			<content:encoded><![CDATA[<p>In March 2009, the Ministry of Justice published the Green Paper, <em>Rights and Responsibilities: developing our constitutional framework</em>, which started a national discussion on a potential Bill of Rights and Responsibilities for the UK that would build on the Human Rights Act 1998. The Closing date for responses to the issues raised in the Green Paper is the <strong>26 February 2010.</strong></p>
<p>This date will also be the cut-off point for adding comments to the online discussions to this website.</p>

			<content:encoded><![CDATA[<p><em>So you think you know your rights …? What about any responsibilities you have to yourself, your community, this world?</em></p>
<p>The Ministry of Justice is launching an essay competition as part of our consultation on Rights and Responsibilities.</p>
<p>To help young people engage with Government we have published a <a href="http://www.justice.gov.uk/publications/young-persons-guide-rights-responsibilities.htm">young person’s guide</a> to the Green Paper on Rights and Responsibilities. We are interested in hearing young peoples&#8217; views on whether or not existing rights – such as economic and social rights – should be drawn together in one place and whether it would be beneficial to recognise new rights relating to victims, children’s wellbeing and healthcare.</p>
<p>We want to know what young people think about Rights and Responsibilities and if there are any additional rights that should be included in a Bill of Rights and Responsibilities.</p>
<p>The competition is open to young people from the age of 11 to 18.</p>
<p>The closing date is <strong>29 January 2010. </strong></p>

		<description><![CDATA[Today, there will be a debate in Parliament about a Bill of Rights for the UK.]]></description>
			<content:encoded><![CDATA[<p>Following an inquiry and subsequent report from  August 2008, A Bill of Rights for the UK?, the Chair of Parliament&#8217;s Joint  Committee on Human Rights, Andrew Dismore MP, has secured a Westminster Hall  debate on this subject and the Government&#8217;s response.  While the debate title  does not mention the Government&#8217;s Green Paper <em>Rights and Responsibilities:  developing our constitutional framework</em>, this is likely to be a feature of  the discussion between MPs from all political parties.The debate will be held in Westminster Hall and begins at 2.30pm. It is  scheduled to run for about three hours. </p>
