What is Fire?

Fire is the rapid oxidation chemical reaction between three elements, Oxygen, Heat, Fuel and typically releasing heat, light, and various reaction products.

The Elements of Fire

There are three essential elements that are necessary to ignite the fire.

First, Fuel, such as wood, paper, oil, etc.
Second, Heat, such as open flame, sparks, friction, etc.
Third, Oxygen, source from air or oxygen gas cylinder.

Whenever these three elements come together in a proper ratio, then Fire will take place.

This is known as "Fire Triangle"

To continue fire, the fourth element is required that is called "Chemical chain reaction".

And, This is known as "Fire tetrahedron".

Fire Extinguishing Methods

To extinguish the fire, remove any of element from the fire triangle.

There are four extinguishing methods to be used to douse the fire.

First. Cooling, In this method removal of the heat from the fire triangle, for example, throws a glass of water on an ignited candle.
Second, Smoothering or blanketing, In this method removal of the oxygen from the fire triangle, for example, put an empty glass on an ignited candle.
Third, Starvation, In this method removal of fuel from the fire triangle, for example, leaves ignited candle and it will extinguish due to lack of wax.
Fourth, Chain breaking, In this method breaks the chemical reaction from fire tetrahedron.

Classification of Fire

According to Indian Standard IS 2190, fire has been divided into four types.

Class A fire - This includes simple combustible materials such as paper, wood, cloth and some rubber and plastic materials.
Class B fire - This includes combustible or flammable liquids (such as gasoline, petroleum grease, wire, oil, oil-based paints, solvents, alcohol).
Class C fire- flames include flammable gases under pressure, including liquefied gases, where it is necessary to stop the burning gas at a rapid rate with an inert gas, powder or evaporating liquid to extinguish.
Class D fires - Fires involving combustible metals such as magnesium, titanium, zirconium, sodium, lithium, and potassium.

Electric fire has not been added to the Indian Standard.

To extinguish an electric fire, first the flow of electricity has to be disconnected and which type of fire shown above is to be decided.

Always keep an exit at your backside and ensure it is clear.
Always operate from an upwind direction, in case of outdoor fire fighting.

Do Not Use if you are not trained.
NEVER fight a fire if any of the following apply:
Don’t have the proper extinguisher or equipment. ire has spread beyond its point of origin.
Inconveniences for breathing.
Improper visibility.
Your instincts tell you to get out.

Fire Emergency Evacuation plan

Evaluate the situation.
Draw the attention of nearby people by alarm, siren, using a whistle or loudly shout out "FIRE" "FIRE" "FIRE".
Immediately inform the "Fire Brigade" or "Police Station".
If the fire is small attempt to extinguish the fire with the help of portable fire extinguishers.
In the case of an electrical fire, the mains should be switched off.
Contain the fire by sliding the doors and windows.
Take the nearest exit and evacuate the area or building.
Reach at the assembly point/safest place or 200 meters away from the danger zone.
Cover your face and nose by wet cloth to reduce the intake of harmful smoke.
If you stuck in building or area, do not take any decision in a panic condition such as jump from a building, etc. find out a safe shelter and wait for help.
Do not use the lift to evacuate the building.

Fit Testing | Respirator fit testing at the workplace

A respirator fit test shall be performed as a part of a written respiratory protection program to comply with OSHA standard requirements at the workplace.

Quantitative respirator fit test

Respiratory Protection Program Requirement

According to OSHA, NIOSH and other standards recommendation, the employer shall establish and implement a written respiratory protection program with worksite-specific procedures.

In any workplace where respirators are necessary to protect the health of the employee or whenever respirators are required by the employer.

What is a respirator?

A device, which by function and design provides the user with an uncontaminated breathable source of air.

Types of respirators?

APR – Air Purifying Respirator. It is a respirator with an air-purifying filter, cartridge or canister that removes specific air contaminants by passing ambient air through the air-purifying element.

PDR – Pressure Demand Respirator. A positive pressure atmosphere- supplying respirator that admits breathing air to the facepiece when the positive pressure is reduced inside the facepiece by inhalation.

What is respiratory protection?

