Panel slams Maha for clearing wind project

The Government of Maharashtra has been slammed by the Western Ghats Ecology Expert Panel (WGEEP) for clearing the Andhra Lake Wind Power Project, which is being promoted by Enercon (India) Ltd. Situated near Bhimashankar Wildlife Sanctuary near Pune, the 113 MW wind energy project has caused substantial forest destruction and triggered large scale soil erosion, according to the panel.

Chhattisgarh struggling to meet power demand

Chhattisgarh Government is considering ways to meet the rise in power demand during summer, which may go up to 3,000 to 3,200 MW from the current 2,700 to 2,800 MW. While additional power would be arranged from the central pool, any demand-supply gap will be met by purchasing power from independent producers. Moreover, the state expects to become power surplus from next year and could meet the demand with its own installed capacity.

TN to build Rs 8,000 cr project on its own

Originally conceived as a JV between BHEL and Tamil Nadu Electricity Board (TNEB), the state government has now proposed to fully fund the Rs 8,000 crore, 1,600 MW, Udangudi power project in Tuticorin. As per the original plan, this super critical 2 x 800 MW thermal power project was to have been funded through debt and equity with both partners holding a 26 per cent stake each, and 48 per cent to be brought in by a financial institution or private partner. But, except for BHEL and TNEB earmarking about Rs 32.5 crore each as project funding, there had been no further progress.

BPDB to purchase power from India

NTPC Vidyut Vyapar Nigam (NVVN) signed a power purchase agreement with Bangladesh Power Development Board (BPDB) to supply 250 MW power to the country from the unallocated quota available with the power ministry. Besides, it is learnt that BPDB is also taking efforts to purchase an additional 250 MW power from the Indian power market. The transmission system between the two nations is expected to be completed by end of July 2013.

Analysis: China’s new Five-Year Plan for solar calls for escalation in government sponsorship of export-intensive, price-subsidized trade

In addition to an array of illegal subsidies that have enabled China’s state-sponsored solar industry to seize more than half of U.S. and world market share at the expense of U.S. companies and jobs, the government of China recently issued a new Five-Year Plan for solar that provides for even greater government control and support of its industry, according to an analysis commissioned by the Coalition for American Solar Manufacturing (CASM).The plan to fuel China’s export-intensive solar-industry campaign calls for a number of government initiatives, including new policy, financial and price subsidies; more support in industry, financial and tax policy; and further aid with development and production of equipment used to produce polysilicon, silicon ingots, wafers, cells and panels within the crystalline-silicon solar industry. Moreover, the portfolio includes plans to support industrialization of China’s as-yet-undeveloped thin-film industry, specifically harnessing silicon and copper indium gallium diselenide solar technologies.

The analysis by Wiley Rein LLP in Washington, D.C., focused on China’s 12th Five-Year Plan for the Solar Photovoltaic Industry, issued in February 2012 to expand on China’s broader 12th Five-Year Plan for National Economic and Social Development. Wiley Rein is representing CASM, a coalition of more than 190 employers representing over 16,000 Americans, in advancing trade cases against the Chinese solar manufacturing industry. In a partial preliminary determination in March, the Department of Commerce announced that at least 10 categories of Chinese subsidies for its producers of solar cells and panels were illegal.“These plans significantly increase the government’s control over the development of the solar industry, permitting the government to manage virtually every aspect of the industry,” the analysis says. “Substantial government assistance is also mandated to carry out the goals identified in these plans.”

As in previous iterations, the plans designate solar among seven “strategic emerging industries” that warrant massive government support, preferential treatment and tight control, according to the analysis. News reports put total subsidies for all seven industries at $1.5 trillion. The recently published solar plan, which covers the period through 2015, reflects the Chinese government’s resolve to ensure the industry’s continued rapid development by directly managing its planning, policy and growth.Furthermore, according to the analysis, the solar Five-Year Plan calls for the Chinese industry’s continued global expansion and “internationalization” in keeping with China’s “Going Abroad” strategy.China has amassed production capacity that is 32 times greater than domestic demand, resulting in about 95 percent of Chinese solar production being exported overseas. CASM contends that China’s illegal subsidization of its export drive has enabled its industry to dump product in the U.S. market and unfairly capture market share since 2008. During the same period, the number of China’s solar manufacturers listed among the world’s 10 largest has rocketed from just one to seven in 2011. Meanwhile, at least 12 crystalline silicon U.S. manufacturers have shuttered plants, declared bankruptcy or staged layoffs.

