&lt;br /&gt;
The Federal Investigation Agency (FIA) had stopped Balawaristan National Front (BNF) chief, Abdul Hamid’s wife Zaibul Nigar at Benazir Bhutto International Airport last week when she was about to leave for Bangkok. She was later informed that her name had been put on the Exit Control List (ECL).&lt;br /&gt;
&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;
Khan, who has taken political asylum in Belgium, has been demanding that G-B to be declared a separate state under the United Nations resolutions.&lt;br /&gt;
&lt;br /&gt;
Talking to The Express Tribune, G-B High Court Bar Association President Ehsan Ali termed FIA’s action as a sheer violation of human rights.&lt;br /&gt;
&lt;br /&gt;
“She is a housewife and not a political figure. Stopping her from leaving the country is against the constitution,” he said.&lt;br /&gt;
&lt;br /&gt;
“It seems that the government is using different tactics to harass a nationalist leader,” he added.&lt;br /&gt;
&lt;br /&gt;
Similarly, Labour Party G-B chief, Israruddin also condemned the government’s action, terming it as against the Universal Declaration of the Human Rights.&lt;br /&gt;
&lt;br /&gt;
“Her husband’s political activities should not affect her rights as a citizen of Pakistan,” he remarked.&lt;br /&gt;
&lt;br /&gt;
“Torturing one’s family members, especially women, for one’s activities is an injustice on the part of the state,” he maintained.&lt;br /&gt;
&lt;br /&gt;
BNF Vice Chairman Haji Rafiq appealed to the Supreme Court to take note of the incident and issue directives to remove Nigar’s name from the ECL. Express tribune&lt;br /&gt;

&lt;/tbody&gt;&lt;/table&gt;Washington: Seeking to fortify its strategic ties with China amid strains in relations with US, Pakistan is considering a proposal to lease the disputed Gilgit-Baltistan region to Beijing for 50 years, an eminent US-based think tank has claimed, citing local media. &lt;br /&gt;
&lt;br /&gt;
The Pakistani move is aimed at cementing its all-weather relations with China amid the irreparable rupture in US-Pak ties over the past year, said Middle East Media Research Institute in a report released on Friday, which was based on news reports in this regard in local Urdu newspapers. &lt;br /&gt;
&lt;br /&gt;
The decision to launch the Pakistan-China Strategic Programme for Gilgit-Baltistan was probably taken during Army Chief Gen Ashfaq Parvez Kayani's visit to China in January 2012, it said. &lt;br /&gt;
&lt;br /&gt;
A report, titled "Pakistan's Deteriorating Situation, Strained Relations with America: Deliberation on Leasing Gilgit Baltistan to China for 50 years', which was published in the Urdu daily 'Roznama Bang-e-Sahar', had said: "In the backdrop of the deteriorating situation in Pakistan and strained relations with America, deliberations have begun (on a proposal) to hand over Gilgit-Baltistan to China on a 50-year lease". &lt;br /&gt;
&lt;br /&gt;
"A Chinese think tank has also given the green light for this move," said the Urdu daily, which was distributed in Gilgit-Baltistan on December 13, 2011, less than three weeks after the November 26, 2011 NATO raid on a Pakistani border post that killed 24 Pakistani soldiers, according to the US think tank, which is headed by a former FBI official. &lt;br /&gt;
&lt;br /&gt;
The Urdu daily said the think tanks of China and Pakistan have begun discussions to hand over Gilgit-Baltistan region to the control of China on lease. &lt;br /&gt;
&lt;br /&gt;
"In the first stage of this plan, China will formulate a strategy for development projects and in the name of working on them will gradually take over the control of this region. In the next stage, China will take over Gilgit-Baltistan under its total control for 50 years and deploy its troops there," it said. &lt;br /&gt;
&lt;br /&gt;
The Roznama Bang-e-Sahar report acquires importance in view of the five-day visit of China by Pakistan Army Chief General Ashfaq Kayani on January 4-8, 2012, the US think tank said. &lt;br /&gt;
&lt;br /&gt;
During a meeting with Chinese Prime Minister Wen Jiabao in Beijing, General Kayani had said that development of China-Pakistan strategic partnership is the "cornerstone of the two countries' policies". &lt;br /&gt;
&lt;br /&gt;
In his remarks, the Chinese Premier had said that "the Chinese government and the PLA (People's Liberation Army) would continue to strengthen defence cooperation between the two countries and more frequent military-to-military exchanges". &lt;br /&gt;
&lt;br /&gt;
Based on news reports published in the local Urdu press, the Washington-based think tank said that Pakistani and Chinese militaries are moving in the direction of a joint military management of Gilgit-Baltistan. &lt;br /&gt;
&lt;br /&gt;
The two militaries will cooperate under a specific plan designated by Pakistan as the Pak-China Strategic Programme for Gilgit-Baltistan, it said. &lt;br /&gt;
&lt;br /&gt;
As part of this plan, officials from Pakistan's Northern Light Infantry (NLI) and People's Liberation Army (PLA) of China would "undergo joint trainings and exchange of expertise". &lt;br /&gt;
&lt;br /&gt;
According to a Pakistani newspaper, the Pak-China Strategic Programme for Gilgit-Baltistan will come into force in June 2012, the think tank said. &lt;br /&gt;

