The demand for engineering professionals is set to rise in the UK in the next 10 years due to advances in technology and changes in industry and consumer demands. Research published by the UK Department for Education and Skills highlights this increase and forecasts that the market will expand at a rate of 2% a year.

Germany & Canada : New overseas education destination for Indians.

Volumes of essays, English tests with formidable acronyms like TOEFL and IELTS and endless sessions with bank managers. It is a grind that swathes of students in India experience every summer to enter foreign educational institutes.

For years, the central characters of this plot have been universities in the US, the UK and Australia. Indian students who pack classrooms around the world - they are second only to the Chinese - did not dare look beyond these destinations for reasons as varied as job prospects to social recognition. Those days seem to be winding to an end.

Indian students are now turning their backs on the usual suspects for some of the very reasons they flocked to them earlier.

A raft of new destinations such as Continental Europe, Canada, Singapore, New Zealand and China are emerging as the new red-hot destinations. The map for overseas studies that was once concentrated on three regions finally resembles a spread.

Indeed, the fall in the number of students to the troika of the US, the UK and Australia has been too sharp to ignore. Nowhere else has the shift been more palpable than in Australia. The number of Indian students who chose the country dropped 77% in 2010 compared to the previo US year.In the UK, only 41,350 Indians went to study in 2010 against 57,000 in 2009. Even the US seems to be losing some of its sheen for Indian students as their numbers fell by 32% in 2009-2010 from a year ago. There are now more Chinese than Indian students in the US.

The biggest beneficiary of this shift has been Canada, where the number of Indian students rose 280% in 2010 compared to 2008. France is absorbing a steady increase of at least 20% Indian students a year. There were 15% more Indian students in Germany in 2009-10 from a year ago.Though the Singapore government is yet to publish countrywise figures, education consultants say the number of Indian students picking that country has been rising nearly 20% a year since 2009.

"With Australia and the UK tightening visa rules and the slowdown hitting the job market in the US, Canada is emerging as a big overseas destination," says Masud Hasan, director , at Global Education Service, Siliguri, India.

"Singapore, which provides good job opportunities after studies, too has seen an increase in the level of interest," he says.

Changing preferences

In Australia, the slump in the number of Indian students was fomented by the rash of racist attacks on Indians in 2009. That was followed by a clampdown by the government on dubious institutions, especially in vocational training, which was hugely popular with Indian students.

"Restrictive visa and immigration policies in Australia and the UK make them less attractive," says Dr. H Yasmin.

The US has long remained popular in Indian campuses because of the optional practical training and curricular practical training programmes. These are avenues for international students to apply their classroom learning in the workplace.

The tough visa system in the US in the aftermath of the 9/11 attacks, however, has become a major deterrent for Indian students. Increasing cases of student visa frauds, the Tri-Valley University case still fresh in the minds of students, are likely to drive Indians to new destinations.

Continental shift

Drawing Indian students at the expense of the US and the UK are countries such as Germany. Education experts say this is more than an enrollment trend as these countries have made a calculated attempt to woo the Indian students, offering more courses in English.

A highly subsidised higher education system and world-class institutions are complementing the effort.

"German universities also offer a number of scholarships for students with excellent academic track records. About 15-20% of Indian students in Germany receive funding every year," says Apoorv Mahendru, head of operations of the education network South Asia German Academic Exchange Service.

Another magnet for Indian students is subsidised education in Germany. Most higher education institutions charge nil or little tuition fees. A student usually pays no more than e500 a semester. The total expenses, including housing, food and health insurance amount to around Rs. 6 lakh a year.

In the US, fees for a graduation course alone are nearly Rs. 11 lakh a year. The UK is more expensive, with fees at around Rs. 20 lakh a year and another Rs. 10 lakh in expenses.

Germany's efforts to woo foreign students are manifested in this data: up to 12% of its total students are foreign compared to 3% in the US, says a recent study by the British Council. Germany has trumped Australia, the UK and China as the country with the most number of foreign students, says the study that compares the higher education systems in 12 countries on critical parameters.

More hotspots

Canada is another destination that is fast emerging as a hotspot of Indian students. The country issued 12,000 study permits in India in 2010 against 3,152 in 2008.The Canadian Experience Class visa programme and post-study work permits offer flexibility to foreign students. Chances of a permanent resident status are high thanks to two-year programmes at publicly funded colleges.