Significantly, the National Renewable Energy Laboratory has concluded that Chinese producers face a cost disadvantage in producing and delivering solar technology to the U.S. market, compared with domestic producers.China’s new Five-Year Plan provides even greater support for exports than previous government plans that delivered more than half of world industry market share to the Chinese industry, according to the analysis. The 2011-2015 plan calls for the consolidation of “the industry’s position in the international market,” partly by identifying and promoting “national champions,” so that “Chinese PV enterprises’ international influence will be greatly enhanced” and be better able “to cope with international competition and market risks.”Aside from the more than 30 Chinese subsidy programs that CASM has identified as illegal, including the 10 that the Department of Commerce has preliminarily sanctioned, the new 12^th Five-Year Plan for the Solar Photovoltaic Industry unveils a host of new government initiatives to continue to fuel China’s export campaign, according to the Wiley Rein analysis. Indeed, the plan covers virtually every detail of every phase of industrial development, including:

Where new industrial siting should take place;

Precise levels for environmental performance improvement; and

Precise standards for cost and power-conversion efficiency improvement.

“The Chinese government launched a trade war against the U.S. domestic industry, took over the leadership of the largest American industry trade association and began driving U.S. solar manufacturing pioneers out of business,” said Gordon Brinser, president of SolarWorld Industries America Inc., the largest U.S. solar manufacturer for more than 35 years.“Our coalition of U.S. producers contested the illegal Chinese governmental interference in the U.S. market and sought enforcement of U.S. and international trade law. In response, China has rolled out a host of initiatives to further manipulate pricing, snuff out competition and solidify its domination – all on foreign soil. Needless to say, China allows no foreign competition on its own soil.”“China is steamrolling American manufacturing and jobs and breaking its trade commitments in plain sight,” Brinser said. “No wonder the American public has grown increasingly anxious about the state of U.S.-China trade. China is scoffing at international trade rules.”In the first major ruling in the trade cases, the U.S. International Trade Commission issued a unanimous preliminary ruling on December 2, that Chinese trade practices are harming the U.S. domestic solar industry. On May 17, the Department of Commerce is expected to announce the extent to which Chinese manufacturers have illegally dumped products in the U.S. market.

US & UK to jointly finance floating wind turbines

Offshore wind power is not a new concept, but conventional “fixed-bottom” turbines, which are attached to the seabed and the focus of most wind power advocates, are limited to water depths of roughly 200 feet. In contrast, floating turbines – so-named because they are attached to floating platforms or structures – allow for wind energy generation in much deeper waters. A demonstration turbine six miles off the coast of Norway, for example, bobs above water with a depth of 200 meters, or approximately 656 feet. Offshore fixed-bottom wind turbines are already celebrated for taking advantage of higher and more consistent wind speeds as compared to turbines on land, but floating turbines have several additional benefits.
First, by being far out to sea, they essentially negate audio and visual pollution and can therefore combat the NIMBY mindset of some opponents of traditional offshore wind farms. Secondly, they can theoretically be brought into port when repairs are necessary, which negates the problems associated with making repairs out at sea in stormy weather. Thirdly, as they are not limited to water depths of 200 feet, they can be located more strategically, so as to avoid fishing and shipping lanes. Finally, winds are even stronger and more reliable over the sea than they are directly offshore, which greatly increases floating turbines’ wind power generation potential.

The memorandum of understanding signed at the Ministerial by Secretary Steven Chu and his British counterpart, UK Energy Secretary Edward Davey, enables “the sharing of best practices and expertise” that stem from previously authorized demonstration projects. The British contribution comes in the form of a £25 million (a little more than $40 million) floating turbine demonstration project authorized late last year by the UK Energy Technologies Institute – an interesting public-private partnership that focuses on the research, development, and demonstration of emerging clean energy technologies. Meanwhile, the US will share research that results from $180 million in announced funding for four offshore wind demonstration projects.

Given the discrepancy in project funding, it might appear at first glance that the UK has more to gain from bilateral collaboration. Nevertheless, none of the $180 million US funding opportunity has been explicitly allocated for a floating turbine project and only $20 million will be immediately available, with the rest of the money doled out over the next six years – subject to congressional approval. Furthermore, the British arguably have far more expertise when it comes to offshore wind technology in general, seeing as they have installed more offshore turbines than any other country in the world, whereas the US has only begun to move forward with several projects. Collaboration on clean energy in general is far preferable to engaging in zero-sum competition, as unfortunately seems to increasingly be the Chinese strategy. The bottom line is that the US has much to gain from working with an ally like the UK in developing floating turbine technology and making it cheaper and more cost-competitive with fossil fuels.

