MEXICO CITY: Mexico's leader has incurred a debt with U.S. President Donald Trump by accepting U.S. help to end a standoff over global oil cuts, triggering concern the American president will in return make the country pay on issues like migration and security.

President Andres Manuel Lopez Obrador, a leftist oil nationalist, had balked at a demand by the OPEC+ group of oil producing nations to cut output by 400,000 barrels per day.

Instead, he offered a cut of 100,000 bpd and said Trump "generously" agreed last week to help Mexico make up the rest.

Trump has angered Mexicans by insisting the country will pay for a border wall he is building to keep out illegal immigrants.

He has imposed a series of migration and trade-related demands on Lopez Obrador, and said Mexico would "reimburse" the United States for the oil cuts. He has not yet said how.

It could easily mean more demands on immigration and security, Sergio Alcocer, a former Mexican deputy foreign minister for North America, told Reuters.

"This could become a joker, a sort of blank cheque," for Trump, Alcocer said.

Under U.S. coercion, Mexico has had to spend extra money on border policing, looking after asylum seekers and security. The thought of Trump suddenly having additional leverage has sown disquiet among both supporters and adversaries of Lopez Obrador.

One Mexican official, speaking on condition of anonymity, said it could put Mexico under pressure to take a less critical view of U.S. foreign policy in Latin America, notably Venezuela.

Gabriela Cuevas, a congresswoman in Lopez Obrador's National Regeneration Movement (MORENA), said it was vital that the deal with Trump was "made transparent," given his record.

"Trump has never been good news for Mexico," she said.

But she said Lopez Obrador had done well to secure lower output cuts given that Russia and Saudi Arabia had started the oil price war, and that it had not been fair to expect Mexico to slash crude output from record lows in the first place.

By contrast, for Trump to back output cuts to help prices would likely play well in key states during an election year, including Texas, where he could also argue the Mexico portion of the deal showed goodwill toward Latinos, Alcocer said.

Details of the U.S.-Mexico agreement were vague.

Some industry insiders believe that instead of pursuing real production cuts, Trump aims to take U.S. crude off the market by storing it.

Lopez Obrador told reporters on Monday that Mexico had done "very well" out of the oil deal and that he would give more details on Wednesday.

The White House did not immediately respond to a request for comment.

Trump is widely reviled south of the border, having denigrated Mexican migrants as "rapists" during his 2015-16 election campaign and pitched economic ties into uncertainty with demands for a new trade deal favoring the United States.

"If the past is prologue, nobody should be expecting Donald Trump not to use any leverage that he has against Mexico when the time comes," said Michael Camunez, a former U.S. Assistant Secretary of Commerce under President Barack Obama.

Once highly critical of Trump, Lopez Obrador has sought to avoid conflict with him since taking power 16 months ago.

Jorge Castaneda, a former Mexican foreign minister, said so far, the approach had worked.

In return for giving Trump what he wanted on immigration, for example, Washington has been more tolerant when Lopez Obrador has pressured U.S. companies. But Mexico was more and more in debt with Trump on different issues, he added.

And "the Americans always end up thinking they did more for you than you did for them," Castaneda said.

Project description:

This post is part of a US-Ireland research project into the use of the MICP (microbially induced carbon precipitation) process to treat sand materials, and improve their properties, for civil engineering purposes. The principal test site is in Blessington, Ireland and the project will investigate application of the MICP technique to carbonate-bearing sands, providing fundamental insights on associated controlling processes and factors, as a prelude to potential industrial implementation. The project involves an international team of leading scientists and engineers from 3 research centres (CBBG, US, EEM, Northern Ireland and iCRAG, Southern Ireland). This project will specifically focus on the characterisation of the sands at Blessington. It will involve carrying out a series of in situ geotechnical and geophysical tests as well as a detailed laboratory characterisation both of the geotechnical and geochemical properties of the sand. It will pave the way for full scale testing which will be carried out by others later in the project. The results will be assessed using a framework developed for other materials internationally

Position Description: This two-year full-time Master's by research (MEngSc) position is funded through the new Geohazard and Geotechnical Engineering spoke of Irish Centre for Research in Applied Geosciences (iCRAG). The successful candidate will be registered at University College Dublin, starting at the beginning of September 2020. The Master's stipend is €18,500 per annum, with a contribution to EU fees of €5,500 per annum. The candidate will also be required to contribute up to 150 hours per annum demonstrating undergraduate laboratory classes and / or tutorials.

Candidate Experience: The candidate should have a minimum 2.1 in an Honours Bachelor's degree in Engineering Geology, Geology, Geophysics or Civil Engineering, or an equivalent standard from an overseas University. TWO Fully Funded PhD Scholarships in Experimental Geochemistry at Murdoch University, Perth, Australia

The PhD projects

The PhD projects are part of a prestigious Discovery project funded by the Australian Research Council and is aimed at investigating the role of hydrothermal fluids in the creation and decay of porosity in minerals. By undertaking hydrothermal experiments mimicking natural fluid-mineral reactions and analysing the reacted minerals using conventional and advanced techniques (e.g., the facilities at ANSTO, Australian Synchrotron, and ESRF), this project expects to generate knowledge of the fundamental relationships between fluid-mineral reactions, pore creation and decay, pore geometry and connectivity, and the mechanism for the formation of fluid inclusions. This should provide a deeper understanding of the hydrothermal fluids flowing through tight rocks in the Earth's crust to form orebodies. Within the overall context of the project the details of the PhD program can be tailored to suit the interests and background of the successful candidate.

The candidate will be enrolled at Murdoch University in the Mineralogy and Geochemistry group and will receive supervisions from Assoc. Prof. Fang Xia (Murdoch University, Perth, Australia) and Prof. Andrew Putnis (Curtin University, Perth, Australia; University of Münster, Germany). This project also involves close collaborations with Prof. François Renard (University of Oslo, Norway) and Prof. Allan Pring (Flinders University, Adelaide, Australia). Perth is a beautiful coastal capital city of Western Australia and has been one of the most liveable cities in the world for many years.

Fully funded scholarships

Full scholarship will be provided for up to 3.5 years, which means waive of tuition fee (worth AUD $33,960 per year), plus a generous tax-free living allowance of AUD $28,092 per year. Depending on academic merit of the candidate, a top-up living allowance scholarship of AUD $5,000 per year (tax-free) will also be provided.

About the candidates

The candidate should have completed or nearly complete a first-class Honours degree or a Master degree (by research) or equivalent in Geochemistry or Geology or Mineralogy or Chemistry or related majors, with a strong knowledge in physical chemistry, thermodynamics and kinetics, and crystal dissolution and growth processes, an excellent research potential evident by publications in reputed journals or excellent Honours/Master thesis, and proficient in written and spoken English.

Ideally, the candidate also has experience with hydrothermal experiments and the relevant analytical methods but there are not essential and full trainings will be provided. For candidate from non-English speaking/education countries, the minimum English requirement for admission is IELTS (Academic) overall 6.5 with no individual band less than 6.0 or TOEFL (internet based) overall 90 with no band less than 20.
