<p>The Department of Energy has partnered with Japan on a&nbsp;<a href="https://www.energy.gov/articles/united-states-and-japan-announce-historic-1-billion-partnership-under-president-trumps" target="_blank" rel="noopener"><u>$1 billion research initiative</u></a>, marking the country&#8217;s entry as the first international participant in the Genesis Mission.</p>
<h2>What Does the Partnership Involve?</h2>
<p>The agreement brings together DOE, Japan&#8217;s Ministry of Education, Culture, Sports, Science and Technology, or MEXT, and the Ministry of Economy, Trade and Industry, or METI, in a collaboration involving 11 joint scientific teams. Participants include 12 DOE national laboratories, one DOE Office of Science user facility and 12 Japanese research institutions.</p>
<p>The organizations will work on research areas including quantum information science, fusion energy, advanced materials, biotechnology, particle physics and autonomous laboratory systems.</p>
<p>DOE Under Secretary for Science and Genesis Mission Lead&nbsp;<a href="https://www.executivegov.com/?s=Dar%C3%ADo+Gil" target="_blank" rel="noopener"><u>Darío Gil</u></a> said DOE&#8217;s National Laboratories have delivered breakthroughs that transformed industries and advanced human knowledge.</p>
<p>&#8220;By combining their unparalleled capabilities with Japan&#8217;s world-class scientific institutions, we are helping define how science will be conducted in the age of AI.&#8221;</p>
<p>The initiative builds on the&nbsp;<a href="https://www.executivegov.com/articles/trump-japan-defense-ties-indopacific" target="_blank" rel="noopener"><u>U.S.-Japan Technology Prosperity Deal</u></a> signed in 2025 and establishes a framework for long-term cooperation among government, academic and industry stakeholders. It also follows the&nbsp;<a href="https://www.executivegov.com/articles/us-japan-investments-defense-tech-initiatives" target="_blank" rel="noopener"><u>second tranche of investments</u></a> announced in March between the two nations.</p>
<h2>How Will the Funding Support Research?</h2>
<p>Under a five-year framework, both nations plan to commit $500 million each to address artificial intelligence challenges and scale the necessary high-performance computing infrastructure to support advanced research. Researchers will also have access to advanced computing resources, including DOE high-performance systems and Japan&#8217;s Fugaku supercomputer, to support AI-driven scientific work.</p>

<p><a href="https://nvidianews.nvidia.com/news/naver-ai-infrastructure" target="_blank" rel="noopener">NAVER has entered a new artificial intelligence infrastructure initiative</a> with <a href="https://www.govconexec.com/?s=NVIDIA" target="_blank">NVIDIA</a> to scale sovereign AI capabilities and meet growing demand for enterprise, government and industrial AI applications.</p>
<p>Under the partnership, NAVER will deploy AI factories built on the NVIDIA DSX platform, beginning with a 55-megawatt expansion of the company’s GAK Sejong hyperscale data center in South Korea, NVIDIA said Sunday. The initiative is designed to support large-scale AI training, inference and agentic AI workloads, with long-term plans to scale infrastructure to gigawatt levels.</p>
<h2>What Will NAVER Build?</h2>
<p>According to the companies, the new infrastructure will support NAVER’s efforts to provide AI cloud services for enterprises, government agencies and industry customers while addressing data sovereignty and regulatory requirements.</p>
<p>The DSX platform combines NVIDIA’s accelerated computing technologies, software and AI infrastructure management tools to support large-scale AI deployments.&nbsp;</p>
<p>“By building on the NVIDIA DSX platform, we can help customers move from AI experimentation to production-scale AI factories that power models, agents and real-world services,” said Haejin Lee, founder and chairman of NAVER.</p>
<h2>How Does the Initiative Support Sovereign AI?</h2>
<p>NAVER plans to use the infrastructure to advance its proprietary HyperCLOVA X family of large language models and other sovereign AI initiatives. HyperCLOVA X models are based on NVIDIA&#8217;s Nemotron 3 Ultra, which NAVER is fine-tuning with its data and training capabilities to deliver a culturally fluent model tailored for both Korean and global enterprise environments.</p>
<p>The company also plans to launch an AI agent platform, powered by NVIDIA NemoClaw blueprints, in South Korea later this year and is developing a Seoul World Model using proprietary spatial and street-view data.</p>
<p>NVIDIA founder and CEO Jensen Huang said demand for AI infrastructure continues to accelerate as organizations move AI workloads into production environments.</p>
<p>“Useful AI has arrived, and demand for AI factories is extraordinary,” Huang said. “NAVER is building AI factory infrastructure that will serve its companies, developers and industries.”</p>