India’s ambitious national solar program has catalyzed rapid growth in the solar market, driving prices for solar energy to impressive lows and demonstrating how government policy can stimulate clean energy markets, according to a report released this month by the Natural Resources Defense Council (NRDC) and the Council on Energy, Environment and Water (CEEW).

In only two years, competitive bidding under India’s National Solar Mission drove prices for grid-connected solar energy to nearly the price of electricity from fossil fuels, at Rs. 7.49/kWh ($0.15/kWh). During that same period, cumulative installed solar capacity in India surged from 17.8 MW to over 500 MW, as discussed in “Laying the Foundation for a Bright Future: Assessing Progress Under Phase 1 of India’s National Solar Mission.”

“As the world’s second-fastest growing economy, India has sparked a powerful solar market in only two years,” said Anjali Jaiswal, Senior Attorney for the Natural Resources Defense Council’s India Initiative. “While the National Solar Mission still faces significant hurdles, India has already made important strides to attract new domestic and international players into the market, and lower the price of solar energy faster than most anticipated.”

The report from NRDC and CEEW provides recommendations to aid the Indian government, private sector and other stakeholders in overcoming obstacles to achieving the Mission’s goal of 20 GW of installed solar capacity by 2022, equivalent in energy capacity to 40 mid-sized coal-fired power plants. These recommendations include:

Encourage Financing: To bolster confidence among financiers and overcome high interest rates in India, the Indian government should diligently enforce Renewables Purchase Obligations, support further development of the Renewable Energy Certificate (REC) market, and share additional information on the Payment Security Mechanism, which covers potential defaults on payments. The Reserve Bank of India and the Finance Ministry should work with the Ministry of New and Renewable Energy (MNRE) to support solar energy investment, and the private sector should lead by syndicating loans and sharing experiences in India’s solar market.

Boost Domestic Manufacturing: India’s domestic content requirement (DCR), which was intended to nurture domestic manufacturing for silicon photovoltaic (PV) technology, has instead shifted the market toward thin-film PV, which does not fall under domestic manufacturing mandates and can therefore be imported at a lower cost. The Indian government should consider modifying the domestic content requirement to apply uniformly across all PV technologies or a percentage of PV components, as well as, adopting a different incentive to promote domestic manufacturing without restricting foreign imports. Simultaneously, manufacturers should strengthen existing networks to develop policy solutions that would ease barriers to manufacturing in India.

Create a Conducive Environment: The Indian government urgently needs to increase the information available on the Mission’s progress, from requiring solar projects to give periodic updates on their progress, to building confidence among investors with more transparency around technologies and commissioning processes. The central government should also work closely with state governments to facilitate land allocation for solar projects. The solar industry should create a network of solar energy groups, focused on resolving common industry concerns and interacting with government agencies to develop solutions for the entire supply chain.

“As nations race to become clean energy leaders, governments around the world will be closely following the progress of India’s National Solar Mission,” said Dr. Arunabha Ghosh, CEO for the Council on Energy, Environment and Water, an independent think-tank based in New Delhi. “It’s essential that the Indian government adapt its strategies under Phase 2 of the Mission to boost confidence in projects and spur investment from a variety of funding sources and financial institutions.”

NRDC and CEEW’s report is the first independent, external analysis of the opportunities and hurdles faced by India’s National Solar Mission. The report draws from extensive discussions with stakeholders, and research and analysis of national, state and international programs.

Vestas named preferred provider of Belgian offshore wind farm

Eldepasco NV has named Vestas as a preferred supplier of wind turbines to the planned offshore wind farm on the Bank zonder Naam in the North Sea. By Renewable Energy Focus staff,

Eldepasco NV, a joint venture between the Belgian Colruyt Group and Aspivari, says Vestas’ 3 MW V112 wind turbine has been selected as the preferred wind technology for the project. Construction of the offshore wind farm is due to start in 2012 and will comprise 72 wind turbines, 37 km into the N,orth Sea, off the coast of Zeebrugge.

Vestas confirms negotiations

Vestas says it can “confirm that negotiations between Eldepasco and Vestas are ongoing, but Vestas has not yet received a firm and unconditional order for the project.”