Ski teams from eight universities of Pakistan participated in the championship which included Karakoram University Gilgit, Islamic International University Islamabad, Punjab University, Lahore University, GC University, University of Central Punjab, Karachi University, and University of Swat. Three skiers from each team participated in the final round of the championship, after attending a training camp organized by SFP at PAF Base Kalabagh. &lt;br /&gt;

Skiing is the latest sport which has been introduced by HEC in its annual sports calendar for the inter varsity competitions. It has received a tremendous response from the university students across the country. &lt;br /&gt;
The decision was taken in a high level meeting of NATCO officials, which was presided over by the chief minister, Syed Mehdi Shah.&lt;br /&gt;
&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;
&lt;br /&gt;
Sources said that majority of the sacked employees belong to Gilgit Baltistan, among them are five from district Ghizar. While some of the effected employees hale from Punjab and Khyber Pakhtunkhwa province (one from Chitral).&lt;br /&gt;
&lt;br /&gt;
Meanwhile, NATCO has announced to operate VIP air conditioned high roof service between Ghizar and Rawalpindi from February 13. The one-way fare from Ghizar to Rawalpindi will be Rs. 2500.&lt;br /&gt;

Chief Minister GB Mehdi Shah has also announced to grant bonus to the remaining employees of NATCO. Dardistantimes&lt;br /&gt;

The students from PSF tried to occupy the main venue of ceremony and demanded a resignation of Chief Minister GB Syed Mehdi Shah. &lt;br /&gt;

According to details, on the occasion of oath-taking ceremony of Chief Judge Rana Muhammad Arshad, who had also served in Lahore High Court as a judge, dozens of students stormed the specific venue and chanted slogans against him and GB Chief Minister.However, upon intervention of Provincial Ministers and Deputy Speaker, the agitating students left the area. A huge contingent of Islamabad police was also summoned.&lt;br /&gt;
&lt;br /&gt;
Later, Governor GB Pir Karam Ali Shah refused to respond to media queries about the ugly incident at oath-taking ceremony. On the other hand, Chief Minister Syed Mahdi Shah termed the incident as pre-planned conspiracy to frustrate the ceremony. He said certain elements had brought the people to create ruckus during the event and brushed aside a demand to resign from office.He said that he was an elected CM of the people and would not resign on demand of few elements who had not elected him. &lt;br /&gt;

Shah informed that entry of irrelevant people in Gilgit Baltistan House had been banned. Meanwhile, Minister for Kashmir Affairs and Gilgit Baltistan, Mian Manzoor Ahmed Wattoo on Tuesday justified appointment of Chief Judge of the GB Supreme Appellate Court. Talking to media persons after oath-taking ceremony of Justice Rana Muhammad Arshad, he said that his appointment was in accordance with set rules and there was no bar upon appointment of non-residential eligible person as Chief Judge in GB Court.‘The Prime Minister has taken a good decision on the advice of Governor’, he said while defending the appointment and advised those who had any reservations to resort to legal procedure. &lt;br /&gt;
&lt;br /&gt;
Wattoo said the Chief Judge had vast experience as he had already served as a judge. To a query about Jaffar Shah, another judge, he said that he was a senior judge and was a respected member of the Supreme Appellate Court. He also took credit for retaining him in the court by saying that retired Chief Judge Nawaz Abbasi had moved a plea for his removal under violation of rules but they resolved the issue.&lt;br /&gt;