<p>The announcement reflects NAVER’s broader strategy to strengthen its position in the AI infrastructure market and support sovereign AI deployments beyond South Korea.</p>
<p>NAVER is pursuing opportunities to serve customers in Europe and the Middle East that require secure AI services aligned with local data sovereignty requirements. By combining its cloud, data center and AI model development capabilities with NVIDIA technology, NAVER aims to expand its role as a provider of large-scale AI infrastructure and services.</p>

<p>Royal Air Force personnel deployed to Romania under Operation Biloxi are <a href="https://www.raf.mod.uk/news/articles/raf-and-romanian-forces-deliver-united-nato-air-defence/" target="_blank" rel="noopener">supporting NATO&#8217;s enhanced Air Policing mission alongside the Romanian Air Force</a>, helping maintain continuous air defense coverage along the alliance&#8217;s eastern flank.</p>
<p>The deployment, which <a href="https://www.raf.mod.uk/news/articles/strengthening-the-shield-raf-leads-nato-air-policing-from-romania/" target="_blank" rel="noopener">began in March</a>, placed RAF Typhoon aircraft and support personnel at Romania&#8217;s 86th Air Base in Borcea, where they have integrated with Romanian forces to provide around-the-clock quick reaction alert, or QRA, capabilities under NATO command and control arrangements, the RAF said Thursday.</p>
<h2>How Are RAF and Romanian Forces Supporting NATO Air Defense?</h2>
<p>The RAF and Romanian Air Force are using shared procedures and command structures to maintain a constant state of readiness.</p>
<p>Under the arrangement, aircraft from either nation can be placed on higher alert status and respond to potential airspace incidents as required. When not assigned to immediate QRA duties, RAF personnel participate in NATO training and integration activities with allied forces.</p>
<p>RAF Wing Commander Daryl, detachment commander for the RAF deployment, said the mission depends on allied forces operating under a common framework.</p>
<p>&#8220;It&#8217;s important that we operate as one team under NATO,&#8221; he said. &#8220;Whether it&#8217;s RAF or Romanian aircraft on alert, we&#8217;re working to the same procedures, the same command structure, and ready to respond together as the situation requires.&#8221;</p>
<h2>What Is Operation Biloxi?</h2>
<p><a href="https://www.linkedin.com/pulse/operation-biloxi-one-month-update-royal-air-force-ubsve/" target="_blank" rel="noopener">Operation Biloxi</a> is the United Kingdom&#8217;s contribution to NATO&#8217;s Enhanced Air Policing mission in Romania and supports the alliance&#8217;s Eastern Sentry vigilance activities.</p>
<p>RAF personnel from 121 Expeditionary Air Wing formally assumed responsibility for the mission on March 31, succeeding a German Eurofighter detachment. Typhoon aircraft from 3 (Fighter) Squadron are conducting QRA duties and participating in joint training with Romanian counterparts through August.</p>
<p>The United Kingdom has regularly contributed aircraft and personnel to NATO air policing operations in Romania since 2014.</p>
<h2>What Activity Has the Deployment Supported So Far?</h2>
<p>During the first month of the deployment, RAF Typhoons conducted 38 sorties totaling 47 flight hours and were scrambled twice to investigate potential airspace incursions, according to the service.</p>
<p>RAF Air Commodore Wigglesworth, assistant chief of the air staff for operations, said the mission highlights cooperation among NATO allies in addressing regional security challenges.</p>

