I believe we need to put the issue of the increase in the Honduras airport tax into perspective. Certainly I can understand the personal impact of the tax on travel, especially those who travel to do volunteer work which benefits a lot of people in my country. Yet, the tax does not apply only to tourists, missionaries, or volunteers. The departure tax applies to everybody including us Hondurans who travel to and from the country.

Certainly an increase in airport taxes has a negative impact on the flows of persons in and out of a country. The magnitude of this impact will depend on who reactive are people to increases in transportation costs – how elastic the demand for travel is in economic terms. In those situations, where the increase in user fees is paid separately from the ticket, as is the case in Honduras, then we can speculate the impact may be larger.

In those countries, like the USA, where the user fees and taxes are included in the cost of the ticket – that is billed jointly with airline fares- then the impact may be smaller. In the USA, all travel and airport related fees are included in the ticket cost directly under the rubric US Domestic transportation tax, US international arrival and departure tax, Airport facility fees, US customs fee, APHIS custom fee, Federal flight segment tax, and so on.

In fact, for a Honduran travelling to the USA, user fee can be much higher than the $60 charged by Honduras for airport use fees. As an example, for a Honduran travelling to the USA, let’s say traveling from San Pedro Sula with one stop in the USA, and a second domestic destination such as New York, the total fare of $589 would be $518 for the airline fare and $71 in taxes and user fees. The domestic federal segment fee is a fixed percent (around 6.29%) of the domestic share of the ticket, so if somebody pays more than the base fare shown here, taxes will climb rapidly. USA Fees will also climb significantly if the person is travelling to a third country as these fees are billed per segment or entry/exit to the country.

The most important questions are: What will the impact be on overall travel and by user segment? And What is the rationale behind the increase in airport tax cost? Under the newly approved Interairports extension to the airport concession to 10 more years, the construction of the airport in Palmerola seem to be financed by that company to be later recovered through user fees and other sources of income. Yet, this increase seems to be signaling that user fees will start financing the airport construction now, and this to me signals the need to discuss in a more open manner the agreement with Interairports to figure out if this is indeed the best deal for the country.

Let’s not kid ourselves. All users will have to pay for any new airport and expansion or improvements of the old ones. The challenge at this point is finding the best way to do these investments that will benefit the country in the end and which make economic sense.

Using emotional appeals and arguments seem to be counterproductive for advancing the discussion on the appropriateness of this increase, which should have started from asking if there was any serious study which has examined the potential impact of such measure, compared to the potential benefits of expanding or building a new airport. That is surely the way to conduct serious policy analysis.

A la pobre Bélgica Suárez -que solo glorias le ha dado a Honduras- la volvieron a exhibir ayer con grilletes y chachas solo porque andaba 33 mil euros... ¿Y los 40 millones de las carretillas?..."

No se si la Señorita Suárez es culpable de algo, pero se nota que la trataron de una forma muy diferente a la que trataron a Flores Lanza, Jiménez Puerto y a Mejía cuando se presentaron a los tribunales por una razón u otra. En ningún momento les pusieron grilletes en los pies....Ojala aprendamos algo este incidente.

On illegal/undocumented and legal immigration in the United States of America

I am a temporary legal resident of the United States of America. As long as I am employed with the International Food Policy Research Institute (IFPRI) I am allowed to stay in this country. As such, I will not criticize the actions and policies of the US government and its agencies and the people in the country, unless invited to do so by them. This note is really directed at opening the discussion about legal/illegal/undocumented immigration in the United States and to the many statements both in favor and against, which in many cases are off-base or reflect a perception built by the media and/or political commentators, pundits or activist/grassroots organizations.

The major problem I see with this growing perception about immigration is attempting to generalize about us immigrants and about the issues at hand. For me as a Honduran citizen, in many cases, illegal/undocumented immigration into the USA it is a matter of shame, as my country could not provide the opportunities to the people who decided to immigrate to the USA and Europe, so that they could prosper in our own country. This is a failure of us as a country, nobody else. This reflects on the motivations behind immigration movements to another country since humanity began.