Respiratory protection means prevention from occupational diseases caused by breathing air contaminated with harmful dusts, fogs, fumes, mists, gases, smokes, sprays, or vapors, the primary prevention from contaminated atmospheric.

What is a fit test?

A “fit test” tests the seal between the respirator's facepiece and your face.

It takes about fifteen to twenty minutes to complete and is performed at least annually. After passing a fit test with a respirator, you must use the exact same make, model, style, and size respirator on the job.

How often is fit testing required?

The Fit test should be performed annually for each employee who using respirator during their job.

Who Needs Respirator Fit Testing?

The employees who are using the respirator to control occupational diseases caused by breathing air contamination have to undergo regular respirator fit testing.

What is the purpose of a respirator fit test?

The main purpose of a respirator fit test is to evaluate it is adequately fit on your face and contaminated air is not leaking into the respirator from external contaminated atmosphere.

A fit test should not be confused with a user seal check.

A user seal check is a quick check performed by the wearer each time the respirator is put on. It determines if the respirator is properly seated to the face or needs to be readjusted.

Types of respirator seal check.

There are two types of respirator seal check.

Positive Pressure Check –

Close off the exhalation valve and exhale gently into the facepiece. The face fit is considered satisfactory if a slight positive pressure can be built up inside the facepiece without any evidence of outward leakage of air at the seal.

Negative Pressure Check -

Close off the inlet opening of the canister or cartridge(s) with the palm of a hand, inhale gently so that the facepiece collapses slightly and hold breath for 10 seconds.

How many types of fit tests?

There are two types of fit tests.

1. Qualitative fit test.

2. Quantitative fit test.

Qualitative fit test

Qualitative fit testing is a pass/fail test method that uses your sense of taste or smell or your reaction to an irritant in order to detect leakage into the respirator facepiece.

Qualitative fit testing does not measure the actual amount of leakage. Whether the respirator passes or fails the test is based simply on you detecting leakage of the test substance into your facepiece.

There are four qualitative fit test methods accepted by OSHA:

1.Isoamyl acetate, which smells like bananas;

2.Saccharin, which leaves a sweet taste in your mouth;
3.Bittrex, which leaves a bitter taste in your mouth; and
4.Irritant smoke, which can cause coughing.

Qualitative fit testing is normally used for half-mask respirators - those that just cover your mouth and nose.

Half- mask respirators can be filtering facepiece respirators - often called "N95s" - as well as elastomeric respirators. (Source from OSHA)

Quantitative fit test

Quantitative fit testing uses a machine to measure the actual amount of leakage into the facepiece and does not rely upon your sense of taste, smell, or irritation in order to detect leakage.

The respirators used during this type of fit testing will have a probe attached to the facepiece that will be connected to the machine by a hose.

There are three quantitative fit test methods accepted by OSHA:

1.Generated aerosol;

2.Ambient aerosol; and

3.Controlled Negative Pressure.

Quantitative fit testing can be used for any type of tight-fitting respirator.

Who can perform a respirator fit test?

Fit testing can be done by your employer or an outside party, including a union, an apprenticeship program, a contractor's association, or a past employer.

Your current employer is permitted to accept fit testing you have received from an outside party (such as a former employer) within the last 12 months, as long as you use the same respirator make, model, style, and size at your new worksite.

When to perform again fittest?

Whenever a different respirator facepiece is used by the employee or the employee reports or a Company Supervisory level personnel or Company physician makes a visual observation of changes in the employee’s physical condition that could affect respirator fit (i.e. facial scarring, dental changes, cosmetic surgery, and/or obvious changes in body weight).

What are the factors affecting to respirator?

Anything that comes between your face and respirator’s seal can affect the ability of respirator to protect such as facial hair, long hair, mustache, beard, additional PPE i.e. goggles, etc.

Records of medical evaluations must be maintained in the employee’s confidential medical records.

Fit testing records containing the employee’s name, type of fit test performed, specific make, model, style, and size of respirator tested, date of test and indication of pass or fail status must be determined and kept on file.

Obey the government Environmental Regulations

There are several environmental regulations formed by the government to reduce the pollution, according to the nature of your organization or as per the legal register, all applicable regulations must be identified and implemented.