The company cited the nation&#8217;s neutrality, role in international scientific collaboration and location within a major European innovation corridor as factors that influenced its decision.</p>
<p>Axiom Space added that Lucerne was chosen for its political stability, international accessibility, proximity to research and engineering institutions, and access to a thriving advanced technology ecosystem.</p>
<h2>What Will Axiom Space Switzerland Do?</h2>
<p>The subsidiary will support Axiom Space&#8217;s long-term engagement with European governments, industry partners, academic institutions, and emerging space and deep-technology sectors, with a focus on advanced microgravity research, in-space manufacturing, orbital computing technologies and collaborative development initiatives with universities and research organizations across the region.</p>
<p>Axiom Space CEO and President&nbsp;<a href="https://www.govconwire.com/?s=Jonathan+Cirtain&amp;category=&amp;tag=" target="_blank" rel="noopener"><u>Jonathan Cirtain</u></a> said the new entity will help support the development and deployment of infrastructure intended to succeed the International Space Station.</p>

<p>The Philippines and Vietnam have <a href="https://pco.gov.ph/news_releases/ph-vietnam-sign-cooperation-docs-on-defense-tourism-ict-and-education/" target="_blank" rel="noopener">signed four cooperation agreements spanning defense, digital transformation, tourism and education</a> after formally elevating bilateral relations to an enhanced strategic partnership.</p>
<p>The agreements were presented to Philippine President Ferdinand Marcos Jr. and Vietnamese President To Lam following their bilateral meeting at Malacañang Palace during Lam&#8217;s state visit to the Philippines, the Philippine Presidential Communications Office said Monday.</p>
<h2>What Areas Does the Digital Transformation Agreement Cover?</h2>
<p>The bilateral engagement extended beyond defense. The Philippines&#8217; Department of Information and Communications Technology and Vietnam&#8217;s Ministry of Science and Technology inked an MOU on information technology and digital transformation cooperation.</p>
<p>According to Vietnam&#8217;s Ministry of Science and Technology, the agreement <a href="https://beta-en.mic.gov.vn/viet-nam-philippines-foster-cooperation-in-digital-inclusion-e-government-and-emerging-technologies-197260601080946622.htm" target="_blank" rel="noopener">focuses on three primary areas</a>: digital inclusion, e-government, and emerging technologies, including artificial intelligence, blockchain and the Internet of Things.</p>
<p>Officials from both countries also discussed potential collaboration involving telecommunications, OpenRAN and AI-RAN technologies, semiconductors, data centers, cloud computing, low-Earth-orbit satellite internet, digital identity systems, data sharing, cybersecurity, and digital workforce development.</p>
<p>Vietnamese Minister of Science and Technology Vu Hai Quan said the agreement is the first MOU between the two agencies.</p>
<h2>What Other Agreements Were Signed?</h2>
<p>The Philippines also confirmed the signing of an MOU on defense cooperation between the Philippine Department of National Defense and Vietnam&#8217;s Ministry of National Defence; a tourism cooperation program covering 2026 through 2029 between the Philippine Department of Tourism and Vietnam&#8217;s Ministry of Culture, Sports and Tourism; and education cooperation between the University of the Philippines and Vietnam&#8217;s Academy of Public Administration and Governance at the Ho Chi Minh National Academy of Politics.</p>

