HIV Young Leaders Fund: New Request for Proposals

The HIV Young Leaders Fund has launched a Request for Proposals for 2010. It is currently seeking grant proposals from organizations which are "working to address the needs of young people most-affected by HIV in their communities, including young people living with HIV." Interestingly, the Fund also invites groups which are not legally registered as NGOs or nonprofits in their countries to apply for this funding opportunity. IFAD Call for Proposals 2010: Remittances for Development

The International Fund for Agriculture and Development (IFAD) under its Financial Facility for Remittances (FFR) has announced the call for proposals for the year 2010 on Promoting innovative remittance systems and investment channels. This call specifically seeks to promote access to remittances in rural areas, linking remittances and rural financial services and productions and develop innovative and productive rural investment opportunities for migrants and community-based organizations.

This is an open call for proposals and NGOs, nonprofit institutions, government organizations, private entities and cooperatives or credit unions can submit proposals. BBC's World Challenge 2010 for Grassroots-level Projects - up to $30,000 as Grants for Projects

BBC World News and Newsweek in association with Shell have launched the World Challenge 2010 competition to identify and award "projects or small businesses from around the world that have shown enterprise and innovation at a grassroots-level." The World Challenge is organized annually and it is now in its sixth year. It is currently seeking nominations "for innovative projects or ideas that demonstrate an entrepreneurial spirit working for the benefit of the community whilst adopting a responsible approach."

The winner of the challenge will receive a grant of US $20,000 and the second and their finalist will receive a grant of US $10,000. The grants can be used by the winners for their own use and furtherance of their enterprise only. In addition to this, the winners will also have the opportunity to attend the ceremony to receive the grants. This ceremony will be held in the Netherlands and it will be filmed and telecast on the BBC World News channel.

Scholar Rescue Fund (SRF) Fellowships

IIE's Scholar Rescue Fund (SRF) provides fellowship grants for scholars whose lives or careers are threatened in their home countries. The fellowships support temporary academic positions at universities, colleges and other higher learning institutions in safe locations anywhere in the world. Fellowship periods of up to one calendar year are intended to allow the scholars to continue their important work pending improvement in conditions allowing their safe return home. The International House of Japan and the Japan Foundation is currently accepting applications for the 2010 Asia Leadership Fellow Program (ALFP). The ALFP is an opportunity for individuals working in the civil society/NGO sector in Asia to gain increased professional understanding about related issues through workshops, seminars, the retreat meeting, field trips and the public symposium. The Program will be held in Tokyo, Japan for a period of two months and has been scheduled from 12 September to 13 November 2010. The theme of the program is “Asia in Dialogue: Visions and Actions for a Humane Society.”

The fellowship includes a round trip airfare to and from Tokyo, daily allowance to cover accommodation, meals and other incidentals, medical insurance during the stay and other costs related to group activities such field trip and retreat.

Gwangju Prize for Human Rights Award 2010 for Individuals and Organizations

The Korean-based May 18 Memorial Foundation starts accepting nominations for the Gwangju Prize for Human Rights Award 2010 from the month of November onwards every year. The award is given out of an individual or an organizations making contribution towards the “promotion and advancement of human rights, democracy and peace in their work.” Nominations should be made by others (self-nominations are not accepted). The nominee should be active in the field of peace, democracy andhuman rights either in Korea or in another country. The aims of the award are:

1) to enhance the spirit of the May 18 Democratic Uprising by rewarding individuals, groups or institutions in Korea and abroad for their contribution to improvinghuman rights and peace throughout the world; and
2) to recognize individuals, groups and institutions in Korea and/or abroad who are promoting the goals of the May 18 Democratic Uprising as a movement toward unification and cooperation.

