        <description><![CDATA[<p><strong>Thursday December 8, 2011<br /><br />While we did not get even the minor accumulations that I forecast from Wednesday's storm north and west of DC, we did get the prolific rains. There were flood warnings at times and even a few road closures Thursday morning could be blamed on high water. In fact it was a record setter at the 3 major airports. At Dulles, 2.14&rdquo; of rain was recorded, BWI measured 2.38&rdquo; and the 3.1&rdquo; at Reagan National wasn't just a daily record, but it was the wettest day in December ever recorded with records dating back to the 1870s!<br /><br /></strong><strong>Some snow was reported in the mountains well west of Washington. In Oakland, MD in Garrett county, 10.5&rdquo; fell. In Grant county, WV, Bayard picked up 5.3&rdquo;. In Preston County, WV, Terra Alta had 9&rdquo; of snow. <br /><br /><strong>Winds were also a BIG problem Wednesday night. Flint, MD, in Frederick county measured a 56 mph gust. Winds gusted to 51 mph at the Patuxent River naval Air Station in southern MD and Reagan National had a gust to 39 mph.</strong><br /><br /><strong>High pressure builds in by this afternoon, so the morning winds will slacken quite a bit after lunch.</strong></strong></p>]]></description>

        <description><![CDATA[<p><a href="http://www.fws.gov/northeast/greatdismalswamp/"><span style="font-size:medium;">The Great Dismal Swamp</span></a><span style="font-size:medium;">&nbsp;in southeastern Virginia and northeastern North Carolina is a beautiful wildlife refuge.&nbsp; Unfortunately, there has been a brush fire burning there for the past 5 days. The last time Washington D.C. felt consecutive triple digit temperatures was July 6-7, 2010, both days reached 102&ordm;F. The record for consecutive triple digit days is four and was set July 19-22, 1930. It was a blistering summer&rsquo;s day, 106&ordm; to be exact, the kind where touching your steering wheel could actually cause an accident.&nbsp; I was living in Oklahoma City and&nbsp; playing softball in this sweltering heat. Rather than overheating, I knew he needed to do something more. I grabbed two jugs of ice water before I left my house, one for drinking and one for my head. After every 1/2 inning, I&nbsp; took ice water and poured it on top of my head, then I put on my hat. While I continued to play softball my body was using the ice water to regulate my temperature.         <title><![CDATA[More Summer Heat Is Coming-Things You Should Know]]></title>

        <description><![CDATA[<p><span style="font-size:small;">The following article was written by Somara Theodore.&nbsp;She is a student at Penn State studying meteorology and one of our summer interns. &nbsp; Enjoy!</span></p><div style="margin:0in 0in 10pt;"><span style="font-size:small;"><strong>The Number 1 weather-related killer: <span style="color:#ff0000;">HEAT??</span></strong><br /></span><br /><span style="font-size:small;">When you think of weather related injuries and fatalities, which anomalies come to mind? Personally my mind would quickly recall the unfortunate events that occurred as a result of Hurricane Katrina that hit the Gulf's coast in 2005 or maybe the 1993 Mississippi River flood which took the second highest ranking for costliest floods in the USA.&nbsp;But how many of us, would consider tidal waves of HEAT as a prime culprit. &nbsp;Take a look at the figure below. This graph illustrates the 2010 statistics for weather related fatalities. The ten year average for Hurricanes was 116 fatalities, flood fatalities peaked at a 103 in 2010. Heat however, was responsible for 138 fatalities in the year 2010 alone.<br /><br /><a target="_blank" href="http://sitelife.wusa9.com/ver1.0/Content/images/store/9/10/e967da5c-7e61-4352-8a4d-2ac8c750a06a.Full.jpg"><img alt="" src="http://sitelife.wusa9.com/ver1.0/Content/images/store/9/10/e967da5c-7e61-4352-8a4d-2ac8c750a06a.Large.jpg" /></a></span></div><div style="margin:0in 0in 10pt;">&nbsp;<span style="font-size:8pt;">&ldquo;</span><span style="font-size:8pt;">The U.S. Natural Hazard Statistics provide statistical information on fatalities, injuries and damages caused by weather related hazards. These statistics are compiled by the Office of Services and the National Climatic Data Center from information contained in <i>Storm Data</i>, a report comprising data from NWS forecast offices in the 50 states, Puerto Rico, Guam and the Virgin Islands.&rdquo;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <br />-</span> <span style="font-size:8pt;"><a href="http://www.weather.gov/om/hazstats.shtml">http://www.weather.gov/om/hazstats.shtml</a></span></div><div style="margin:0in 0in 10pt;"><br /><strong><span style="font-size:small;">What exactly is a Heat Wave?