			<content:encoded><![CDATA[<p>Ok, the number of posts this week has been less than expected but with good reason&#8230;. we have a spam problem.</p>
<p>The bad news is that spam has finally become too burdensome for our editors to handle but the good news is we spent the week coding a new feature and today are ready to announce a new comment system that will integrate this blog with the <a href="http://gcaptain.com/forum/youblog/2105-congratulations-readership.html">increasingly popular</a> gCaptain forum. </p>
<p>How does it work? The new comment system is very simple, it posts a summary of all new blog articles to a new forum titled &#8216;<a href="http://gcaptain.com/forum/blog-comments/">Blog Comments</a>&#8216;.  </p>
<p>Once posted, registered forum members can reply as they do to every other gCaptain forum thread and the comment will be cross posted to the relevant blog article.</p>

<p>Chief Journalist David Nagle of US Naval Sea Systems Command brings us Milestones in Ship Construction:</p>
<blockquote><p>“So the ship’s been christened, so now it goes out to sea, right? Or, is that the commissioning? Have they put the ship into the water yet? And, when do they break the champagne bottle?”</p></blockquote>
<p>Just as there are many milestones in the life of a Navy ship, there are a number of significant milestones and evolutions involved in bringing that ship to life. The following are some of the major milestones associated with a new construction ship.</p>
<p><strong>Keel Laying</strong>: This is the formal recognition of the start of a ship’s construction. In earlier times it was the “laying down” of the central or main timber making up the backbone of a vessel. Today, fabrication of the ship may begin months before and some of the ship’s bottom may actually be joined. However, the keel laying symbolically recognizes the joining of modular components and the ceremonial beginning of a ship.</p>
<p><strong>Stepping the Mast</strong>: The placement of the mast into the hull in ancient times signified the moment when a “shell” truly became a ship. To commemorate that moment, the Romans placed coins under mast for good luck or to help deceased Sailors into the afterworld. Today, coins, often reflecting the ship’s hull numbers, are typically placed under or near the mast for good luck in a small ceremony.<span id="more-1413"></span><br />
<strong><br />
Launching</strong>: This is the point when the ship enters the water for the first time. Traditionally, it coincides with the ship’s christening with the ship sliding down the ways into the water with a splash. Today, many launchings, such as the one for San Antonio (LPD 17) take place separately from the christening. For example, San Antonio was moved from the ways into a drydock, which when lowered enabled the ship to “float” for the first time.</p>
<p><strong>Christening</strong>: The official launching ceremony recognizing the “floating” of a ship by name and marked with the traditional breaking of a bottle of champagne across the bow.</p>
<p>The blessing of ships dates as far back as the third millennium BC, when the ancient Babylonians, according to a narrative, sacrificed an oxen to the gods upon completion of a ship. Throughout history, different cultures developed and shaped the religious ceremony surrounding a ship launching.</p>
<p>Today the christening is often conducted after the launching. The ship’s sponsors who are most often women break the bottom of champagne and ceremonially give the ship its name. The first recorded christening of a United States Navy ship is USS Constitution, on Oct. 21, 1797 in Boston, where the ship’s sponsor, Capt. James Sever, broke a bottle of wine across the bow as “Old Ironsides” slid into the water.<br />
<strong><br />
Pre-Commissioning Crew</strong>: The Sailors who will eventually crew the ship. They are selected and ordered to the ship starting about 12-18 months prior to delivery. They establish a pre-comm detachment at the ship’s prospective homeport and a pre-comm unit (PCU) at the construction site. The prospective crew will phase transfer to the construction site starting with the nucleus crew about 12 months before delivery through to the arrival of the balance crew shortly before delivery.</p>
<p><strong>Sea Trials</strong>: An intense underway period to demonstrate the satisfactory operation of all installed shipboard equipment and performance of the ship as a whole in accordance with the plans and specifications. New construction ships undergo Builder’s Trials and Acceptance Trials prior to ship’s delivery and Final Contract Trials several months after delivery and sail away.</p>
<p><strong>Delivery</strong>: The official turnover of custody of a ship from the shipyard to the U.S. Navy. This private ceremony involves the Prospective Commanding Officer who actually signs for the ship. This event normally coincides with Move Aboard when the Pre-commissioning crew moves aboard and starts living, eating, standing watch, training and working aboard the ship while final work continues in the shipyard.</p>
<p><strong>Sail Away</strong>: The ship’s final departure from the construction yard for its homeport or commissioning site. It signifies the end of the new construction period and the beginning of its life preparing to perform the mission it was designed to undertake.<br />
<strong><br />
Commissioning</strong>: The commissioning ceremony marks the acceptance of a ship as a unit of the operating forces of the United States Navy. At the moment of breaking the commissioning pennant, the ship will “come alive” and the crew will ceremonially run aboard ship. Thereafter the ship is officially referred to as a United States Ship (USS).</p>

