<p>And while the restoration of creeks to restore once prolific salmon runs sounds good—it does—the problem of carcasses rotting on the banks may dissuade some who live along those same banks from enticing too many spawning salmon to their neighborhood creek.</p>
<p>An excerpt from the editorial.</p>
<p>“The National Marine Fisheries Service has issued a wake-up call on the dangers facing the Central Valley&#8217;s salmon and, ultimately, the water system they depend on. It should be mulled and acted upon.</p>
<p>“The wake-up call came in the form of a &#8220;biological opinion&#8221; that the fisheries service filed earlier this month. Prompted by a federal court ruling on a lawsuit by environmentalists and fishermen, it found that the ways the state and federal water projects operate threaten the survival of endangered chinook salmon and steelhead, and it required that they change their policies.</p>
<p>“The changes the agency envisions include finding ways to get the fish around the dams and other barriers that currently stop them as they migrate upstream to spawn. With immense structures like Shasta Dam spanning the Sacramento River, and Folsom Dam the American, this will not be a simple task. It will require the construction of fish ladders, or elevators, or perhaps truck-and-haul operations. Experts aren&#8217;t sure if any are feasible. The estimated price tag starts at $1 billion. </p>
<p>“The price of not acting, however, will likely be steeper.</p>
<p>“To begin with, the winter- and spring-run chinook salmon of the Sacramento River and the steelhead of the American are almost certainly doomed if their journeys to spawning habitat continue to be blocked.</p>
<p>“That probably won&#8217;t take salmon off diners&#8217; plates, although there are persistent questions about the taste, healthfulness and environmental impact of what&#8217;s produced on fish farms.”

			<content:encoded><![CDATA[<p>               Days after launching his campaign for attorney general, Assembly Majority Leader Alberto Torrico is proposing a crackdown on the Legislature he will be termed out of next year.</p>
<p>	The Newark Democrat announced legislation Wednesday that would require lawmakers to pass a state budget by June 15 each year or permanently lose their $173-per-day payment for living expenses until they send the governor a spending plan.</p>
<p>	The measure, Assembly Bill 1411, also would bar campaign fundraising after June 15 until a state budget is passed.</p>
<p>               &#8220;These are steps to change the public&#8217;s perception of the Capitol&#8217;s culture,&#8221; Torrico said in a written statement. &#8220;The reforms I am proposing will give Californians a stronger sense that we are looking out for the public&#8217;s interest.&#8221;</p>
<p>               In a separate bill, Assembly Bill 1412, Torrico proposes to bar lobbyists, lobbying firms or lobbyist employers from giving any gift to state lawmakers.</p>
<p>              Currently lobbyists and lobbying firms can give each lawmaker a gift costing up to $10 per month, while lobbyist employers can spend more, up to $420 per year for a legislator&#8217;s gift, according to Roman Porter, executive director of the Fair Political Practices Commission.</p>

<p>	Truth is, the Roseville Republican fell during a charity giant slalom race for Northern California Rotary Clubs last Friday at Tahoe&#8217;s Alpine Meadows Ski Resort.</p>
<p>	Gaines, a veteran skier, said he finished his first run Friday without incident but that the tips of his skis hit a rut near the bottom of his second run.</p>
<p>              &#8220;I think I was going too fast,&#8221; Gaines said.  &#8220;I was skiing like a 20-year-old &#8211; but with a 50-year-old body.&#8221;</p>
<p>             Gaines is waiting to hear whether surgery is needed to repair partial tears to his anterior cruciate ligament (ACL) and to his medial collateral ligament (MCL). Meanwhile, he is wearing a heavy brace and has crutches.</p>
<p>	Despite the injury, Gaines reported for work Monday at the Capitol.</p>
<p>	The two-term assemblyman did not finish the slalom race, but his Auburn Rotary Club team did &#8211; and finished 13th out of about three dozen teams competing, Gaines said.</p>
