From August 2005 through January 2007, he served as UN Secretary-General Kofi Annan's Deputy Special Envoy for Tsunami Recovery. Before that appointment, Schwartz was a lead expert for the congressionally mandated Mitchell-Gingrich Task Force on UN Reform. In 2003 and 2004, he served as the second-ranking official at the Office of the UN High Commissioner for Human Rights in Geneva. _____________________________________________________________________

The Humphrey School of Public Affairs at the University of Minnesota is accepting proposals from organizations for the 2012-2013 academic year global policy (GPA) and Master of Development Practice (MDP) graduate student capstone courses. We are looking for project proposals from organizations working in international political, economic, security, human rights, humanitarian/relief, development or environmental fields. The description and guidelines for submitting a proposal is in the attached request for proposals (RFP). Please e-mail your proposal and any questions to Sherry Gray at the contact information below.

For 2012-2013 consideration, please submit project proposals before August 20, 2012. A confirmation of receipt will be returned for all received project proposals. The selected organizations will be contacted in mid-September 2012.

The value of capstone pro bono projects to the client is hard for us to calculate, but potential clients should keep in mind that graduate research assistants at the University of Minnesota are paid from $17 to $26 an hour and also receive normal university benefits as well as tuition benefits. A team of graduate students can provide a potentially valuable service for organizations on projects in which their time and expertise is most useful.

A tool for assessing management capacity at the decentralized level in a fragile state

Summary:
Fragile states need assessment of decentralized management capabilities, not just of the central level, to design capacity-building efforts focused on improving management. Improving the management capacity of health departments at the provincial or district level is just as critical as strengthening the central ministry in fragile states if a health system that effectively addresses the real health needs of the population is to be formed. This paper describes a management capacity assessment tool developed for use in fragile states. It uses a framework that describes six critical management areas: oversight and coordination; human resources; resource management; health financing; community involvement; and health information management. These core areas of health system management are assessed with regard to capacity in three core management functions: the capacity to plan, to implement, and to monitor and evaluate. The tool was applied to assess the management capacity of six counties in Liberia. The results helped differentiate the level of capacity of the different counties and clarify the actions required to strengthen the health system in the periphery. The assessment also allowed the prioritizing of county health offices with regard to the level of capacity building required to improve management. The tool also identified successes that can inform the design of future health programs in other county health offices. The tool can be applied to other challenging country situations to assess management capacity, which will help focus technical assistance to the health sector in fragile states.

We're still riding high on the amazing turnout, energy, and buzz that all of you helped us to create this spring. We couldn't be more excited and are already planning for our 25th anniversary (March 8-10, 2013), which will be even bigger and more dynamic. And be sure to check out our new 2012 video archive if you want to see full versions of each keynote session from this year's event. Now for a few updates.

Survey and Outcomes Report
A huge number of people completed the survey - 24% of you to be exact. Thank you! The feedback and insights we received are exceptionally helpful. We've posted an official "Outcomes Report" on the website that contains full details, but here here are a few highlights:

46% of respondents said the event "significantly" inspired them to peacemaking, and 48% said it inspired them "to some degree." That's a total of 94% who were truly inspired.

24% said that the Forum "significantly changed" them or their thinking, and another 67% said it "somewhat changed" them or their thinking. That means 91% of respondents were changed by their experience at the event.

2012 marked the first year for live video streaming at the Forum, and the numbers are staggering. More than 5,200 people logged in to watch the Forum online and the videos received more than 64,000 views.

We'll have updates for you in coming weeks as we plan the 25th Nobel Peace Prize Forum.

Posted by Sigma Chang on May 20, 2012 on the Peace and Collaborative Development Network, http://internationalpeaceandconflict.org

If you haven't noticed, here at the Peace and Collaborative Development Network, we are committed to providing a platform where interested people can connect with each other, share information, and find useful tools for their goals. However, we are obviously not alone. We believe that more networking means more opportunities.

In this guide you will find other social networking sites devoted to promoting peace or social justice in one way or another. Some are very specific and some are much more general. This list is by no means comprehensive, but hopefully it helps broaden your horizons. Please note that a listing here does not imply any endorsement of these sites. To be listed in this network a site needs to meet the following criteria:
· Cover one of the core areas related to peace, development, human rights, social entrepreneurship, social change.
· Provide a platform for social networking and an interactive site (news sites, individual blogs, etc. will not be listed).
· Have at least 500 members
· Be committed to the goal of dialogue and positive interaction

One current limitation is that all of these are English language sites. We would be pleased to also list relevant networks that focus on regional conflicts or are in a language other than English. As always if you know of any sites that belong in this guide, please don't hesitate to tell us!