</span></strong></div><div style="margin:0in 0in 10pt;"><span style="font-size:small;">Heat waves can last from one day to several weeks. This hot weather event is deemed a heat wave once temperature values reach greater than 90 &ordm;F. During the warmer months, stagnant high pressure systems along with the absence of a few other ingredients like rain and clouds, can fuel a wave of sweltering heat. Unofficially here in the Washington region, we define a &lsquo;Heat Wave&rsquo; as 3 or more consecutive days where the temperature reaches at least 90&ordm;F.</span></div><div style="margin:0in 0in 10pt;"><span style="font-size:small;">&nbsp;</span></div><div style="margin:0in 0in 10pt;"><span style="font-size:small;">&nbsp;</span></div><div style="margin:0in 0in 10pt;"><span style="font-size:small;"><strong>Who&rsquo;s at Risk?</strong></span></div><div style="margin:0in 0in 10pt;"><span style="font-size:small;">According to the Centers for Disease Control (CDC), &ldquo;<span style="color:black;">Although all heat-related deaths are preventable, climate change will bring increased heat waves and heat stress to the U.S., and is likely to cause increased illness and death, particularly in cities that are unprepared.&rdquo;</span></span></div><div style="margin:0in 0in 10pt;"><span style="font-size:small;">The elderly and young children are the most at risk. Those who have pre-existing health conditions, you could also be exposed to an increased risk. Heat related deaths are often indicative of a lack of air-conditioning, uses of certain medication, and even just living alone. </span></div><div style="margin:0in 0in 10pt;"><span style="font-size:small;"><strong>Take Action!</strong></span></div><div style="margin:0in 0in 10pt;"><span style="font-size:small;">Stay cool and money wise by keeping the A/C at about 76&ordm; F. <br />KEEP yourself hydrated, and drink plenty of water. Do not leave young children in a car. If your neighbor is an elder, kindly check in every so often. Avoid doing strenuous activities during extreme heat.         <title><![CDATA[It Looks to be a busy Hurricane Season]]></title>

        <description><![CDATA[<p><b><font size="2"><p style="text-align:left;"><span id="1305903414943S" style="display:none;">Huricane Season starts on June 1 and lasts&nbsp;until November 30.&nbsp;&nbsp; While we were&nbsp;pretty fortunate last year, the 2011&nbsp;season could be an active one.&nbsp;&nbsp; The press release below is&nbsp;from NOAA and has their outlook and the reasons behind it.<br /><br /></span><span style="font-family:Arial;">NOAA hurricane outlook indicates an above-normal Atlantic season</span></p></font><font size="2"><p>The Atlantic basin is expected to see an above-normal hurricane season this year, according to the seasonal outlook issued by NOAA&rsquo;s Climate Prediction Center &ndash; a division of the National Weather Service.</p><p>Across the entire Atlantic Basin for the six-month season, which begins June 1, NOAA is predicting the following ranges this year:</p></font><font size="2" face="Symbol"><font size="2" face="Symbol"><p>&middot;</p></font></font></b></p><p><font face="Times New Roman"><font size="1"><font size="1"> </font></font><font size="3">12 to 18 named storms (winds of 39 mph or higher), of which:</font></font></p><p><font size="2" face="Symbol"><font size="2" face="Symbol"><p>&middot;</p></font></font></p><p><font face="Times New Roman"><font size="1"><font size="1"> </font></font><font size="3">6 to 10 could become hurricanes (winds of 74 mph or higher), including:</font></font></p><p><font size="2" face="Symbol"><font size="2" face="Symbol"><p>&middot;</p></font></font></p><p><font face="Times New Roman"><font size="1"><font size="1"> </font></font><font size="3">3 to 6 major hurricanes (Category 3, 4 or 5; winds of 111 mph or higher)</font></font></p><p><font size="2"><p>Each of these ranges has a 70 percent likelihood, and indicate that activity will exceed the seasonal average of 11 named storms, six hurricanes and two major hurricanes.</p><p>"The United States was fortunate last year. Winds steered most of the season&rsquo;s tropical storms and all hurricanes away from our coastlines," said Jane Lubchenco, Ph.D., under secretary of commerce for oceans and atmosphere and NOAA administrator. "However we can&rsquo;t count on luck to get us through this season. We need to be prepared, especially with this above-normal outlook."</p><p>Climate factors considered for this outlook are:</p><dir><dir><p>The continuing high activity era. Since 1995, the tropical multi-decadal signal has brought ocean and atmospheric conditions conducive for development in sync, leading to more active Atlantic hurricane seasons.</p></dir></dir><dir><dir><p><font face="Times New Roman"><font size="3"> </font></font><font size="2"><p>Warm Atlantic Ocean water. Sea surface temperatures where storms often develop and move across the Atlantic are up to two degrees Fahrenheit warmer-than-average.