<p>The Seasteading Institute, <span><span><span><span>a non-profit organization</span></span></span></span> dedicated to creating permanent cities at sea as a way to experiment with building new societies without government intereference (as I understand it anyway), has just released the winners from their first <a href="http://seasteading.org/community/contests/seasteaddesign">3-D Design Competition</a>.  The winner was 27 year architectural graphic designer from Eger, Hungary named András Gyõrfi for his design called &#8220;The Swimming City&#8221;, geared toward &#8220;wellness,&#8221; sports, entertainment, and &#8220;whatever you can imagine,&#8221; according to a statement by its creator.</p>
<p>In a press release from The Seasteading Institute, they tell us;</p>
<blockquote><p>We had a great level of participation, with 41 entries being submitted.  More importantly, the quality of the entries was generally very impressive and the competition was very close, as several of the winners won by the smallest margin possible. Participants succeeded indeed in capturing the pioneering spirit of seasteading and expressing a vibrant, lively feeling through beautiful architecture!</p></blockquote>

<p>Last month, the largest cruise ever built, <em>Oasis of the Seas</em>, underwent it&#8217;s first set of sea trials in the North Sea and Chairman and CEO of Royal Carribean, Richard Fain was there to blog about it.  He writes:</p>
<blockquote><p>Hull Number 1363 (soon to be known as Oasis of the Seas) has just completed her sea trials and is now back at her berth in Turku. Most of the trials were a terrific success. The ship performed her various tests very well and everyone is very excited.</p></blockquote>
<p>While the trials were a &#8220;terrific success&#8221;, they did suffer one hiccup; the failure of a &#8217;tethered blimp&#8217; ride.  Fain continues:</p>
<blockquote><p>BUT, we had one nasty surprise early this morning. I previously mentioned that we were thinking of adding an aerostat to the ship and were doing a test to see if it was practical/desirable. It required a lot of temporary rigging but they managed to put a test balloon on the ship.</p></blockquote>
<blockquote><p>Then this morning, something happened and the balloon broke free. It ended up in the water and we are now taking steps to recover it and determine what happened.</p></blockquote>
<p>It is interesting to read as Royal Carribean gets set to commission this massive cruise ship and I would suggest checking out Richard Fain&#8217;s blog <a href="http://www.oasisoftheseas.com/chairmans-blog/">HERE</a>.  For now, <em>Hull Number 1363</em> is back at <span class="plain">STX Europe&#8217;s Turku shipyard awaiting completion. </span></p>

<p>This weeks Interesting Ship is brought to us by Damen Shipyards with their Fast Crew Supplier 5009.  The idea in the design of the Fast Crew Supplier 5009 series was to provide transport of a big load at high speeds and over long distances while still providing comfort for its passengers.  With a capacity for 250 ton load and 80 passengers at a speed of 25 knots, this vessel does just that.  It&#8217;s Sea Axe bow design provides a deep forefront so it can keep up high speeds in rough seas with minimal slamming and greatly reduces vertical accelerations furthing the comfort of the ride.  It&#8217;s steel hull provides for lower costs and lighter weight over it&#8217;s aluminum counterpart, while at the same time reducing fuel costs and lower vibration in the wheelhouse.  Additionally the steel hull makes repairs easier if needed.  <span id="more-5959"></span></p>
<p>The Fast Crew Supplier 5009 runs on 4  Caterpillar 3512B engines so the vessel can remain operating if one of the engines needs maintenance.</p>

