UTS: Engineering offers scholarships to international students for its masters by coursework programs. Each scholarship will be awarded based solely on academic results achieved by the applicant in their undergraduate degree

# have completed or expect to complete an undergraduate degree equivalent to an Australian Bachelor degree with an overall mark of 65% and no fails;

ANTI TERRORISM BILL PASSED BY SENATE

The Senate yesterday passed into law an anti-terrorism bill which provides that those found guilty of terrorism be sentenced to death. With capital punishment becoming largely unpopular around the world, the punishment prescribed for the crime is likely to generate a lot of controversy, analysts say. President Goodluck Jonathan had on Wednesday sent a letter to the leadership of the National Assembly urging members to pass both the anti-terrorism and money laundering bills. It was the third time the president was writing the assembly over the bills. The version passed by the Senate will be harmonised with that being debated in the House of Representatives and will only become an act of the National Assembly after it has been signed by the president.

Members at the House of Reps are midway into the third reading of the bill and are likely to pass it next week. Considering the interest of the presidency in ensuring a quick passage, a clean copy of the law may be signed by Mr Jonathan before the expiration of the current term.

Currently, Charles Okah, Obi Nwabueze, Edmund Ebiware, and Tiemkemfa Francis Osvwo are facing terrorism charges following the October 1 bomb blasts in Abuja.

Preventing terrorism

The bill which seeks to provide a legal framework for the prevention, prohibition, combating and penalising of acts of terrorism in Nigeria was introduced at the Senate in September 2009 and has been lying there since July 2010 when committee level work was completed on it.

The law defines terrorism as any ‘‘act which is deliberately done with malice, effort or thought which may seriously harm or damage a country or an international organization or intended to seriously intimidate a population.’’ The bill also says terrorism include acts which seriously destabilise or destroy fundamental structures of governance in order to coerce or influence government decisions.

The anti-terrorism law passed by the Senate is not an exact representation of the original bill sent by the executive. It also encompasses the National Security Enhancement bill, an earlier version of the anti-terrorism bill sponsored by Anthony Manzo (PDP Taraba State) in September 2009.

The new bill basically proscribes the actions of individuals or groups that are in the nature of terrorism, including kidnapping, oil bunkering, piracy and hijacks. Offences described as terrorism by the law include attack on persons which may cause bodily harm, destruction of government or public facilities including information system that is likely to endanger human life or result in major economic loss to the government.

Possession or use of explosives as well as research into the development of explosives - including biological and chemical ones - without lawful authority is regarded are regarded as offences under the law.

The law, however, provides a maximum sentence of 20 years imprisonment or death penalty if there is loss of life in any terrorist act.

Presently, acts of terrorism attract the death penalty in Algeria, Liberia, Morocco,

China, India and Indonesia. Others are Iran, Kazakhstan, North Korea, Mongolia, Vietnam, Belarus, Russia, Guyana, and Peru.

A fulfilled Senate

Other terrorist activities like training potential terrorists, passing or withholding terrorist information, aiding or harbouring terrorists and funding terrorist activities all attract a maximum of 10 years imprisonment.

The bill empowers the National Security Adviser (NSA) and the Inspector General of Police as the main security officers in charge of implementing the law with the final approval of the president. With the approval of the NSA, the Director General of State Security Services can seize and enforce forfeiture of property or cash upon conviction or proscription of a terrorist group.

Passage of the anti-terrorism law, even though it is coming eight months after the deadline, has made Nigeria partially compliant with the anti-money laundering and combating the financing of terrorism regime of the Financial Action Task Force (FATF).

The money laundering bill which is a complementary bill was also scheduled to be passed by the Senate, but the seemingly fulfilled senators led by the Deputy Senate President Ike Ekweremadu rescheduled further deliberations on the bill till Tuesday next week.

The new money laundering bill seeks to replace the Money Laundering Act of 2004 and make more comprehensive provisions to prohibit terrorism financing. The bill also makes provision for appropriate penalties for offenders and expands the scope of supervisory and regulatory authorities.

The lawmakers, however, appeared uncomfortable with the strict provisions of the bill and had it stepped down at the middle of its third reading in July last year.

UNILAG MAYHEM LEAVES TWO STUDENTS DEAD

Security has been beefed up at the University of Lagos following a violent clash between two rival cult groups on Monday that left two students dead.

Over four police patrol vans have been deployed to maintain round-the-clock-surveillance on the campus following rumours of possible reprisal attack from rival cult groups.
The Dean of Students Affairs, Professor Olukayode Amund has drafted in more policemen from Sabo police station to avert further crisis.