<h2>What Areas Will Schaeffler &amp; Spire Prioritize?</h2>
<p>Spire said Wednesday the partnership will focus on securing and scaling spacecraft subsystem supply chains and evaluating industrialized satellite bus platforms for constellation programs. Schaeffler will handle precision manufacturing scale-up, while Spire will provide platform architecture, flight software and operational expertise. The companies said the effort will support defense, weather, civil security and critical infrastructure missions.</p>
<h2>Why Is the Partnership Significant for Europe&#8217;s Space Industry?</h2>
<p>The companies aim to establish a sovereign European space hardware and mission enterprise by the end of the decade, supporting broader efforts to strengthen Europe&#8217;s space-industrial capabilities.</p>
<p>The partnership will also support Schaeffler&#8217;s expansion into the space sector and Spire&#8217;s manufacturing growth in Europe. Spire opened a satellite manufacturing facility in Munich in May 2025 and said the collaboration will expand its access to European defense and government customers.</p>
<p>As part of its Strategic Ambition 2035 strategy, Schaeffler has designated the space and defense sectors as key areas for future expansion. Spire said it has deployed more than 240 satellites since 2013 and can currently produce 300 to 400 satellites each year at its manufacturing sites in Europe and the U.S.</p>
<p>Aside from its recent partnership with Schaeffler, Spire has continued expanding its work with European government and infrastructure customers. In 2024, the company partnered with <a href="https://www.govconexec.com/?s=Thales" target="_blank">Thales</a> and the European Satellite Services Provider to <a href="https://www.govconexec.com/2024/06/thales-spire-essp-plan-space-based-air-traffic-management-service-christian-rivierre-quoted/" target="_blank">develop a satellite-based air traffic management service</a> and secured contracts with the European Maritime Safety Agency to <a href="https://www.govconexec.com/2024/02/spire-global-to-provide-data-support-for-emsas-global-ship-tracking-mission/" target="_blank">support global ship-tracking operations</a>.</p>

<p>The agreement is intended to support Airbus&#8217; efforts to integrate advanced, ethical AI capabilities into operations, engineering processes and future aerospace platforms while meeting security and sovereignty requirements for sensitive applications, Airbus said Thursday.</p>

<p><a href="https://www.govconexec.com/?s=CGI" target="_blank">CGI</a> has been selected to <a href="https://www.cgi.com/en/cgi-selected-for-finnish-national-agency-for-educations-largest-ict-procurement-to-date" target="_blank" rel="noopener">provide development and maintenance services for Studyinfo</a>, the Finnish National Agency for Education&#8217;s largest digital service ecosystem by user volume, under an agreement valued at up to $93.2 million.</p>
<p>The eight-year contract is part of the agency&#8217;s largest information and communications technology procurement to date and consolidates multiple previously separate procurements into a single agreement covering the maintenance and continued development of the Studyinfo platform, CGI said Friday.</p>
<p>Studyinfo serves citizens, education providers, government authorities and other stakeholders by providing education-related information and services. According to the Finnish National Agency for Education, the Studyinfo.fi portal recorded approximately 14 million visitors in 2025.</p>
<h2>What Will CGI Deliver Under the Agreement?</h2>
<p>CGI will use its artificial intelligence-enabled Application Factory delivery model to support continuous service development within the Studyinfo service ecosystem. The approach is designed to accelerate software development, enhance quality and reduce development costs. CGI also plans to incorporate green coding principles as part of the modernization effort.</p>
<p>&#8220;Our goal was to simplify contract management, reduce costs and increase the flexibility of agreements,&#8221; said Paula Merikko, director at the Finnish National Agency for Education. &#8220;The new operating model better supports the continuous development of services and the growing number of users.&#8221;</p>
<h2>Why Is the Procurement Significant?</h2>
<p>&#8220;Studyinfo is a key digital service in Finland&#8217;s education system,&#8221; said Kari Martelius, senior vice president of consulting services and head of government services at CGI Finland. &#8220;Our experience in modernizing critical public systems ensures that Studyinfo will continue to serve citizens efficiently in the years to come.&#8221;</p>
<h2>How Does This Align With CGI&#8217;s AI Strategy?</h2>
<p>The award expands CGI&#8217;s role in delivering AI-enabled digital services in Finland.</p>
<p>In April, <a href="https://www.govconexec.com/2026/04/cgi-sovereign-ai-platform-finland/" target="_blank">CGI launched a sovereign artificial intelligence platform</a> designed to help government and enterprise organizations deploy AI applications within a secure environment that complies with Finland&#8217;s national security requirements.</p>
<p>The company has also been involved in AI-focused initiatives supporting satellite data analysis and spatial intelligence. Earlier this year, <a href="https://www.cgi.com/en/cgi-finnish-meteorological-institute-collaborate-esa-funded-arctic-satellite-measurement-verification" target="_blank" rel="noopener">CGI partnered with the Finnish Meteorological Institute</a> on a European Space Agency-funded project to develop an AI-supported information system for processing satellite measurement data. CGI also <a href="https://www.cgi.com/uk/en-gb/news/space/cgi-and-vantor-collaborate-advance-spatial-intelligence-and-ai-enabled-situational-awareness" target="_blank" rel="noopener">signed an alliance agreement with Vantor</a> to pursue AI-enabled spatial intelligence and situational awareness capabilities for defense and civil government applications.</p>

