Part I: anti-fascism

It becomes obvious that the question of just how much power will the world splashed with the second wave of economic crisis. Each such crisis brings with it profound social upheaval: the fundamental causes any review mechanism upon which our societies and the basis of our valued systems. Each carries with it the danger of "rightist reaction", unfortunately, very typical for the European continent, with a well-known history of the darkness behind him. Year of billion-dollar disasters

The Wood family of Piedmont, Oklahoma, barely made it to their storm-proof safe room before a huge tornado struck their house in late May. The Woods survived unhurt but the three-story house was destroyed and their dog, Roxie, disappeared.

The family got a bit of relief when Roxie was found safe almost two miles away a day later.

"I was very happy. I started dancing," 8-year-old Paisley Wood told CNN's Ed Lavandera shortly after the storm.

That storm was part of a six-day outbreak of an estimated 180 tornadoes that caused 177 deaths, including 157 in Joplin, Missouri. Total losses across 15 states were greater than $7 billion, according to the National Oceanic and Atmospheric Administration.

The United States has already seen nine weather disasters this year that have caused $1 billion or more in damage, tying the record set in 2008. The total for all the disasters is about $35 billion.

"The year 2011 has already established itself in the record books as a historic year for weather-related disasters, and it is not over -- in fact, hurricane season is just getting under way," NOAA Deputy Administrator Kathryn D. Sullivan told the Senate Appropriations Committee in late July.

Here are the other eight, according to NOAA, from most to least recent:

Upper Midwest flooding, summer

The Missouri and Souris rivers flooded across the Upper Midwest. About 11,000 people were forced to evacuate Minot, North Dakota, and thousands of acres of farmland flooded along the Missouri. Five people were killed, and estimated losses exceed $2 billion and counting.

Mississippi River flooding, spring-summer

Heavy rain and melting snow in the Ohio Valley caused historicflooding along the Mississippi River and its tributaries. At least two people died, and the estimated economic loss ranges from $2 billion to $4 billion.

Southern Plains/Southwest drought, heat wave and wildfires, spring-summer

Drought, heat wave and wildfires have devastated parts of Texas, Oklahoma, New Mexico, Arizona, Kansas, Arkansas and Louisiana. The total direct losses are well over $5 billion, and the drought continues.

Southeast/Ohio Valley/Midwest tornadoes, April 25-30

An outbreak of 305 tornadoes over central and Southern states killed 327 people, including 240 in Alabama. Several of the storms struck heavily populated areas, including Tuscaloosa, Birmingham, and Huntsville in Alabama and Chattanooga, Tennessee, causing the damage costs to soar to more than $9 billion.

Midwest/Southeast tornadoes, April 14-16

Just a few days earlier, an outbreak of 160 tornadoes struck 10 central and Southern states, killing 38 people, 22 of them in North Carolina. Total property losses exceeded $2 billion.

Southeast/Midwest tornadoes, April 8-11

One week before that, an estimated 59 tornadoes in nine states didn't kill anyone but caused more than $2.2 billion in damage.

Midwest/Southeast tornadoes, April 4-5

In the first week of April, 46 tornadoes struck 10 central and Southern states, causing nine deaths and doing $2.3 billion damage.

Groundhog Day Blizzard, January 29-February 3

A large winter storm struck many states in the central, al, eastern and northeastern U.S., leaving 36 people dead. Total losses exceeded $2 billion.

"It's been extraordinary," said Frank Nutter, president of theReinsurance Association of America. (Reinsurers provide financial backing to insurance companies.) "The earlier losses are really out of line with historic patterns. It's not unusual, of course, to have thunderstorm losses or tornado losses in the spring, but the scope of these has just been extraordinary."

Because insurance and reinsurance are global businesses, those losses are piled on top of those incurred during floods in Australia, an earthquake in New Zealand and the catastrophic earthquake and tsunami in Japan, Nutter said. Nevertheless, the insurance industry is in solid financial shape, he said.