Vestas says it will make an announcement if negotiations result in a firm and unconditional order.

France assembles largest photovoltaic solar plant in the world

French energy massive EDF is constructing the largest photovoltaic solar power plant in the world at a vacant NATO air base and strategies to have it open by 2012

Jean-Marc Dall’Aglio, of EDF’s green energy subsidiary EDF-EN, said the 415-hectare site in Toul-Rosieres, near the eastern city of Metz, would produce 143 megawatts, adequate for a town of 62,000 people.The existing major photovoltaic plant is at Olmedilla in Spain, producing 60 megawatts. Several other larger plants are under construction in the United States and Australia and might beat the French contender.

Toul-Rosieres will quadruple nuclear-dependent France’s photovoltaic power output, but still abscond it far behind sunny Spain and Germany, which generate 1,671 MW and 1,505 MW respectively.

Dall’Aglio mentioned that it was difficult to find sites large sufficient for the huge arrays of solar panels needed to generate a viable amount of power.

He also mentioned that the state had decided to increase the tariff paid to solar energy producers in gloomy regions to encourage investment.

India could install 65.2 GW of wind power by 2010, according to the Indian Wind Energy Outlook 2011 published by the World Institute of Sustainable Energy (WISE), the Indian Wind Turbine Manufacturers Association (IWTMA) and the Global Wind Energy Council (GWEC).

The report shows installed wind capacity could reach 160.7 GW by 2030. In 2010, India had 13.1 GW of installed wind capacity.

Progress Energy to close 170 MW of coal-fired capacity

Progress Energy Carolinas will shut down its three-unit, 170 MW W.H. Weatherspoon coal-fired power plant this fall, several years ahead of the originally announced retirement schedule.
The company plans to retire the 62-year-old plant after it operates during the summer’s period of high electricity demand. The utility had previously announced plans to retire the plant by 2017 as part of a fleet-modernization effort that will result in the retirement of 30 percent of Progress Energy’s North Carolina-based coal-fired fleet. The accelerated retirement was included in a report to the N.C. Utilities Commission.

Progress said it decided to advance the retirement date after evaluating system resource needs, investments needed to comply with upcoming state and federal environmental regulations and the economics of continued operation. Part of the decision includes the fact that a new gas-fired combined-cycle power plant at the company’s Richmond County Energy Complex will add 600 MW to the utility’s system when it comes online in June.
The utility said the retirements of the utility’s other smaller, older coal-fired units in North Carolina are on track. The coal units at the H.F. Lee Plant near Goldsboro are scheduled to be replaced by a natural gas plant in 2013; the Cape Fear Plant near Moncure will be retired by the end of 2014; and the coal units at the L.V. Sutton Plant near Wilmington will be replaced by a natural gas plant in 2014.
Converting the coal-fired generation to power plants fueled by natural gas will result in additional emission reductions, including carbon dioxide, sulfur dioxide, nitrogen oxides, mercury and other pollutants.
In its annual N.C. Clean Smokestacks Act update, filed with the N.C. Utilities Commission, Progress Energy Carolinas reported that it has cut emissions of nitrogen oxides (NO_X) by 68 percent and sulfur dioxide (SO₂) by 71 percent from 2002 levels at the company’s coal-fired power plants in North Carolina. In 2010, the company said it successfully met the state’s first reduction target for NO_X and continued to meet the reduction target for SO₂ emissions.
The utility said it has nearly completed all emissions-control technology projects related to complying with the Clean Smokestacks Act and expects to have invested a total of $1.05 billion.

Alstom to build 1000 MW coal plant in Malaysia

Alstom is to lead a consortium which will build Southeast Asia’s first 1000 MW supercritical coal fired power plant at Malaysia’s Manjung for EUR1bn ($1.4bn).

Alstom has signed a power plant contract worth the equivalent of over EUR650m with Tenaga Janamanjung Sdn Bhd to provide key power generation equipment for the plant.

The unit will be the single largest one in the region and will produce enough electricity to power nearly 2m households in Malaysia. The contract is booked in the first quarter of the fiscal year 2011/2012.

Tenaga Janamanjung Sdn Bhd. a subsidiary of Malaysia’s state-controlled power generation, transmission and distribution company Tenaga Nasional Bhd (TNB), has awarded the turnkey engineering, procurement and construction (EPC) contract to Alstom and its consortium partner, China Machinery Import and Export Corporation.