Although the dean declined to reveal identity of the victims of the clash, it was gathered that the slain student was an extra final year of Science and Technology Education, while the other was a 300-level student of Surveying and Geoinfomatics.Professor Amund urged other students to go about their studies without fears, as the university had put in measures to guarantee their safety on campus.

In a related development, the Chief of Army Staff, Major General Azubuike Ihejirika, has called for a lasting solution to the recurring wave of religious and ethnic violence. He said such cases of violence constitute a threat to national security and urged Nigerians to live out the sacred wordings of the National Anthem and Pledge. Ihejirika made this call in his goodwill message delivered on yesterday at the sixth Annual Security Conference organized by the Institute of Security, Nigeria at the main auditorium of the University of Lagos .

The conference, which was declared open by the Vice Chancellor of the university, Professor Adetokunbo Babatunde Sofoluwe, had in attendance many security personnel, including the Commandant General, Nigeria Security and Civil Defense Corp, Dr John Adewale Abolurin, General Emmanuel Abisoye, representatives of Divisional Police Officers and other retired generals.

The Chief of Army Staff, who was represented by the General Officer Commanding 81 Division, Major General KTK Minimah, charged security practitioners in the country to brace-up for efficient conflict and dispute resolution for the peace of the country. Also speaking, the President of the institute, Professor Isaac Ayinde Adalemo, urged the government to make peace education compulsory for all citizens in the country in order to engender lasting peace.

After a very long absence, Who wants to be a millionaire (WWTBAM)? the popular TV quiz programme that lost its entire studio facilities and office complex to an inferno over six months ago, is back on the airwaves.

The producers of one of the biggest television shows in this part of the divide, Ultima Limited, are now shooting the programme at a new set and it will start airing fresh episodes today (Friday). ‘’The new set is an upgrade of the old one,” said Mr. Richard Rietveld, the International Executive Producer of 2 Waytraffic, the show’s format owners.

Rietveld stressed further, “What the management of Ultima Limited has done this time is nothing other than bringing the show to the higher level in terms of quality and content. By this the show is edging closer to the British model. This show runs in several countries today and the father of all its sets is the UK set.

What is being done in Nigeria is to create a set that may not be as expensive as the UK set, but remarkably similar to it,’’ he explained.?Mr. Innocent Oboh, the Master Brand Manager of MTN, sponsors of the show, said the telecoms company was committed to the programme and would constantly seek to improve it. “The show has come back with a big bang. As custodians of the show, we work to ensure that it reflects the brand we are building at MTN,” he maintained.

Spontaneous presenter of the show, Mr. Frank Edoho, stated that the programme promises to be better with a lot to offer viewers and other stakeholders. “The new technological enhancements in terms of lights, sounds, graphics, keypads and other features are clear testimonies. SCHOLARSHIP FOR POSTGRADUATE STUDY IN AUSTRALIA

Applications are invited from Nigerian nationals who wish to undertake postgraduate studies at Masters level at Australian Universities commencing in January 2012. The Scholarships are funded by the Austrailian Government and managed by the Austrian Agency for Internation Development (AusAid).

Scholarships cover airfares, tuition fees, medical cover and a living allowance in Australia. Female applicants and people with disabilities are encouraged to apply.

Study in Australia is subject to the successful applicant being issued with visa by the Australian Department of Immigration & Citizenship (DIAC). As part of the visa application process, immigration authorities require candidates to undergo a full medical examination.

YOUR PROFILE
B B.Eng/B.Sc/HND/Diploma in Mechanical, Electrical or Electronic Engineering from recognized institution. Any additional training in both mechanical/hydraulic fields in any heavy industries will be preferred.
Requires at least three to five years of experience in crane maintenance section in any ports, mines, steel and manufacturing plants, including specific knowledge of mechanical/hydraulic and related subjects.
Requires specific technical knowledge in the maintenance and repair of quay cranes, rubber tyred gantry cranes & spreaders.
Must be able to replace/repair/adjust major mechanical/hydraulic parts such as brakes, wire-ropes, trolley, gantry wheels, hydraulic systems, gearboxes, couplings, and so forth.

