ADRA India is a part of the ADRA network (www.adra.org), the worldwide humanitarian arm of the Seventh-day Adventist (SDA) Church. Nationally, ADRA India works in Basic Education, Primary Health, Food Security, Micro-economic Development, and Disaster Relief and Preparedness sectors.

ADRA India is going to implement a twelve months project of Ensuring food livelihood security, WASH, Disaster preparedness and risk reduction of AILA Cyclone affected village in Sunder ban region of West Bengal, India. The project is supported under the European Commission Humanitarian Office (ECHO). The project will be implemented across three Blocks (Hingalgunj and Sandeshkhali I and II) in West Bengal state. Applications are invited for the below mentioned post. The appointment is on contract basis for a period of one year. The appointment starts as soon as possible.

Job Title: Watsan Specialist
Reports to: Project manager
Location: Sunderbans, West Bengal

JOB SUMMARY

Will be in-charge of Water and Sanitation sectors in 3 Blocks of AILA Cyclone affected region of Sunderbans in West Bengal.. The WATSAN Specialist will work with AILA staff to ensure rapid, proportionate and effective operations of the water supplies in meeting SPHERE standards. He/She will need to ensure response to immediate watsan problems with simultaneous consideration of longer-term needs and possible scenarios. Depending on the situation, the Watsan Specialist may need to take a very active role in technical co-ordination, support and advocacy with other WATSAN and technical agencies.

The Watsan Specialist should be based in Kolkata or its suburban region, with frequent travels to Sunderbans region and to head office of SHIS and its concerned field offices and sites as needed.

JOB RESPONSIBILITIES

1. Assessment
• Provide water and sanitation lead and expertise in the assessment.
• Conduct initial rapid assessment of current situation in collaboration with local health workers and affected population; determine priorities and immediate activities and resources i.e. more detailed assessment versus need to address immediate watsan problems.
• Represent ADRA/SHIS to stakeholders and Governmental and non-Governmental agencies for the purposes of the watsan aspect of the assessment.
• Assess in-district resources, human, material and financial for response with relevant staff and agencies.

2. Programme Design

• Define aims and objectives of the overall watsan programme.
• Select and design water systems including source selection (ground water, surface water), abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old systems.
• Select, design, and upgrade the most appropriate form of sanitation system (to include excreta disposal, vector control, solid waste disposal, drainage) in accordance to SPHERE standards and taking full account of local conditions, resources, customs and cultural norms.
• Select and design a hygiene promotion and protection strategy.
• Ensure operation and maintenance, environment and sustainability issues are considered and factored into programme design.

3. Response Management and Implementation

• Plan and manage the above in a phased and prioritized manner with full consultation and co-ordination with Project Manager and relevant staff and other agencies both governmental and non-governmental bodies
• Ensure gender is fully considered throughout the project cycle with women being enabled to influence decision- making around watsan issues.
• Organize with the Logistics materials and support needed for all activities.

4. Information and Co-ordination

• Provide regular updates (verbally and in writing) to AILA Project Manager and the rest of the team on progress, priorities and constraints.
• Represent ADRA to government and non-governmental groups as appropriate (technical meetings, cluster meetings etc)•
• Train and brief ADRA/SHIS staff and stakeholders on Watsan issues.

• Strong experience in sanitation and hygiene promotion for disaster affected populations.
• Experience in community water supply systems (wells and tube wells).
• Experience in training staff and organizing workshops.
• Environmental health engineering (level of academic training needed will vary according to situation, wide technical experience will be necessary).
• Geology, hydrology, hydrogeology (as needed).
• Construction - including supervision.
• Awareness of environmental health issues as applied to emergency settings, with special attention to the needs of women and children.

LANGUAGE SKILLS

Bengali: Some fluency desirable

English: Fluent
