• As per a report published in March 2012 by the Stockholm International Peace Research Institute (SIPRI),India has become the largest importer of arms during 2007-11 and accounted for 10 per cent of global arms import as compared to to Chinese share of five per cent.
• The Kaiga generating Station (KGS) units 1 and 2 have been chosen for the Power Line Award 2012 in the best performing nuclear power station category.
• Pratap Deshmukh of the NCP has been elected as the first mayor of Parbhani Municipal Corporation while party man Sajju Lala was elected as the Deputy Mayor. Deshmukh, who bagged 33 votes won the elections pipping his rival Bhagwan Waghmare of the Congress, who polled 24 votes.
• The Chinese Army has transgressed the Sino-India border more than 500 times in the last two years, Rajya Sabha was informed on May 16.
• Russia‘s spacecraft Soyuz TMA-04M, with a crew of three, blasted off from the Baikonur space center in Kazakhstan. According toRussia’s Federal Space Agency Roscosmos, the Soyuz rocket, carrying the manned spacecraft, was launched from the Gagarin launch pad with two Russian cosmonauts Gennady Padalka and Sergei Revin and a NASA astronaut Joe Acaba.
• A State e-Governance Management Team (SeMT) has been constituted in Haryana to extend technical and professional support to various government departments in conception and implementation of various e-governance initiatives.
• Commerce Secretary, Rahul Khullar has been appointed as the chairman of the Telecom Regulatory Authority of India (TRAI) with immediate effect. Mr. Khullar, a 1975-batch IAS, will take over from J.S. Sarma who demits office on May 13.
• State-owned Bank of Baroda (BoB) has pipped PNB to become the country’s second largest public sector lender in terms of annual profit.Mumbai-based BoB’s net profit crossed Rs 5,000 crore during 2011-12, a rise of 18 per cent from the previous year.
• Dr. Aziz Quereshi has assumed the charge of Uttarakhand Governor, in Dehradun. At a simple ceremony held at Raj Bhawan, Chief Justice of Nainital High Court Justice Barin Ghosh administered the oath of office to Dr. Aziz Qureshi.
• The French President elect, Mr. Francois Hollande, will be sworn in as the country’s President. He will attend an inauguration ceremony at theElyseePalace with outgoing President Nicolas Sarkozy.Soon after his inauguration he will name his cabinet.

Following are the important highlights of the Civil Services Examination, 2011, for which final result has been declared on May 4.

1.  The Civil Services (Preliminary) Examination, 2011 was conducted on 12^thJune, 2011.  A record number of 4,72,290 candidates applied for this examination, out of which 2,43,003 candidates have actually appeared.
2.  11984 candidates were declared qualified for the Main written examination held in October-November, 2011 out of which 2417 candidates were selected for the Personality Test conducted in March-April, 2012.  Finally, 910 candidates (715 male & 195 female) have been recommended for appointment to the IAS, IFS, IPS and other Central Services against 1001 reported vacancies.  Vacancies unfilled presently are on account of 91 reserved community candidates qualifying on general standards. Depending on the options exercised by them finally, these vacancies will be filled by candidates recommended for the Reserve List that is maintained by the Commission.
3. The First two positions have been taken by female candidates.  The top 25 candidates include 19 male (including 01 visually challenged candidate) and 06 female candidates. In the top 100 candidates, there are 21 female candidates.
4. Ms. Shena Aggarwal (Roll No. 233541) has topped the Examination.  She has done MBBS from All India Institute of Medical Sciences, Delhi.  This is her 3^rd attempt.
5. The 2^nd ranker is Ms. Rukmani Riar (Roll No. 27895).  She has done Master of Arts (Social Entrepreneurship) from Tata Institute of Social Sciences, Mumbai.  The is her 1^st attempt.
6. The 3^rd position is bagged by Shri Prince Dhawan (Roll No. 1804).  He has done M. Tech (Elect. Engg.) from IIT, Delhi.  This is his 1^st attempt.
7. The result also showcases the pan-Indian distribution of successful candidates of this Examination. Amongst the top 25 candidates, there are candidates claiming domicile from as many as 16 States, i.e., Andhra Pradesh, Assam, Bihar, Chattisgarh, Delhi, Haryana, Jammu & Kashmir, Jharkhand, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Tamilnadu, Uttarakhand & Uttar Pradesh.
8. The top 25 candidates include alumni from some of the premier educational institutions of the country including AIIMS, IIM and IITs.  An alumnus of London School of Economics also figures in the top 25.
9. The family background of top 25 candidates show diverse representation from all walks of the life which include farmer, teacher, businessman, army personnel, low and middle level govt. servants, doctors, advocate, professor & civil servants.
10. Amongst top 25 candidates, 6 have made to the merit lift in their 1^stattempt; 07 in 2^nd attempt; 09 in 3^rd attempt; and 01 each in 4^th, 5^th & 6^thattempts.  As many as 12 have already been recommended to services other than IAS on the basis of Civil Services Examinations of previous years.
11. Of the top 25 candidates – 13 appeared from Delhi; 3 from Jaipur, 2 each from Mumbai & Chandigarh; and 1 each from Hyderabad, Chennai, Dispur, Patna & Jammu Centres.