Credible elections do not depend on INEC alone

The forthcoming elections

One thing I know is that it is not possible for us as a people to get to our destination immediately. We have been having problem with our electoral system in Nigeria since the first republic. The western region electoral problem of 1965 should still be fresh in the minds of the people. The personality of the INEC chairman is very important if we will have a credible election come 2011. What is the antecedence of Professor Attahiru Jega? This man is not going to be a magician and is not going to be God. However, I’m happy that Mr Jega himself understands that his person, his record, his personality, his integrity are on the line. I must say that in the history of ASUU struggle in Nigeria, he performed creditably well and when he left as the ASUU Chairman, series of articles were written in the newspapers to commend him as a sincere, faithful, credible, and dependable Nigerian. If the will is there, I believe Mr Jega is going to make a success of it.

However, the INEC chairman has been complaining about time factor, he had complained about this times without number, he has also told Nigerians to expect a credible election in 2011. But to have a credible election, we can’t depend solely on the body that will organise it, the civil society; the media, political parties, and Nigerians must put in a great will so as to have a credible election in 2011. The sincerity of the political class and internal democracy in the various political parties will also go a long way at ensuring a successful election come 2011. The most important thing is the will of the people to have election conducted latest by April 2011, and if the will is there, success will be the result.

Traditional rulers and the Constitution

The class that I represent want roles specified for traditional rulers in the constitution, but I believe that roles are already specified for all Nigerians in the 1999 Constitution. The traditional rulers are also subjects to all the roles specified in the constitution.

Traditional rulers’ involvement in politics

We are all political animals in the first place. I am a political animal and for me as a political scientist and a traditional ruler, I will be interested in what is going on in my society, including the political events. As someone who was so close to the corridors of power who is now a traditional ruler, how will I not be interested in politics? However, I am a father to everybody. For me, I am not partisan. I don’t have any favourite candidate. All candidates are all my children and I tell those who care to listen to embrace all candidates as their children. As traditional rulers we should not be partisan. We are supposed to be fathers to all of them. But, we have a responsibility to advise and support the government in power. Any government in power at any time should be supported by the traditional rulers, it’s our responsibility to give advice and counsel to the government of the day, even God urges us to do that in the Holy books.

The Shared Scholarship Scheme is a joint initiative between the Commonwealth Scholarship Commission (with funding from DFID), and UK universities, to support scholarships for students from developing Commonwealth countries who would not otherwise be able to study in the United Kingdom.

The Scheme allows them to benefit from postgraduate study at a University in the United Kingdom which will help them to contribute toward the development of their home countries. Awards are for taught masters courses only. No awards will be made for undergraduate or doctoral study.

Scholarship value/inclusions:

DFID and participating United Kingdom institutions will jointly meet the full costs of an award holder’s study in the United Kingdom including air fares to and from the United Kingdom. Maintenance allowance is paid by the scholar’s host institution, at the level set by the UK Government: £1,044 per month for scholars based in London and £844 per month for the rest of the UK. (July 2010 figures).

A grant of up to £225 to cover thesis (Master’s) costs is available; also available is £200 for study travel. The cost of up to 10 Kilograms of excess baggage (books only) is available for scholars returning home at the end of their awards. No additional allowances are paid for spouses or other dependents.

Eligibility:

Candidates are normally expected to hold a first degree at either first class or upper second-class level. Candidates should note that they must complete the EAS by the 17 May 2011 at the latest in order to be nominated to the Commission by their host university.

Option 2. Some universities want all candidates for their Shared Scholarship courses to apply via the Commission’s Electronic Application System (EAS). You will be advised by the institution if this is the case and should then access the EAS once it is available for Shared Scholarships from the 19 November 2010 – applications must be submitted in time to meet the institution’s own deadline which will be made clear in the EAS and is listed in the Booklet (where institutions have not specified a closing date candidates should contact the institution so as to ascertain the latest date that the institution is willing to accept applications).

The specific deadlines set by the participating institutions varies but is around February-May of each year (see booklet for exact deadlines). Akala Expunged From INEC's List

The Independent National Electoral Commission (INEC) yesterday expunged the name of Oyo State Governor, Adebayo Alao-Akala, from the list of the state’s candidates in the April general elections. This is coming barely hours after the acting National Chairman of the Peoples Democratic Party (PDP), Haliru Mohammed, President Goodluck Jonathan and other top leaders of the party presented him with the party’s flag to fly its banner in the governorship election in the state.

It was the second time in less than two weeks that the measure was being taken against the governor.
Reports of the delisting of the governor’s name by the commission began flying late yesterday evening in Ibadan, the state capital, with opposition politicians making calls across to their teeming supporters that “INEC has finally bowed to popular wish of the people of the state.”