The award carries a cash prize of 50 million Korean Won which can be used by the laureate to fund his or her own activities in the field. In addition to the grant, there is also a gold medal and a certificate. The award will be given out on 18 May 2010, celebrated as the 30th Anniversary of the Gwangju Uprising in the Republic of Korea. Nominations have to be made using the form available at the May 18 Memorial Foundation’s website and all supporting documents have to be attached as listed out. The Foundation is also accepting applications for its International Internship Program 2010 from young persons who are University graduates, below the age of 30 years and have a minimum of three years work experience in an NGO or social development. OSI Call for Proposals for NGO Advocacy Projects

The Open Society Institute (OSI) has announced the “Call for Proposals: Prison as a Last Resort – Advocacy Projects” for NGOs in Central and Eastern Europe and the former Soviet Union under the Human Rights and Governance Grants Program (HRGGP). Proposals can be submitted on projects related to the following areas:

Promoting Respect for Human Rights in Prisons
Challenging the Overuse of Incarceration
Combating Discrimination in Sentencing, Prisons and Reentry

“Funding will be provided to advocacy projects addressing one or more of the above priority areas through research and advocacy, impact litigation, and policy analysis.”

Both local and international NGOs in the region can apply for the funding. “Recognizing that those most impacted by penal policies should be included in reform efforts, participation of people with criminal records is welcome.”

“Successful projects must have clearly defined advocacy goals and detailed plans for how they will be achieved. Proposals should also include communication strategies for generating heightened support for penal reform efforts, including campaigning and mobilizing elements as appropriate.”

“Funding will be provided to advocacy projects addressing one or more of the above priority areas through research and advocacy, impact litigation, and policy analysis. HRGGP does not providesupport for stand-alone trainings and conferences, service provision, or individual academic study/ research/ travel.”
Grants can be requested for projects lasting up to 24 months. Concept notes of 2-3 pages have to be submitted initially. These will be accepted on rolling basis.

Grant decisions in 2010 will be made in two rounds:

Concept papers submitted before January 20, 2010, will receive final decisions by May 1, 2010.
Concept papers submitted before August 1, 2010, will be notified of funding decisions by November 30, 2010.

USAID Funding Opportunity for International NGOs working on Family Planning

The United States Agency for International Development (USAID) is seeking concept papers from international organizations working on family planning (FP) projects in countries prioritized by the agency. According to its Annual Program Statement (APS) released under the Support for International Family Planning Organizations (SIFPO), the purpose of this call is “to increase the use of FP services globally through strengthening selected international family planning organizations which have a global reach and an extensive, multi-country network of FP clinics, in order to achieve maximum program impact and synergies.” The proposed projects should work to achieve four results: Strengthened organizational capacity to deliver quality family planning services to target groups; internal quality assurance standards and results quantified and disseminated to strengthen FP performance at a global level ; increased organizational sustainability of country level programs, including internal South to South support and technical assistance; and gender-sensitive FP services targeting youth strengthened at a global level.

Both US-based and non-US organizations are invited to submit applications. However, all applicant organizations should have a wide presence of international FP clinics and a track record of providing FP services. Other criteria includes “have documented experience in implementing FP programs in developing countries, with FP being a central part of the organization’s mission; have the capacity to provide south to south training via networks of clinics in multiplecountries and regions; have links with community based support systems and non government organizations, and have a strong and documented track record in training these organizations in family planning; and be able to expand USAID’s reach by operating in countries in which USAID does not currently have programming, particularly in Sub-Saharan Africa and South Asia.”

The total funding allocation for the program is around $40 million. USAID will conduct two rounds for accepting concept papers. EC’s ‘Good Health for All’ has Grants for NGOs for Advocacy and Strengthening of Health Systems and Policies

In yet another call for proposals under the “Good Health for All” theme, the European Commission (EC) is requesting Concept Notes for “supporting prevention and control of non-communicable diseases in developing countries.” NGOs, which are mostly involved in addressing communicable diseases, should not ignore this opportunity because EC has acknowledged that the poor share a major burden of non-communicable diseases arising out of extreme tobacco use, drug abuse, alcohol consumption, unhealthy diets, indoor pollution due to use of charcoal and firewood ( a symbolic representation of poverty), mental illness and even accidents and injuries. The EC has specially directed this funding to developing countries which indicates that despite non-communicable diseases spreading due to changing lifestyles and behavior, they still affect the poor and the vulnerable populations to a large extent. Civil society organizations need to begin interventions in this regard by researching on the related issues and impact, raising public awareness and advocate for policy changes.

