Japan keen to begin $22.50 million project in Gujarat to turn Alang-Sosiya shipyard in an international-level ship recycling yard

’s ship owners’ association paid a courtesy visit to Chief Minister Narendra Modi today. The delegation expressed eagerness to quickly begin the

government’s project on Alang-Sosiya ship yard. The project is about turning the Gujarat’s Alang-Sosiya shipyard into a safe and eco-friendly yard at par with the international norms. The project will be funded by

Japan

government.

Alang ship recycling yard is, at present, Asia’s biggest shipyard which sees a recycling of about 400 ships annually. Japan has a 40% share in the world’s shipping industry and it is chiefly dependent on China for recycling of ships. The Industries department of Japan government (METI) has carried out a study, according to which the Alang-Sosiya can be transformed into a best shipyard if it is made safer and eco-friendly as per the guidelines of a convention of International Maritime Organization held in Hong Kong. Japan government is keen to initiate this project at the cost of $22.50 million. In this regard, the Maritime Board of Gujarat will prepare a detailed project report and will send it to government of India. Further, the report will be sent to Japan with the government of India’s recommendations.

The delegation comprising the officials of leading companies of shipping industry of Japan included K. Tomoda (Kawasaki), S. Tatsukawa (Mitsui OSK), T Kitayaya (NYK line) along with the officials of Mitsubishi, Nippon, KG, JX Tanker. The delegation was accompanied by MD of Gujarat Maritime Board Pankaj Kumar. The delegation outlined the plan to turn the Alang shipyard into an international-level ship recycling yard.

The Chief Minister talked about the possibilities of creating world-class ship industry in Gujarat keeping in mind the 1600-km long coastline of the state.

Gujarat Chief Minister announces Rs.1,800-crore new works for Ahmedabad district

Chief Minister Narendra Modi rounding up the day-long Sadbhavna fast at Bavla near Ahmedabad today said there is a basic and wide difference between the ideologies of the previous Congress Governments and that of the present Gujarat Government.

“While the Congressmen worship chair; we adore public. While their’s is vote bank politics, ours is that of development. There used to be only one festival during the Congress rule and that of communal riots, ours only festival is development,” he said.

Even as over 12,000 people from different parts of Ahmedabad district voluntarily joined him in his district-wise fast as part of his mission to hold such fasts at 33 places, Mr. Modi expressed his gratitude to the teeming social force in supporting his dutiful Sadbhavna mission, turning into a people’s movement of sorts.

He said the people of the state now recognize the role of Narendra Modi in fighting malnutrition, freeing girl children from anemia. All the 18,000 villages in the state now get 24x7 hours electricity. The Narmada waters have been carried to far off places by canals and pipelines, replacing the corruption-ridden system of supplying water through tankers. Single-lane roads have been converted into double-lane, and double-lane into four-lane.

“No other leader of India would have received such a huge public support. Not even political pundits could analyze the reasons for the same. Gujarat’s Chief Minister and the state’s development are discussed in far-off Uttar Pradesh elections, too.” Mr. Modi said.

He said that Gujarat alone provided 72 per cent of total jobs created in India. He exuded confidence that Ahmedabad district would soon provide the maximum number of jobs to the youth. A number of car manufacturers have made farmers of Sanand, Bavla and Kathwada villages affluent and happy. Maximum numbers of farmers now move around on bikes in Gujarat. Over 2.50-lakh Sakhi Mandals do a business of Rs.5,000-crore.

On the other hand, he said, the Central Government failed to provide 100 days jobs under its own programme to the unemployed in this time of inflation, while the functionaries were busy only in dividing the society.

Mr. Modi said that the people of Gujarat have also reposed confidence in the present government by providing political stability, from top to the village panchayat level. He advised other states to shun the politics of vote bank and creating communal divides, instead adopt the politics of development.

The Chief Minister on the occasion announced new development works worth Rs.1,800-crore for the Ahmedabad district, while he had earlier announced that worth Rs.2,000-crore for Ahmedabad City.

Gujarat Government today urged the Central Government to set different standards for Metro Cities, Small Municipalities and Nagarpalikas while allotting funds under JnNURM-II. The cities which adopt measures for speed for development should be encouraged by allotting special funds for further growth. While speaking at the second meeting of NDC Sub-Committee on urbanization held here, Gujarat Urban Development Minister Shri Nitinbhai Patel who was deputed by Chief Minister Shri Narendra Modi on his behalf, said that the GoI has made certain reforms compulsory for State Governments and Municipal Corporations while giving assistance under JnNURM-I.