The Public Relations Officer of INEC in the state, Mr. Ayodele Folami confirmed that there was an order from Abuja National Secretariat of INEC that the list of Oyo PDP candidates be immediately removed in line with the order of an Oyo State Federal High Court, which barred INEC from accepting or receiving list of candidates from the party in the state, following alleged inconclusive congresses held from December 29 to December 31 in the state.
He added: “Since INEC, an independent body, is a product of the law, we cannot but obey the court orders in line with the avowed commitment of the national chairman and the laws setting up the Commission.”

The court had on Monday threatened INEC with contempt for pasting the list of candidates of PDP in Oyo State against the ruling of Justice J.E. Shakarho, restraining it from receiving or accepting the nomination of any person or persons for any election in the State PDP.
Three governorship aspirants- Alhaji Yekini Adeojo, Elder Wole Oyelese and Alhaji Haezeem Gbolarumi with a leader of the coalition opposed to the second term bid of Governor Akala, Senator Lekan Balogun, and 33 others had sued INEC, and the PDP over the controversial party primary which formed the basis for Alao Akala’s nomination.

The INEC Commissioner, Legal Services, Philip Umeadi, had told journalists in Abuja that Alao-Akala’s name and that of Enugu State governor, Sullivan Chime, had to be removed when the commission realised they were pasted in error because of available facts that the nominations of the two governors were subject of litigations.

Olabisi Onabanjo Student Runs Mad

A 26-year-old female student of Olabisi Onabanjo University, Ago-Iwoye, Ogun State, on Monday ran out of her residence in the university town naked.

The student (name withheld), an indigene of Osun State, was however rescued by her colleagues, who ran after her and put her in chains.

The President of the OOU Students’ Union, Mr. Rufai Uthman, on Tuesday in Abeokuta confirmed the incident and said the development might have been due to depression as a result of the long closure of the university.

Uthman said the student was rushed to the health centre in the area for an immediate medical attention as arrangement was being made to take her to her parents in Osun State.

He said, “We gathered that the lady ran out of her residence in total nudity. Her room-mate told us she had remained moody following her arrival on campus and discovering that the ASUU crisis was yet to be resolved.

“You can imagine her level of depression; this is a 26-year-old female student who has remained as a pre-degree student when she was supposed to have commenced the normal degree programme. She came to the school due to the news of the resumption, only to hear that ASUU had vowed not to resume work.

“We believe it will be an act of injustice for ASUU to claim that it is fighting for the interest of its members while the interest of the students’ body is being infringed upon.”

Easy Cliq Wears A New Face

Etisalat Nigeria, last week formally unveiled a repackaged and reloaded Easy Cliq into the Nigerian telecommunication market. The Easy Cliq package, according to Etisalat, is specially designed to cater for the needs and lifestyle of youth market segment.
The new Easy Cliq is loaded with two new features the Cliq for the Week and Cliq for the Day which offers subscribers experience and benefits on weekly and daily basis. Explaining the details of the new packages, Chief Marketing Officer of Etisalat, Mr Wael Ammar said that Cliq for the week was an offer that allows subscribers a free 15 MB of data when they recharge N200 or more weekly.
He also said that Cliq for the day offers discounted call rate of 25k/sec to other easy cliq subscribers at a daily fee of N5.
The upgraded Easy Cliq also boasts of fun-filled features like unlimited SMS, free midnight calls, Talk ‘n’ share, Bonus on in-coming calls and one cliq, one tune which successfully endeared the product to the youth and young at heart when it was initially launched into the market in May 2009.

2011:Lagos State Approves N450.8 billion Budget.

Lagos State House of Assembly, yesterday, approved N450.778 billion for 2011 budget as against N445.180 billion presented by the state Governor, Babatunde Fashola, December 14, 2010.
Recurrent expenditure stood at N198.182 billion, while the capital expenditure moved up to N252.593 billion.
While presenting the report of the House Committee on Economic Planning and Budget, Chairman of the Committee, Kolapo Osunsanya, said that in the course of the consideration, an additional request for N3.022 billion was forwarded by the Governor to cater for the accreditation requirements of Lagos State University, LASU, programmes by Nigerian Universities Commission, NUC.
According to him, the request increased the budget from N445.180 billion to N448.202 billion with capital expenditure increasing from 248.471 billion to N251.493 billion, while recurrent expenditure remained N196.709 billion. The committee recommended that N250 million be added to the overhead cost of the office of Political and Legislative Powers Bureau for political Empowerment.
The committee also recommended that N578 million (overhead cost) and the sum of N1.1 billion (capital expenditure) be added for the state Judiciary
“N45 million be added to the subvention of the state Public Works Corporation and N600 million be added to the overhead cost of state Internal Revenue Service,” the committee had said.
Other recommendations read “the overhead cost of the state House of Assembly be divided into twelve and one_twelfth of same be paid as monthly overhead cost to the House.
“The sum of N198.182 billion be approved as the total Recurrent Expenditure for the year ending 31st December, 2011. The sum of N252.593 billion be approved as the Capital for the year ending 31st December, 2011and the total budget size for the year 2011 will now be N450.775 billion”.

