New York State & Manhattan IT State Grants

New York health officials recently awarded $52 million in grants to help local communities buy health information technology, but they are looking for something in return: data.

The state is assembling a team of health experts from academia, insurers, hospitals and major employers to develop common metrics that can be used to determine whether the health IT projects are saving money and improving the quality of care, said William Schroth, chairman of the working group for health IT in the New York State Department of Health.

Under the Heal NY program, grant recipients will be required to report data based on those metrics for three years. Health officials want to know "not just who is succeeding and failing but to drill down and figure out why," said Schroth, speaking at the Health IT Summit, which is sponsored by the eHealth Initiative.

Such data is necessary to sell legislators on the importance of health IT, he said.

A 2005 Rand study predicted that health IT, if widely adopted, could save the country more than $81 billion a year and improve patient care. But this and similar studies do not translate well into the potential impact at the local level, Schroth said.