Most people come to the USA or Europe, to earn a living and to be able to send remittances back to the country. In fact, up to recently, most stayed until they earned enough money to go back home. This was the usual behavior of most immigrants until recently. Some commentators proposed that the change towards “staying until I’m kicked-off” has been due to the crack down on immigration and the subsequent increase in the cost of entering the USA, both legally and illegally.

Certainly, most illegal/undocumented immigrants are not thugs, common criminals, nor members of the MS or other gangs. Most people are hard workers who are routinely underpaid and/or abused by employers as they have very little bargaining power…after all people can always make a call to “the migra”. We are not all maids or yard keepers, although people in those jobs contribute to society, so much so that Texas even considered a bill exempting them from deportation (http://www.cnn.com/2011/POLITICS/03/01/texas.immigration.bill/index.html?eref=mrss_igoogle_cnn).

I personally do not want to get into the debate of whether legal and illegal/undocumented immigrants into the United States of America have a net positive or negative impact unto this society. Most, if not all, estimates have considerable issues with regard to assumptions used, methods, conflicts of interest, and perhaps the reality that there may not be a conclusive answer, as there are many tangible and intangible benefit from immigration into a country.

In fact, parts of the polarizing views that have risen in recent years have been the results of such attempts at quantifying immigration into the US. Examining the range of reports can illustrate the fact that the debate needs to move on to a comprehensive immigration policy that will provide net benefits to US society, and for us as Hondurans, to finally come to grips with the failed policies, corruption, mis-management and overall debacle of our economy and our society.

A report produced by the Heritage Foundation (see the their testimony in Congress at http://judiciary.house.gov/hearings/May2007/Rector070501.pdf) , representative of the opinions of conservative and/or so called “nativist” groups opposed to illegal and in some cases even legal immigration, state that each “low-skilled immigrant household” generates a negative fiscal deficit of US$19,588. This is the result of each household paying US$10,573 in taxes (including federal, state, and local income and property taxes as well as sales and excise taxes), while consuming an average of $30,160 of government expenditures in the form of welfare benefits, education and public safety expenses. The results of the Heritage Foundation study contrasts with those of perhaps organizations with less obvious stated agenda, including one by the National Academy of Sciences (NAS) and the other done by Prof. Hanson of UC-San Diego. The NAS study (http://www.nap.edu/openbook.php?isbn=0309059984) , although a bit dated, showed that In the NAS Study, the net effect of benefits consumed and the taxes paid at both the federal and local levels is that immigrants generate a total fiscal benefit of $23.5 billion (approximately $581 per capita).Although the NAS analysis reveals a net fiscal deficit attributable to immigrants at the state and local level, there is net positive fiscal effect at the federal level.

On the other hand, Prof. Hanson’s study, a Council of Foreign Relations Special Report http://www.cfr.org/immigration/economic-logic-illegal-immigration/p12969), concludes that stemming illegal immigration would likely lead to a net drain on the U.S. economy, a finding that calls into question many of the proposals to increase funding for border protection.

La Alianza Democrática Nacional (ADN), organización que agrupa a la Sociedad Civil de la zona norte de la República, al pueblo hondureño en general y al Presidente de la República, don Porfirio Lobo Sosa en particular, hace saber:

Que consideramos que ningún acuerdo político está más arriba de la independencia de poderes, de nuestras instituciones democráticas y mucho menos de la autodeterminación de nuestro pueblo para solventar por nosotros mismos los problemas internos que nos aquejan. So pena de nulidad, ningún acuerdo puede estar por encima de la observancia de las leyes internas de nuestro país, de manera que la presencia de personeros extranjeros para revisar nuestro accionar judicial, no hace más que debilitar la independencia de poderes, el cual cuenta con el apoyo del pueblo hondureño quien mira su presencia en nuestro país, como un pueril intento de intimidación, sin mencionar el socavamiento de las bases del Poder Judicial como tal.

Que consideramos el protocolo de su reunión secreta con personeros de la Embajada de Venezuela en Honduras, como una preocupante sumisión de nuestro gobierno, ante las intenciones de establecer en Honduras el Socialismo del Siglo XXI, el cual consideramos que no vendrá a paliar los problemas que aquejan a nuestro pueblo y que por el contrario, por la experiencia vista en las naciones donde ha sido implantado, en nuestro país se convertirá en otro agente que nos hundirá más en el subdesarrollo y la pobreza.

