Today [April 24] the International Provisional Representative of the Free Territory of Trieste – I.P.R. F.T.T. presented its new petition to the European Parliament for the defense of the fiscal and banking rights of the citizens and of the enterprises of the Free Territory of Trieste at a press conference.

In its petition, the I.P.R. F.T.T. requests the European Union to suspend on its own motion the application of Council Directive 2011/16/EU of 15 February 2011, Directive (EU) 2015/849 of the European Parliament and of the Council of 20 May 2015, Commission Delegated Regulation (EU) 2016/1675 of 14 July 2016, and Regulation (EU) 2023/1114 of the European Parliament and of the Council of 31 May 2023 in the Free Territory of Trieste and in its international Free Port until the Italian Government, in its role of temporary civil administrator of the Free Territory of Trieste, concludes an agreement on the matter with the EU, in compliance with the legal order of the administered FTT, in particular the hierarchically superior provisions of international law established by the 1947 Treaty of Peace with Italy, and in compliance with the Charter of Fundamental Rights of the European Union.

The request of the I.P.R. F.T.T. is grounded especially in the international obligations undertaken by the Italian Government towards the present-day Free Territory of Trieste – which borders Italy since 1947 and Slovenia since 1992 – under the relevant 1954 Memorandum of Understanding signed in London.

In particular, the Italian Government committed to exercise the representation of the administered Free Territory before the EU in compliance with the European Treaties in force (art. 355 paragraph 3 TFEU: “The provisions of the Treaties shall apply to the European territories for whose external relations a Member State is responsible”).

This obligation does not conflict with the prohibition, for the Free Territory (art. 24.4 of Annex to the Treaty of Peace with Italy) to enter economic unions of exclusive character with any State, because the EU has already concluded agreements on banking and fiscal matters with States that are not members, adapting its Directives accordingly: one example is the recent agreement with San Marino, in force since 1 January 2026.

The matter is of international relevance, because “the special regime of the Free Port of Trieste is unique, because it allows for the loading, discharge, storing, manufacturing, and selling of freight from all States free from customs duties or charges, and without discrimination” therefore, the arbitrary application of EU directives in the Free Territory of Trieste does not affect only its citizens and enterprises, rather, it interferes with the fiscal and economic rights that the Treaty of Peace with Italy grants to all States, to their enterprises, and to their freight.

Trieste, 21 April 2026 – The International Provisional Representative of the Free Territory of Trieste – I.P.R. F.T.T. has submitted a petition to the European Parliament concerning the defence of the fiscal and banking rights of the citizens, enterprises, and residents of the present-day Free Territory of Trieste.

In particular, the direct enforcement of Council Directive 2011/16/EU of 15 February 2011, Directive (EU) 2015/849 of the European Parliament and of the Council of 20 May 2015, Commission Delegated Regulation (EU) 2016/1675 of 14 July 2016, and Regulation (EU) 2023/1114 of the European Parliament and of the Council of 31 May 2023 conflicts with the higher-ranking provisions of international law that protect the economic independence of the Free Territory of Trieste and of its international Free Port.

Indeed, the Treaty of Peace with Italy of 10 February 1947, in force, forbids the Free Territory of Trieste from entering economic unions of an exclusive character with any State (art. 24.4, Annex VI); it follows that the direct enforcement of EU Treaties in the Free Territory and in its international Free Port constitutes an illicit interference in the internal affairs of a third State, as well as being in breach of international law and of the same EU Treaties.

Since 1954, the temporary civil administration of the present-day Free Territory of Trieste, which borders with Italy since 1947 and Slovenia since 1992, has been sub-entrusted to the responsibility of the Italian Government by the Governments of the United States of America and of the United Kingdom on behalf of the United Nations Security Council.

This means that the Italian Government, pursuant to the relevant EU Treaties, should have exercised the representation of the Free Territory as a State not belonging to the EU, concluding temporary agreements on economic and taxation matters that are compatible with the legal status of the sub-administered Free Territory.

The relevant provisions are set out in arts. 131 TEEC, 299 paragraph 4 TEC, now art. 355 paragraph 3 TFEU: “The provisions of the Treaties shall apply to the European territories for whose external relations a Member State is responsible”.

The petition of the I.P.R. F.T.T. will be presented in Trieste on Friday, 24 April 2026, at 11 a.m., in Piazza della Borsa 7, at the offices of the Free Trieste Movement.

Today [April 17], the International Provisional Representative of the Free Territory of Trieste – I.P.R. F.T.T. presented its observations against the Municipality of Trieste’s proposal to subject its planned urbanization of the Northern Free Port of Trieste to an Environmental Impact Assessment – E.I.A. at a press conference.

During the press conference, the 11 pages of preclusive observations challenging the main weaknesses of the planned urbanization of the so-called “old port” were presented.

