JAMES R. DUBAY, chief of EG&G; Florida since the company took over base operations at Kennedy Space Center in 1983, abruptly resigned Monday, effective Sept. 29. Dubay could not be reached at home for comment Tuesday. He also is resigning as vice president of the Massachusetts-based parent company, EG&G; Inc. EG&G; Florida employs 1,800 workers at Kennedy, running nonshuttle work, engineering and safety.
