They also ensure a state of readiness within the essential services to deal with emergencies.&lt;br /&gt;&lt;br /&gt;Hong Kong Observatory is responsible for launching these signals and the signals are broadcast over radio and television.&lt;br /&gt;&lt;br /&gt;Amber Rainstorm Signal means: &lt;br /&gt;&lt;br /&gt;Heavy rain has fallen or is expected to fall generally over Hong Kong, exceeding 30 millimetres in an hour, and is likely to continue.&lt;br /&gt;&lt;br /&gt;The AMBER signal gives alert about potential heavy rain that may develop into RED or BLACK signal situations. Trash cans, trees, street signs, scaffoldings, and hung-up advertisments collapsed. The Hong Kong Observatory issued the No. 8 Gale or Storm signal at 10:45 p.m. on June 24, 2008. As it has gradually weakened while making landfall, the maximum winds were at about 86 km/h. Fengshen has also caused lanslides and thunderstorms. The wind has brought severe damage and is strongly wrecking the city.