Gujarat Minister also pointed out the issue of maintenance of old heritage buildings which are mostly located in Gujarat and Rajasthan. He stated that Government of India should give separate funds for maintenance, repair works and renovation of Forts, Palaces, heritage structures etc as these properties do not come under ASI.

Suggesting to put on track the facilities of bus service in small cities on PPP mode, Shri Patel said that viability gap fund or support grant should be provided for promotion of bus services in cities where sufficient public transport services are not available. He also urged for viability gap fund to be made available for Metro Projects.

Government of India should also make provisions for education, health, sanitation etc for urban poor under the JnNURM-II as the numbers of poor in cities are also on a rise due to increase employment opportunities. On line of DRDA, GoI can establish District Urban Development Authority. Gujarat has already set up DUDA. GoI should provide 100% funds for water, drainage system, education, health, sanitation for urban poor, the Minister requested.

Referring to the project approved under JnNURM-1, Shri Patel asserted that GoI allots funds on the basis of estimated amount of the project when the proposal is submitted, but by the time the grants are allotted, it is found that 50% escalation in the estimated amount has already taken place and therefore municipalities face financial problem during the implementation of the project. GoI should take note of these crises and bring in a fresh provision to allot more funds to the State keeping in mind the RBI Index.

The Gujarat Minister demanded that GoI should also give financial assistance for multi-level parking, purchasing of CCTV for enhancement of traffic system, construction of ring-roads and by-pass roads.

A number of projects are held up in the state due to sanction pending in the Ministry of Railways. He demanded that some power should be given at Zonal level officers to execute projects in times.

Gujarat sets benchmark of development for India, won’t dance in Delhi sultanate’s durbar: Narendra Modi

Even if the Centre tries all its verbal or legal ammunitions to stall Gujarat’s development. Chief Minister Narendra Modi today said that it would not dance in the Delhi sultanate’s durbar to seek any favour. On the contrary, he challenged the Centre to compete with Gujarat is different parameters of development.

Rounding up his day-long Sadbhavna fast at Valsad as part of his state-wide Mission to hold such fasts at 33 places, he said that if someone thinks that Gujarat is living on the mercy of the Centre is living in fool’s paradise.

Although Gujarat is comparatively a small state with desert on one side and Pakistan on another growing only salt on the seacoast, he said that six-crore people of Gujarat are capable of standing on their own feet in different matters.

Mr. Modi said that Gujarat has set a benchmark of development which the nation would have to follow suit. He recalled how the state was besieged with social tension, communal riots just ten years backwards. Now that the rule of peace, unity and brotherhood has been established in the state, its adversaries are trying all means to destabilize the. Gujarat is marching on the path to truth and won’t budge from that, he said.

Overwhelmed by huge public support during Sadbhavna fast, Mr. Modi said that earlier the poor and labour class had to work hard for two square meals in relief camps. The situation has changed. Earlier water had to be supplied in villages through tankers. Now it is supplied through pipelines in 72 per cent of households.

About 5,500 people assembled from different talukas of the district voluntarily joined him in the fast.

Speaking at the 10th Pravasi Bharatiya Diwas – 2012 conclave, Gujarat Chief Minister Shri Narendra Modi today said that new India should stand on the three pillars - Scale, Speed and Skill – a model propagated by the state of Gujarat, to realize its full potential. The days for slow working has gone and we have to think of a bigger scale, develop skills and execute with speed. Then only it will be possible to match other countries and reach to the pinnacle of glory making

India

truly a global power.

Mr. Narendra Modi said that Gujarat is the India’s rather global capital of solar energy. Gujarat and Rajasthan are major hubs of solar energy radiations. “When I think of Gujarat, I think of Rajasthan too. Gujarat is the first state in India to have a solar energy policy which was later adopted by the Government of India. World’s largest solar park with 3,000 MW capacity is being established in Gujarat jointly with Clinton Foundation.

He suggested that Central Government may consider setting up huge solar power projects on western Indo-Pak border, which can be managed by the Border Security Force (BSF). “I invite the industry to invest in solar equipment industry so as to promote in-house manufacturing units in Gujarat,” he spoke to a hall packed of NRIs at a plenary session of Chief Ministers.

