&amp;amp;lt;p&amp;amp;gt;Tammy Eppley was charged in Franklin County Municipal Court with six counts of child endangering after police in suburban Westerville say they obtained text messages in which she admits giving children the allergy drug Benadryl and Melatonin, a hormone and sleep aid.&amp;amp;lt;/p&amp;amp;gt;
        &amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;Tammy was bragging about how they were all perfectly still and being quiet or asleep,&amp;amp;quot; said a police report describing a video Eppley allegedly recorded on her cellphone and sent a friend.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;Tammy jokes about one of the children almost discovering her actions by remarking that the sprinkles on some cupcakes tasted funny,&amp;amp;quot; according to the report obtained by The Associated Press through a records request.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Eppley is also accused of mixing crushed Benadryl into pancake batter and juice for the children at her daycare, Caterpillar Clubhouse, Westerville police Det. Richard Tiburzio said in an interview Monday.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Eppley, 37, denied the charges in a phone interview, saying Tiburzio was &amp;amp;quot;obsessed&amp;amp;quot; with pursing the charges against her. She said she did provide drugs to children but only after getting permission from their parents.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;She acknowledged making light of giving the drugs in text messages to a friend but said they were jokes.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Eppley described the comments as &amp;amp;quot;very tongue-in-cheek.&amp;amp;quot;&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;It was, `Good grief, I wish these kids would go to sleep, I wish I could drug them,&amp;amp;#039;&amp;amp;quot; she said.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;I do regret making that comment, obviously,&amp;amp;quot; she said. &amp;amp;quot;It was not, `I did it.&amp;amp;#039;&amp;amp;quot;&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Tiburzio said he stands by the investigation and there is other evidence in the case.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Franklin County Children Services concluded an investigation in May and are not presently working with Eppley, said spokesman Bruce Cadwallader.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;So to us it&amp;amp;#039;s unsubstantiated,&amp;amp;quot; he said. &amp;amp;quot;But the police have a different role than we do.&amp;amp;quot;&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;The victim, a 37-year old man, hopped in a cab and headed to the 800 block of Buena Vista Avenue in the Ashbury Heights neighborhood. When the cab arrived at the destination, the passenger paid the driver, but asked for all of his change back--meaning there would be no tip. &amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Unsurprisingly, according to San Francisco Police Department spokesman Sgt. Dennis Toomer, this led to an argument because zero dollars is well below the industry standard of 15 to 20 percent.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;The passenger got out of the cab and started walking away, however the driver gave chase on foot and allegedly began strangling the victim. After allegedly assaulting and robbing the passenger, the driver got back in his cab and drove off. &amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;The victim, who was taken UCSF hospital to be treated for non-life threatening injuries, told police that he didn&amp;amp;#039;t catch what cab company the taxi belonged to, but he believed the cab was white with red lettering and described the driver as white, balding man in his 30s wearing a polo shirt and jeans.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;A similar incident occurred early last month, when a 56-year old man was allegedly punched in the face and had his phone stolen after an unidentified cab driver, who dropped him off in San Francisco&amp;amp;#039;s Richmond District, thought he hadn&amp;amp;#039;t paid his full fare. &amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;If you can avoid getting into an argument with a cab driver, it&amp;amp;#039;s best do that,&amp;amp;quot; advised Toomer. &amp;amp;quot;If things do turn sour, you should just exit the cab, don&amp;amp;#039;t worry about getting your money back. The ink literally flowed during our visit Saturday night as contests,  seminars, and live art took place. The sound of the tattoo machine is similar to the sound of a the drill at the dentist&amp;amp;#039;s, only here, it&amp;amp;rsquo;s a welcomed and soothing hum.&amp;amp;lt;br /&amp;amp;gt;

But there is still pain, no matter what you hear, and there are several ways to manage a needle puncturing your skin during a session. One is to close your eyes and meditate your pain away, or text your friends and concentrate on the conversation while there&amp;amp;rsquo;s a needle carving into your skin. Then there are those who smile as one guy did when he was getting both legs inked by two separate artists.&amp;amp;lt;br /&amp;amp;gt;