<p>U.S. and Polish officials have marked the <a href="https://www.usafe.af.mil/News/Article-Display/Article/4502435/new-deployable-air-base-system-in-powidz-strengthens-us-poland-partnership/" target="_blank" rel="noopener">completion of a new Deployable Air Base System</a>, or DABS, storage complex at Powidz Air Base, advancing bilateral defense cooperation and strengthening NATO&#8217;s operational readiness along its eastern flank.</p>
<p>The facility is the first U.S. Air Force project completed through the Poland Provided Infrastructure, or PPI, program, under which the Polish government funds and leads military construction projects designed to support U.S. and allied forces, the Air Force said Thursday.</p>
<h2>What Is the New DABS Facility in Powidz?</h2>
<p>The storage complex will serve as one of the largest U.S. Air Force war reserve materiel sites in Europe, providing prepositioned equipment, vehicles and support systems needed to rapidly establish expeditionary air bases.</p>
<p>According to U.S. Air Forces in Europe-Air Forces Africa, the site can store four complete DABS kits capable of supporting more than 2,200 personnel and multiple aircraft fleets.</p>
<p>&#8220;When an aircraft and its warfighters arrive at a bare base runway anywhere in the region, everything they need including fuel systems, vehicles, shelters, and equipment is already staged &#8211; ready to deploy forward in hours, not weeks or months,&#8221; said Brig. Gen. Chad Ellsworth, director of logistics, engineering and force protection for U.S. Air Forces Europe-Air Forces Africa.</p>
<p>The facility will initially be jointly operated by U.S. and Polish personnel before transitioning to full Polish management.</p>
<h2>What Is the Poland Provided Infrastructure Program?</h2>
<p>The Poland Provided Infrastructure initiative is a large-scale defense infrastructure effort established under the U.S.-Poland <a href="https://www.gov.pl/web/national-defence/poland-strengthens-allied-defense-capabilities-new-facilities-for-the-mobile-air-base-system-are-being-built-in-powidz" target="_blank" rel="noopener">Enhanced Defense Cooperation Agreement</a>.</p>
<p>According to the U.S. Army Corps of Engineers, the PPI program encompasses <a href="https://www.nau.usace.army.mil/Media/News-Stories/Article/4242621/construction-partnership-in-poland-enhances-readiness-interoperability-and-dete/" target="_blank" rel="noopener">more than 100 military infrastructure projects across Poland</a> and represents one of the largest defense construction efforts in the country&#8217;s history.</p>
<p>USACE serves as U.S. European Command&#8217;s execution agent for the initiative, supporting project design reviews, engineering coordination and construction oversight in partnership with Polish authorities.</p>
<h2>What Other Military Infrastructure Is Being Developed in Powidz?</h2>
<p>The DABS facility is one component of a broader military modernization effort underway at Powidz.</p>
<p>The location is also seeing construction of bulk fuel storage facilities, communications infrastructure and a rotary-wing aircraft apron designed to support a full combat aviation brigade. Additional quality-of-life projects include new barracks and dining facilities for rotational forces.</p>
<p>Poland previously identified Powidz as a key hub for U.S. and allied military operations and has linked ongoing investments to support for aviation assets, including Apache helicopters and other air mobility capabilities.</p>
