FHA plan will stimulate new home sales and help stabilize housing market
WASHINGTON - Speaking to the National Association of Home Builders Spring Board of Directors Meeting, U.S. Housing and Urban Development Secretary Shaun Donovan today announced that the Federal Housing Administration (FHA) will allow homebuyers to apply the Obama Administration's new $8,000 first-time homebuyer tax credit toward the purchase costs of a FHA-insured home. Donovan said that today's action will help stabilize the nation's housing market by stimulating home sales across the country.

The American Recovery and Reinvestment Act of 2009 offers homebuyers a tax credit of up to $8,000 for purchasing their first home. Families can only access this credit after filing their tax returns with the IRS. Today's announcement details FHA's rules allowing state Housing Finance Agencies and certain non-profits to "monetize" up to the full amount of the tax credit (depending on the amount of the mortgage) so that borrowers can immediately apply the funds toward their down payments. Home buyers using FHA-approved lenders can apply the tax credit to their down payment in excess of 3.5 percent of appraised value or their closing costs, which can help achieve a lower interest rate. "We believe this is a real win for everyone," said Donovan. "Today, the Obama Administration is taking another important step toward accelerating the recovery of the nation's housing market. Families will now be able to apply their anticipated tax credit toward their home purchase right away. At the same time we are putting safeguards in place to ensure that consumers will be protected from unscrupulous lenders. What we're doing today will not only help these families to purchase their first home but will present an enormous benefit for communities struggling to deal with an oversupply of housing."

Currently, borrowers applying for an FHA-insured mortgage are required to make a minimum 3.5 percent downpayment on the purchase of their home. Current law does not permit approved lenders to monetize the tax credit to meet the required 3.5 percent minimum down payment, but, under the terms of today's announcement, lenders can now monetize the tax credit for use as additional down payment, or for other closing costs, which can help achieve a lower interest rate. Buyers financing through state Housing Finance Agencies and certain non-profits will be able to use the tax credit for their downpayments via secondary financing provided by the HFA or non-profit. In addition to the borrower's own cash investment, FHA allows parents, employers and other governmental entities to contribute towards the downpayment. Today's action permits the first-time homebuyer's anticipated tax credit under the Recovery Act to be applied toward the family's home purchase right away. Unlike seller-funded down-payment assistance, which was a vehicle for abuse, this program will allow homebuyers to shop for the best home price and services using their anticipated tax credit.

According to estimates by the National Association of Home Builders, the Administration's homebuyer tax credit will stimulate 160,000 home sales across the nation - 101,000 of which will be first-time buyers who will receive the credit. Another 59,000 existing homeowners will be able to buy another home because a first-time buyer purchased their home. Given FHA's current market share, it's estimated that thousands of families will be able to purchase a home by allowing the anticipated tax credit to be applied toward their purchase together with an FHA-insured mortgage.

Homebuyers should beware of mortgage scams and carefully compare benefits and costs when seeking out tax credit monetization services. Programs will vary from organization to organization and borrowers should consider whether the services make sense for them, as well as what company offers the most suitable and affordable option.

For every FHA borrower who is assisted through the tax credit program, FHA will collect the name and employer identification number of the organization providing the service as well as associated fees and charges. FHA will use this information to track the business closely and will refer any questionable practices to the appropriate regulatory agencies, as necessary.

A great group of UF students known as the Animal Activists of Alachua are going to clean Ashley Creek on Saturday, April 18. Just 5 of them have already removed an unbelievable amount of trash. This time, they are hoping to recruit a few more volunteers to help. Please join them if you can. It's a creek that is in bad need, so consider coming to help

Meet Tommasina right inside the apartment complex called Ashley Creek, at the corner of NW 16th Terrace and NW 19th Lane. The best way to get there is to go north on NW 13th Street from University Ave, turn left on NW 16th Ave, make your first right at NW 16th Terrace, make a right on NW 19th Lane (blinking yellow light at the top of the hill), park on the street. Walk into Ashley Creek apartment complex, turn right and head towards the dumpsters. Join her in kicking out the litter Saturday April 18 from 9-noon. Wear old clothes, sneakers, a hat and sunscreen. Bring a water bottle and a snack, as well as your gardening tools- shovels, trowels, gloves etc. Lock your bikes at Gainesville High School next to the softball field (you can park there in your cars too if you must).