The observations state that: “Business risk is unbearable because of the legal fact that the Northern Free Port of Trieste is subject to permanent constraints under international law regarding ownership and exclusive use in favor of the international Free Port of the Free Territory of Trieste, as its State corporation at the service of ships and freight of all States, without discrimination, which the sub-administering Italian Government has an obligation to respect as well.”.

International constraints of law aside, the I.P.R. F.T.T. reminded that the construction of a new port logistics platform in the area was already approved several decades ago (art. 6 and Table A of the Decree of the President of the Italian Republic No. 714/1969 and corresponding abstract of the General Urban Plan of the Region, which is in force), and also that the Municipality’s project acknowledges that the area is polluted; however, it doesn’t include any remediation plan.

The press conference ended with the presentation of the documentary evidence that the Municipality of Trieste and the other authorities involved in the project, the Port Authority System of the Eastern Adriatic Sea and the Region Friuli Venezia Giulia have been aware of this severe state of pollution from 2006, meaning for the past 20 years, when the Barcola embankment was seized because of the high levels of dioxins, heavy metals, and other dangerous waste.

Press conference on observations submitted against the E.I.A. procedure for the Municipality of Trieste’s “Old Port” project.

Trieste, 14 April 2026 – The International Provisional Representative of the Free Territory of Trieste – I.P.R. F.T.T. has lodged its observations against the Municipality of Trieste’s proposal to assess whether its planned urbanization of the Northern Free Port should be subject to an Environmental Impact Assessment (E.I.A.).

The assessments are primarily grounded in the project’s incompatibility with the international obligations of the Italian State and of the Italian Government with respect to the present-day Free Territory of Trieste and its international Free Port, E.U. legislation, and the severe environmental pollution affecting the Northern Free Port.

In fact, the attempted urbanization of the Northern Free Port, also called the “old port”, is a scandalous international fraud because it affects a strategic sector of the international Free Port of Trieste, which is subject to international legal constraints under the Treaty of Peace with Italy of 10 February 1947, currently in force.

Furthermore, since 1954 the temporary civil administration of the present-day Free Territory of Trieste, which borders with Italy and Slovenia, has been sub-entrusted to the responsibility of the Italian Government by the Governments of the United States of America and of the United Kingdom on behalf of the United Nations Security Council.

By accepting to exercise the sub-mandate, the Italian Government has also committed to respecting the integrity of the international Free Port (Annex VIII, art. 3 of the Treaty of Peace), making any attempt to transfer it or reduce its area a simultaneous violation of the sub-mandate of temporary civil administration and of the rights of all States and their enterprises to fully use the international Free Port of Trieste.

The assessments lodged by the I.P.R. F.T.T. will be presented in Trieste on Friday, 17 April 2026, at 11:30 a.m. in Piazza della Borsa 7, at the offices of the Free Trieste Movement.

Northern Free Port of Trieste, a strategic sector of the international Free Port of Trieste.

Trieste, 10 April 2026 – On April 9th, 2026, the news agency ANSA FVG published, under the misleading headline “Ghost [cigarette] factory, Free Trieste leader among those arrested” (it: “Fabbrica fantasma, tra arrestati anche leader di Trieste Libera”) the false claim that Mr. Moreno Kraljevic, arrested in connection with a cigarette smuggling case, would is “currently a well-known representative of the Free Trieste Movement” (it: “a tutt’oggi, un noto esponente del Movimento Trieste Libera”).

This fake news was later published by Il Piccolo and by Trieste Café, the latter going as far as calling him “the leader of Free Trieste” (it: “il leader di Trieste Libera”).

Our Press Office has therefore requested that all three outlets correct this fake information, clarifying that Mr. Moreno Kraljevic has never held any position within our organization and has not been a member since 2014, which was 12 years ago.

It would be advisable for fellow journalist, before releasing news that may harm our Movement, to verify such information through a simple professional courtesy call.

Trieste, 4 November 2025. – Each year, the movements Civiltà Mitteleuropea and Free Trieste organize the traditional public memorial service to honor the valor and sacrifices of the fallen Austro-Hungarian soldiers from Trieste and their brotherly peoples during the 1914-1918 World War.

The ceremony is traditionally held in November at the Austro-Hungarian military cemetery of Prosek-Prosecco, on the Karst plateau near Trieste, featuring a multilingual Christian, Jewish, and Muslim service celebrating and honoring the coexistence of the people and faiths of the ancient supranational Mitteleuropean Fatherland.

The 2023 and 2024 editions of the ceremony were postponed to avoid provocations by fanatics inflamed by the conflict unfolding in the Middle East, triggered by the massacre of Israeli civilians carried out by Hamas terrorists on October 7th, 2023.

Although that conflict is nearing its end, extremist tensions remain, making it necessary to postpone the November 2025 ceremony as well, in the hope that peace, coexistence, and justice will soon be restored among the peoples of the region, in the spirit of the US-backed Abraham Accords.
