Village Manager Ron Moser estimates the village would receive about $44,000 annually, as only four establishments are eligible for the machines. Under the video gambling expansion law, local governments would receive 5 percent of gambling losses and the state would get 25 percent. The rest is split between the establishment owners and terminal operators.&lt;br /&gt;&lt;br /&gt;Since Gov. Pat Quinn signed a law legalizing the machines in an effort to help fund a $31 billion capital plan, a growing number of suburbs have banned them including Buffalo Grove, Rosemont, Naperville, Bloomingdale, West Chicago, Villa Park, Libertyville, Elburn, Elmhurst, Kildeer, Mettawa, East Dundee and Wheaton. The $14.5 million facility is expected to open in January 2011.&lt;br /&gt;&lt;br /&gt;"It's an effort that's been hanging out there for a few years and it took a lot of meeting with the right people to bring this to closure," Mayor Rod Craig said. "We don't have anything like this in the village, and I'm optimistic this will stimulate other business to support the facility."&lt;br /&gt;&lt;br /&gt;The company behind the development is Lincolnwood-based NuCare Financial Services Corp., which provides bookkeeping services to 13 similar operations in Illinois and five in Arizona. Church Street Station Properties LLC is developing the facility.&lt;br /&gt;&lt;br /&gt;The Claremont-Hanover Park will feature short-term physical care, occupational and speech rehabilitation therapy, specialized memory care services, an inpatient dialysis unit and hydrotherapy spas.&lt;br /&gt;&lt;br /&gt;NuCare CEO Gerry Jenich said the location was desirable because of its proximity to the train station and Lake Street, as well as the area's redevelopment efforts. He also noted a report released by the Illinois Health Facilities Planning Board, which indicated a need for additional beds in the immediate area.&lt;br /&gt;&lt;br /&gt;Jenich credited Craig for seeing the project to fruition, and chalked up the years of discussion to a lengthy approval process by multiple agencies.&lt;br /&gt;&lt;br /&gt;"Plus, changes in the economy slowed things down," Jenich said.&lt;br /&gt;&lt;br /&gt;The facility falls within one of Hanover Park's three existing tax increment financing districts and the village did commit funds. This article was published in, &lt;a href="http://www.kidsathope.org/KAHmag.pdf"&gt;Kids At Hope (see page 20)&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;--------------------&lt;br /&gt;Anyone who walks into Anne Fox Elementary School can feel the positive Kids at Hope influence, but the school principal and the town mayor won’t be satisfied until they’re living in a Kids at Hope community. &lt;br /&gt;&lt;br /&gt;When principal Nick Myers first heard about Kids at Hope, his school faced challenges including significant disciplinary problems and toxic relationships between students and staff. Only 68% percent of students met state standards as measured by the Illinois Standards Achievement Test.&lt;br /&gt;&lt;br /&gt;Four years later, every teacher and staff member, including custodians and secretaries, has been trained in the Kids at Hope belief system, which states that “All children are capable of success, No Exceptions.” Myers calls Kids at Hope the glue that holds all the positive outcomes together, and reports that relationships between students and staff are much more positive, disciplinary referrals are down, and that discouraging 68% figure has soared to 93%.&lt;br /&gt;&lt;br /&gt;“If I left Anne Fox Elementary and went somewhere else, the first thing I would do is train the staff in Kids at Hope. You have to have that foundational belief before you can do anything else. Staff must accept no limits to the potential of the&lt;br /&gt;children with whom they work. If they lack this belief, we will fail children and lower our bar of expectation either intentionally or subconsciously. The Kids at Hope model really spoke to our teachers. It’s a powerful framework, and it keeps them focused on why they got into teaching in the first place.” &lt;br /&gt;&lt;br /&gt;After implementing Kids at Hope in his school, Myers knew how important it was for others to reinforce that belief in his students’ potential for success, and to understand how to put the Kids at Hope model into practice.&lt;br /&gt;&lt;br /&gt;“We wanted our kids to be surrounded with Kids at Hope in the community. Kids have many shifts … they may be at day care in the morning, and then at school, and then at a different day care in the afternoon before they go home. We wanted everyone who has our kids to know this belief system.”