One such place where the merits of a focused effort to remove heavy trucks from the nation’s highways are already reaping huge dividends is the state of Connecticut’s link to Long Island. In a 2000 survey of ferry operators, it was determined that of the 4 major operators reporting annual figures to the Federal Highway Administration, there were over 2.1 million passenger boardings and nearly 852,000 vehicle boardings of ferries servicing Connecticut’s ports. Many of those vehicles are heavy trucks and – please reach out and correct me if I have my statistics wrong – in the past five years alone, more than a million trucks were taken off the roads by such means. Think about the reduced idling time for commuters and commerce alike on the already congested Long Island Expressway alone.</p>

I was plainly told that my spot &#8220;went to a minority&#8221;. It happened and continues to happen. If the Navy is concerning about getting more minorities into the Naval Academy, then they should try to recruit those that are qualified and who are taking advantage of other opportunities available to them. Each applicant should be scored the same way, just like a bank should limit lending solely on an applicant&#8217;s ability to repay a loan.</p>

He brought suit in a Florida state court, asserting negligence under the Jones Act; unseaworthiness and failure to provide maintenance and cure under general maritime law; and failure to pay wages under the Seaman’s Wage Act. Defendant employer removed the case to federal court and moved to compel arbitration in accordance with the arbitration clause of the employment agreement. The trial court granted defendant’s motion and plaintiff crewmember appealed. The appellate court found that the arbitration clause did not apply retroactively to the claims that arose prior to the execution of the second employment agreement. With regard to the Wage Act claim, the court ruled that compelling arbitration in a foreign jurisdiction applying foreign law to a claim that only exists under US law would be contrary to public policy. The case was reversed and remanded for further proceedings. Thomas v. <p style="text-align: justify;">The use of arms “escalates the violence” from piracy and increases the risks to crew members, Intertanko’s marine director, Captain Howard Snaith, told Fairplay.</p>
<p style="text-align: justify;">His warning followed a House proposal to give immunity to seafarers who kill suspected pirates. And the House late last month approved legislation that requires the placing of armed military aboard US-flagged ships at risk of hijacking.</p>
<p style="text-align: justify;">The US Constitution’s unique reference to the right to bear arms could be an influence on the US approach to the problem, Snaith suggested.</p>
<p style="text-align: justify;">“With all due respect, our cultures are quite different,” he said, contrasting the UK with the US.</p>
<p style="text-align: justify;">Each flag state, though, has the right to act as it sees fit for their own seafarers and ships, said Snaith, who pointed out that problems could occur when a US-flagged ship is involved in an incident in another country’s waters.</p>
<p style="text-align: justify;">The best approach, Intertanko advised, is to continue naval co-operation and for owners to register and submit ship movements to the Maritime Security Centre Horn of Africa – which is “absolutely” working, according to Snaith.</p>

The vessel was moving from Tesoro Avon refinery in Martinez to San Francisco. There were no reports of fuel being spilt. <p>For the past few years thousands of trucks have been showing up at Google&#8217;s campus, discharging piles of books and picking up yesterday&#8217;s delivery. <p>Beginning in 2002 as a &#8220;secret books project,&#8221; according to an official history at the Google site, Google Book Search has become a planned multibillion-dollar effort that has had to overcome many obstacles, both the sheer effort of scanning so many pages of text as well as conforming to copyright laws.</p></blockquote>
<p>So what does this mean to the average mariner? Quite simply, instant access to millions of pages of text filled with nautical know-how.<span id="more-9196"></span></p>
<p>To show you the power of this technology let&#8217;s take a look at a simple topic, <a href="http://www.google.com/books?q=celestial+navigation&amp;btnG=Search+Books">Celestial Navigation</a>. Go ahead and click the link. With one simple search term you have instant access to 3,120 books on the topic. Now try <a href="http://www.google.com/advanced_book_search?q=celestial+navigation">advanced search</a>! Let&#8217;s go a step further. To find books you can search in real time  select &#8220;Limited preview and full view&#8221; or, to find books you can download, select &#8220;Full View only&#8221;.</p>