Ghulam Abbas, chairman Gilgit-Baltistan National Moment (GBNM) has filed a petition in the supreme court of Pakistan seeking an injunction against the appointment and a stay order on the oath taking ceremony of the new judge. &lt;br /&gt;
&lt;br /&gt;
The petitioner has contended that the appointment of the retired judge in the court of last resort is illegal and against the basic human rights of the people of Gilgit as per the Gilgit-Baltistan (Empowerment and Self-Governance) Order, 2009.&lt;br /&gt;
&lt;br /&gt;
The writ petition filed through Advocate Ikram Chaudhry has contended that the appointment of Chief Judge is against the Gilgit-Baltistan Order which constitutes:&lt;br /&gt;
&lt;br /&gt;
“At any time when the office of Chief Judge of Gilgit-Baltistan is vacant, or the Chief Judge, is absent or unable to perform the functions of his office due to any other cause, the next senior Judge of the Supreme Appellate Court to act as Chief Judge of Gilgit-Baltistan.”&lt;br /&gt;
&lt;br /&gt;
The petitioner has pleaded the highest court of Pakistan to declare the appointment null and void and issue a stay-order against the oath-taking ceremony of the judge which is likely to proceed on 8th of this month.&lt;br /&gt;
&lt;br /&gt;
Social and political circles in Gilgit-Baltistan disapprove re-employment of retired judges – for fear of politically motivated selective justice— in Gilgit-Baltistan by federal government without any respect to the Self Rule Ordinance.&lt;br /&gt;

&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;
The source further revealed that several employees, including some of its senior most management will be laid off in upcoming days.&lt;br /&gt;
&lt;br /&gt;
The anonymous source said, “There is a high chance that the company may pack up in the near future.”&lt;br /&gt;
&lt;br /&gt;
In June 2011, Mohsin Industries was granted a gemstone mining licence by the Gilgit-Baltistan government. This action caused uproar in the province’s Legislative Assembly since the legislature had already banned the provincial government from issuing new licences.&lt;br /&gt;
&lt;br /&gt;
In a resolution passed by the assembly, Gilgit-Baltistan Chief Minister Mehdi Shah was accused of “secretly” and illegally granting the licence to Mohsin Industries. The chief minister has insisted that the licence was granted by the federal government and that he had nothing to do with it.&lt;br /&gt;
&lt;br /&gt;
Several members of the province’s Metals, Minerals and Gems Association have been opposed to the manner in which Mohsin Industries was granted its licence and have threatened to protest against the government, if those mining rights are not withdrawn.&lt;br /&gt;
&lt;br /&gt;
Mohsin Industries is owned by Wang Zunyu, a Hong Kong national who moved to Gilgit-Baltistan three years ago to start a gemstone mining company. Wang had converted to Islam and taken the name of Mohsin. He owns a company known as Bao-Billion Mining Group, of which Mohsin Industries is a Pakistani affiliate.&lt;br /&gt;
&lt;br /&gt;
Wang had hired hundreds of locals for the company and recruited a man named Abid Baig, an influential local resident, as the president. Baig was reported to have been passionate in allowing a company owned by a foreign national to mine gemstones in Gilgit-Baltistan since he said it would provide job opportunities to local people.&lt;br /&gt;
&lt;br /&gt;
Sources familiar with the situation say that the company has laid of dozens of employees and even Baig is reported to have left the company after a falling out with the owner of the company. News Pakistan&lt;br /&gt;

Despite the pompous announcements and promises from the government, for the last two years the people of Attabad and upper Hunza have been living in siege as there is no land contact of the area with other parts of country due to the damage of Karakurm highway. Boat was the only source of communication but due to sever weather the water of lack has got frozen therefore the boat service is also suspended for one month. People are surviving on the relief aid getting from the government of China although relief is not our top priority demand. In addition, for 25000 of population there is not a single doctor hence many lives have been lost due to unavailability of medical facilities. Although the literacy rate of the areas is more than 80 percent however, due to the disaster people are suffering economically so many of the students are compelled to discontinue their education. For the last two years government has been promising to provide financial assistance to the students of the area but still nothing has happened except to the nearer and dear ones. Therefore thousand of students are affected educationally.&lt;br /&gt;

The murder of two IDPs on August 11, 2011 by police while protesting for their compensation during visit of Chief minister Mehdi shah to Hunza and the detention of hundreds of people due to baseless reason has also exacerbated the situation, They were quick to arrest hundreds of the youth of Hunza but no progress has been made on providing justice to the father and son who were mercilessly murdered by police.&lt;br /&gt;

Keeping in view the severity of the areas, you are request to highlight this issue in your program on January 4, 20012, to sensitize the government to take serious steps to solve the problems of the people of Hunza and to hand over the work of spillway in order to drain water from the deadly lake&amp;nbsp;to China as FWO has failed to drain it for the last two years. &lt;br /&gt;

