In CT... SB 1094 would prohibit the possession of firearm magazines that accept more than ten rounds of ammunition. If passed and signed into law, any person in possession of any magazine greater than ten rounds, who has not already surrendered the magazine prior to enactment or within ninety days after enactment, will be guilty of a class D felony.

Connecticut: Committee Will Consider Second Amendment Related Bills this Thursday, February 10!

The Public Safety and Security Committee will hold a public hearing this Thursday, February 10 at 10:00 a.m. in Room 2A of the Legislative Office Building to discuss both pro- and anti-gun legislation.

Sign-up for this hearing will begin at 9:00 a.m. in Room 3650 of the Legislative OfficeBuilding. The first hour of the hearing is reserved for Legislators, Constitutional Officers, State Agency Heads and Elected Municipal Officials. Speakers will be limited to three minutes of testimony.

If you are unable to attend, please contact the members of this committee by e-mail and respectfully request they oppose or support the following legislation.

It is important to note that some of the bills, including the range safety bill, do not yet have complete language available. However, given past history on some of these topics, NRA will be closely monitoring until more information is available.

Oppose:

H. B. No. 5800, introduced by state Representatives Toni Walker (D-93), Gary Holder-Winfield (D-94), and state Senator Toni Nathaniel Harp (D-10), would require the registration of all firearms.

Tentatively Oppose:

S. B. No. 42, introduced by state Senator Edward Meyer (D-12), relates to gun safety standards for firing ranges.

Support

S.B. No. 547, introduced by state Senator Paul Doyle (D-9) and state Representatives Antonio Guerrera (D-29) and Russell Morin (D-28), would amend the statute to provide that the requirements for the sale, delivery or transfer of a pistol or revolver shall not apply to a person who is licensed as a firearms collector. This bill would also revise the statute’s definition of “assault weapon,” by removing “selective fire” from the wording.

S.B. No. 552, introduced by state Senator Anthony Guglielmo (R-35), would grant retired law enforcement officers the ability to apply for allowance to conceal carry a firearm from the Department of Public Safety.

S.B. No. 554, introduced by state Senator Leonard Fasano (R-34), would modify the pistol permit appeals process, setting time limits and requiring the permit issuer to supply the applicant with statement regarding the reasons for the refusal, revocation, or limitation of a permit.

H.B. No. 5263, introduced by state Representatives Pamela Sawyer (R-55) and John Rigby (R-63), would authorize the renewal of state permit to carry a pistol or revolver by mail.

H.B. No. 5270, introduced by state Representatives Pamela Sawyer (R-55) and Robert Sampson (R-80), would authorize the renewal of state permit to carry a pistol or revolver by mail or by electronic submission.

H.B. No. 5643, introduced by state Representative Robert Sampson (R-80), would allow an out-of-state resident to carry a firearm in Connecticut as long as the person has a valid permit or license to carry a firearm issued by any state obtaining the same standards required by Connecticut statutes.

Other Gun Bills being raised at this hearing:

S.B. No. 695, introduced by state Senator Leonard Fasano (R-34), would establish a firearm offender registry for the Commissioner of Public Safety.

H.B. No. 6185, introduced by state Representatives Robert Megna (D-97), RolandLemar (D-96), and state Senator Martin Looney (D-11), creates a firearm offender registry demanding any person convicted of certain firearm crimes register their name and address with local police department in their residential precinct. Failure to supply such registration requirements would result in a misdemeanor.

Connecticut: "High Capacity" Magazine Bill to be Considered
Tomorrow, February 4!

Tomorrow at 11:00 a.m., in Room 2B of the Legislative Office Building, the Joint Committee on Judiciary will be discussing concepts for legislation and then making decisions on whether or not to move forward with bills.

The Committee will discuss the issue of a ban on "high capacity" magazines for all citizens in Connecticut. While the text of the legislation is currently not written, this bill has the ability to make every law-abiding gun-owner in the state an instant criminal if they own a magazine arbitrarily deemed "high capacity."

Please don't let the state legislature continue to take away the rights of our citizens in the name of a flawed public safety concept. This legislation has the ability to impact handguns, long guns, and even .22 caliber plinking firearms.

