VTN is proud to introduce STAR Telehealth Training

Southside Telehealth Training Academy and Resource Center (STAR) in Martinsville, VA, offers statewide training for health care providers to become certified as telehealth presenters or coordinators.

STAR training provides an overview of the videoconferencing technology and medical peripherals used in the clinical setting, remote patient monitoring equipment in the home setting, and the responsibilities of telehealth staff.

Graduates of the clinical track will acquire the skills to correctly present patients during virtual encounters with physicians and other specialists. Telehealth coordination track graduates will be able to operate telehealth equipment and manage components of a telehealth program.

Students in health care programs are eligible to register for STAR. Education is delivered through convenient, self-paced on-line training modules, combined with hands-on experience using telemedicine and remote patient monitoring technologies.

STAR's goal is to reinforce best practices in telehealth to achieve improvements in healthcare delivery and outcomes for rural communities and medically underserved populations.

STAR courses are offered FREE to the first 250 registrants working or living in Virginia – a $225 value.

Strengthening Immigrants Health Access: Current Opportunities

While the Affordable Care Act (ACA) does not expand access to health insurance for undocumented immigrants, it may pave the way to health care coverage for as many as six million legal immigrants who have had trouble obtaining insurance, and may begin to close the coverage gap between immigrants and native-born adults. First, legal immigrants who do not have health insurance will be able to sign up for coverage through the new on-line exchanges, and may also qualify for federal tax credits that will make a health plan more affordable. In addition, many lawfully present immigrants will also become eligible for Medicaid under the ACA reforms.

Dr. Leighton Ku, author of the policy brief “Strengthening Immigrants’ Health Access: Current Opportunities,” will outline both the opportunities and obligations that federal health reform law will bring to lawfully present immigrants, who have obtained green cards or visas allowing them to work, study and live in the United States. Dr. Ku is Professor, Dept. of Health Policy and Director, Center for Health Policy Research in the School of Public Health and Health Services, George Washington University. State-specific experience and commentary on immigrant insurance coverage and health care access will be provided by Elizabeth Swain, President & Chief Executive Officer, Community Health Care Association of New York State, and Bobbi Ryder President & CEO, National Center for Farmworker Health, Inc.

The Maternal and Child Health Bureau (MCHB) and the Centers for Disease Control and Prevention (CDC) are offering a Training Course in MCH Epidemiology as part of their ongoing effort to enhance the analytic capacity of state and local health agencies.

Who Should Apply?
This national program is aimed primarily at professionals in state and local health agencies who have significant responsibility for collecting, processing, analyzing, and reporting maternal and child health data. This year, the course is geared to individuals with intermediate to advanced skills in statistical and epidemiologic methods, preferably in MCH or a related field. Content for this year’s course will be organized in the following four domains:

Needs Assessment (e.g., prioritization methods, impact estimates)
Multivariable Regression Modeling (e.g., model building, linear and log models)
Program and Policy Evaluation (e.g., design and analytic methods)
Economic Evaluation (e.g., cost-benefit, return on investment)

“The McDonnell administration will expand loan forgiveness and scholarship programs for health care professionals with an emphasis on placing health care professionals in rural areas,” the campaign said.

In our first evaluation of the promise, we said the effort was “Stalled.” The administration had made progress on some aspects of rural health care but had not pushed the General Assembly to restart a loan forgiveness program.

Each year, the state receives $400,000 from the federal government for the Virginia State Loan Repayment Program, but local clinics, not the state government, pay out the required 50 percent match. The award number varies each year — in 2011, there were five awards; in 2012, there was one; and in 2013, there were five..... Click here to learn more.

It is here, the latest definitive report from HRSA on the PCP shortage. The long and the short of it are illustrated on page 26 of 37 pages. HPSAs were short 7,500 PCPs in baseline 2010 and will be short 20,400 in 2020. This is our concern. We leave deeper analysis to others.

We believe that the reason for the PCP shortages between 2010 and 2020 is and will be because the HPSAs are not adequately represented in the large ongoing recruitment process being carried out by the professional recruiting community. There are 250 members of the National Association of Physician Recruiters and their companies, 1,100 members of the Association of Staff Physician Recruiters, and over 2, 500 English speaking call centers worldwide involved in the business of physician recruiting where fees begin at about $30,000 per physician recruited.

Our view is that unless a PCP has in hand an offer from an HPSA facility along with the numerous others that it nearly impossible that the PCP will be employed by a Federally Qualified Health Center in an HPSA. Professionals such as PCPs are in great demand and those in good standing are rarely looking at job opportunities, they are instead being heavily recruited by the professional recruiters and the call centers noted above.

Our new 501c3 charity has a single focus and that is to teach community volunteers in Federally Qualified Health Center Facilities (FQHCs) how to recruit their own PCPs. We are presently in a fund raising campaign to make our services and appropriate recruiting tools available to FQHCs at no cost to them. We believe there is opportunity to recruit PCPs from areas where there are many to areas of need. Using the HRSA number of 212,500 PCPs in 2010 and a U.S. population of 308 million there was in 2010 1 PCP for each 1,449 people, the HPSA guidelines are 1 PCP for 3,500. This indicates that by HRSA standards there are more than enough PCPs in many major U.S. communities to recruit from. The case is made by some that these pockets of high density PCPs are partly the cause of the high price of healthcare.

We are a group of professionals with recruiting industry experience. Our vision is for each Federally Qualified Health Center (FQHC) to have access to the primary care physicians (PCPs) they need. We believe that trained people who love their communities can be better at recruiting than professionals for they have only one client, the community they chose to live in.

For example, we continue to put the final logistical touches on this year’s slate of National Rural Health Day webinars, including our popular “Rural Health 101” featuring a panel of five current/past NOSORH board members. Another webinar will address population-based health and health promotion in rural communities, while another being considered will explore the impact of the Affordable Care Act in rural America. We will also be hosting at least two webinars featuring several of our National Rural Health Day webinars, as well as live and recorded feeds of our National Rural Health Day Press Conference/Celebration at the National Press Club in Washington, D.C. – at which several U.S. Cabinet and senior administration officials tentatively slated to appear (we’ll share their names closer to the date).

Despite the continuing partial shutdown of the federal government, the Virginia Department of Health is confident that it has identified funding options to keep the WIC program running through at least November 1, 2013.

This funding includes 2013 WIC carryover dollars, rebates from Virginia’s infant formula contract, reimbursement from Medicaid, money from a USDA emergency contingency fund and continued prudent program oversight by WIC staff throughout the state. Additionally, there is no need for any furloughs within the WIC staff through at least November 1, 2013. It remains “business as usual” for WIC operations in Virginia.