Still to come is the height of hurricane season, which Nutter's industry tends to look at as the "big-ticket" loss season. NOAA is predicting 14 to 19 named storms, including seven to 10 hurricanes, as many as five of which could be Category 3 (with 111 mph winds) or higher.

Early warning saves lives, NOAA's Sullivan told the Appropriations Committee.

"The tornado warning for the Joplin area was issued 24 minutes before the tornado struck, a substantial improvement over the five-minute advance warnings that were typical just two decades ago," she said in asking the panel to fund the next generation of weather satellites.

Preparation also can save lives and property. The Federal Emergency Management Agency offers tips for disaster readiness at www.ready.gov. After disaster strikes, victims can apply for relief at FEMA field offices or atwww.disasterassistance.gov.

Insurance industry data show the costs of disasters are rising, even when adjusted for inflation. That's largely due to concentrated building of homes and businesses in vulnerable places, Nutter said.

"The reality is that our society has moved increasingly to areas with the greatest exposure to natural catastrophes along our coasts and rivers and invaded the natural landscape in areas susceptible to wildfire and drought," Nutter told the Senate Appropriations Committee in July. "Where these areas once served as natural habitats to wildlife and buffers from natural hazards, they are now populated with communities and infrastructure."

The value of developments along the U.S. coasts from New York to Florida and around the Gulf of Mexico to Texas exceeds $9 trillion, Nutter told CNN; $2 trillion of that value is in Florida alone, he said. More stringent building codes and restrictions on development in high-risk areas are essential to curtailing losses of life and property, Nutter said.

"Our population is moving closer and closer to the water. We're developing more low-lying and barrier islands every day, and along with that comes a heightened level of flood-related and water-related risks," said Fred Malik, who manages the Fortified for Safer Living programs of the Insurance Institute for Business and Home Safety.

"...If we're going to have development in these areas, what are we going to do to mitigate the risks?" he said.

Inland, the risks from high winds and fires abound. Malik said homeowners everywhere should take steps to make sure their roofs are reinforced, their windows and doors are secure and their buildings have a fire-safe zone around them, he said.

Nailing plywood over windows doesn't provide much protection, Malik said. Corrugated metal or Lexan coverings with permanent anchoring systems are worth the investment, he said.

"There are techniques that are available to affordably and meaningfully reduce risk for natural hazards," Malik said. "People can take proactive and incremental steps; they don't have to eat the whole elephant at one time."

It's for people like the Wood family of Oklahoma that Malik wants buildings to be stronger.

"Yes, we're concerned about preserving life, but once somebody is evacuated, we want them to have something to come home to," he said.

"We want them to be able to return and not have lost all their memories and all those irreplaceable things that insurance just can't give you a check for and bring back -- your wedding dress, your photo albums, the mark on the door that showed how tall Susie or Billy was at age 10."

Rebels claim to take 'revolution' inside Tripoli, clashes reported

Libyan rebels have taken their fight inside Tripoli, home to embattled leader Moammar Gadhafi, a rebel spokesman said late Saturday.

"The revolution from inside Tripoli has officially started (Saturday) evening in many parts ... of Tripoli, and is expected to spread to all of Tripoli," said Jumma Ibrahim, a rebel spokesman from the western mountain region around Zintan.

Heavy clashes broke out Saturday night in at least one neighborhood in the city, marked by intense gunfire, explosions and people screaming as they ran through the street, a resident told CNN.

Gunfire and explosions have become normal occurrences in Tripoli, but CNN personnel on the ground for weeks report that the fighting appeared to be among the most intense yet.

"Most of the neighhoods in Tripoli are rising up," Jumma Ibrahim said.

But speaking a short time later, just before midnight in Tripoli, government spokesman Musa Ibrahim insisted that all is safe and well. He said that the Libyan capital remains under government control, adding that the nearby highways remain open.

"They lie to you about the absence of security in Tripoli," the government spokesman said. "Tripoli is safe and in excellent condition."

