Decisions involve the interpretation of a large amount of technical data and determining qualities to procured, specifications required specific contract language and clauses, type of contract, special program requirements, minimum/maximum ordering requirements, and methods to transportation and delivery.andnbsp; Contract administration decisions are based on in-depth analysis of alternatives and knowledge of unique capabilities of contractors, and require resolution of incomplete or conflicting technical and contractor data.andnbsp; Performs professional and technical contracting function related to the variety of contracts let and administered by Army Sustainment Command (ASC) and the 401st Army Field Support Brigade (AFSB).andnbsp;

          </div>

            a)andnbsp;andnbsp;andnbsp;andnbsp;andnbsp; Provides guidance to technical personnel within and outside of the organization on contracting procedures, practices and completion o information or bid consideration.
          </div>

            b)andnbsp;andnbsp;andnbsp;andnbsp;andnbsp; Formulates the contracting approach that will best satisfy the procurement requirement and determines the sources to be solicited.andnbsp; Based on market analysis, determines availability of products or services required; monitors industry actors which may impact availability or price; identifies market trends; and integrates the impact of socioeconomic considerations on procurement actions.
          </div>

            c)andnbsp;andnbsp;andnbsp;andnbsp;andnbsp; Develops new sources based on projected needs and industry analysis.andnbsp; Resolves specification problems which limit competition; modifies contract clauses which discourage potential bidders from participating; and determines the best time to solicit bids.andnbsp; Coordinates with industry and the Small Business Administration to expand competition.

            d)andnbsp;andnbsp;andnbsp;andnbsp; Develops and prepares the solicitation, incorporating appropriate language, specifications and clauses based on varied factors such as quantities needed, market conditions, delivery requirements, production capabilities, customer needs, etc.andnbsp; Consolidates the information into the review packet and provides to the Government for submission into the contracting process.
          </div>

            e)andnbsp;andnbsp;andnbsp;andnbsp;andnbsp; Performs contract administration functions, monitoring contractor performance and ensuring compliance with the contract terms.andnbsp; Issues processed include change orders, exercise of options, contractor delays, claims, appeals, liquidated damages, potential deductions, and settlements and terminations.andnbsp; Reviews technical reports to determine if progress meets standards specified in the contract and if not, prepares correspondence and recommendations for the Contracting Officer.andnbsp; Reviews contractor requests for waivers or deviations from contract terms.andnbsp; Reviews, investigates, and recommends action on price or cost adjustments, allowable costs, and problems concerning Government property.andnbsp; Reviews progress payment requests to assure that required clauses in the contract are met, that proper rates are being applied, and that proper accounting is made.andnbsp; Maintains records on contract clauses and initiates corrective actions when problems are identified.

    Serves as the 401<sup>st</sup> Staff Augmentation Project Leader and manages 26 direct reports. This position is responsible for the and#x201c;on-groundand#x201d; contract performance and reports to Program Manager as required. The Project Lead is responsible for the hiring, termination, and performance improvement of team members. The Project Lead is also responsible for assisting with business development efforts and supporting miscellaneous logistical operations in country. This includes facilitating lateral communication and coordination with other Honeywell contracts.

    Other resposibilites include but are not limited to:

      Day to day operations will probably be conducted within the BDE SPO or S3 office as a SME, the exact office will be determined based upon qualifications and the AFSBand#x2019;s needs.

      Maintains situational awareness of current operations and reports the current status of operations and significant events to the Operations Officer and other members of the Brigade leadership. 
    </li>
    <li>
      Maintains non-secure and secure communications with lower, adjacent, and higher units.

      Passes information received from internal or external agencies to the proper point-of-contact within the brigade and provides analysis and recommendations as required. 
    </li>
    <li>
      Assists the AFSB in preparing, coordinating, and executing logistical orders as required. 
    </li>

      Serves as an Action Officer for special projects as required.

      Maintains situational awareness of current operations and reports the current status of operations and significant events and to the Operations Officer and other members of the Brigade leadership. Maintains non-secure and secure communications with lower, adjacent, and higher units. Passes information received from internal or external agencies to the proper point-of-contact within the brigade. Tracks the status of taskings or other open actions. Serves as an Action Officer for special projects as required. Provides continuous coverage (24 hours per day and 7 days per week) in order to monitor current operations and participate in current operations updates established by higher headquarters via audio-teleconferences or computer-based participation.

      <strong>Daily duties and responsibilities:</strong>
    </div>
    <ul>
      <li>
        Ensures that information and messages received or passed from subordinate, adjacent, and higher units are recorded, logged and communicated to the appropriate staff section or unit in accordance with the Brigade S3 standing operating procedures (SOP) or other 401'' AFSB or Army policies. This will represent approximately 50% of the normal work effort. 
      </li>
      <li>
        Tracksandnbsp;the status of open actions and taskings within the brigade and request updates from subordinate units, Bde staff sections, and supporting AMC units under the C2 of the 401andquot; AFSB in theater and provide updates to the S3 and to the staff section which has been designated as the proponent for the action. <b>All</b> actions being tracked will be updated as per the SOP or no later than every 12 hours and the results shall be entered into the duty log. This will represent approximately 40% of the normal work effort. 
      </li>
      <li>
        Participates in the daily management of operations by tracking the schedule of meetings and events to ensure the timeliness of Bde S3 products and to ensure the current Bde execution timeline for tasks will meet required submission timelines for products as determined by the brigade''s internal or externally established suspense. All updates will be processed within 15 minutes of receipt. This will represent approximately 10% of the normal work effort.
      </li>