Que la Alianza Democrática Nacional expresa su rechazo a la nueva tasa de seguridad en su forma pero no en su fondo. Que comprende y acepta que la seguridad nacional es tema de todos, sin embargo cree que para que nuestra Policía Nacional sea recipiente del sacrificio económico del pueblo hondureño, deberá pasar primero como una condición "sine qua non", por una profunda transformación y depuración que la convierta en una institución limpia, transparente y merecedora de un esfuerzo de tal magnitud, de lo contrario se estará sacrificando al pueblo sin avizorar resultados a corto, mediano o a largo plazo.

Que condenamos cualquier agenda secreta que violente nuestra soberanía o que pretenda subyugar la libertad de los hondureños a través de engaños sobre una consulta popular con la intención de derogar la Constitución de la República, pues ésta establece claramente los mecanismos a través de los cuales deben realizarse las reformas y claramente establece que cualquier intención de derogarla, por el medio que se pretenda utilizar, no sólo es por sí misma nula sino que también constituye un acto de TRAICIÓN A LA PATRIA.

Que rechazamos rotundamente el lenguaje populista y divisionista con que el Presidente de la República don Porfirio Lobo Sosa se refiere en sus intervenciones, a cualquiera que se oponga a las medidas por él dispuestas, sobre todo viniendo de un gobierno que llego al poder mediante una campaña proselitista que pregonaba no la división, sino la reconciliación del pueblo Hondureño.

Reiteramos al Señor Presidente de la República, nuestra intención de apoyo incondicional en los cambios sociales que tiendan a mejorar las condiciones de vida del pueblo hondureño y el fortalecimiento y no el detrimento, de nuestro sistema social y democrático.

I cannot believe that a year has passed and I am still reporting the same thing happening again. The "revolutionaries" came to the reception to wine and dine at the expense of the US citizens and legal residents' who are taxpayers. I guess they take off their busy schedules busting the US chops and dirtying the "empire" who is the cause of all that is "bad and evil" in Latin America and Honduras...who forced them to put their hands in the cookie jar and steal from the Central Bank of Honduras and use black Samsonite or American Tourister suitcases...to have a fellowship with the people...

Escalofriante informe revela podredumbre en la Portuaria

Tegucigalpa - Los hechos encontrados en la Empresa Nacional Portuaria (ENP) nuevamente ponen a Honduras en la picota de los señalamientos públicos en materia de corrupción y rendición de cuentas.

Solo los pliegos de responsabilidad civil se elevan a más de 28 millones de lempiras sin contar las presuntas responsabilidades penales que pudieran derivarse de la auditoria practicada por el Tribunal Superior de Cuentas (TSC).

Únicamente el pago irregular en la indemnización por arreglo extrajudicial refiere un monto responsabilizado de más de 13.5 millones de lempiras y las deficiencias encontradas en contratos de publicidad, sin evidencia de los servicios recibidos andan por más de los dos millones.

El explicito informe da cuenta de contratos laborales sin fecha y sin tiempo de vigencia, aumentos selectivos al personal fuera de las normas presupuestarias, personal administrativo supernumerario, empleados que no se encontraron en su lugar de trabajo, usurpación de funciones, gastos excesivos en seguridad personal de funcionarios y pagos sin licitación.

Abunda en detalles de consultorías sin respaldo, y pagos irregulares a proveedores.

El Informe que fue trasladado al Ministerio Público y al presidente hondureño, Porfirio Lobo, también fue notificado a las autoridades de la Portuaria, quienes deberán responder a los graves señalamientos.

La información trasciende apenas dos días después de que el presidente Lobo, en Consejo de Ministros, determinó intervenir la ENP.

Mientras este jueves, la Comisión Interventora, que preside el viceministro de Planificación, Roberto Ordóñez, se apersonó a las instalaciones portuarias para iniciar la misión encomendada.

Escandalosos hallazgos

Los hallazgos destacados por el TSC dan cuenta de irregularidades administrativas, laborales, usurpación de funciones e incumplimiento de procedimientos establecidos en las leyes, entre otros.