He blamed small groups of "armed gangs" -- a term that Gadhafi loyalists have frequently applied to rebels -- for the blasts and gunfire heard overnight Saturday inside Tripoli. He insisted that government forces had put down the fighters "within half an hour," making the statement at the same time gunfire continued to crackle intermittently around the capital.

The rebel spokesman, Jumma Ibrahim, claimed opposition fighters control the main intelligence operations building in Tripoli. He also said some Libyan army personnel had defected and joined the rebels in the vicinity of the capital's airport, which he claimed the rebels were able to take over with their newfound support.

Musa Ibrahim, the government spokesman, denied that the airport had switched hands -- insisting, as with the rest of Tripoli, it was safe and under the control of Gadhafi's forces.

Further illustrating the contrast of perspectives, rebel fighters around Zawiya loudly celebrated what they viewed as the new offensive in Tripoli on Saturday night, at the same time video on state-run TV showed throngs listening to music and voicing support for Gadhafi in Tripoli's Green Square.

CNN could not immediately confirm how significant the fighting was, including whether rebel fighters had taken control of any parts of the city, including the airport.

Jumma Ibrahim, the rebel spokesman, said the clashes in Tripoli were "planned by rebels inside Tripoli in the neighborhoods of Fashloum, Souq al-Juma, Ben Ashur ... and other places."

Musa Ibrahim confirmed that armed men had entered those three neighborhoods in the capital, but said they were confronted and defeated in a matter of minutes.

Hours earlier, Libyan Deputy Foreign Minister Khaled Kaim rejected rebel claims that Gadhafi is seeking refuge for his family, insisting neither the leader nor his wife and children plan to leave the country. This counters rebel reports that the governments of Egypt, Morocco, Tunisia and Algeria have been asked to accept the family.

Officials from the U.S. and NATO -- whose forces have launched scores of strikes on Gadhafi's forces, officially to prevent them from harming civilians -- also said they have no indication Gadhafi is making preparations to leave.

Abdel Monem al-Houni, a representative of the Transitional National Council in Cairo, told CNN he was informed about the request by the Arab governments who received it.

Whatever his next move, international pressure on Gadhafi appears to be growing. Tunisia -- Libya's western neighbor that, until now, had been neutral in the conflict -- joined a host of other nations in recognizing the Transitional National Council as Libya's legitimate government.

All these reports come as a U.S. official said Gadhafi might be preparing for a "last stand" in Tripoli as a months-long NATO air campaign continues amid reports of rebel advances.

A second U.S. official said the longtime leader's plan could involve a final military offensive against civilians, launched from his last major strongholds around the Libyan capital.

The officials, who have knowledge of the situation on the ground, did not want to be named because of the sensitive intelligence matters.

Days earlier, in an address on state TV, the Libyan leader urged supporters to take up arms and battle rebel forces.

"Move always forward to the challenge; pick up your weapons; go to the fight in order to liberate Libya inch by inch from the traitors and from NATO. Be prepared to fight if they hit the ground," Gadhafi said.

Both U.S. officials emphasized that if a final push by Gadhafi happens, the United States doesn't have a clear idea what form it could take.

However, State Department spokesman Mark Toner said Friday that U.S. officials in Benghazi have been working with the Libyan opposition "on exactly what it's going to look like post-Gadhafi."

"Impossible to say when he'll go, but it's clear that he will go," Toner told CNN.

Also on Friday, opposition forces said a former Libyan prime minister has left Tripoli and joined with rebels in the country's western mountains.

Abdel Salam Jalloud "is in Zintan and he is a free man among the rebels," said Jumma Ibrahim, a spokesman for the Military Council of the Western Mountain Region, a rebel group.

Kaim declined to confirm or deny the report.

Jalloud was among members of Gadhafi's inner-circle responsible for the 1969 coup that put Gadhafi into power. Jalloud fell out of favor with the regime in the mid-1990s.

The fighting continues, meanwhile, on a number of fronts, including in the west, where fighting has raged for days over the strategic city of Zawiya, about 30 miles west of Tripoli and a major supply route to the capital.