Under the terms of the contract, Alstom will engineer, procure, construct and commission a 1000 MW steam turbine, a generator, a supercritical boiler and auxiliaries. Alstom will also supply and install its latest ALSPA Series 6 Distributed Control System, and environmental control systems to cut emissions. The plant is expected to come online in 2015 providing an extra 1000 MW of power to the Malaysian grid.

The contract follows TNB’s 1999 contract with Alstom to build the currently operating 2100 MW Manjung coal-fired power plant. The three 700 MW units, which came into operation in 2004, use Alstom’s clean coal combustion technology and Alstom’s market leading environmental control systems.

Philippe Joubert, Alstom Power President, said: "This deal is yet another step in a long and productive partnership with TNB as we continue in our mutual quest to deliver cheaper, cleaner power to Malaysian consumers and businesses."

Washington, D.C. — The results of nearly four decades of research supported by the U.S. Department of Energy (DOE) are now available through the OnePetro online document repository.

DOE’s Knowledge Management Database (KMD) provides access to content from dozens of CDs and DVDs related to oil and natural gas research that the Office of Fossil Energy’s (FE) National Energy Technology Laboratory (NETL) has published over the years.

It also provides links to reports, data sets, and project summaries from ongoing research supported by FE's Oil and Natural Gas Program.

Now, the 9,000 DOE documents in the KMD are searchable on the OnePetro website, together with documents from Society of Petroleum Engineers (SPE) and 10 additional professional societies.

The KMD debuted at the SPE Annual Technical Conference and Exhibition in October 2009. Following its full roll-out at the Offshore Technology Conference in May 2010, NETL and SPE worked together to make the KMD available through OnePetro. Containing more than 100,000 documents relating to upstream technology, OnePetro is the primary technical resource for the global upstream industry.

Results of a keyword search on OnePetro will now include all related NETL documents. The repository may also be searched for NETL documents only by entering "NETL" in the search box. All NETL documents are open access.

This collaboration is expected to provide the oil and natural gas industry, petroleum engineering students, academic researchers, and the wider research and development (R&D) community with unprecedented access to DOE oil and gas R&D publications — ultimately improving the recovery of the Nation’s oil and natural gas while enhancing environmental protection.

(RTTNews) - Specialist Energy Group PLC (SEGR.L: News ) Wednesday said that its Hayward Tyler US nuclear operation received three new North American nuclear contracts worth about $5 million.

The largest of the new orders is from Dominion Nuclear for three sets of replacement columns for the specialist water circulating pumps which will be installed at Dominion's Millstone Nuclear Power Plant in Waterford, Connecticut.

The first of the outer column sets will be shipped by Hayward Tyler , Inc., in December with the remaining sets being fabricated at Hayward Tyler's Vermont plant and delivered in 2011.
The next order in size was placed by the Public Service Enterprise Group for a mission critical seal-less pump for use in the Reactor Water Clean Up phase at the Hope Creek nuclear power station in New Jersey. The pump will be manufactured by Hayward Tyler and is scheduled for delivery to site in December 2011. A second pump will be purchased in 2011 for delivery in December 2012.
The remaining order is from Hatch Nuclear for a 125 hp. Reactor Water Clean-up Pump Spare Motor. The spare motor pump is scheduled for delivery mid-2011.

A plan to add 2,100 MW of capacity to the Dabhol power plant has been approved by the board of Ratnagiri Gas and Power (RGPPL), which runs the plant. The capacity addition is estimated to cost Rs 8,820 crore. The gas-based project has a total project area of about 1,700 acre. It also has an associated liquefied natural gas (LNG) terminal.

The Dabhol project was originally planned with a generation capacity of 2,150 MW, but was scaled down to 1,950 MW because of problems existing with the equipment. It achieved full load on March 31, but is currently generating 1,600 MW as control upgrades are being done on one machine.

R Power Awards Ge Rs 10k Cr Order

Reliance Power has awarded a Rs 10,000 crore equipment order to GE Energy India for the expansion of its 2,400-MW gas-based power project at Samalkot, in Andhra Pradesh. Under the contract, GE will supply six frame 9FA gas turbines, 3 D-11 steam turbines and generators for the power project.

Reliance Power has also signed a 15 years contractual service agreement under which GE will provide maintenance services for the power project. The order entails a project outlay of over Rs 10,000 crores and is the largest order for GE Energy in India. The project, being implemented as part of the 11th Five- Year Plan, is expected to commence power generation by March, 2012.
