In March 2009, the Ministry of Justice published the Green Paper, Rights and Responsibilities: developing our constitutional framework, which started a national discussion on a potential Bill of Rights and Responsibilities for the UK that would build on the Human Rights Act 1998. The Closing date for responses to the issues raised in the Green Paper is the 26 February 2010.

This date will also be the cut-off point for adding comments to the online discussions to this website.

Rights and Responsibilities Essay Writing Competition

So you think you know your rights …? What about any responsibilities you have to yourself, your community, this world?

The Ministry of Justice is launching an essay competition as part of our consultation on Rights and Responsibilities.

To help young people engage with Government we have published a young person’s guide to the Green Paper on Rights and Responsibilities. We are interested in hearing young peoples’ views on whether or not existing rights – such as economic and social rights – should be drawn together in one place and whether it would be beneficial to recognise new rights relating to victims, children’s wellbeing and healthcare.

We want to know what young people think about Rights and Responsibilities and if there are any additional rights that should be included in a Bill of Rights and Responsibilities.

The competition is open to young people from the age of 11 to 18.

The closing date is 29 January 2010.

Young People’s Guide to the Green Paper

On the 1 December, the Ministry of Justice published a Young People’s Guide to the Green Paper, Rights and Responsibilties: developing our constitutional framework.

The Guide introduces young people to the debate about rights and responsibilities and simplifies the issues in the Green Paper, encouraging them to contribute to this debate.

Citizenship Survey: April 2008 - March 2009, England

The latest national statistics from the Citizenship Survey produced by Communities and Local Government were released on Thursday 16 July.

Statistics from the Citizenship Survey for England and Wales include data covering a range of issues including community cohesion, empowerment, values, racial and religous prejudice and discrimination, volunteering and charitable giving.

Westminster hall debate

Following an inquiry and subsequent report from August 2008, A Bill of Rights for the UK?, the Chair of Parliament’s Joint Committee on Human Rights, Andrew Dismore MP, has secured a Westminster Hall debate on this subject and the Government’s response. While the debate title does not mention the Government’s Green Paper Rights and Responsibilities: developing our constitutional framework, this is likely to be a feature of the discussion between MPs from all political parties.The debate will be held in Westminster Hall and begins at 2.30pm. It is scheduled to run for about three hours.

Parliamentary Standards Bill introduced to Parliament on 23 June

As part of the Government drive towards further democratic renewal, Jack Straw, the Justice Secretary and the Leader of the House of Commons, Harriet Harman, introduced the Parliamentary Standards Bill to Parliament on the 23 June. The Bill will create a new Independent Parliamentary Standards Authority to regulate and oversee MPs’ expense claims and oversee the new allowance system. For more information click here.

On the 23 April, Michael Wills, Minister of State at the Ministry of Justice, will be taking part in a number 10 webchat.

During the webchat, which will begin at 3pm, Michael will be answering your questions on the Rights and Responsibilities Green Paper.

You can submit a comment in advance of the webchat. You need to email it to the number 10 website or you can take part in the webchat on the day using the same link.