On Saturday, it appeared the rebels had taken control of all of Zawiya after pushing Gadhafi's forces beyond the east gate, according to CNN's Sara Sidner who is in the city. Artillery fire could be heard, and mortars were launched toward Zawiya on Saturday, she reported. Rebel fighters told Sidner that NATO had warned civilians to leave the main part of the city. NATO has not yet commented on that statement.

Musa Ibrahim, the Libyan government spokesman, said late Saturday that Gadhafi's forces are surrounding Zawiya and still control it.

Earlier, the rebels seized a major oil refinery in Zawiya and controlled only the western part of the city, said Hobab Jomaa, a rebel fighter.

Plane crash kills 12 in Canada's Arctic

A charter flight crashed Saturday afternoon in Canada's Arctic, killing 12 people and injuring three others, First Air said.

The Boeing 737-200, en route to Resolute Bay from Yellowknife, went down roughly 10 minutes after its last reported communication, according to the airline. Eleven passengers and four crew members were on board.

The three survivors were being treated at a medical center, said First Air, based in Kanata, Ontario.

The cause of the crash near the Resolute Bay airport was not immediately known.

Firefighters, medical teams, police and members of the Canadian military were among the first to respond to the accident, according to Dominique Verdon, spokeswoman with the Canada Department of National Defence.

The Transportation Safety Board of Canada will investigate the crash, she said.

Woman took a break from the slots for dinner with her husband in the hotel dining room.

But first she wanted to stash the quarters in her room. "I'll be right back and we'll go to eat," she told her husband and carried the coin-laden bucket to the elevator.

As she was about to walk into the elevator she noticed two men already aboard. Both were black. One of them was tall...very tall...an intimidating figure. The woman froze. Her first thought was: "These two are going to rob me." Her next thought was: "Don't be a bigot; they look like perfectly nice gentlemen." But racial stereotypes are powerful, and fear immobilized her. She stood and stared at the two men.

She felt anxious, flustered and ashamed. She hoped they didn't read her mind but gosh, they had to know what she was thinking!!!

Her hesitation about joining them in the elevator was all too obvious now. Her face was flushed. She couldn't just stand there, so with a mighty effort of will she picked up one foot and stepped forward and followed with the other foot and was on the elevator. Avoiding eye contact, she turned around stiffly and faced the elevator doors as they closed. A second passed, and then another second, and then another. Her fear increased! The elevator didn't move. Panic consumed her. "My God," she thought, I'm trapped and about to be robbed! "Her heart plummeted. Perspiration poured from every pore.

Then one of the men said, "Hit the floor." Instinct told her to do what they told her. The bucket of quarters flew upwards as she threw out her arms and collapsed on the elevator floor. A shower of coins rained down on her. Take my money and spare me, she prayed. More seconds passed. She heard one of the men say politely, "Ma'am, if you'll just tell us what floor you're going to, we'll push the button." The one who said it had a little trouble getting the words out. He was trying mightily to hold in a belly laugh.

The woman lifted her head and looked up at the two men. They reached down to help her up. Confused, she struggled to her feet. "When I told my friend here to hit the floor," said the average sized one, "I meant that he should hit the elevator button for our floor. I didn't mean for you to hit the floor, ma'am." He spoke genially. He bit his lip.

It was ob vious he was having a hard time not laughing. The woman thought: "My God, what a spectacle I've made of myself." She was too humiliated to speak She wanted to blurt out an apology, but words failed her. How do you apologize to two perfectly respectable gentlemen for behaving as though they were going to rob you? She didn't know what to say. The three of them gathered up the strewn quarters and refilled her bucket.

When the elevator arrived at her floor they then insisted on walking her to her room. She seemed a little unsteady on her feet, and they were afraid she might not make it down the corridor. At her door they bid her a good evening. As she slipped into her room she could hear them roaring with laughter as they walked back to the elevator. The woman brushed herself off. She pulled herself together and went downstairs for dinner with her husband.

The next morning flowers were delivered to her room - a dozen roses. Attached to EACH rose was a crisp one hundred dollar bill.