The objective of this programme is to “to contribute to reducing ill health in developing countries caused by non-communicable and lifestyle-related diseases such as cancer, cardio-vascular disease, lung disease, diabetes, injury and mental illness.” Project approaches can include building the local capacities of the organizations, communities and the public agencies in developing action plans to tackle such diseases and/or organizing operational research “to the development of efficient, applicable and comprehensive health promotion activities which target the main health risk factors in a community, such as tobacco, alcohol and drugs abuse, unhealthy diet, indoor pollution and physical inactivity, but also accidents, injuries and mental illness.” Activities that can be proposed are operational research; data collection (baseline studies, surveys, etc); capacity building and policy advocacy; action supporting the design, implementation and monitoring of country policy on non-communicable diseases; small-scale piloting or demonstrating of innovative health promotion actions; training; the design and production of campaign material; public campaigns; south-south and north-south cooperation; or public-private partnerships.”

Funding allocations for each project are between €300,000 and €1,000,000. As usual, applicants can seek only 80% of the core funding while the rest to be covered from other sources, but for international organizations this has been limited to only 50%. Projects can be proposed for a period of not less than one year and not more than three years. All applicants should have PADOR registration. The submission deadline is 20 January 2010. AUSAID Call for Applications under the Community-based Adaptation Activity Grants

The Australian Agency for International Development (AUSAID) is call for applications from Australian and international NGOs “”to work with local organisations to scale up current successful community-based adaptation activities or to build an adaptation component onto existing community-based activities in the Pacific region, including East Timor.” This is part of the Australian Government’s “$150 million International Climate Change Adaptation Initiative which aims to meet high priority climate change adaptation needs in vulnerable countries in our region.”

“The objective of the Community-based Adaptation Activity Grants is to increase the resilience of communities in the region to the unavoidable impacts ofclimate change.

Preference will be given to Australian and international NGOs working in consortia; particularly where consortia build on the comparative advantages of individual organisations. Consortia involving both development and conservation NGOs, including international or Australian NGOs working with regional and/or national NGOs from the Pacific or East Timor, would be particularly encouraged.

Applications in the range A$500,000 to A$1,000,000 will be considered but must be proportional to the work entailed and demonstrate value for money. Funding support will cover activities to commence from April 2010 and be completed by 30 June 2011.”

Commonwealth Foundation’s Civil Society Responsive Grants

The Commonwealth Foundation, as part of its mission to strengthen civil society organizations, provides grants for NGOs in developing Commonwealth countries to “enable people from the Commonwealth to participate in activities that involve intercultural exchange: such as short training courses, workshops, seminars, conferences, cultural festivals, exchanges and study visits in other Commonwealth countries.” Grants are made in the areas of Culture, Governance and Democracy, Human Development, and Communities and Livelihoods in addition to small grants scheme for NGOs working in Fisheries. The objectives of the each of these areas are:

Culture

recognise talents and increase exposure of cultural practitioners;
support the development and implementation of cultural policy
support the increased use of cultural actions towards development and governance;
support inter-faith cooperation to realise Commonwealth objectives in development and governance;
strengthen the capacity of cultural organisations;

Governance and Democracy

contribute to the development of knowledge and skills on good governance;
strengthen human rights and monitoring arrangements in Commonwealth countries;
improve the institutional framework, space and operating environment of civil society organisations in the Commonwealth;
generate wider commitment among civil society organisations to the principles of transparency and accountability;
strengthen civil society capacity to participate in and influence debates on trade, debt relief and financing for development;

Human Development

strengthen civil society capacity in the achievement of the Millennium Development Goals, specifically those related to HIV and AIDS, health, education and gender;
support civil society organisations working for the rights of people with disabilities;

Communities and Livelihoods

strengthen civil society capacity in policy and actions aimed at adapting to the impacts of climate change and environmental disaster;
support civil society organisations working towards sustainable human settlements and the UNHABITAT agenda.