&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;
The petition has been accepted by the G-B Chief Court. According to sources, 44 ASIs were appointed in Gilgit police in 2005 and they were put on probation for two years as per government rules.&lt;br /&gt;
&lt;br /&gt;
The first seniority list of the ASIs was made in 2007. However, sources claimed the IGP arbitrarily changed the list on December 5, 2011, denying promotion to 17 ASIs. Sources also said that aggrieved police officials made a case against the list before the IGP after the issuance of the new seniority list, but he did not forward the file to the G-B chief secretary.&lt;br /&gt;

Speaking on the occasion, Siddiqul Farooq welcomed students MSF. He strongly criticized Chief Minister GB Mehdi Shah for inflicting torture on MSF activists as well as promoting sectarianism. &lt;br /&gt;

While talking to media, Hafiz Hafeezur Rehman disclosed that Indian secret agencies were abusing youth in GB by involving them in anti state destructive activities in the name of nationalism. He said all the neighbouring countries had ‘interest’ in GB due to its strategically important geographical location and abundance of minerals and hydle reservoirs.&lt;br /&gt;
&lt;br /&gt;
Few day&amp;nbsp;back,&amp;nbsp;the central president,&amp;nbsp;along with other&amp;nbsp;office bearers&amp;nbsp;resigned from BNSO, blaming Abdul Hamid Khan,&amp;nbsp;chaimen Balawaristan National Front (Hamid faction)&amp;nbsp;of working for India's interests in the region.&lt;br /&gt;

The chief judge of the GB Supreme Appellate Court and chairman GB Supreme Judicial Council, Justice Muhammad Nawaz Abbasi, has filed a reference before Prime Minister Yusuf Raza Gilani to initiate the proceedings against the judge - Justice Syed Jafar Shah.&lt;br /&gt;
&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;
&lt;br /&gt;
A senior official source in the Prime Minister’s Secretariat told The News that the federal government has received the reference against the judge who is charged to have hurled at GB Governor Pir Karam Ali Shah ‘threats of life, setting his house at fire and also dire consequences of sectarian hatred’.&lt;br /&gt;
&lt;br /&gt;
According to the reference (SAC-CJ-08/2011 dated December 22), the top judge and mover of the reference, Justice Nawaz Abbasi, was approached by GB Governor Pir Karam Ali Shah on December 19 at about 2:45pm on telephone conveying that Justice Jafar Shah has extended him threats of life, setting his house at fire and also dire consequences of sectarian hatred in a manner of his personal interest.&lt;br /&gt;
&lt;br /&gt;
Justice Abbasi added the governor at about 8pm again contacted him and repeated the above fact on phone and informed that the governor had also brought the matter to the notice of the GB chief secretary.&lt;br /&gt;
&lt;br /&gt;
According to the reference, Justice Abbasi was also informed by the chief secretary that the governor had intimated him about the matter. In addition to this, Justice Abbasi was also informed by the secretary Kashmir Affairs and Northern Affairs Division, government of Pakistan, that Governor Pir Karam Shah had confirmed to him as well about the threats that he had allegedly received from a top judge of GB.&lt;br /&gt;
&lt;br /&gt;
Narrating the facts of the case, Justice Abbasi argued: “The Judicial Office is a sacred office and according to unwritten code of conduct applicable to all Judicial Offices in a Judicial System, a judge must be humble and behave in a dignified manner without being rude and rough to any person. A judge is required to maintain high moral in private and official life, and must avoid indecent behaviour to any person in society. The extending threats of life to governor and threats of setting his house at fire with consequence of sectarian hatred by a judge is certainly a serious matter, which is not only an insult and showing disrespect to the governor but is also a criminal offence and disgrace to the high office of a judge of Supreme Appellate Court, Gilgit Baltistan”.&lt;br /&gt;
&lt;br /&gt;
The reference added: “As narrated by the governor, the act of extending threats to him by the judge of Supreme Appellate Court is shocking and unbecoming of a judge and a gentleman. The above behaviour of a judge is highly derogatory to the Code of Conduct circulated by the Supreme Appellate Court Gilgit Baltistan throughout Gilgit Baltistan which is incorporated in the judgment on the subject of the independence of judiciary in Gilgit Baltistan reported as (2010 GBLR 160) and Syed Jafar Shah is also party to the judgment as a judge of Supreme Appellate Court, Gilgit Baltistan”.&lt;br /&gt;
&lt;br /&gt;
Referring to the procedures for the removal of a judge, Justice Abbasi said the prime minister of Pakistan as being chairman of the Gilgit Baltistan Council or the GB governor as the case may be, on information from Supreme Judicial Council or from any other source regarding misconduct of a judge, shall direct for inquiry by the Supreme Judicial Council and if the SJC is of the opinion that the judge is guilty of misconduct, the chairman GB Council (Prime Minister of Pakistan) shall advise the GB governor to remove the judge from his office. It is also explained that inquiry into the conduct of a judge by the SJC is mandatory and if judge is found guilty of misconduct by the SJC, the removal of such judge from office is mandatory.&lt;br /&gt;
&lt;br /&gt;
“In the present case, the judge extended threats to the governor who is removing authority of a judge and the governor brought the matter to the notice of Chairman Supreme Judicial Council. The matter is extremely serious which may constituted misconduct within the ambit of Article 66 of Gilgit Baltistan (Empowerment and Self-Governance) Order, 2009, therefore, keeping in view the gravity of the matter, this is my duty as Chief Justice Gilgit Baltistan and Chairman, Supreme Judicial Council to place the matter before the chairman, Gilgit Baltistan Council for necessary direction to the Supreme Judicial Council for inquiry and report in the matter in the interest of the dignity of high office of governor and also of the Institute of Supreme Appellate Court, Gilgit Baltistan. The chairman, Gilgit-Baltistan Council may if consider proper directly proceed for appropriate action in accordance with law,” the reference concluded. The News, January 1, 2012&lt;br /&gt;