Some just get inked because it&amp;amp;rsquo;s Tuesday and others need to make a whole history of the design down to selecting the artist. A name that keeps popping up is Boris Bianchi, who was busy working at the convention, while Tesoro Carolina just begun her apprenticeship under the skills of Society Ink and is planning on her first skin later this year.&amp;amp;lt;br /&amp;amp;gt;

A memorable moment was finding Jessica Rivero, 28, getting her first tattoo with artist Louie G. from Fame Tattoos. &amp;amp;ldquo;I always wanted one and never knew what, and my sister in-law had printed this and I thought it was pretty cool,&amp;amp;rdquo; said Rivero, who decided to get her first tattoo right there and then. &amp;amp;ldquo;We were walking by and saw all the work they had done and they have pretty good work, so here I am.&amp;amp;rdquo;&amp;amp;lt;br /&amp;amp;gt;

And just when I thought Father&amp;amp;rsquo;s Day was just hanging with your old man BBQing and watching sports, there was one dad who spent his pre-Father&amp;amp;rsquo;s Day with his kid at the convention -- only this 8- or 9-year-old boy was shirtless with some pretty good marker tattoos on his torso, created by his dad.         &amp;amp;lt;p&amp;amp;gt;He was suspected of slashing nine different women at various retail outlets, including Tysons Corner Center. &amp;amp;lt;p&amp;amp;gt;He was arrested in January 2012 after fleeing to his native Peru.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;With visionary zeal, the 45-year-old former Microsoft manager described his plans to a conference room packed with reporters and supporters last month, saying he was tired of waiting for a green light from the Obama administration, which still hasn&amp;amp;#039;t said how it will respond to the legalization of recreational pot in Washington and Colorado. Shively vowed to quickly raise $10 million and eventually build his company, Diego Pellicer, into an international pot powerhouse.&amp;amp;lt;/p&amp;amp;gt;
        &amp;amp;lt;p&amp;amp;gt;Though he promised a &amp;amp;quot;cautious and measured&amp;amp;quot; expansion, Shively&amp;amp;#039;s approach nevertheless contrasted with that of state regulators who want to avoid repeating the national experience with Big Tobacco and Big Alcohol, industries that profited wildly on addiction and abuse. Mark Kleiman, who heads the team hired to be Washington&amp;amp;#039;s official marijuana consultant, responded on his blog: &amp;amp;quot;It was inevitable that the legalization of cannabis would attract a certain number of insensate greedheads to the industry.&amp;amp;quot;&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Shively&amp;amp;#039;s ambitions &amp;amp;amp;ndash; &amp;amp;quot;We are Big Marijuana,&amp;amp;quot; he proclaimed &amp;amp;amp;ndash; don&amp;amp;#039;t merely raise questions about what marijuana legalization might look like in the long run and whether large corporations will come to dominate. He also risks getting himself indicted.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;The Justice Department has said while it doesn&amp;amp;#039;t intend to prosecute sick people for using marijuana, it will go after those who try to get rich from commercial sales. It hasn&amp;amp;#039;t said yet whether it will sue to block Washington and Colorado from licensing pot growers, processors and stores.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;The legalization votes in Washington and Colorado have created a fever for cannabis-related investing, to an extent. Conferences have focused on the parameters for legally investing in &amp;amp;quot;ancillary businesses&amp;amp;quot; &amp;amp;amp;ndash; those that supply equipment needed by pot grows, for example &amp;amp;amp;ndash; without financing the actual production or distribution of marijuana, which remains illegal under federal law.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Shively isn&amp;amp;#039;t skirting the edges of the nascent industry, but diving right in, in a way that few other entrepreneurs are. Some companies that make high-end marijuana-infused products, such as Colorado-based Dixie Elixirs, are planning to make their brands available in other states, but it&amp;amp;#039;s not clear anyone else is taking steps to create a pot empire.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;Developing a national brand in an industry in which it is illegal to move the core product across state lines presents some serious logistical challenges,&amp;amp;quot; said Betty Aldworth, deputy director of the National Cannabis Industry Association.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Diego Pellicer&amp;amp;#039;s business plan estimates $120,000 of pure profit per month, per recreational pot store. Shively said he plans dozens of stores in Washington and Colorado, earning his company the &amp;amp;quot;Starbucks of Pot&amp;amp;quot; nickname.