As the grants are mostly meant for building cooperation and exchange of knowledge, skills and ideas between developing Commonwealth countries, these can be used primarily “for activities that involve the participation of people and organisations from more than one developing Commonwealth country.” Available grants for each project are limited to £10,000 with average grant being around £5,000 but in exceptional cases, it can be up to £20,000. Participation in the Youth Sexuality Institute

The Youth Sexuality Institute is going to be held from 7-8 February 2010 in Addis Ababa, Ethopia preceding the main 4th Africa Conference on Sexual Health and Rights. The goal of the Institute is “to contribute to the creation of a generation of young people who have a positive view about human sexuality and are empowered to make safe and responsible choices.” Young people between 18 and 25 years with a commitment towards promoting adolescent and youth sexual and bodily health and rights at national and international levels are invited to apply for the fully-funded participation in the Institute. Thesupport for participation will include travel grant, visa, accommodation and perdiems. However, this support is only for the duration of the institute and not for the Africa Conference on Sexual Health and Rights.

Participants will have the opportunity to:

Develop a better understanding of their sexuality, clarify their values and affirm their sexual health and rights;
Build the skills to prevent violation of their bodily integrity, take care of their sexual health, and express love and intimacy in responsible ways.
Understand gender and rights and how these issues have an impact on how they choose to exercise their sexuality in a positive way.

King Baudouin Foundation providing Grants to fight HIV and AIDS through Football-based Programs

The King Baudouin Foundation has launched a call for proposals for organizations in Africa “to support football-based programs that deliver education on HIV/AIDS with the aim of preventing more young people from contracting the disease and reducing the stigma which surrounds it. Grants will be open to all African based initiatives.” Projects which focus directly or directly to address girls as the primary target may be preferred, but other innovative, collaborative and focused initiatives will also be valued.

Target group

Support is intended for the following types of organizations :

- Africa based

- Nationally registered non-governmental organization, association, or club

- Football program

- HIV/AIDS program experience (education, prevention, stigma reduction)

- Youth serving

- Gender program experience

Minimum project criteria required for funding consideration:

• Football program.

• Youth targeted.

• Clear and sharply focused set of goals and objectives.

• Clear program plan that includes addressing girls’ vulnerability, either directly or indirectly.

Clear program plan that includes addressing HIV prevention and/or stigma reduction.

• Program plan that includes education and skill building (e.g. life skills, leadership skills, negotiation skills, financial literacy, livelihood training, gender training).

An example of the project given: In Zambia, a football and health camp is reaching 14-24 year old boys and their parents. The program promotes male responsibility in sexual and reproductive health, HIV/AIDS prevention, family planning, and child health. Awareness and educational messages are integrated by coaches into football training and competition.

Minimum project criteria required for funding consideration:

• Football program.

• Youth targeted.

• Clear and sharply focused set of goals and objectives.

• Clear program plan that includes addressing girls’ vulnerability, either directly or indirectly.

Clear program plan that includes addressing HIV prevention and/or stigma reduction.

• Program plan that includes education and skill building (e.g. life skills, leadership skills, negotiation skills, financial literacy, livelihood training, gender training).

King Baudouin International Development Prize for Organizations and Individuals in Developing Countries

The 15th of October, 2009 has been marked as the launching of the call for the King Baudouin International Development Prize offered by the King Baudouin Foundation to organizations or individuals once in two years in recognition of their efforts made towards “sustainable improvement of living conditions in developing countries.” “True to the personality and values which inspired its creation, the aim of the King Baudouin International Development Prize is to acknowledge the work of persons or organisations which have made a substantial contribution to the development of countries in the southern hemisphere or to solidarity between industrialised nations and developing nations.” Individuals or organizations working in any field contributing to the sustainable development in developing countries can participate in the award competition. Winners can be working in the field of literacy, rural education, technology transfer, microfinance, microenterprise, human rights, fair trade etc.

The Prize has a financial value of 150,000 Euros in addition to the international recognition and visibility provided to the award winning organization or individual. An Independent Selection Committee reviews the applications and makes the final recommendation for the award to the Board of Governors of the King Baudouin Foundation. Individuals andorganizations that have implementing “innovative and exemplary initiatives which give the local population the opportunity to take their development into their own hands, and are capable of being duplicated elsewhere in the world” are recommended for the award. The Committee shortlists 4-5 candidates for the award during the first phase of selection. In the final phase, a delegation visits the shortlisted candidates to make the final decision.

It is important that the candidates get themselves nominated for the Prize. Nominations can be submitted online. However, a pdf version of the nomination form is also available for download.