Mark,Bankole May loose out 2011 PDP 2011 Zoning

The Senate President, David Mark; Speaker of the House of Representatives, Dimeji Bankole and the Secretary to the Government of the Federation, Alhaji Yayale Ahmed, are among top political office-holders that may likely lose their positions if the preliminary zoning formula being worked by the Peoples Democratic Party-led Federal Government scales through.

The new zoning formula being prepared by the Presidency showed that the three zones where the above officers hail from will not keep such positions in the next dispensation.

Already, Mark and Bankole have won the party’s primaries in their respective constituencies.

Mark is next to the Vice-President in the order of protocol, while Bankole is the fourth in hierarchy.

Depending on the zone where the president comes from, the office of the Senate President and the Speaker of the House of Representatives have always rotated between the North and the South.

While the President’s area (between the North and South, in this case) takes the office of the Senate President, the Speaker goes to the Vice-President’s area as well.

When President Olusegun Obasanjo was in power, the office of the Senate President was zoned to the South for eight years, whereas the office of the Speaker remained in the North.

However, when the late President Umaru Yar’Adua assumed office, the office of the Senate President moved to the North, where he hailed from, while the office of the Speaker was zoned to the South.

“You can see that the trend has always been that the Senate President must come from the area of the President, while the Speaker will go to that of the Vice-President,” a presidency source confided to our correspondent on Saturday.

Ahmed, on his own, is not contesting any elective office, but sources close to him said he would have picked a form to run for the Senate if not for the hope he was said to have had that the office of the SGF would still be zoned to his area.

Presidency sources said all these officers were in for the shock of their lives if the zoning arrangement eventually scaled through. For example, the North Central zone where Mark comes from (he is Benue State) is to produce the next Speaker of the House of Representatives.

The South-West, where Bankole hails from, has been tentatively pencilled down to produce the next Senate President.

Under the new arrangement, the South-East will also produce the SGF and the Deputy Speaker of the House of Representatives, while the South-South is to produce the President and the deputy national chairman of the PDP.

The North-East, which comprises Bauchi, Adamawa, Zamfara, Gombe, Yobe and Borno states, has been allotted the offices of Deputy Senate President and the national chairman of the PDP.

The North-West, where Vice-President Namadi Sambo hails from, will not have any other top position to be filled apart from the office of the VP.

The party’s constitution stipulates that political offices must be zoned among the six geo-political zones of the country. Specifically, Article 7.2 (c) of the PDP constitution reads, “In pursuit of the principles of equity, justice and fairness, the party shall adhere to the policy of rotation and zoning of the party and public elective offices and it shall be enforced by the appropriate executive committee at all levels.”

When the debate over the issue of zoning became fiercer following the death of Yar’Adua, President Goodluck Jonathan had insisted zoning could only take place when the party had produced the president.

The President spoke with journalists when he came to pick his nomination and expression of interest forms to enable him to contest the party’s presidential primary at the party’s headquarters in Abuja on September 27, 2010.

He said, “The issue you asked about (zoning), this is the first time I have to comment on zoning. I have decided not to talk about it, but at the appropriate time, you will know a little more.

“But either by virtue of the PDP constitution, or in practice, the presidency of Nigeria has never been zoned to any part of this country. It has never been zoned and maybe I would read some sections of our own constitution to you.

“There is a concept of zoning and rotation in the PDP constitution to encourage power to move from one part to another and it is not limited to the office of the President.

“From the least office, that is, from the councillorship to the presidency to encourage rotation and the issue of zoning in PDP, PDP does not zone the presidency but PDP zones offices over which they have absolute control or reasonable control.

“The fact also is that the chairman of the party, deputy chairman, national secretary, these are offices that PDP has absolute control and normally PDP would zone.

“The office of the President and other elective offices like senate president, speaker and National Assembly officers, PDP has reasonable control as long as we are in the majority.”

However, attempts to reach out to the party’s National Publicity Secretary, Prof. Ahmed Akali, to speak on the zoning formula failed as he did not pick the many calls to his phone.