Los múltiples casos han originado responsabilidades civiles por la cantidad de VEINTIOCHO MILLONES QUINIENTOS MIL CIENTO SETENTA Y SIETE LEMPIRAS CON CUARENTA Y NUEVE CENTAVOS (L.28,500,177.49), que de acuerdo a lo que establece el artículo 89 de la Ley Orgánica del Tribunal Superior de Cuentas, serán notificadas a cada sujeto de responsable a través de Pliegos de Responsabilidad Civil.

Asimismo la Dirección de Auditoría de Proyectos, de este mismo Tribunal Superior de Cuentas, realizó inspección física de algunos proyectos y como resultado de la inspección la Dirección de Auditoría de Proyectos presentará en forma separada el respectivo informe.

Detalles de las averiguaciones con responsabilidades civiles:

1.- Personal contratado y pagado por la Empresa Nacional Portuaria que no labora en la Empresa Nacional Portuaria; Monto Responsabilizado: DOSCIENTOS OCHENTA Y CUATRO MIL SEISCIENTOS DIECIOCHO LEMPIRAS CON 91/00 (L.284, 618.91).

2.- Asesor de Gerencia no se encontró en su lugar de trabajo y sin evidencia de los trabajos realizados; Monto Responsabilizado: UN MILLÓN CIENTO OCHENTA Y SIETE MIL SETENTA Y SIETE LEMPIRAS CON 03/100 (L.1,187,077.03).

3.- Nota de la superintendencia solicitando se rebaje personal por no conocerlos, ni saber dónde están prestando sus servicios; Monto Responsabilizado: SETENTA MIL CIENTO SIETE LEMPIRAS 65/100 (L. 70,107.65).

4.- Guardia de la Unidad de Protección Portuaria – UPP, asignado a seguridad en casa particular; Monto Responsabilizado: CIENTO CUARENTA Y OCHO MIL CUATROCIENTOS OCHENTA Y TRES LEMPIRAS CON 96/100 (L.148,483.96).

5.- Excesivo gasto para la custodia personal de Funcionarios de la Empresa Nacional Portuaria, contratados como Guardias de la Unidad de Protección Portuaria – UPP y pagados por la Empresa Nacional Portuaria; Monto Responsabilizado: UN MILLÓN CIENTO CINCUENTA Y SIETE MIL OCHOCIENTOS SETENTA Y CUATRO LEMPIRAS CON 08/00 (L.1,157,874.08).

6.- Pago de construcción de tapaderas de concreto para canal de aguas lluvias en la Colonia Ejecutiva, sin la documentación de respaldo original; Monto Responsabilizado: SEISCIENTOS CUARENTA Y SEIS MIL QUINIENTOS DIECISIETE LEMPIRAS CON 75/00 (L. 646,517.75).

7.- Pagos sin documentación de respaldo original; Monto Responsabilizado: UN MIL SETECIENTOS CUARENTA Y CUATRO LEMPIRAS (L. 1,744.00).

8.- Pago irregular de consultoría, "Regularización de empleados eventuales"; Monto Responsabilizado: CUATROCIENTOS CINCUENTA MIL LEMPIRAS (L. 450,000.00).

9.- Sobrevaloración en compra de repuestos, tapizado de muebles y edición de revista: Monto Responsabilizado: TRESCIENTOS SETENTA Y CUATRO MIL SETECIENTOS DIEZ LEMPIRAS CON 26/00 (L.374,710.26).

A) En compra de repuesto para lancha patrullera; Monto Responsabilizado: CIENTO TREINTA Y SIETE MIL DIEZ LEMPIRAS CON VEINTISEIS CENTAVOS (L.137,010.26).

B) Tapizado de juego de muebles de sala; Monto Responsabilizado: CUARENTA Y OCHO MIL QUINIENTOS LEMPIRAS (L. 48,500.00).

C) Contratación para elaboración de revista portuaria poseyendo cotizaciones por montos menores; Monto Responsabilizado: CIENTO OCHENTA Y NUEVE MIL DOCIENTOS LEMPIRAS (L. 189,200.00).

