<p><strong>General Description:</strong> The Project Manager, Environmental Management of Infrastructure Construction Projects, will provide technical support and assistance for the environmental management of infrastructure construction projects in Alberta and BC. Duties will consist of: (i) managing the implementation of environmental management plans (EMPs) for infrastructure projects, including all required monitoring, reporting, and quality management; and (ii) assisting with environmental permitting, licensing, and preparation of EMPs and related environmental compliance documents.</p>
<p><strong>Specific Duties and Responsibilities:</strong></p>
<ul>
<li>Manage and supervise teams of environmental technicians responsible for environmental management and monitoring on a range of infrastructure projects.</li>
<li>Manage all aspects of project implementation, including resourcing, budgeting, scheduling, reporting, quality management, and day-to-day client liaison.</li>
<li>Manage required environmental field surveys in support of project design and implementation.</li>
<li>Provide technical assistance for acquiring environmental permits, licenses, and approvals from regulatory agencies in support of infrastructure projects.</li>
<li>Provide technical assistance in the preparation of a range of environmental compliance documents required for project approval and implementation, such as EMPs, environmental protection plans, and environmental work plans.</li>
<li>Work with project development teams – including proponents, regulators, designers, and construction personnel – to address environmental management and protection measures during project planning and implementation.</li>
</ul>
<p><strong>Competencies:</strong></p>
<ul>
<li>Excellent problem-solving skills to ensure compliance through creative solutions within an active construction work environment.</li>
<li>Experience working successfully with heavy civil construction teams.</li>
<li>Experience working with teams to obtain permits, licenses, and approvals from local, provincial, and federal authorities in a timely and cost-effective manner.</li>
<li>Understanding of pertinent environmental legislation, regulations, and guidance documents to ensure and/or enforce project-specific compliance.</li>
<li>Excellent communication (verbal and technical writing) skills.</li>
<li>Comfortable issuing stop-work orders and independently implementing controls necessary to protect the environment during non-compliance events.</li>
</ul>
<p><strong>Education and Experience:</strong></p>
<ul>
<li>B.Sc. in environmental sciences or P. Eng. with appropriate qualifications for work in Alberta or BC and at least three years of experience as a project manager of construction monitoring for infrastructure development projects.</li>
<li>Experience interpreting and working with federal and provincial environmental regulatory and permitting requirements associated with infrastructure development projects.</li>
<li>Experience working in large, multi-disciplinary teams is essential.</li>
<li>Experience working with a range of environmental disciplines (air quality, noise, surface and groundwater quality, soils, vegetation, fish and fish habitat, contaminated sites, archaeology, First Nations, etc.) is an asset.</li>
<li>Experience operating in a dynamic consulting environment that requires flexibility and teamwork.</li>
<li>Ability/interest to work in the field.</li>

				<content:encoded><![CDATA[<p>Hatfield Consultants Mekong (Vientiane, Lao PDR) requires a GIS Specialist to support a variety of environmental projects in the Mekong region. The position is open only to Lao nationals. The primary role of the GIS Specialist will be to provide technical services including GIS data capture and management, geo-processing and spatial analysis, and mapping and drawing. In addition, field work may be conducted as part of experienced field crews to support environmental projects throughout the Mekong region.</p>
<p>The successful candidate will receive support and guidance from Hatfield’s GIS and remote sensing experts in Canada and Indonesia.</p>
<p><b>Specific Duties and Responsibilities:</b></p>
<p>As a GIS specialist you will be asked to:</p>
<ul>
<li>Produce high quality cartographic map products for field teams, reports, and presentations using ArcMap, following Hatfield and client standards;</li>
<li>Communicate clearly with environmental specialists regarding map and data analysis requirements;</li>
<li>Integrate various vector and raster data sets from multiple sources for inclusion in map products;</li>
<li>Integrate GPS data and field sampling information into GIS data formats for inclusion in map products;</li>
<li>Perform various data management duties such as data storage and cleanup;</li>
<li>Participate in field surveys across the Mekong region<b> </b></li>
</ul>
<p><b>Competencies:</b></p>
<ul>
<li>Demonstrated skills in the effective use and operation of ArcGIS for Desktop 10.1 and extensions such as Spatial Analyst</li>
<li>Demonstrated cartographic knowledge and design concepts</li>
<li>Knowledge of GIS datasets in the Mekong region</li>
<li>Good knowledge of geographic standards and coordinate systems in the Mekong region</li>
<li>Good command of the English language, both verbally and written, is essential</li>
<li>General computer skills (MS Office, etc).</li>
</ul>
<p><b>Education and/or Experience:</b></p>
<ul>
<li>Master’s Degree in geographical sciences, or related subject. Bachelor’s Degree is acceptable if the candidate has significant relevant experience in the Mekong Region</li>