Canada also introduced a student partners programme last year, which has opened admissions in private colleges for Indian students.Students also factor costs.

Nearer home, Singapore is turning out to be another choice destination. Nanyang Technological University and National University are popular among Indians. Singapore is also known for world-class institutions and a cosmopolitan lifestyle.

Experts say students target quality education, but they will never ignore costs. Therefore, new countries will emerge as education destinations. In recent years, China New Zealand and Russia too have begun attracting Indian students.

The continued interest of Indians to study abroad is a complex interplay of variables, including job prospects, cost of education, availability of quality local programmes, social recognition and opportunities of immigration.

A statement of changes to the Immigration Rules has today been laid before Parliament, setting out how the student visa system will be reformed from next month. The reforms, which affect Tier 4 of the points-based system, were announced last week.

To accompany the statement of changes in the Immigration Rules bringing the first set of changes into force from 21 April 2011, we have published:

a statement of intent containing full details of the reforms;
revised policy guidance for Tier 4 migrants from 21 April 2011; and
revised guidance for Tier 4 sponsors from 21 April 2011.

The laying of the statement of changes was anounced in a written ministerial statement by Immigration Minister Damian Green.

General Entry Requirements

International students who want to study at Chinese universities must meet the requirements set out by both the Chinese government and the university they apply to.

Requirements of the Chinese Government

1. Applicant must be a real student, must hold a student or visitor visa.

2. No criminal record. Applicants from some countries are requested to provide a non-criminal certificate
notarized and certified by the Chinese Embassy;

3. Some official sectors restrict the number of applicants from certain countries.

4. Applicants should have the appropriate qualifications and be able to meet all the requirements (in
accordance with the school requirements), be in a reliable financial state and have a guarantor in China.

5. Transfer students need to provide the agreement certificate between the two schools.

Requirements of China's Universities

-> In accordance with different levels of degree, Chinese universities have different requirements for all
enrollees. Before applying, you must carefully review these requirements.

-> Usually, non-degree language and culture programs have minimum requirements; as long as you have
obtained a high school diploma, you can apply for admission.

-> Chinese-medium degree courses (i.e. degree courses taught in Mandarin Chinese) require the applicant to
provide HSK examination results to prove their Chinese language proficiency. Applicants for master's
degrees also need to provide a copy of transcripts and recommendation letters.

-> English-medium courses do not require HSK exam results. Instead, applicants for English-medium
courses should provide recognized English proficiency tests such as TOEFL or IELTS. (English native
speakers or those who hold an academic degree taught in English need not provide test scores).

More and more universities are starting to offer international programs taught in English. These programs will no longer require HSK examination results and are suitable for international applicants.

There is no doubt that you should target a high GMAT score and that a high score will improve your chances of admission. A high score projects you as a person with good analytical and verbal skills, both of which are necessary to perform well in a management program and later, after completion of your course, to perform in real life business situations.

If you are applying to a top MBA program that is ranked high, you will need a high score just to qualify for an admission. The average GMAT scores are upwards of 680 in most of the top MBA programs in the US. This figure can be as high as 720 for students from Asian countries who normally score higher. So, if you are applying to a top MBA program, you will need a high GMAT score just to stay in contention. You will first need to get a good score, and then work to get the other application issues right. Your past academic, professional and personal background that you project through information you fill in your application form, and the quality of your application essays finally get you an admission. Since admissions are very competitive, it’s the quality of your background that gets you an admission.