</p></font><font face="Times New Roman"><font size="3"> </font></font><font size="2"><p>La Ni&ntilde;a, which continues to weaken in the equatorial Pacific Ocean, is expected to dissipate later this month or in June, but its impacts such as reduced wind shear are expected to continue into the hurricane season.</p></font><font size="2"><p>"In addition to multiple climate factors, seasonal climate models also indicate an above-normal season is likely, and even suggest we could see activity comparable to some of the active seasons since 1995," said Gerry Bell, Ph.D., lead seasonal hurricane forecaster at NOAA&rsquo;s Climate Prediction Center.</p><p>NOAA&rsquo;s seasonal hurricane outlook does not predict where and when any of these storms may hit. Landfall is dictated by weather patterns in place at the time the storm approaches. For each storm, NOAA&rsquo;s National Hurricane Center forecasts how these weather patterns affect the storm track, intensity and landfall potential.</p><p>"The tornadoes that devastated the South and the large amount of flooding we&rsquo;ve seen this spring should serve as a reminder that disasters can happen anytime and anywhere. As we move into this hurricane season it&rsquo;s important to remember that FEMA is just part of an emergency management team that includes the entire federal family, state, local and tribal governments, the private sector and most importantly the public," said FEMA Administrator Craig Fugate.</p><p>"Now is the time, if you haven&rsquo;t already, to get your plan together for what you and your family would do if disaster strikes.         <title><![CDATA[Let's Get Some Better Flood Reporting]]></title>

        <description><![CDATA[<p><span style="font-size:medium;">The flooding of the Mississippi River around Memphis, TN has gotten lots of press coverage lately. &nbsp; The images out of Memphis have been heart breaking.<br />.</span><a target="_blank" href="http://sitelife.wusa9.com/ver1.0/Content/images/store/0/5/a0068de2-e999-42b0-a5f2-4f5d0eba0fb3.Full.jpg"><span style="font-size:medium;"><img alt="" src="http://sitelife.wusa9.com/ver1.0/Content/images/store/0/5/a0068de2-e999-42b0-a5f2-4f5d0eba0fb3.Large.jpg" /></span></a><span style="font-size:medium;"><br />The reporting has also been incomplete. &nbsp; Correspondents are reporting that the river will crest at 48.0 feet. &nbsp; But what does that mean? &nbsp; Will the water be 48 feet deep? Or is this 48 feet above mean sea level?</span></p><p><span style="font-size:medium;">Let me try and explain. &nbsp;Each gauge along the river has a zero point that is determined by the local conditions. &nbsp;There is no universal here.&nbsp;10 feet in New Orleans has a completely different meaning than 10 feet in St.&nbsp;Louis.&nbsp;&nbsp;</span></p><p><span style="font-size:medium;">Now, back to the 48 feet crest. &nbsp; Again, I need something to compare it against. &nbsp;In this case, knowing the 'Flood Stage' at that gauge where the measurement was taken would give me a sense of how bad this may be. &nbsp; The United States Geological Survey defines Flood Stage as: <span style="color:#0000ff;"><em>The <b>stage</b> at which overflow of the natural <b>streambanks</b> begins to cause damage in the reach in which the elevation is measured. Flood stages for each USGS gauging station are usually provided by the National Weather Service.</em></span>&nbsp; In Memphis, Flood Stage is 34.0 feet. &nbsp;&nbsp; That means the Mississippi River is 14.0 feet above Flood Stage. &nbsp;&nbsp; That sounds pretty bad.&nbsp; By knowing the topography of the region, hydrologists are then able to forecast what areas will be flooded and by how much.</span></p><p><span style="font-size:medium;">From the Associated press:<em><span style="color:#0000ff;">Forecaster Joe Lowery of the National Weather Service office in Memphis said it looks like the river is starting to level out and could crest as soon as Monday night, at or near 48 feet (14.63 meters). While it appears that there was a tornado near New Market, another one near Unionville and a third one near Deep Run, there could have been two tornadoes near New Market or one tornado that touched down twice. After looking at archived radar data, the survey team will make a final decision. Whatever the outcome, thankfully it was only property that was damaged, but it should also serve as a reminder that you should have a severe weather plan in place. Do you? Do you even own a storm alert radio? Please take the time to make a plan so that you can reduce the chances of bad things happening to you the next time severe weather strikes the area.</span></p><p style="margin-bottom:0in;"><br />&nbsp;</p>]]></description>
