		<description><![CDATA[Big Island police are seeking information about a 17-year-old boy who was reported missing.
Austin Imholt failed to return to his Kailua-Kona home on 29 October, 2011. He is described as 5-foot-7, about 145 pounds, with a fair complexion, blond curly hair and blue eyes. He has a black outlined gothic tattoo on his right forearm and a tattoo with the word “IMHOLT” in old English lettering on his back.
Police ask that anyone with information on his whereabouts call Officer Robert Sakata at 326-4646, extension 276, or the Police Department’s non-emergency line at 935-3311.
Tipsters who prefer to remain anonymous may call Crime Stoppers at 961-8300 in Hilo or 329-8181 in Kona. 		<description><![CDATA[A 6-month-old boy from Japan died Thursday (February 23) from injuries he received in a one-vehicle crash on Hawaiʻi Belt Road (Route 11), .3 miles northeast of the 48-mile marker in the Kapapala area of the Kaʻū District. 
The victim was identified as Yuta Suzuki of Shiyonawate, Japan. 
Responding to a 5:10 p.m. call, Kaʻū patrol officers determined that the father of the boy, a 36-year-old man from Japan, had been operating a 2011 Dodge van and traveling south on Hawaiʻi Belt Road when he ran off the right side of the road and overturned. 
The driver and two passengers, a 37-year-old man and a 39-year-old woman, were taken to the Ka’u Hospital. The driver and the male passenger were treated and released with minor injuries. The woman was later transferred to Hilo Medical Center for further evaluation. 
Fire/Rescue personnel took the 6-month-old boy, his 28-year-old mother, a 30-year-old female passenger and another female passenger, age unknown, to Hilo Medical Center. 
The baby was pronounced dead at 7:55 p.m. at Hilo Medical Center. 
The mother was treated and released. The other two women were confined in serious condition.

		<description><![CDATA[Big Island police have initiated a terroristic threatening case in connection with reports of a woman with a gun Wednesday afternoon (February 22) in Puna. 
Around 5:30 p.m. Wednesday, Puna patrol officers responded to a report of a woman pointing a rifle at passersby near the end of Highway 130 in Kalapana. Officers located and arrested 34-year-old Welo Kuuipo Dela Cruz of Kalapana without incident and recovered the weapon, which was determined to be an air rifle. 
Dela Cruz was taken to the Hilo police cellblock while detectives from the Area I Criminal Investigations Section continued the investigation. After conferring with prosecutors, detectives released Dela Cruz later that night pending further investigation.

		<description><![CDATA[Two Puna residents have been charged with robbery in connection with an incident in Pāhoa on Monday afternoon (February 20) that sent the victim to the hospital. 
Puna patrol officers responded to a 2:45 p.m. call Monday and encountered a 32-year-old Pāhoa man, who reported that while he was standing outside a Pāhoa restaurant, a woman had approached him and asked him for marijuana. When he said he didn’t have any, she reportedly hit him in the back of the head several times with her fist and removed cash from his pants pocket. 
The victim dropped his skateboard during the attack. 
A man reportedly joined in the attack, hitting the victim in the head first with his fist and later with the victim’s skateboard, knocking him unconscious. 
The victim was taken to Hilo Medical Center for treatment of serious injuries. 
At 3 p.m. Monday, police arrested 32-year-old Steven Stoesser, 35-year-old Lisa Yurkovic and 19-year-old Gina Sumaoang, all of Pāhoa. They were held at the Hilo police cellblock while detectives from the Area I Criminal Investigations Section continued the investigation. 
At 10 p.m., police released Sumaoang without charges.

Here&#8217;s an update on the bills that we have been watching. Thank you all for sending in testimony. I cannot tell you how helpful it has been. In one hearing, we had 93 testimonies submitted by OUR side, only 5 on the other.
HB1963 Relating to Medical Use of Marijuana appears dead for now. We are monitoring bills to be sure the text of this bill is not put into another bill that is moving.
Rep. Joe Souki voted against this bill in committee. Rep. Faye Hanohano cast the only no vote on the House floor. Hawaii medical marijuana patients may wish thank them for their votes against the bill:

		<description><![CDATA[Last year, Governors Christine Gregoire of Washington and Lincoln Chaffee of Rhode Island petitioned the DEA to reclassify cannabis out of Schedule I.
This makes good sense because the Schedule I designation requires that a drug have no accepted medical uses. If a drug has an accepted medical use, it cannot be a Schedule I drug.
In June, 2000, Hawaii passed SB 862 HD1, which legalized marijuana for medical use.
In fact, across the nation, 16 states and the District of Columbia have officially acknowledged the medical efficacy of cannabis. (See &#8220;State-by-State Medical Marijuana Laws 2011:&#8221; )
The State of Hawaii&#8217;s official recognition that cannabis is medicine invalidates the DEA&#8217;s Schedule I designation by definition.
Governor Abercrombie should join the petition to reclassify cannabis. It is the right thing to do, and it will mark him as change-oriented governor standing up for his state&#8217;s right to govern its own medical programs.

The National Weather Service in Honolulu has issued a HIGH SURF ADVISORY for east-facing shores of Kauai, Oahu, Molokai, Maui and the Big Island.
Strong trade winds, both near and upwind of the islands, will bring rough surf to exposed east-facing shores.  Surf is expected to be 6 to 8 feet.
The High Surf Advisory is in effect until Tuesday at 6pm HST.
Rainy and Breezy
Trade winds will remain breezy, with enhanced showers riding in on the trades. Rainfall will focus over windward areas, with some heavier showers intermixed. Some showers will also reach leeward locations. Winds will decrease slightly Monday and Tuesday, with enhanced trade showers persisting into Wednesday, especially over the windward Big Island. Although drier trade wind conditions are expected for the second half of the week, wetter weather is possible next weekend.