<p>Now google understands that most people don&#8217;t want to learn celestial navigation by reading an ebook, we want the real thing!  So on the left hand column google gives links to retailers and  <a href="http://books.google.com/url?id=V4eCon6k-RsC&amp;q=http://worldcat.org/oclc/53449566&amp;clientid=librarylink&amp;usg=AFQjCNGCyFt4T1ADP3FNCIpW1pJ28XbLLg&amp;source=gbs_buy_s&amp;cad=0">find a library</a>. Since this was developed by google it is, of course, smart. The &#8220;find a library&#8221; link, for example, not only lists all libraries that carry the title but also looks up you location and finds the nearest library to you!</p>
<p>And if the text itself is the problem (Bowditch isn&#8217;t exactly easy reading) then look at the &#8220;related books&#8221; and &#8220;common terms and phrases&#8221; section of each book&#8217;s &#8220;Overview&#8221; (<a href="http://books.google.com/books?id=V4eCon6k-RsC&amp;dq=intitle:American+intitle:practical+intitle:navigator+inauthor:bowditch&amp;lr=&amp;as_drrb_is=b&amp;as_minm_is=0&amp;as_miny_is=2000&amp;as_maxm_is=0&amp;as_maxy_is=&amp;num=20&amp;as_brr=0&amp;source=gbs_navlinks_s">example</a>).  Within a few clicks I had access to a few great books like Duttons and Hobbs.</p>
<h3>Advance Book Search Samples</h3>
<p><em><strong>Advanced Search &#8211; Publication Date</strong></em></p>
<p>If your are looking for information on <a href="http://books.google.com/books?q=dynamic+positioning+systems+OR+offshore+OR+navy&amp;btnG=Search+Books">Dynamic Positioning systems</a>, you will see the first entry is from 1990 which is likely to do you more harm than good but do an advance search and enter 2005-BLANK as the date and <a href="http://books.google.com/books?lr=&amp;num=20&amp;as_brr=0&amp;q=%22dynamic+positioning+systems+OR+offshore+OR+navy%22&amp;btnG=Search+Books&amp;as_drrb_is=b&amp;as_minm_is=0&amp;as_miny_is=2005&amp;as_maxm_is=0&amp;as_maxy_is=">the results</a> will all be of great value.</p>
<p>Conversely, if you were looking for knowledge of Damage Control you might be disappointed by the cursory treatment of the subject found in modern text. Instead try <a href="http://books.google.com/books?lr=&amp;num=20&amp;as_brr=0&amp;q=navy+OR+naval+OR+ship+damage+control&amp;btnG=Search+Books&amp;as_drrb_is=b&amp;as_minm_is=0&amp;as_miny_is=1941&amp;as_maxm_is=0&amp;as_maxy_is=1951">Navy Damage control 1941-1951</a> and you have access to true experience in the subject.</p>
<p><em><strong>Advanced Operators </strong></em></p>
<p>Google has a list of <a href="http://www.googleguide.com/advanced_operators_reference.html">advanced operators</a> that are a huge help during traditional web searches for example &#8220;<a href="http://www.google.com/search?q=site%3Agcaptain.com+google+search">site:gcaptain.com google search</a>&#8221; should return this page along with all other google search related articles we have written.</p>
<p>Google books has a similar feature. <h3>Sometimes Google web is still better.</h3>
<p>As much as we love Google Books it does have some faults. Some books I have needed were difficult to find while new maritime books like gCaptain contributor Bob Couttie&#8217;s <a href="http://www.amazon.com/Chew-Bones-Maddog-Philippine-History/dp/1442142596/m">&#8220;Chew The Bones&#8221;</a> was simply not listed. No worries though, just write down the ISBN number from your friend&#8217;s copy and do a traditional google search like this: &#8220;<a href="http://www.google.com/search?hl=en&amp;client=firefox-a&amp;rls=org.mozilla%3Aen-US%3Aofficial&amp;hs=VAF&amp;num=20&amp;q=ISBN+1442142596&amp;aq=f&amp;oq=&amp;aqi=">&#8220;ISBN 1442142596&#8243;</a> and it will show up.</p>
<h3>Bonus Tip &#8211; Google Images</h3>
<p>If you are looking for pictures then your better of visiting <a href="http://images.google.com/">Google Images</a>. Many of you already use this daily but did you know about their new advanced search functionality? Try <a href="http://images.google.com/images?q=enclosed+lifeboat&amp;hl=en&amp;client=firefox-a&amp;rls=org.mozilla:en-US:official&amp;sa=G&amp;um=1&amp;imgtype=">Lifeboat Photos</a> then change the advance search to &#8220;<a href="http://images.google.com/images?q=enclosed+lifeboat&amp;hl=en&amp;client=firefox-a&amp;rls=org.mozilla:en-US:official&amp;sa=G&amp;um=1&amp;imgsz=huge">extra large</a>&#8221; for high resolution photos, &#8220;<a href="http://images.google.com/images?imgtype=clipart&amp;as_st=y&amp;hl=en&amp;client=firefox-a&amp;rls=org.mozilla%3Aen-US%3Aofficial&amp;um=1&amp;sa=1&amp;q=enclosed+lifeboat&amp;btnG=Search+images&amp;aq=f&amp;oq=">clip art</a>&#8221; for images to use in your powerpoint presentation or, my favorite, &#8220;<a href="http://images.google.com/images?q=enclosed+lifeboat&amp;hl=en&amp;client=firefox-a&amp;rls=org.mozilla:en-US:official&amp;sa=G&amp;um=1&amp;imgtype=lineart&amp;as_st=y">line drawings</a>&#8221; for detailed specs.</p>
<p>Lastly are you trying to find a person? If you wanted to find out the key players in a recent ship hijacking you could type &#8220;<a href="http://images.google.com/images?imgtype=photo&amp;as_st=y&amp;hl=en&amp;client=firefox-a&amp;rls=org.mozilla%3Aen-US%3Aofficial&amp;um=1&amp;sa=1&amp;q=maersk+alabama&amp;btnG=Search+images&amp;aq=f&amp;oq=">Maersk Alabama</a>&#8221; into Google photo but narrow down the search to &#8220;<a href="http://images.google.com/images?imgtype=face&amp;as_st=y&amp;hl=en&amp;client=firefox-a&amp;rls=org.mozilla:en-US:official&amp;um=1&amp;q=maersk+alabama&amp;sa=N&amp;start=21&amp;ndsp=21">face</a>&#8221; and you will get people rather than images of the ship.</p>