GILGIT: A prominent social workier, hailing from Diamer was shot dead on a busy road in Jutial on Thursday.&lt;br /&gt;
Jahangir Khan was a strong proponent of women’s education in an area with around five per cent female literacy rate, according to a report. Just days before he was killed, he told a national english newspaper&amp;nbsp;that his goal in life was to educate women in Diamer for which he had formed an NGO called the Oswa Welfare and Development Organisation.&lt;br /&gt;
&lt;a name='more'&gt;&lt;/a&gt;&amp;nbsp;The NGO had held a seminar in Gilgit in November, at which Khan had blamed the government for depriving women of education in his speech. He also ran a primary school in his village and wanted the media to project his work. He had a vision and a road map to implement his plans in the valley.&lt;br /&gt;
&lt;br /&gt;
However, time did not permit him to fulfil his dreams.&lt;br /&gt;
&lt;br /&gt;
According to one of Khan’s friends, he was killed over personal enmity. However, his relatives have refused to divulge any details. Nonetheless, they blame the police of protecting the perpetrators of his murder.&lt;br /&gt;
&lt;br /&gt;
“We have nominated suspects for his murder but the police seem reluctant to arrest them,” said one of his relatives. His brutal murder has sparked fear and panic among people in Gilgit, who believe his death is a huge setback to women’s education in G-B, especially in Diamer.&lt;br /&gt;

According to media reports bombs were planted in a community school and Government Girls School in Chilas, which damaged the school buildings. No one was hurt as the schools were closed at the time of the blast. &lt;br /&gt;

Speaking at the launching ceremony, Member Legislative Assembly Deedar Ali said that Gilgit-Baltistan was blessed with immense treasure of natural resources including wetlands and it was in our best interest to wisely manage them. He appreciated the efforts of WWF-Pakistan and expressed hope that the project would prove to be a milestone in natural resource management of the region.&lt;br /&gt;
&lt;br /&gt;
Conservation manager, Muhammad Zafar Khan, WWF-Pak Skardu, said at the occasion that WWF-Pakistan had always worked in close partnership with all stakeholders and this event was a step forward to ensure collective development effort of institutions in the region. Project coordinator, Naseer Ahmed, briefed that there were number of high altitude wetlands, especially lakes, in GB. Different line departments, NGOs and CBOs also participated in the cermony.&lt;br /&gt;
&lt;br /&gt;
A pictorial presentation about high altitude lakes of Pakistan and a documentary on Birds of Pakistan were also a part of the program. WWF in its efforts to enhance awareness among youth on environmental issues on Monday inaugurated colour coded dustbins at their pioneer Green School- Beaconhouse School System.&lt;br /&gt;

KP government is disputing ownership of 18 kilometer long belt with GB government in a bid to get a share in income from power generation. GB legislative assembly has passed the resolution against the KP claim. The resettlement work has been done but still there are gaps where government needs to bring in improvement as per international standards. ADB was helping government to structure the project and make it bankable. It is the most complex and the most comprehensive project ADB has ever financed. Werner Liepach said ADB has not yet framed clear views on dam financing requirements but export credit will be major source of financing. Other than export credit International Financial institutions and commercial financing would also be availed to complete the project.&lt;/span&gt;&lt;/span&gt;&lt;span style="color: black; font-family: Georgia;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/div&gt;&lt;br /&gt;
