<p>A recent survey conducted on the affordability of buying a home concluded that now is a great time to buy property. While it didn&#8217;t mention Gisborne specifically (due to our small size, most national surveys don&#8217;t) our region offers excellent opportunities to those looking to get into the housing market. <p>Falling house prices and mortgage rates mean now is the best time to buy a house in nearly a year, and it will only improve for buyers, says the monthly Roost Home Loan Affordability report.</p>
<p>New Zealand home loan affordability improved in July by its biggest margin in 18 months to its best levels since September last year as fixed mortgage rates dropped and house prices eased, the report said.</p>
<p>The report measures the affordability nationally and regionally for income earners and households, taking into account house prices, interest rates and incomes.</p>
<p>It said affordability was set to improve further through the second half of 2010 if house prices kept falling in a buyers&#8217; market, and further concerns about the global economy drove market interest rates lower.</p>
<p>Personal tax cuts from October 1 would also help.</p>
<p>The national median house price fell 1 percent to $349,000 in July from June and is now down 3.2 percent from a record high of $360,500 in March.</p>
<p>Wholesale interest rates have fallen and financial markets are now expecting the Reserve Bank&#8217;s official cash rate to rise just 50 basis points in the next year to around 3.5 percent.</p>
<p>The average two-year mortgage rate fell to 6.98 percent in July from 7.18 percent in June and has fallen further since the end of July to around 6.75 percent.</p>
<p>&#8220;The combination of lower fixed mortgage rates and a buyers&#8217; market is improving affordability,&#8221; Roost spokeswoman Margaret Smith said.</p>
<p>&#8220;Homebuyers are in a strong position in a market where house prices are flat to falling and the outlook for interest rates is more subdued,&#8221; she said.</p>
<p>The report showed the proportion of a single median after tax income needed to service an 80 percent mortgage on a median house improved to 59.5 percent in July from 61.3 percent in June and is closer to its 57.4 percent level from July 2009.</p>
<p>Affordability hit its worst level of 83.4 percent in March 2008 just after house prices peaked and 2 year mortgage rates were close to 10 percent.</p>
<p>Affordability for the typical first-home-buyer also improved to 52 percent in July from 53.8 percent in June.</p>
<p>Affordability improved significantly in Queenstown, Waikato/Bay of Plenty, Hawke&#8217;s Bay, Nelson, Wellington and Canterbury because house prices fell.</p>
<p>But affordability worsened slightly in Northland, Manawatu, Otago and Southland as house prices there rose.</p>
<p>Auckland is now the least affordable area in New Zealand, taking the mantle from Queenstown for the first time since January 2002.</p>

<p>House sellers and real estate agents found it tough going last month with only 27 houses sold in Gisborne City in July 2010. This level of sales is extremely low and comes off the first six months averaging only 35 sales a month. The monthly median sale price continues to hover around the $250,000 mark and days on market dropped a little to average 38 days.Factors contributing to the low sales are: the absence of investors buying property, the low levels of economic activity right across most sectors and the general air of caution and lack of confidence about taking on more debt that many people are expressing. However, the nature of real estate is there are always genuine reasons why people chose to sell in any market and why buyers decide to buy. I just wish there were more of them!</p>

While some agencies may have a good month and are quick to quote a high market share figure for that month, it&#8217;s the results over a longer period of time  that really show a more accurate picture. Low sales volumes, but stable prices. That is the picture. Buyers are often slow to commit, showing no apparent urgency to take advantage of the good buying opportunities that exist. For sellers who have good reasons to sell, their properties are getting sold, as owners meet the market. While national market values have risen, local prices are  close to what they were 12 months ago, having recovered from the dip in 2008 and returning to the peak of early 2007.</p>

When you are selling your home, you don&#8217;t set the market price. It&#8217;s the buyers that do this. Houses are a commodity market, that is, there are plenty of them available for buyers to choose from. If your home represents good value, then buyers will make a move on it and  you will be getting close to a sale. At the end of the day, sellers only have one of two choices, you can either accept the market or you can choose not to. But if you do this, you may end up keeping your home and putting your plans on hold. But is this really part of the plan? Mmmmmm &#8211; food for thought.</p>

The 32 residential sales that were recorded for May are similar to previous months which have averaged 35 sales for each of the five months this year. These low volumes signal we are continuing to be in a buyer&#8217;s phase of  the real estate cycle. In this market buyers face less competition to secure their dream home, while sellers on the other hand need to have their properties priced right in order to achieve a sale. The median sale price was $245,000 which is indicative of the flat market we are experiencing.</p>