<p>Hatfield’s Environmental Information Systems team develops software systems that help improve the environment and people’s lives. We work on environmental and social-development software-implementation projects in Canada and around the world.</p>
<p>Projects that you would be working on if you joined us include:</p>
<ul>
<li>Implementing a web-based information management system that will help the Angolan National Directorate of Water and Sanitation (DNAAS) to manage and report on water and sanitation systems in Angola;</li>
<li>Implementing a SharePoint 2010 service to assist with team collaboration for a mine going through the environmental impact assessment process in Nunavut;</li>
<li>Developing a democratic, citizen-focused mobile-phone based platform through which communities will be able to participate in bringing increased transparency to the oil and gas sector in Ghana;</li>
<li>Developing a web and DVD-based cultural resource databases that include oral histories, traditional land uses, etc. for Inuit communities in Nunavut; and</li>
<li>Designing and developing a custom-built extract-transform-load (ETL) system that integrates and transforms fish habitat data from the Alberta oil sands region.</li>
</ul>

<p><strong>Specific Duties and Responsibilities:</strong></p>
<p>As a junior or intermediate software developer, you will be asked to:</p>
<ul>
<li>Design and implement environmental and social-development driven software systems:
<ul>
<li>Write code in a variety of languages (primarily C#, PHP and Java), targeting a variety of database engines (usually MS SQL Server or MySQL) using domain-driven-design and test-driven-design methods;</li>
<li>Write great code the first time; and</li>
<li>Write tests for your code.</li>
</ul>
</li>
<li>Provide peer-review of other team members’ code;</li>
<li>Participate in proposal writing;</li>
<li>Actively communicate with project managers about scheduling and project issues;</li>
<li>Assist with requirements gathering and user needs assessments (UNA);</li>
<li>Drive revisions to Hatfield’s software development processes;</li>
<li>Develop and review prototypes; and</li>
<li>Constantly look for better ways of doing things and implement these better ways.</li>
</ul>
<p><strong>Required Skills and Experience:</strong></p>
<ul>
<li>Ideally 2 years of experience developing ASP.NET, PHP and/or Java web applications;</li>
<li>Knowledge of existing software libraries including:
<ul>
<li>JQuery;</li>
<li>Twitter Bootstrap;</li>
<li>Microsoft .Net and Microsoft MVC; and</li>
<li>Hibernate, NHibernate or other ORMs.</li>
</ul>
</li>
<li>Strong domain-driven-design and test-driven-design techniques;</li>
<li>M.S.S, B. Eng, B.Sc (Computer Science), B.Tech or related degree with equivalent experience;</li>
<li>Must be able to work independently and with a team;</li>
<li>Be able to work in a team context with non-technical users;</li>
<li>Knowledge and/or experience with a variety of relational database management systems (MySql, SQL Server, etc); and</li>
<li>Must be legally eligible to work in Canada.</li>
</ul>

<li>Experience with Engineers Without Borders;</li>
<li>Knowledge and/or experience with web-based usability techniques;</li>

At Hatfield, the Environmental Information Systems team <strong>believes that information can be leveraged to better manage the environment, thereby improving the environment and people’s lives</strong>. To practically do this, we focus on improving the accessibility and usability of environmental information through electronic environmental information systems.</p>
<p>To <strong>improve</strong> the <strong>usability</strong> of environmental information we:</p>
<ul>
<li>Focus on end-user goals, not technology features;</li>
<li>Look at the whole life-cycle of the information: how it is created, used, shared and archived; and</li>
<li>Employ human-centred design techniques.</li>

<p>The Environmental Information Systems team works on projects in Canada and around the world. Some example projects include:</p>

<p>Overall, Hatfield’s Environmental Information Systems team provides a wide variety of Information and Communication Technology (ICT) services to our clients, including:</p>
<ul>
<li>Development of knowledge management systems;</li>
<li>Designing and implementing customized information systems such as:

<li>environmental data management systems,</li>
<li>project management systems,</li>
<li>collaboration systems,</li>
<li>geo-spatial analysis systems, and</li>
<li>data interchange systems;</li>
</ul>

<li>Building and managing corporate and institutional websites; and</li>
<li>Providing training and capacity building.</li>