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;At the May 30 news conference, Shively announced Diego&amp;amp;#039;s first corporate deal &amp;amp;amp;ndash; an arrangement with a Seattle medical marijuana company called the Northwest Patient Resource Center. He said Diego would be starting in the medical marijuana market in Washington and Colorado, and then transitioning some dispensaries to recreational pot stores once the states begin issuing licenses.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Shively said the arrangement was &amp;amp;quot;not in violation of either federal or state law,&amp;amp;quot; but it was troubling enough to one of the dispensary company owners that he&amp;amp;#039;s walking away from the deal &amp;amp;amp;ndash; and the company he helped found &amp;amp;amp;ndash; because he fears it puts everyone involved at risk of federal prosecution.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;I&amp;amp;#039;m not an activist. I&amp;amp;#039;m just a businessman,&amp;amp;quot; said the part-owner, Thomas Jun, a 42-year-old father of three. &amp;amp;quot;I can&amp;amp;#039;t afford to do any federal time.&amp;amp;quot;&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;According to Shively, Diego Pellicer has acquired the option to buy Northwest Patient Resource Center, but does not actually own it. That&amp;amp;#039;s what gives Diego Pellicer some protection and allows it to position itself for the time when more states legalize pot and Congress changes federal laws, he said. No marijuana will be moved interstate.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;We don&amp;amp;#039;t touch cannabis. We don&amp;amp;#039;t have ownership of cannabis,&amp;amp;quot; he said. &amp;amp;quot;It&amp;amp;#039;s not a perfect insulation or buffer, but it&amp;amp;#039;s the best possible mechanism that we can come up with.&amp;amp;quot;&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Through his lawyer, Douglas Hiatt, Jun provided the AP with internal company documents, including a draft of the $1.6 million agreement dated May 30. The deal directs monthly payments of up to $50,000 from Diego be used to &amp;amp;quot;to further develop and enhance NWPRC&amp;amp;#039;s customer locations and to otherwise grow its business as currently conducted.&amp;amp;quot; Former federal prosecutors say that could be seen as a conspiracy to violate federal law.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;It certainly would make me nervous to be involved in anything like this,&amp;amp;quot; said Laurie Levenson, a professor at Loyola Law School-Los Angeles and a former assistant U.S. attorney.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Shively called the draft provided to AP &amp;amp;quot;an obsolete document,&amp;amp;quot; but declined to provide further details. He also declined to discuss a $10,000 check he wrote to the dispensary company May 27.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;The deal highlights the tension between the varying degrees of acceptance of marijuana by the states and the outright prohibition by the federal government, which makes banking and other business functions problematic. For example, beyond the growing and sale of marijuana constituting federal crimes, the movement of money related to marijuana sales likely constitutes money laundering.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Dixie Elixirs won&amp;amp;#039;t be directly involved in the growing, processing or sale of pot in multiple states, said Tripp Keber, its managing director. Instead, it will license its technical know-how and recipes to people in Washington or elsewhere who want to produce products under the Dixie Elixirs brand &amp;amp;amp;ndash; and try to avoid the attention of federal prosecutors by adhering to state laws.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;&amp;amp;quot;Big public federal indictments are going to do the industry a disservice,&amp;amp;quot; Keber said.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;If Shively&amp;amp;#039;s model is endorsed by the regulators writing rules for Washington&amp;amp;#039;s pot industry, &amp;amp;quot;then we would be increasing the risk of intervention by the federal government,&amp;amp;quot; said Alison Holcomb, the Seattle lawyer who drafted Washington&amp;amp;#039;s law.&amp;amp;lt;/p&amp;amp;gt;

&amp;amp;lt;p&amp;amp;gt;Shively said investors are advised that the company and those involved could face federal prosecution. A copy of Diego&amp;amp;#039;s business plan includes 11 bullet points listing risks the company faces. None specifically suggests those involved could be prosecuted.&amp;amp;lt;/p&amp;amp;gt;
