City Council calls November 6 bond election for Public Safety Building and Community Activities Center expansion

On November 6, voters will be asked to consider two bond propositions that will be located on the bottom of the ballot that includes the Presidential election and other state and local offices. A vote in favor of one or both propositions will not result in a tax rate increase.

Proposition 1
New Public Safety Building

The Police Department was relocated to its current location in 1978. The current building was originally constructed as office space rather than for public safety facilities. The population of Grapevine has increased from 29,000 in 1990 to close to 50,000 today. It is anticipated that the proposed 100,000 square foot facility would accommodate all police activities and fire administration, Municipal Court and Detention based on our build-out population of 55,000. The consolidation of the Police Department and Fire Administration personnel into one location will combine training space and facilities. Highlights of the proposed building include:

-An advanced Emergency Operations Center equipped with technology and equipment needed to deal with a localized or regional emergency
-A detention center that meets State jail standards
-Increased training space, including space for physical training for police and firefighters
-A state of the art dispatch center
-A larger and more secure property and evidence room
-A more sophisticated crime lab
-A separate juvenile holding area
-A larger and more technologically current Municipal Court with more public parking
-Accommodates 25 year growth needs for these departments

After an extensive study, the City Council has narrowed the location to two sites. The final selection will be determined by the end of the year based on land availability/price. The total cost of the proposition is approximately $38.6 million.

Proposition 2:

Community Activities Center Expansion

This expansion will increase the square footage of the Center to 108,000 (more than double the size of the Center) and is based on a build-out population in Grapevine of 55,000. It is currently anticipated to include a special wing in the building which will take the place of our current Senior Activities Center. The currently proposed amenities are based on citizen input and are currently anticipated to include:

-Larger fitness room
-Indoor Family Aquatics Center (lap lanes, slides/interactive play features, lazy river)
-Additional multi-purpose rooms
-Added facilities and equipment for all ages and abilities
-Enhancements to the walking/jogging track
-Expanded locker rooms
-Expanded childcare

The total projected cost for the proposed expansion is $30.1 million.

The burn ban for Grapevine parks is no longer in effect. The following rules still apply: Outdoor cooking may take place only in approved grills. Dumping of hot ashes and coals is prohibited. Cook at least 10 feet from trees, brush and other things that burn such as decks and retaining walls. Unincorporated areas of Tarrant County still have a burn ban in place.

The City of Grapevine has received official confirmation from the Tarrant County Health Department’s West Nile Virus Monitoring Division that a human case of West Nile Virus has been detected in Grapevine. The location is in the SW sector of the city. This comes after several months of collecting mosquitoes for testing and proactively addressing the breeding grounds for mosquitoes throughout the city.

As a result of this confirmation, breeding ground eradication efforts will be increased in the area encompassing a 3/4 mile radius from the collection point. Breeding grounds include creek-beds, storm drains, abandoned pools, and ponds and treated where necessary.

Actions, both continued and enhanced, will include surveillance and larvacide treatment of potential mosquito breeding grounds. Notifications will be distributed to Homeowner Associations and crime-watch districts in the areas use of social media outlets and phone call notification program, accompanied by continued monitoring of mosquitoes in cooperation with the Tarrant County Health Department’s West Nile Virus monitoring plan. City staff members from the Parks Division, Storm Drainage Division, Police Department, City Manager’s Office, and GIS Division are collectively implementing this plan.

Citizens are encouraged to participate by insuring that they dispose of standing water on their property. This includes birdbaths, dog bowls, flower pots, stagnant swimming pools, rain gutters, old tires, or virtually anything that could hold water and foster the growth of the mosquito population.

The City of Grapevine provides complimentary larvacide briquettes to the Grapevine residents. These are available at the Parks & Recreation Office in City Hall from 8am-5pm weekdays, or the Community Activities Center during their standard business hours. Each briquette will treat 100 square feet of water and is good for 30 days if not washed away. There is a limit of two briquettes per household, per month. Additional briquettes are available for purchase at several area merchants located throughout the city of Grapevine.
