Rubagar that the majority of unemployed American recieve no unemployment benefits. Just one year ago, 75% of the unemployed recieved unemployment compensation payments. With the continuing collapse of our economy under the current administration, the number of long-term unemployed has skyrocketed. As a result, the percentage of unemployed workers recieving assistance has plummeted to a dismal 48%. In a question and answer session conducted after a speech yesterday in Cleveland, Ohio, Bernanke stated, “This unemployment situation we have, the jobs situation, is really a national crisis.” Bernanke continued that, "We've had close to 10pc unemployment now for a number of years and, of the people who are unemployed, about 45pc have been unemployed for six months or more. Among adult black men the jobless rate has reached 19.1%, with a 40 percent unemployment rate among black teens. This is the worst jobs report since February of 1945 (World War II), the last time that no jobs were created overall for an entire month. For those Americans who still have jobs, hourly wages fell an average of 0.1% during August. At the same time, more long term unemployed are being stripped of their unemployment insurance benefits.&lt;br /&gt;
&lt;br /&gt;
Not to worry though. The White House has announced that its soon to be revealed new jobs programs will reduce the unemployment rate to only 6% by the year 2016, which would coincidentally coincide with the end of Barack Obama's second term as President. Branstad had vetoed plans to keep the field offices open, arguing that stripping away funds would make the Iowa Workforce Development department more efficient. However,  Branstad decided not to veto the funds that had been approved, opting instead to spend them however he wished. As a result of Governor Branstad's illegal actions, as many as 36 of the offices serving the state's unemployed face closure, some as early as next week. A lawsuit has been filed against Branstad as a result of his actions.&lt;br /&gt;

The PDF format manual currently stands at 26 pages in length, with updates and additions to the unemployement benefits guide being included as necessary.&lt;br /&gt;
&lt;br /&gt;
The handbook covers issues related to the state-operated unemployment insurance program,  that provides persons who have lost their jobs with compensation while they are out of work. In Illinois, the Illinois Department of Employment Security  funds the benefits programs through unemployment insurance taxes collected from employers. In addition to financial assistance to the jobless, IDES helps workers find jobs and helps employers find available workers.&lt;br /&gt;
&lt;br /&gt;
The Illinois Unemployment Insurance Benefits Handbook provides details instructions regarding who is eligible for benefits, how to establish your eligibility, when and where to file, how to file online, how to file by phone and how to file by mail. The handbook describes how your benefits are calculated and how they are paid, including how to be paid by either direct deposit or by debit card. &lt;br /&gt;
&lt;br /&gt;
Additional text materials cover the bi-weekly certification process required from UI recipients, as well as special programs and assistance that is provided to U.S. military veterans.&lt;br /&gt;

His proposals include the creation of “reverse boot camps” in which service members will be provided extended transition periods to prepare them for private sector employment or college. The President has also proposed tax cuts for companies that provide job opportunities for young veterans as they leave military service.&lt;br /&gt;
&lt;br /&gt;
The “reverse boot camp” concept is being developed by the Defense Department and the Department of Veterans Affairs, with additional input being provided by the Department of Education, the Department of Labor, the Office of Personnel Management and a special White House task force team. &lt;br /&gt;
Visitors to the office may use computers to file claims via the State of California's &lt;a href=https://eapply4ui.edd.ca.gov/&gt;eApply4UI&lt;/a&gt; online application system, to search for jobs listings on the Web., and to create resumes to submit to employers when applying for work. Unemployment applications may also be made by touch tone telephone or by fax. Internet access is provided at no cost. Former members of the miltary can call the appointment number given below in order to see a Veteran's Representative for participation in the Veterans Intensive Program and for other priority employment and training opportunities.&lt;br /&gt;

The Hollywood Unemployment Office is open from Monday through Friday, from 8:30 am to 5:00 pm. Parking is available for two dollars at the Los Angeles City College student lot a block north of this office, or along the streets.&lt;br /&gt;

In addition to other staff, Local Veterans Employment Representatives (LVER) are available (by appointment) to assist veterans with their employment and training needs. &lt;br /&gt;
&lt;br /&gt;
The Mattoon office has a fully equipped Career Resource Room, complete with a documents library, local jobs listings, information about pay rates, facsimile machines, personal computers, Internet access, copiers and touch tone telephones that can be used by dislocated workers to search for available jobs, to create resumes and to file paper, online and Tele-Serve claims for unemployment benefits. Youth services provide direction to younger workers who need a work permit or who need to prepare for a GED.&lt;br /&gt;
&lt;br /&gt;
The Worknet center in Mattoon is open from Monday to Friday, from 8:00 am thru 5:00 pm. There are also workshops regularly presented at the office on a variety of topics, including how to complete a job application, how to write a resume and how to prepare for a job interview. Call ahead to find out when these workshops will be held this month. There's plenty of free parking at a lot next to the office.&lt;br /&gt;