The proposition would have legalized possession of an ounce of marijuana for all adults over the age of 21. The initiative was supported by 44 percent of voters and opposed by 56 percent. HIGH TIMES West Coast Editor David Bienenstock wrote via text, “They just called it on TV at the party [at Proposition 19 headquarters in Oakland]. Not this time, but I’m hearing talk about 2012 already. Secretary of State Hillary Clinton and the UN Arms Trade Treaty

Contrary to a widely circulated e-mail, Secretary of State Hillary Clinton has not signed any UN small arms treaty. She could not have done so, in fact, because no such treaty has yet been negotiated.

As we noted in the item below from last November, the UN Arms Trade Treaty will be drafted between now and 2012, and even if signed would not take effect in the U.S. until it was ratified by the Senate.

Please rest assured that, as we said in November, NRA will be actively involved in this process and will oppose any treaty that would attempt to impose limits on our Second Amendment rights. In the meantime, we urge gun owners to follow this issue in NRA's magazines and NRA-ILA's

Grassroots Alerts. We also urge gun owners not to circulate misinformation on this issue.

Over the last few weeks, we have received many inquiries regarding the UN and the impact of international treaties on our Second Amendment freedom.

The NRA has been engaged at the United Nations and elsewhere internationally in response to anti-small arms initiatives for over 14 years. In most cases, agendas for the elimination of private ownership of firearms are disguised as calls for international arms control to stem the flow of illicit military weapons. These instruments are generally promoted by a small group of nations and a large number of Non-Governmental Organizations (NGOs) working in conjunction with departmental bureaucracies in multi-national institutions such as the UN and European Union.

The new U.S. administration, to no one’s surprise, has changed direction in the UN with respect to international small arms control initiatives that were resisted by the previous administration.

The current issue under discussion, the Arms Trade Treaty (ATT), is in the early stages of the negotiation process. There is no actual draft text at this time. Work on the ATT is scheduled to continue by a consensus process between now and 2012. It should be noted that any treaty must be approved by two thirds of the U.S. Senate for ratification.

Attempts to thwart our freedoms should be no surprise, given the anti-gun climate of the international community in general, and the current U.S. administration in particular.

More generally, the NRA does not concern itself with foreign policy or arms control initiatives—except to the extent they would directly or indirectly affect Second Amendment rights.

We have been actively opposing transnational efforts that would limit Second Amendment freedoms. For many years, NRA has been monitoring and actively fighting any credible attempts on the part of the UN to restrict our sovereignty and gun rights. As a recognized Non-Governmental Organization (NGO) at the United Nations since 1997, NRA gives gun owners a strong voice in the UN’s debate over global “gun control.” As one of over 2,000 NGOs representing everyone from religious groups to the banking industry, NRA has access to UN meetings that are closed to the general public, and is able to distribute informational materials to participants in UN activities.

Most importantly, NRA’s status as an NGO allows us to monitor more closely the internal UN debate over firearm issues and report back to our members. The role NRA plays within the UN as an NGO is almost identical to the role our registered lobbyists play every day on Capitol Hill and in state capitals across the nation—educating and informing decision-makers of the facts behind the debate, and working to protect the interests of American gun owners and NRA members.

Due to our NGO status, NRA was able to take an active role in thwarting the absurdly titled “UN Conference to Review Progress Made in the Implementation of the Programmeof Action to Prevent and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects” in 2006, and the previous meeting, the “UN Conference on the Illicit Trade in Small Arms and Light Weapons” in the summer of 2001.

The UN Small Arms Conference ended in deadlock with no formal conclusions or recommendations, due in large part to the NRA. In the final analysis, the complexity of the issue and the concerns of hunters, sport shooters and firearm owners world-wide prevailed. The failure of the program was total; no recommendations on ammunition, civilian possession or future UN meetings, or for that matter any other subjects, were adopted.

In addition to its UN activities, NRA is a founding member of the World Forum on the Future of Sport Shooting Activities (WFSA ). The WFSA is an association of hunting, shooting, and industry organizations that was founded in 1996. The WFSA includes over 35 national and international organizations, and represents over 100 million sport shooters worldwide.

NRA members may rest assured that we are actively engaged in international matters. We have never hesitated, nor will we hesitate, to use the political and other resources available to us to resist any international agreement that could in any way affect our Second Amendment rights.
