PHMSA will consider adopting these shipping descriptions into the HMR at a future date. This addendum includes the ICAO addendum that addresses: Revisions to classification of 1.4S explosives, addition of a new SP A165 with respect to 1.4S explosives and assignment of this SP to eight current 1.4S entries in Table 4.2; revisions to the text for mixtures and solutions in 4.1; updates/additions to State and operator variations; clarification on the classification of environmentally hazardous substances.