&lt;br /&gt;&lt;br /&gt;It was time to rally the town, so he wrote a proposal to become a Kids at Hope, Hope Square Community, spoke with a few local organizations, and ended up with 85 people from schools, the library, the mayor’s office, and community organizations attending a one-day Kids at Hope training. He credits Mayor Rod Craig for much of the turnout.&lt;br /&gt;&lt;br /&gt;“It was an eye opener,” says Craig, of the training. “There were so many people in the room who were part of our educational community, and I thought, ‘We have to get more government on board with this.’” Craig has since become a vocal advocate for making Kids at Hope a community-wide initiative, and is working to get buy-in from the police and fire departments.&lt;br /&gt;&lt;br /&gt;“You have teachers uplifting kids at school, but you have to have consistency with those messages at home and in the community,” he says. “We need to get our arms around it and say this is our behavior in Hanover Park, and we’re not going to accept anything less. When people start to see something like this that’s different and consistent, the intrinsic value of the community goes up.” People will say, ‘I want to live there.’”&lt;br /&gt;&lt;br /&gt;Myers has formed the Kids at Hope Hanover Park Community Coalition for the organizations that have already joined Anne Fox Elementary on the Kids at Hope bandwagon: Einstein Elementary School, the Community Resource Center,&lt;br /&gt;and the Hanover Park Park District. They meet regularly to talk about how they’re implementing the model and the kind of progress they’re making, which Myers says keeps Kids at Hope front and center. But, he realizes that getting widespread&lt;br /&gt;community involvement isn’t going to happen over night.&lt;br /&gt;&lt;br /&gt;“Here at the school, it’s been easy to implement the Kids at Hope model. It made sense to the teachers, and it’s been fun. Taking it into the community has been more challenging … but we keep working on it.”&lt;br /&gt;&lt;br /&gt;In the meantime, Myers sees daily evidence of Kids at Hope’s positive impact. He speaks proudly of the fact that his secretary has her Four Aces cards, which define the important relationships adults need to develop with children, clipped to the bulletin board by her phone. And he recalls one moment at an all-school meeting that captures what Kids at Hope means to each life it touches. ey had asked a student from each grade level to read a portion of their Kids at Hope Passport to the Future to the whole school.&lt;br /&gt;&lt;br /&gt;One of the Kids at Hope Universal Truths states that children succeed when they can articulate their future, and the Passport is a tool that enables kids to describe and envision a future filled with hope, opportunity and success. “This first grader named Rachel started reading her Passport about wanting to be a teacher, and her mother was just crying her eyes out. It was so powerful for all of us to see the students lay out what their future is going to look like, and to see how deeply touched that mother was.”&lt;br /&gt;&lt;br /&gt;All children need a champion, and according to Rod Craig, Hanover Park is fortunate to have Myers. “Nick has my total, dedicated support. He has taken a school from the bottom to the top, and we are speaking in a different way in our community today. Matthew Black, the senior pastor at the church.&lt;br /&gt;&lt;br /&gt;The church took possession of the building in May and Leopardo Construction in Chicago provided about 40 volunteer workers from three states through its "Helping Hands" volunteer program to do interior demolition on June 1 and then rebuild the interior in the following weeks, he said.&lt;br /&gt;&lt;br /&gt;Because of the damage and for its new use, the building needed wiring, new bathrooms, heating and air conditioning changes, and some walls moved, Black said. Parishioners and neighborhood residents helped with tasks such as painting, plumbing, laying tile and landscaping.&lt;br /&gt;&lt;br /&gt;One neighbor who used to be a landscaper volunteered to help lay sod. "We couldn't have done it without him," Black said. Altogether, about 40 people helped with the renovation.&lt;br /&gt;&lt;br /&gt;The building now has meeting rooms, classrooms and bathrooms. A total of 145 vehicles traversed the site to recycle the various items being collected.  