10.- Pago por revisión de pilotes de cuatro (4) puentes de puerto cortés sin presentación de informes que evidencie un trabajo técnico realizado; Monto Responsabilizado: SEISCIENTOS SETENTA Y CINCO MIL LEMPIRAS (L. 675,000.00).

11.- Pago indebido por inclusión de contratista en póliza de seguro de vida y medico hospitalario; Monto Responsabilizado: DIECISIETE MIL QUINIENTOS LEMPIRAS (L. 17,500.00).

12.- Deficiencias encontradas en contratos de publicidad y sin evidencia de los servicios recibidos; Monto Responsabilizado: DOS MILLONES CIENTO OCHENTA Y DOS MIL NOVECIENTOS SETENTA Y SIETE LEMPIRAS CON 71/00 (L.2,182,977.71)

13.- Deficiencias encontradas en la modalidad de contratación y pago por honorarios de servicios profesionales; Monto Responsabilizado: CINCO MILLONES OCHENTA Y NUEVE MIL SEISCIENTOS CUARENTA Y OCHO LEMPIRAS CON 77/00 (L.5,089,648.77).

14.- Contratación y pagos irregulares a proveedor que presenta inconsistencia en su facturación. Monto Responsabilizado: UN MILLÓN CIENTO TRECE MIL NOVECIENTOS TREINTA Y OCHO LEMPIRAS EXACTOS (L.1, 113,938.00).

Otros Descubrimientos:

1.- Intereses pagados de manera irregular por la ejecución de garantía de cumplimiento, otorgada para garantizar el cumplimiento del proyecto “Dragado del Puerto de Cabotaje de La Ceiba, Atlántida; Monto Responsabilizado: UN MILLÓN CIENTO VEINTIDÓS MIL CUATROCIENTOS OCHO LEMPIRAS CON 09/00 (L.1, 122,408.09).

2.- Pago irregular en la Indemnización por arreglo extrajudicial; Monto Responsabilizado: TRECE MILLONES QUINIENTOS OCHENTA Y NUEVE MIL DOSCIENTOS LEMPIRAS CON 42/00 (L.13,589,200.42).

3.- La Empresa Nacional Portuaria, pagó honorarios profesionales al Jefe de Asesoría Legal de la misma Empresa; Monto Responsabilizado: DOSCIENTOS NOVENTA Y DOS MIL QUINIENTOS UN LEMPIRAS CON CUARENTA CENTAVOS (L.292,501.40).

4.- Funcionario que labora en la Empresa Nacional Portuaria y recibe pensión por jubilación del Instituto de Previsión Militar – IPM. Monto Responsabilizado: NOVENTA Y CINCO MIL OCHOCIENTOS SESENTA Y NUEVE LEMPIRAS CON 47/00 (L.95,869.47).

El TSC también encontró hechos que dan indicios de Responsabilidad Penal, según informe Nº P-070/2010-DPC-DCSD, que será remitido al Ministerio Público, para que conforme a su análisis determinen si existen indicios de Responsabilidad Penal.

De igual manera, el TSC recomienda que deben ser investigados a través de la Dirección Ejecutiva de Ingresos (DEI), proveedores que suministran repuestos, materiales, contratistas que prestan servicios de reparación, mantenimiento y mejoras, y publicidad; y, proveedores de planilla, en las que de acuerdo a la investigación existen indicios de evasión fiscal.

El TSC dice en su informe que también investiga la denuncia “Contratación de personal que son familiares de los funcionarios principales, sin cumplir los requisitos establecidos”, y que la misma quedará sujeta a la presentación de otro informe.

I tried opening the online version of Diario Tiempo...and much to my surprise...they seem to have taken the route of charging for accessing their content. Its about $4.99 per month or $54.99 per year. SO...bye bye Diario Tiempo...Until you bring back the free content I will not go back to your site. I will certainly not pay the Grupo Continental for your content...no hard feelings....

So, if land is now open for expropriation in Honduras...where to start?

Shouldn't the persons who are taking the "moral ground" and through their preaching about socialism of the 21st century or the any other isms are indeed asking for the expropriation of Miguel Facusse's land, then give the example?.

So, I guess Manuel Zelaya, Patricia Rodas and Porfirio Lobo should be the first ones to give away their multiple land holdings, heck even their houses and other assets, for the common good and the benefit of the poor in Honduras...I guess this suggestion will only receive silence as a response....