India is the second largest producer of fruits and vegetables in the world.

• Fruits with 74.877 million metric tonnes production and
• Vegetables with 146.554 million metric tonnes production of  for the year 2010-11.
• The cumulative wastages in fruits and vegetables is estimated 5.8% to 18%.

• Agricultural and Processed Food Products Export Development Authority (APEDA),

Haryana Government has decided to introduce two award schemes namely “Surakshit Maa Awards” and “Swasth Maa Award” from the next financial year in the state to promote institutional deliveries.

About The Award:

• To encourage the pregnant women for early ante natal registration.
• This award would be given every month in the sub-centres of the districts selected for this year.
• Women who would report for ante natal registration in the first trimester would become eligible to be registered for a draw of lottery every month in the sub centre.
• Three women would be selected for a prize of Rs 300 every month and they would be given utility items like utensils, containers or food items worth the amount.
• This service would benefit those women who get themselves registered with sub-centre, in immunization programs of Health Department.
• It will promote institutional deliveries and time to time health check up. In first phase, the award would be given in the district of Jhajjar, Mewat, Palwal and Bhiwani.
• This scheme would be implemented in 508 sub-centres of Health Department in these districts including 122 sub centres of jhajjar.

An Indian-origin doctor of the Labour party scored a major upset after narrowly winning the Ealing and Hillingdon seat from the former Conservative Deputy Mayor of London in the Assembly Elections here. Labour’s Dr Onkar Singh Sahota beat Richard Barnes of the Conservative party by a narrow 3,110 votes. Sahota finished with 65,584 while Barnes got 62,474.

Michael Francis Cox, Liberal Democrat, came third with 11,805 votes only narrowly finishing ahead of the Green Party’s Mike Harling who finished with 10,877.

Barnes became Deputy Mayor of London in 2008.

Based on the results of the written part of Civil Services (Main) Examination, 2011, held by the Union Public Service Commission in October-November, 2011 and the interviews for Personality Test held in March-April, 2012, the following is the list, in order of merit, of candidates who have been recommended for appointment to –

1. Indian Administrative Service;
2. Indian Foreign Service;
3. Indian Police Service; and
4. Central Services, Group ‘A’ and Group ‘B’.

A total number of 910 candidates have been recommended for appointment including 420 General (including 21 Physically Challenged candidates), 255 Other Backward Classes (including 8 Physically Challenged candidates), 157 Scheduled Castes (including 4 Physically Challenged candidate) and 78 Scheduled Tribes candidates.

Appointment to the various Services will be made according to the number of vacancies available with due consideration to the provisions contained in Rules 2 and 19 of the Rules of the Examination and subject to the final decision of the Hon’ble Supreme Court / Hon’ble High Courts / Hon’ble C.A.Ts. on the S.L.Ps / R.As / W.Ps. / O.As. pending therein. The number of vacancies reported by the Government for the Indian Administrative Service is 170 (85 General, 46 Other Backward Classes, 26 Scheduled Castes and 13 Scheduled Tribes); for the Indian Foreign Service is 40 (23 General, 9 Other Backward Classes, 5 Scheduled Castes and 3 Scheduled Tribes); for the Indian Police Service is 150 (78 General, 37 Other Backward Classes, 21 Scheduled Castes and 14 Scheduled Tribes); for the Central Services Group ‘A’ is 543 (273 General, 148 Other Backward Classes, 81 Scheduled Castes and 41 Scheduled Tribes) and for Central Services Group ‘B’ is 98 (52 General, 15 Other Backward Classes, 24 Scheduled Castes and 7 Scheduled Tribes). This includes 33 vacancies for Physically Challenged candidates.

