to treat people with caution to avoid eruption of violence.
It further called on voters to conduct themselves peacefully, before, during and after the elections, so that peace will continue to reign in the state.