Pero, ¿no es este y otros dirigentes magisteriales...parte del problema? No tuvieron los dirigentes magisteriales su cuota de poder en la directiva del INPREMA, y por lo tanto, co-responsable del descalabro de esta institución.

Mientras tanto nuestros niños siguen siendo los mas afectados por todas estas maniobras. Las fotos en este articulo son de una escuela en Tegucigalpa. Niños recibiendo clases en pasillos, haciendo sus necesidades fisiológicas en el patio trasero porque no hay baños...si esto es así en Tegucigalpa, la realidad es mucho mas cruda en las escuelas en el sector rural...y así siguen disfrutando esa piñata?

¿Por que me importa esta noticia? Por dos razones. La primera es que mi abuela, Ana Maria Falck Contreras, fue una maestra de generaciones en diferentes colegios e instituciones de enseñanza públicos. Cuando se retiro, si bien es cierto recibió una pensión que le permitió vivir -algo estrecho pero bastante independiente- hasta el final de sus días. Imagínense el coraje y la injusticia que si de repente esos ahorros de toda una vida se hubiesen evaporado por la corrupción, ineptitud y avaricia de los dirigentes magisteriales y de todos los que han robado descaradamente en el INPREMA. Pensemos en todos aquellos maestros jubilados actualmente o que van a jubilarse en un futuro próximo. Lo cual nos lleva a la segunda razón.

No debemos tolerar mas ningún acto de corrupción, sea quien sea. Nosotros como hondurenos, debemos exigirle al gobierno, empresa privada, entes semi-autónomos, individuos y cualquier otra entidad que haga la mas mínima transacción -de cualquier tipo- un ESTÁNDAR ABSOLUTO de CERO CORRUPCIÓN. NO MAS mandrakadas, marrullerias, o picardias. No mas robos en maletines o maletas negras, no mas truncias, no mas mordidas, coimas o grasa para la tramitación de cualquier proceso publico o privado.

YA NO MAS.

Apart from the fact that Zelaya will not face a judge for all the corruption accusations against him, now all Honduran taxpayers will continue subsidizing his activities. What a prize...what largesse!! Where are the millions stolen from the Central Bank and COPECO?

Pre-empting the interesting emails asking about the "golpista crimes". I do not care who it is, is somebody commits a crime law has to apply equally. But, at this point, this is a dream.

El Instituto de Previsión del Magisterio (INPREMA) ha sido descaradamente y asquerosamente saqueado. Otra descripción mas del robo descarado en El Heraldo de hoy http://www.elheraldo.hn/Ediciones/2011/06/16/Noticias/Honduras-Asqueroso-saqueo-en-el-Inprema. Ojala que los maestros despierten y comiencen a pedir cuentas del dinero que les robaron.

Este cuestionamiento debe comenzar por los dirigentes de los Colegios Magisteriales, los cuales tienen representación y voto en la Junta Directiva del INPREMA, y por lo tanto juzgo un poco irónico que ahora aleguen inocencia o quieran desviar la atención hacia el "dinero que debió entrar al INPREMA durante el periodo golpista, y que no entro " como señala el dirigente del COPRUMH, Edgardo Casaña (ver reporte aquí http://www.latribuna.hn/2011/06/16/edgardo-casana-%E2%80%9Cinforme-esconde-nombres-de-personas-que-participaron-en-corrupcion-del-inprema%E2%80%9D/).

La comisión interventora nombrada por el gobierno, presento los hallazgos preliminares del trabajo que han realizado los últimos 42 días, los resultados son escalofriantes, todos los presentes en la reunión quedaron sorprendidos como la corrupción, politización y mal gobierno llevaron a que el INPREMA llegara a una situación grave que solo la intervención inmediata con decisiones serias podrán asegurar el futuro de más de sesenta mil docentes afiliados.

Los principales hallazgos encontrados:

1.- Hay un déficit de 79,168 millones de lempiras.

2.- Empleados que están como recomendados por los colegios magisteriales tienen un costo de L.130,000,000 de prestaciones laborales.