Westwood Middle School Summer Activities Fair

On Saturday, March 14 at 9 a.m., the Westwood Middle School Parent Teacher Association is hosting the Summer Activities Fair geared toward parents and children of all ages looking for fun things to do this summer.

The Summer Activities Fair will feature information about all of the summer camps, sports, programs and events taking place in the Gainesville and Alachua County area this summer. Local organizations will be at the fair to share information about their summer happenings for children of all ages, abilities and interests.

Event Chair Lori McGriff said the fair is a really great opportunity for parents and kids to find out what kinds of fun programs are being held this summer.

"This event is always a big draw for parents," McGriff said. "It's a great way to learn about summer programs and activities for kids!"

For people refinancing their primary residence, they will be able to refinance their Fannie and Freddie loans up tp 105% of a new appraised value, and maybe not have to pay PMI insurance. Full details expected March 4.

As for the 4% rate-that did not make it out of congress. The 5% rates we have now should be jumped on quickly.

Instead of using chemical drain cleaners to clear a tub or sink stoppage, pour 1 cup of baking soda and 1 cup of salt down the drain, and then follow with 1 cup of white vinegar. Let it sit 15 - 20 minutes, then follow with a pot of boiling water.

To keep your garbage disposal running smoothly and odor free, try this: Fill an ice cube tray with a mixture of 1/2 vinegar and 1/2 water. Once the cubes are frozen, place 2 - 3 cubes down the disposal a week for about a month. This will not only sharpen the blades, but also keep your disposal clean and odor-free at the same time! (Grinding lemon peels in your disposer will also work well for odors).

We are all waiting to see what the final version of the new economic stimulus package is and what parts will help the construction, real estate and mortgage industries. One part of it will increases the size of an existing temporary and refundable first-time home buyer credit to $8,000, up from $7,500. It also removes the requirement under current law that the credit be paid back if the buyer stays in the home for at least three years. And it would extend the credit's expiration date to Dec. 1, 2009, from July 1. Those eligible for this credit must have purchased a home after Jan. 1, 2009, and before Dec. 1, 2009.

In December, the sale of previously owned homes increased 6.5%, the first upswing since September. The government's initiatives to stop foreclosures and lower interest rates are starting to have an effect, presenting fantastic opportunities for first time homebuyers and bargain saavy buyers snapping up distressed properties. The increase in sales volume, however, has done nothing to curb the downslide in pricing, about a 15% decline since this time last year.

Not so fun fact: Our economy has been stuck in recession since December, 2007. The collapse of the US housing market triggered the worst financial crisis since the Great Depression.

Mortgage Rates Drop Again!

"Rates on 30-year mortgages set a record for a fifth straight week by dropping to below 5 percent, the lowest mark since Freddie Mac started tracking the data in 1971.

Mortgage rates have been dropping since late November, when the Federal Reserve said it was going to pump money into the banking system by buying $500 billion in mortgage-backed securities to get banks to lend more money and perhaps aid the ailing U.S. housing market.

Freddie Mac reported Thursday that average rates on 30-year fixed mortgages dropped to 4.96 percent this week, down from the previous record of 5.01 percent established last week. It was the 11th straight weekly drop, and way below the rate of 5.69 percent at the same time last year.

Rates at are their lowest since the company started its survey in April 1971, Freddie Mac said."

This is great news, and consistent with this, lenders that we have been talking to tell us that they have seen mortgage applications more than double since this began. Between this and there still being 14 months residential inventory on the market, it should be all the motivation buyers need to get off the fence and get out and find themselves a great deal!