<p>As an Application Developer, you will be asked to:</p>

<li>Lead the technical design, architecture and development of EIS projects:
<ul>
<li>Act as development supervisor on projects, by leading the development of software for project outputs.</li>
<li>Constantly derive application implementation linked to User task analysis.</li>
<li>Usability-driven user-interface design.</li>
<li>Lead Information architecture analysis.</li>
<li>Lead data-interoperability design &amp; implementation.</li>
<li>Drives all of Hatfield towards projects that utilize best human-factor driven development.</li>

				<content:encoded><![CDATA[<p><strong>General Description:</strong> The Environmental Specialist will be assigned to the Hatfield Consultants Mekong office in Vientiane, Lao PDR and will be responsible for managing and implementing a variety of environmental projects.</p>
<p><strong>Duties and Responsibilities:</strong></p>
<ul>
<li>Manage a team of environmental specialists and technicians responsible for conducting environmental projects in the Mekong Region, and in other areas of South-East Asia.</li>
<li>International travel, including work in remote locations, is required in support of ongoing project design requirements.</li>
</ul>
<p><strong>Competencies:</strong></p>
<ul>
<li>Demonstrated technical competency in a specific environmental discipline.</li>
<li>Demonstrated technical reporting and project management skills (including designing projects, defining project goals and objectives, planning and scheduling of project tasks, project management).</li>
<li>Research and analytical skills (data collection, compilation and analysis).</li>
<li>Excellent communication skills (verbal and written – including technical or scientific writing).</li>
<li>Experience developing partnerships/networks with international organizations, national executing agencies, private sector natural resource developers and other stakeholders.</li>
</ul>
<p><strong>Education and Experience:</strong></p>
<ul>
<li>B.Sc. or higher degree in environmental sciences or engineering, with more than 5 years experience managing environmental aspects of international projects.</li>
<li>Experience working in large, multi-disciplinary teams is essential.</li>
<li>Experience with a range of environmental disciplines (e.g., fisheries, hydrology, surface and ground water quality, chemical contamination, forestry, wildlife, biodiversity, soils, socio-economics, archaeology, etc.). Experience working with major international development agencies or natural resource development companies is a definite asset.</li>
<li>Good command of the English language, both verbally and written, is essential.</li>
<li>Experience operating in a dynamic consulting environment that requires flexibility and teamwork.</li>

<p><strong>Duties and Responsibilities:</strong></p>
<ul>
<li>Work with a team of environmental specialists and technicians responsible for conducting environmental projects in Lao PDR, Cambodia, Viet Nam, Thailand, Myanmar, China and potentially in Indonesia and Africa;</li>
<li>International travel, including work in remote locations, is required in support of ongoing project design and implementation requirements.</li>
<li>Provides technical advice and inputs on strategic impact assessment, climate change, resource economics, capacity building and institutional development, and stakeholder engagement;</li>
<li>Establishes and maintains close collaboration with implementation partners and clients in the project and program development, implementation, and monitoring/reporting;</li>
<li>Prepares reports in accordance with the project and program requirements and agreement with the clients;</li>
<li>Regularly searches for business opportunities and supports the company in securing new projects and activities; and</li>
<li>Performs any other duties as assigned by the supervisors, including assisting with proposals and projects’ financial administrative work.</li>
</ul>
<p><strong>Competencies:</strong></p>
<ul>
<li>Demonstrated technical competency in a specific environmental and socio-economic discipline;</li>
<li>Demonstrated technical reporting and project management skills (including designing projects, defining project goals and objectives, planning and scheduling of project tasks, project management);</li>

<li>Excellent English communication skills (verbal and written – general, technical or scientific writing);</li>

<p><strong>Education and Experience:</strong></p>
<ul>
<li>M.Sc. or equivalent degree in environmental science, sustainable development or similar with a focus on issues of relevance to climate change, socio-economics, and/or natural resources management discipline, with experience assisting with implementation of environmental aspects of international projects.</li>
<li>Experience working in large, multi-disciplinary teams is essential.</li>
<li>Experience working in a complex environmental and social setting/context;</li>
<li>Strong knowledge on natural resources development, its impacts on natural systems, economic development and livelihoods in developing countries, community-based planning and development, capacity building and stakeholder engagement methodologies;</li>
<li>Experience within development project planning, management, implementation and reporting;</li>
<li>Experience in preparation of annual work plans and budgets, and the use of a logical framework for summarizing and guiding implementation;</li>
<li>Experience with a range of disciplines (e.g., air quality, noise, chemical contamination, surface and groundwater quality, soils, vegetation, fish and fish habitat, archaeology, socio-economics, etc.), and experience working with private sector companies and major international development organizations are assets.</li>
<li>Experience operating in a dynamic consulting environment that requires flexibility and teamwork.</li>
</ul>