• Noted Bollywood actor Vidya Balan was roped in by the Ministry of Rural Development and the Ministry of Drinking Water and Sanitation as brand ambassador to spread awareness about sanitation and cleanliness in the country.
• An allocation of Rs.100 crore was made for a proposed Centrally-sponsored Scheme to assist construction of Old Age Homes for Indigent Senior Citizens in 2010-11. However, the Scheme could not be approved during the Eleventh Five Year Plan.Under Section 19 of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, the responsibility of establishing and maintenance old age homes for indigent senior citizens is of the State Government, which brings the Act into force.
• Income-linked cap on marriage expenditures and the provision for registration of gifts at the time of ceremony are among a number of measures that are being considered by the central government to make the Dowry Prohibition Act tougher. Women will also be allowed to file the case from their residence, as per the recommendations.
• The Government of Karnataka will introduce the e-Governance initiative ‘Sakala’ for industries in the southern state to render online services from the Department of Factories and Boilers to the industries. Karnataka will soon be able to apply for renewal of licences and submit half yearly and yearly returns as well as compliance report online.
• The Government of Meghalaya in association with Symantec Software Solutions has unveiled a Skill Development Programme to provide comprehensive training to the youths of the northeastern state of India.The program will provide training to over 1,500 participants at a time to impart skills for variety of IT roles, and offer placement assistance to them through Symantec partners.The aim of the program is also to create opportunities for IT-ITeS employment in the state.
• Shri S K Mittal has taken over as the Director General of CPWD on 1st May 2012. Mr. Mittal joined Central Engineering Service as an Assistant Executive Engineer in 1975. During the last 36 years of service, he has been mainly associated with construction projects. He has worked on MRM Project inNepal, Railway Project inIraq, Planning & Development of campus for National Centre for Agricultural Extension Management atHyderabad, planning of various flyovers in PWD Delhi and as Superintending Engineer (Quality Assurance), he has monitored QA System in CPWD.
• The expenditure borne by the States and Union Government on maintenance of paramilitary forces in various States of the North East Region (NER) in the last 3 years ( 2009-10 to 2011-12) is as : Union Government:- Rs. 12318.58 crore and State Governments:- Rs. 288.70 crore.

The Indian government is promoting a new Pension and Life Insurance Fund (PILF) scheme in a bid to provide financial security to poor Indians working abroad. Non-resident Indian organisations have been urged to promote the scheme.

About PILF:

• PILF is for Indian workers aged between 18 and 50 who have a work permit or employment contract and whose passports carry the ‘Emigration Clearance Required’ stamp.
• The worker has to pay Rs.5,000 to become a member. The government will contribute Rs.2,000. If the person is a domestic help, the amount would be Rs.3,000.
• The pension will commence after age 60.
• This is a life insurance scheme. It will help people save for old age and save for resettlement.
• The PILF scheme was announced in January.

Under the Central Sector Scheme of Scholarship for College and University Students, out of 82,000 fresh scholarships available every year, 50% scholarships are given to girl students, fulfilling other requirements under the scheme.

For graduates Rs. 10,000 per annum for first three years and for post graduates Rs. 20,000 per annum is admissible under the scheme. There is no fresh selection at post graduate level. Students pursuing professional courses would get Rs. 10,000 per annum for first three years and Rs. 20,000 per annum for 4th and 5th year. The Scholarship under the scheme is renewed from year to year upto post graduate level in the same stream.

The University Grants Commission (UGC) is implementing the scheme of Indira Gandhi Post Graduate Scholarship for Single Girl Child, for girl students for pursuing Non-Professional Post Graduate Degree Course in the country. Under this scheme, single girl child who fulfills other requirements, are selected for the award and they are paid scholarship @ Rs. 2000/- per month for a period of 20 academic months.

Passengers will soon be able to surf Internet in trains without using data card as per a new approval by Indian Space Research Organisation (ISRO).Space agency ISRO has allowed the Indian Railways to use the frequency from KU band for using the satellite for Internet surfing inside trains.

