Training objectives were:

• To broaden knowledge on importance and modalities of cooperation between public administration (primarily local self-governments and local governments) and civil society organizations (CSOs);
• to Promote understanding of the process of transparent financing of CSOs form budgets of the local self-governments and local governments;
• to become acquainted with good practices in cooperation between public administration and CSOs and funding of CSOs from budgets of local self-governments and local governments.

The aim of the meeting is to have a dialogue with the civil society in Serbia, about the situation in the sector, funding needs and views on the best pathways towards sustainability. This is a part of the Embassy’s efforts to develop our funding programmes to better suit the needs of the civil society.

Two working meetings are planned to be held – one in Niš on 23 January 2015, and one in Novi Sad on 30 January 2015. A final event will be organized in February in Belgrade to announce the Call for Proposals for the Strengthening Civil Society grant scheme.

The meeting was held on Thursday, June 5^th in order to inform in depth civil society about the bilateral screening for mentioned chapter. Chief negotiator for the accession of the Republic of Serbia to the European Union, Tanja Miscevic and state secretary in the Ministry of Education, Science and Technological Development and the chief of negotiating  team for the Chapter 26^, Zoran Masic, were presided over the meeting.  Twenty representatives of those CSOs that had participated in the monitoring the explanatory screening by web link that took place in February participated in the debriefing.

The conference was dedicated to the current situation in the field of human rights defenders and the role of civil society in the promotion of the area. The event was organized as a space for dialogue and exchange of views on the future activities of the member states, in order to strengthen their support to human rights defenders and the improvement of their position. The Guidelines on the Protection of Human Rights Defenders, the document created by the OSCE/ODIHR, was presented during the conference.

The conference also was attended by Mr. Ivan Mrkic, foreign policy advisor of the President of the Republic of Serbia and former Minister of Foreign Affairs and H.E. Ambassador Dejan Sahovic, President of the Working Group of the Ministry of Foreign Affairs for the Serbian chairmanship of the OSCE.

Participation of the Serbian representatives has additional significance, having in mind that Republic of Serbia will hold the OSCE Chairmanship-in-Office (CiO) in 2015.

The technical conditions at the EUROSTAT premises in Luxembourg disabled Serbian CSOs to directly monitor explanatory screening for the negotiating chapter 18 by web stream. Having that in mind, European Commission officials send the audio file of the screening.

The hearing of the audio file will be organized from during 12^th and 13^th of June, at 8:30 AM at the premises of Statistical Office of the Republic of Serbia, Milana Rakića Street No 5, Belgrade.

Application  should be sent to sanja.atanaskovic@civilnodrustvo.gov.rs  or delivered by calling the number  011/3130-968, no later than Wednesday, June 11^th, 2014, until 15:00 PM.