<blockquote><p><span style="font-size: x-small; font-family: Verdana,Arial,Helvetica,sans-serif; color: #000000;">Atmocean                            is developing its patents-pending wave-driven                            ocean upwelling system to cool the upper ocean and                            enhance natural biological processes to absorb CO2.                            When widely deployed across critical ocean regions,                            the Atmocean technology may help fight global                            warming by sequestering significant amounts of                            CO2 in the deep ocean, reduce hurricane intensity,                            help revive ocean fisheries, and mitigate coral reef                            bleaching. </span></p>
<p><span style="font-size: x-small; font-family: Verdana,Arial,Helvetica,sans-serif; color: #000000;">Upwelling is the naturally-occurring mixing                            of deep, cold, nutrient-rich ocean into the upper                            sunlit ocean that is critical to growth of most marine                            species. As the upper oceans absorb more heat from                            the atmosphere due to the greenhouse effects of CO2                            and other heat-trapping gases, they become more stratified,                            further risking the natural delivery of                            nutrients to the sunlit zone. </span></p>
<p><span style="font-size: x-small; font-family: Verdana,Arial,Helvetica,sans-serif; color: #000000;">Atmocean believes our                            wave-driven upwelling technology can play a critical                            role in mitigating these deleterious effects of CO2-induced                           warming, in the years and decades ahead.</span></p></blockquote>

<p>While the incident, has since been cleaned up, it is an interesting find none-the-less.</p>
<p>A current picture of the map can be found at <a href="http://maps.live.com/">maps.live.com</a> (shown below).  For those of you that have never used maps.live.com, it has great arial photos that are updated regularly for most major cities.  Probably its most notable and unique feature is the Birds Eye view that it provides that is, again, updated regularly for most major cities.  It is really an interesting tool to play around with (WARNING: ADDICTING).</p>