He said that when he became Chief Minister of Gujarat in 2001, there was a shortfall of 2,000 MW power in the State. Whereas the nation is still facing a similar situation, we introduced the Jyotigram scheme to provide round-the-clock power in every nook and corner of Gujarat and today state has become, a power surplus state. Shri Narendra Modi said that Gujarat has 4,000 MW suplus electricity and it will generate 7,000 MW surplus power by the end of 2012, which is the overall production rate of many Indian states.

“Our vision is growth of Gujarat for India’s development. There are only four governments in the world who have responded very seriously to the issue of climate change. The Government of Gujarat has a separate climate change department. The renewable energy initiative has been taken up at a massive scale by the state.”

Shri Modi said that like the seven horses of God Sun, Gujarat has seven components of power at the Tapi river basin where there are seven power plants – nuclear, solar, thermal, bio-fuel, natural gas, hydro are based within a 20 km radius.

He proudly mentioned that while the Government of India had announced in budget 2011, a broadband connectivity pilot project for 3,000 villages in India, all the 18,000 villages in Gujarat have been interlinked through broadband since 2009.

“This is our canvas of development. We have sought satellite technology from the Central Government and it will be used to propagate the model of E-governance in areas of telemedicine, agriculture, education, empowerment, rural development etc.”

While other Indian states are battling with shortage of teachers in their education sector, Gujarat is the first in the country to establish a university to prepare world-class teachers. Very soon we will be exporting teachers from Gujarat to rest of the world who will give birth to new generations of Indian roots, Shri Modi told a cheering audience of NRIs.

At present there are 41 universities in Gujarat including a University for Forensic Sciences where even world’s greatest security agencies send in queries to crack their cases. Gujarat takes pride in setting up the Indian Institute of Temple Management which trains priests and send them to nearly 15 countries of the world with significant Indian population.

The Chief Minister said that best way to address any problem is to transform it into an opportunity. Speaking of global recession, the Chief Minister apprised that Gujarat took the initiative to host Global Investors Summit in 2011 which invited a record investment of 450 billion US dollars. He advocated that Prime Minister may convene a roundtable conference of all the States, prominent economists and policy makers to address the economic meltdown. This will go a long way in developing a synergistic approach towards converting the slowdown into an opportunity for all to excel.

He further cited the example of Tata’s Nano car project which came to Gujarat after falling in troubled waters and has become a success story followed by other auto majors establishing their manufacturing bases in Gujarat. He stressed that within a decade, the State will be producing five million cars annually. Shri Modi told the gathering that the metro coach manufacturing factory in Gujarat has yielded tremendous results and today coaches are supplied to all metro projects.

The state of Gujarat has the biggest ship breaking industry in the world and we have moved from ship breaking to ship repairing to ship making industry. Gujarat plan to contribute five percent to the world’s entire ship building industry.

Shri Modi informed the audience that according to Government of India’s recently released survey, Gujarat accounts for 72 percent of the total employment rate whereas rest of India stands at 28 percent. He further said that while the agriculture growth all over India stands at merely three percent since last 10 years, Gujarat has achieved 11 percent annual growth in agriculture in the same period.

Gujarat has brought a miracle in milk production and value added products with its milk products exported to Singapore, Europe and other countries. We don’t have raw materials unlike other Indian states but strong manufacturing units to produce world-class technologies and polished items. Gujarat does not have iron-ore mines but is number one in steel manufacturing. 90% of the world’s diamond processing is based in Gujarat. Mr. Modi shared the growth story and approach of the state towards which is based on inclusiveness and done with speed, skills and on a grand scale. The most important aspect of his talk was in a democratic set up, great work can be done and at a speed. NRIs felt strong sense of belonging and cheered him throughout his speech. He also answered a number of questions from the audience.

He received huge applause as he proposed that Gujarat should host the 2015 Pravasi Bharatiya Diwas to mark the centenary of Mahatama Gandhi’s return to India from South Africa on January 9, 2015. The date is significant in the history of India’s struggle for independence inspiring all NRIs around the world. He invited everyone to Gujarat to make the event a big success. He appealed to Mr. Vyalar Ravi, Minister for Overseas Indians Affairs to announce the hosting of 2015 edition of Pravasi Bharatiya Divas in Gujarat.

At State interaction session with NRIs, Shri Narendra Modi spoke on balanced development of Gujarat in industries, agriculture and social sector. He added that the present growth rate of tourism in Gujarat is double of the entire country put together. He also appealed to non-resident Indians to give the benefit of their skills to the country.