3.- Pagos a jubilados fallecidos es de más de L. 35,000,000

4.- 125 docentes reciben pagos de jubilación que sobrepasan los 30,000 mensuales por aumentos grandes en los últimos años de servicio.

5.- Se gastaron 573 millones en hacer el edificio del INPREMA. El edificio del Banco de Occidente en el Boulevard Centroamérica, que es más grande que el nuevo edificio del INPREMA, costo 160 millones.

6.- 32 proyectos habitacionales y terrenos que son propiedad del Instituto presentan problemas legales como invasiones y ocupaciones por terceros. El valor de estos proyectos y terrenos es de L 570 millones.

7.- Prestamos a colegios magisteriales, los cuales no son permitidos por la ley, ascienden a L. 146,742,741.

Transformemos Honduras,estaremos velando hasta que se deduzca responsabilidad a los responsables de esta tragedia financiera.

El día de hoy se presento ante los tribunales de justicia http://www.latribuna.hn/2011/06/15/flores-lanza-se-presenta-ante-los-tribunales/el ex-ministro de Manuel Zelaya Rosales, el abogado Enrique Flores Lanza, por los cargos de corrupción y robo de los 40 millones de lempiras del Banco Central, entre otros cargos.

HRN acaba de anunciar que el juez Claudio Aguilar, a cargo de la primera audiencia que enfrenta Flores Lanza, encontró méritos en las acusaciones y decreto arresto domiciliario al Sr. Flores Lanza, mas pagar 14 millones de lempiras en fianza, los cuales deberá hacer efectivo en 30 días.

Y los dos jefes mayores (Zelaya y Rodas)...cuando?

Agriculture and the future

Honduras is not an agricultural country as only 9.1% of its area is considered arable land (FAOSTAT 2011). Interestingly enough these same statistics show that agricultural area totals 28% of total land in the country. Meaning, we have a large amount of people producing in fragile or marginal areas. However, a lot of our people depend on agriculture for their survival and thus has a social importance beyond its contribution to the gross domestic product and the economy. Finding a response to agriculture will go a long way to help many of the poorest of the poor in our country.

What is the appropriate mix of policies regarding agriculture in Honduras?

A basic principle in devising a portfolio of policies addressing agriculture's limitations and the overall goal of reducing poverty and food insecurity, is the understanding that the need of agriculture's intensification is critical. This is not a choice anymore, it is an imperative. Although, many countries in the world have reached a "food secure" status, we cannot ensure this will last into the future, unless appropriate investments are made to sustain this policy outcome.

In Honduras, we are really far from attaining food security. However, we cannot impose models which in the past have proven disastrous especially in Latin America such as the import substitution, where people were moved out of agriculture into urban areas with the expectation that industrialization would occur and thus absorb incoming flow of people. The later did not happen and that is one of the many reasons we have poverty belts in our cities.

We need to look for innovative approaches to improve smallholder productivity, to improve medium and large scale agriculture, promote exports and to develop the non-farm rural economy. Tough order, but we have no choice but to find solutions and policy responses to these challenges. One interesting experience is that of FINTRAC where they promote intensification of smallholder to medium farmers, with a target of increasing income by at least US$2,000 per hectare. http://www.fintrac.com/donor.aspx?pg=eda and http://www.hondurasag.org/.

This should be one model for addressing agriculture worth exploring up-scaling to the national level. This is just one experience that can become part of the suite of options that can be implemented as there will not be one solution to the problem. Of course, we have to start by also looking at government institutions such as the "Secretaria de Agricultura y Ganaderia" and INA, who in some cases have been part of the problem.

Otro articulo mas que señala la tragi-comedia en múltiples actos del delfín del ALBA. Escrito por Darsi Ferret en Hondudiario (para ver articulo hacer un click aqui en http://www.hondudiario.com/content/el-desafiante-retorno). Aunque el reporte de la Comisión de la Verdad y la Reconciliación señale que la remoción de Zelaya pueda ser catalogada como un "golpe", la verdad es que al final del día las acciones de Zelaya justificaron su remoción. Que no haya sido del todo un proceso completamente legal, es en mi opinión de ciudadano común de la República de Honduras, una consecuencia de no haber un proceso de remoción en la constitución. Los dos poderes del estado (el Congreso y las Cortes) actuaron bajo el mejor consenso legal disponible en ese momento, por muy imperfecto que sea.