The materials and amounts received were as follows:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Document Shredding - 1,250 lbs&lt;/li&gt;&lt;li&gt;Bicycles - 12&lt;/li&gt;&lt;li&gt;Oil/Anti-Freeze - 80 gallons&lt;/li&gt;&lt;li&gt;Eye Glasses - 17&lt;/li&gt;&lt;li&gt;Keys - 13&lt;/li&gt;&lt;li&gt;Electronics - 11,483 lbs&lt;/li&gt;&lt;li&gt;Fire Extinguishers - 21&lt;/li&gt;&lt;li&gt;Auto/Marine Batteries - 40&lt;/li&gt;&lt;li&gt;US Flags - 6&lt;/li&gt;&lt;li&gt;Ink Jet Cartridges - 89&lt;/li&gt;&lt;li&gt;Cellular Telephones - 65&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;CFL bulbs and clothes for Veterans were also collected to be recycled.&lt;br /&gt;&lt;br /&gt;The following groups participated in the event:&lt;br /&gt;&lt;br /&gt;S.C.A.R.C.E.&lt;br /&gt;Lions Club&lt;br /&gt;Boy Scout Troop 95&lt;br /&gt;Boy Scout Troop 1776&lt;br /&gt;C.E.R.T.&lt;br /&gt;Opportunity Secure Data Destruction&lt;br /&gt;Illinois Recovery Group&lt;br /&gt;Exide Batteries&lt;br /&gt;Aurora Tri-State Fire Extinguisher&lt;br /&gt;&lt;br /&gt;Due to its success, the Environmental Committee is planning on making this an annual event. I hope you will take a moment to read the press release below and consider joining us in our budgeting process.&lt;br /&gt;&lt;br /&gt;---------------------&lt;br /&gt;Hanover Park Requests Public Input&lt;br /&gt;For Fiscal Year 2011 Budget Development&lt;br /&gt;&lt;br /&gt;As part of the development of the Village of Hanover Park’s upcoming Fiscal Year 2011 budget, a public input meeting is scheduled Thursday, October 1, 2009 at 6:00 PM in the Board Room of the Village Hall, 2121 W. Lake Street, Hanover Park.  &lt;br /&gt;&lt;br /&gt;The first step in the Village budget process is to solicit public input.  With this meeting, residents have an opportunity to appear before Elected Officials and provide comment about budget issues.  Topics could include public safety services, municipal utilities, public works projects or financial resources necessary to fund the budget. &lt;br /&gt;&lt;br /&gt;The meeting format is similar to the Village Board meeting Town Hall session in which residents can appear directly before Elected Officials.  Their input will be recorded so suggestions can be listed and discussed subsequently.  However, debate or immediate proposal response is not planned at this meeting.  The meeting’s purpose is to provide an open forum for public commentary.&lt;br /&gt;&lt;br /&gt;A second Fiscal Year 2011 public budget meeting is scheduled Thursday, October 15, 2009 at 6:00 PM, one week later.  At this meeting, Elected Officials will discuss previously submitted public input comments and provide information to staff on their recommended budget priorities.&lt;br /&gt;&lt;br /&gt;The third and final preliminary budget meeting is scheduled Thursday, November 5, 2009 at 6:00 PM. Until that time, he will serve as Acting Village Manager.&lt;br /&gt;&lt;br /&gt;For the past eleven years, Ron Moser was the Chief of Police at the Village.  At the June 4, 2009 Board meeting, he was named as Acting Village Manager.&lt;br /&gt;&lt;br /&gt;Ron Moser stated, “It is an honor to be appointed by the Board to this position.  I thank the elected officials for their confidence in me.  It has been my pleasure over the last 11 years to work with the elected officials, all Village employees, and residents. The revitalization of the neighborhood watch program is an important step as we work to ensure public safety in Hanover Park. &lt;br /&gt;&lt;br /&gt;------------------------------&lt;br /&gt;Hanover Park revives neighborhood watch program&lt;br /&gt;http://www.dailyherald.com/story/?id=314906&lt;br /&gt;By Kimberly Pohl | Daily Herald Staff&lt;br /&gt;Published: 8/19/2009 3:11 PM&lt;br /&gt;&lt;br /&gt;A spike in violent crime in Hanover Park forced the police department to shift strategy in recent months.&lt;br /&gt;&lt;br /&gt;Administrators traded in their desks for a squad car, other law enforcement agencies lent personnel and crime-related ordinances were reviewed for toughening.&lt;br /&gt;&lt;br /&gt;Now, the Hanover Park Police Department is reviving the neighborhood watch program in hopes residents will do more to aid authorities in preventing and combating crime.&lt;br /&gt;&lt;br /&gt;"Citizens are the eyes and ears of the police department and we need them to be partners just as they need us," interim police Chief David Webb said. "We can't be everywhere."&lt;br /&gt;&lt;br /&gt;Police are advertising the program and creating a database of residents willing to step up as block captains. Those people will be responsible for organizing and facilitating meetings, recruiting new members and serving as a liaison to the police department.