The proposal for providing Internet facility inside trains through satellite was brought up two years ago by the Railways, and was waiting for the ISRO clearance.Under the proposal, Internet facility will be provided in Howrah Rajdhani coaches on a pilot basis by uplinking them with satellite.

The Railways plans not to charge passengers to avail the Internet facility as it is a pilot project, for which an amount of Rs 6.30 crore has been sanctioned by the Railways.As part of the project, the locomotives of the train and coaches will be installed with custom-made antenna to connect them to Internet through Wi-Fi.

Passengers will have to dial a number provided by the TTE to get a password in their mobile phones in order to avail the Internet service inside the train.

The Bihar government is considering a proposal to launch Vrikshpal (guards of plants) scheme in rural areas under which a Vrikshpal will be given maintenance rights for 30 years over a unit of 350 trees planted on government land in the vicinity of villages.

About The Scheme:

The scheme, the first of its kind in the country, would be helpful in protection and maintenance of trees planted on government land.

If a Vrikshpal remains steady and sincere and his/her work is found to be satisfactory then the maintenance rights will be extended for another 30 years.

The Vrikshpal will have ownership rights over fruits, fodder, flowers and other produce of his trees.

Besides, if the trees fall or dry up due to ant calamity then the money obtained from their sale too would go to Vrikshapal.

The objective is to increase forest cover from 9.97 per cent to 15 per cent in the state in the next five years.

• Norwegian swimming world champion Alexander Dale Oen, who was considered one ofNorway’s top Olympic athletes, was found dead in a bathroom at anArizonatraining facility on April 30. He was just 26 years old.
• The BBC News website has won the People’s Voice award for news at this year’s Webbys.Other awards went to Pinterest, Google+ and Spotify, all of whom picked up their first Webbys.The Daily Beast won the judges’ award for news website.The People’s Voice awards sit alongside the judges’ awards and are voted for by online fans. This year nearly 1.5 million votes were cast from more than 200 countries.

Mr. Singh previously served as special assistant, Office of the Under Secretary of Defense (Policy), it said.

Facebook on May 1 unveiled an initiative to use the vast social network to connect organ donors with people who need life-saving transplants. Facebook founder Mark Zuckerberg made the announcement and became one of the first Facebook users to sign up on the social networkto be an organ donor.

• Zuckerberg said he was motivated to launch the program by conversations with his girlfriend, who is a medical student, and his friendship with Apple co-founder Steve Jobs, whose life was extended by a liver transplant.
• Members of Facebook in the United States and Britain can now indicate that they are organ donors on their timelines, and if they are not donors, they can find links to official organ donation registries and instantly enroll.
• In the “health and wellness” section of users’ timelines, users can list their status as organ donors and explain the decision to their friends, in an effort to raise awareness about the need for donors.
• Today, more than 114,000 people in the United States, and millions more around the globe, are waiting for the heart, kidney or liver transplant that will save their lives.
• An estimated 18 people die every day from the lack of available organs, according to Donate Life America, a nonprofit alliance that is partnering with Facebook.

The new rules governing electronic waste (e-waste) that came into effect on May 1 make it illegal for you to dump your old mobile phone into the bin or sell parts of a personal computer to the scrap dealer.

• According to e-Waste (Management and Handling) Rules, 2011, consumers will have to route their e-waste to recycling units for scientific dismantling and recycling.
• This is to be done through collection points established by the product manufacturers.
• At present, there is no mechanism to track down and penalise consumers who do not recycle e-waste. Under the rules, the manufacturers will have to provide information on safe handling and consequences of improper handling, accidental breakage damage and improper recycling of the end of life product.
• Establishing collection points for gathering e-waste and overseeing the dismantling and recycling process is also an added responsibility on the producers. Manufacturers will attract fines if they don’t comply with EPR.
• Lack of awareness among consumers will hamper the change that the new rules expect to usher in.

Denmark’s Noma restaurant has been named the best in the world for a third year running in an international survey that also gave top rankings to establishments in Spain, Brazil and Italy.

Noma seized the top spot in 2010 from Spain’s El Bulli, which has since closed. But Spanish restaurants held onto the second and third spots on the global dining list this year.