This is roughly the translation of a quite good article byf Arturo Alvarado of today in El Heraldo (press here to read the article in http://www.elheraldo.hn/Ediciones/2011/06/10/Opinion/!Basta-de-politiqueria. We do not want to continue hearing the cheap and misleading political maneuvering and talks about a "Constituyente" UNLESS we hear detailed and specific proposals on how and why they want to change the constitution and under what conditions and safeguards for implementation. I still do not think it is necessary, as the Constitution can be changed through existing procedures, and now more than ever do not think we are ready to allow presidential reelections. But, if anybody can prove to me that there is a direct link between how the Constitution as a whole is drafted and the economic development or the dramatic poverty situation in Honduras, well then, I change my opinion.

The promises of a land full of "milk and honey" are not enough anymore. We want to hear sensible, pragmatical and long term plans, but even more, we want to see that implementation has already started, so that we definitively see the changes in the way things are done in my country. The buffoonery, improvisation, false smiles and measure rammed down the throats of everybody without a careful analysis of their impact, will not and should not be tolerated.

We need to prepare now for the next 25 years and beyond, in world with a 9 billion people living in earth, with the rise of the BRICs (Brazil, Russia, India, China and similar countries) with an increased income and acquisition patterns. This is expected to lead to an agricultural and food production system with long-term increases in real prices, increased price volatility and increases in production and financial risk. I'll write in more detail about some of the quite somber projections that IFPRI -where I work- has done with regard to food production and agriculture. This has quite profound implications especially for those countries who have become or will become net importers of food for consumption.

At the same time, we have to prepare ourselves to potential increases in climate variability, increased shortages of water and land for cultivation, increased pest and disease pressures, and sadly, the impacts of long term neglect of agricultural and technological research and development investments in our country and in the rest of the world.

Has this government, or any government for that matter, addressed these issues in a comprehensive and strategic manner? Unfortunately, no. We are so far behind even by the standards of countries in the region such as Costa Rica or Uruguay, and we still have to address the issues of health, education and housing, which are clearly priorities too for the development of any country. It can be done, as I have written before about how countries like Singapore, South Korea or Taiwan, have literally lifted themselves within one or perhaps two generations from the depth of despair and poverty in which our politicians and other leaders want to keep us in forever.

Heck, in the end, its not them, but the rest of the population -also known as...Us- who allow these politicians to continue with the politckin'...until we convey the message that "business as usual" will not be tolerated any more...and I mean not tolerated no more- is when we will start hearing that things are starting to change....

Y hay por allí muchos ilusos o inocentes que creen en los santos que orinan, o en las promesa de San Mel de Zelaya que al convocar una nueva constituyente y redactar una nueva constitución, los problemas de Honduras desaparecerían por arte de magia, o por arte del Socialismo del Siglo XXI...Valgame Dios...

Report submitted to the Truth Commission

In the executive summary, the authors pose the following:

"An observer would be most likely to conclude that both President Zelaya Rosales and many of the institutions involved in his removal from power acted illegally and unconstitutionally at certain points. Zelaya Rosales most likely acted unconstitutionally when he proposed the Fourth Urn “consultation” or “poll,” and when he pushed forward with that project despite judicial orders to the contrary. At the same time, Zelaya Rosales was probably not removed from office by a legal process. Congress passed a bill purporting to remove Zelaya Rosales from office, but Congress did not appear to have the constitutional power to remove the President. And members of the Armed Forces acted unconstitutionally when they removed Zelaya Rosales from the country"

I think this report requires further study as there is, in my opinion, too much vague language in the conclusions and too many uncertainties, which is of course typical of academic writing. The relevance of the expertise qualifications of the comparative constitutional experts with regard tot he specific case of Honduras constitutional law will certainly need to be assessed. Finally, this legal opinion indeed needs to be examined in light of the historical context, public policy and other actions made by the players in this drama. I want to see what the Truth Commission will say, and then of course evaluate what it says. In the end, there will not be an agreement except on those issues that were clearly illegal in all the events of June 2009.