&lt;br /&gt;&lt;br /&gt;More than 25 parents signed up to be block captains while registering students at Hanover Highlands Elementary School, Mayor Rod Craig said. Even more agreed to participate in some capacity.&lt;br /&gt;&lt;br /&gt;Webb said police will map out where all the block captains reside and recruit in areas that aren't yet covered.&lt;br /&gt;&lt;br /&gt;Hanover Park's neighborhood watch program was one of several crime prevention initiatives such as DARE (Drug Abuse Resistance Education) the department eliminated a few years ago in the wake of budget cuts.&lt;br /&gt;&lt;br /&gt;The funding still isn't there, but Webb said he felt it was important to respond to residents' call to have an organized neighborhood watch. He has tapped Lt. Mike Menough and officers Cindi Leon and Hugo Villa to run the program.&lt;br /&gt;&lt;br /&gt;"It's been on hiatus for a while, but starting it back up is the right thing to do given the issues that have occurred in town," Craig said. "People want to be engaged."&lt;br /&gt;&lt;br /&gt;Craig said violent crime in Hanover Park seems to have subsided, pointing to the two-and-a-half months that have passed since four homicides occurred within a two-week span.&lt;br /&gt;&lt;br /&gt;"Thinks are nice and quiet right now," Craig said. I thought it was worth posting:&lt;br /&gt;---------------&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Neighborhood Watch Program&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;The Hanover Park Police Department’s primary goal is to help improve the safety and quality of life within the Village of Hanover Park.  In order to achieve this goal, the Hanover Park Police Department continuously takes “zero tolerance” enforcement action against gangs, illegal drugs and other crimes.  The Hanover Park Police Department is encouraging all residents to assist the police department with this goal by becoming a Neighborhood Watch block captain.&lt;br /&gt;&lt;br /&gt;Neighborhood Watch is a program that encourages members of the community to join with law enforcement to prevent illegal activity in their neighborhoods.  A Neighborhood Watch group usually consists of a group of residents who reside near one another.  Citizens are taught how to decrease the chances of being a victim of a crime and how to report suspicious activity.  Members of a Neighborhood Watch group get to know their neighbor’s routines, vehicles and other habits or information which helps residents to recognize any suspicious or criminal activity.&lt;br /&gt;&lt;br /&gt;The block captain is responsible for organizing and facilitating meetings, recruiting new members and serving as a liaison to the police department. The goal is to “Promote Play and Create Harmony” in our Village.  While the recent acts of violence are greatly disturbing and troubling, there is hope!&lt;br /&gt;&lt;br /&gt;The HPPF has a long history of serving our youth and supporting Hanover Park Park District Programs.  The HPPF recently created a subcommittee to plan a Youth Benefit Ball, hosted by Mayor Rod Craig.  The subcommittee is comprised of the Park District, Village, Lions Club, Hanover Park Community Resource Center, and others who seek to provide access to after school programs via scholarships for youths who may not otherwise be able to afford the costs of program entry fee’s. &lt;br /&gt;&lt;br /&gt;On October 30, 2009 at the Seville Banquet Hall, the HPPF will be sponsoring the 1st Annual Youth Benefit Ball, hosted by Mayor Rod Craig.  Funds will go towards providing scholarships for after school programs to keep our children safe and away from violence. The traffic signal installations at the following three intersections will be totally reconstructed:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Irving Park Road at Westview Plaza&lt;/li&gt;&lt;li&gt;Irving Park Road at Barrington Road&lt;/li&gt;&lt;li&gt;Irving Park Road at Kingsbury Drive&lt;br /&gt;&lt;/li&gt;&lt;/ul&gt;In addition to upgrading the traffic signals, the emergency vehicle preemption equipment will be upgraded, as well as the master traffic signal interconnect system.  Finally, 41 new street lights will be constructed as part of the project, mainly along Irving Park Road east and west of Barrington Road. On the final day of the exhibit (14th), they will hold a seminar and workshop from 6pm to 8pm, which Mayor Craig and area educational leaders will attend.