Things could be different if you are not so particular about applying to the ranked MBA programs. The GMAT could be one of the most important factors for admission. If you have a score that is much higher than the average GMAT score indicated by the university, your chances of admission are really good as long as you fulfill the basic requirements. Identify and Meet the sponsor’s goals. Who wins scholarships? The student who best meets the sponsor’s formal and informal requirements. Therefore, to win a scholarship, you need to meet a sponsor’s goals. As simple as this may seem, many students simply meet the sponsors bare requirements and hope for the best. Do not do this! Read through all the scholarship information watching for details and clues about what the sponsor’s formal and informal requirements. By meeting the sponsor’s goals you increase you chance of winning exponentially!
Participate in extracurricular activities. Surprisingly, most scholarship committees do not simply choose the student with the highest grade point average (GPA) or SAT score. Instead, most scholarships are equally interested in a students extracurricular activities. Is he involved in his community? Does he have an after-school job? Did he start his own business? What hobbies does he have? The scholarship coordinators are interested in giving the award to the person they consider the most well-rounded student. Strictly following this rule will help you escape most scams, but some scams are not so easily caught. Certain scholarship scams do not ask for money. Instead, they request personal information, so they can commit identity theft or other crimes!
Write an Accomplishments Resume. Often when writing scholarships, it is difficult to remember some important piece of information. The date that you started work at a certain job. Or what your boss said about your work. Looking for this information can break your concentration, lower your writing quality, and decrease your chance of winning the scholarship. Before you start applying for scholarships, write an accomplishment resume. On this resume include all the important information such as dates, a summary of your work, and recommendations.
Use concrete examples in essays. If the scholarship requires that you write an essay (and most do), don’t simply use abstract information – use concrete examples. For example, instead of writing an abstract essay about volunteering in college, write about your experiences while volunteering. This is an excellent time to use your accomplishments resume. Scholarship sponsors want to hear about you and your experiences, not about some abstract topic.
Double check the eligibility requirements. Does the scholarship require demonstrated need? What about full-time enrollment? Or a minimum GPA? Double checking the eligibility requirements will save you time spent in writing unnecessary scholarship applications.

The SPP is a joint pilot project between Citizenship and Immigration Canada’s visa offices in India and the Association of Canadian Community Colleges (ACCC). Processing time can be as short as two weeks if you follow the SPP procedure for submission carefully.

Some of the main conditions to apply for a Study Permit under the SPP include:

The Charles Wallace India Trust (CWIT) is an arts, heritage conservation and humanities scholarship fund. It enables Indians in the early or middle stages of their careers to spend time in the UK, helping to achieve their artistic, professional or academic ambitions and make wider international contacts.

Who was Charles Wallace?

Charles Wallace was born in Calcutta in 1855. He lived, worked and flourished there, founding the Shaw Wallace company ( though there are no connections between CWIT and the contemporary Shaw Wallace).

Charles Wallace died in 1916, bequeathing his modest fortune to his family for a generation and then for the benefit of those among whom he had made it.

About CWIT

In 1981, following an agreement between the Indian and British governments, CWIT was established as an English charity. It is run by four trustees, one nominated by the British Council. The trustees cover CWIT’s main areas of interest and are Ingval Maxwell, Dr Yasmin Khan, Caroline Douglas and Colin Perchard ( British Council nominee). The Secretary is Richard Alford.

In nearly 30 years CWIT has made around 2500 grants. British Council India advises on CWIT’s work and gives administrative support including guidance on applying for a visa.

What is an acceptable course of study for a Tier 4 (General) student?

You must be applying to:

study full-time in the UK on a course that leads to an approved qualification for our purposes and meets the additional requirements below; or

undertake a recognised Foundation Programme as a postgraduate doctor or dentist in the UK; or

work as a student union sabbatical officer in the UK.

If you want to study full-time, your course must also:

lead to a qualification at or above level 6 on the revised National Qualifications Framework (NQF) or its equivalents; or

be a short-term 'study abroad' programme as part of your qualification at an overseas higher education provider, if UK NARIC has confirmed that the qualification is at or above UK degree level; or

be an English language course at or above level B2 of the Common European Framework of Reference for Languages (CEFR); or

be an English language course at any level, if you are a government-sponsored student or if the course is a pre-sessional course which you are taking before a degree course; or

involve at least 15 hours per week of organised daytime study. 'Daytime' is 08:00 to 18:00, Monday to Friday.

If the course is below revised NQF level 6 or equivalent and is not an English language course or a study abroad programme, it must:

be approved at or above level 3 on the NQF or Qualifications and Credits Framework (QCF), or accredited at or above level 6 in the Scottish Credit and Qualifications Framework (SCQF), if you will be studying with a Highly Trusted sponsor; or

be approved at or above level 4 on the NQF or QCF, or accredited at ar above level 7 in the SCQF, if you will be studying with a sponsor that has an A (Trusted) or B (Sponsor) rating; or

be a pre-sessional course to prepare you for your main course of study in the UK.
Level 3 of the NQF is equivalent to a UK 'A-level'. Level 6 of the revised NQF is equivalent to a UK bachelor's degree.

A course below degree level cannot include a work placement unless it is:
offered by a Highly Trusted sponsor; or

a foundation degree course.

A work placement must be an assessed part of the course, and must not exceed 50 per cent of the length of the course in the UK.