These relevant regulations and its requirements should be complied within the organization to fulfill the legal requirement, breaching to the requirements such as releasing excessive SOX, NOX into the air, releasing higher PH level / contaminated water without treatment, landfilling without permission, etc. may impose disciplinary citations by the pollution control board.

Natural resources are resources that naturally exist without effort of humankind, for example, water, land, air, Fossil fuel, solar energy, wind, trees etc.

Natural resources may be divided into two types on the basis of origin,

Biotic – The biotic natural resources are obtained from the biosphere (living and organic materials), for example, forest, animals, fossil fuels, petroleum, coal, etc.

Abiotic – The abiotic natural resources are obtained from nonliving and non-organic material, for example, land, water, air, heavy metals, gold, iron etc.

Many natural resources can be categorized as renewable and non-renewable,

Renewable natural resources – Which can be replenished easily by naturally, their quantities are not affected by human consumption and these are available constantly, for example, solar energy, air, water, etc.

Non-renewable resources - Which cannot be replenished by naturally (formation is extremely slow), their quantities are affected when their rate of consumption exceeds, for example, forests, fossil fuels, heavy metals, coal, petroleum etc.

Adequate measures shall be implemented to reduce the consumption of non- renewable energy such as save electricity, save water, save fuel, reduction in papers, reduction in plastics, etc.

Waste management and reduction at work site

Wastes are unwanted or useless materials which is discarded after primary use, or is worthless, defective and of no use.

There are kind of waste according to form such as,

Solid waste – plastics, Styrofoam containers, bottles, cans, papers, scrap iron, and other trash.

Liquid waste - domestic washings, chemicals, oils, wastewater from ponds, manufacturing industries and other sources.

Waste are further divided as per their properties such as,

Bio-degradable – which can be degraded and that are less affected to the environment, for example - paper, wood, fruits, etc.

Non – biodegradable – Which cannot be degraded and that are very affected to environment, for example - plastics, bottles, old machines, cans, Styrofoam containers, electronics material etc.

Waste are classified according to their effects on human health and environment such as,

Hazardous waste - Substances unsafe to use commercially, industrially, agriculturally, or economically and have any of the following properties- ignitability, corrosively, reactivity & toxicity.

For example – Medical waste, chemical waste, radioactive waste etc.

Non Hazardous waste - Substances safe to use commercially, industrially, agriculturally, or economically and do not have any of those properties mentioned above. These substances usually create disposal problems.

For example – Food waste, organic waste, etc.

Waste management hierarchy can be used to evaluate the processes to control waste.

Implement a policy for reducing paper or other waste to duplex all draft reports and by preparing training manuals and personnel information available electronically. Disposal of waste is the least effective solution and this process will impact on the environment.

Spill prevention in to the environment

Accidental spill or release of any harmful products in the air, water or land can damage or impact to the environment, all hazardous substances should be identified and adequate measures shall be taken to prevent spillage or release in the environment to avoid pollution.

Upgradation with technology

Antiquated technology or old machines may consume more energy and pollute the environment in different ways such as excessive noise pollution, and vibration, etc., thus modification in the technology or up-gradation in machinery shall be introduced for example automation to reduce energy consumption, changing lights into led, sensors to activate or stop machines etc. to avoid pollution in the environment.

What are the Hazard Identification Methods?

There are various methods that might be used to identify hazards in a workplace as part of a risk assessment process:

4. Manufacturer’s Information

To identify associated hazards effectively in particular task, comprehensive techniques and group of different people required to accomplish Job Safety Analysis without missing hazard from the task.

What is Job Safety Analysis?

A job safety analysis (JSA) is a procedure which helps integrate accepted safety and health principles and practices into a particular task or job operation.

Job safety analysis is task based analysis to identify hazards into particular task or job operation.

For Example:

A group of people who are working in warehouse has to lift an object from one area to designated place.

Why Job Safety Analysis need to be carryout?

As per OSHA and other legislation recommendation, it is responsibility of employer to develop a written document of Safe system of work such as safe work practices or standard work procedure for particular task and operations which are being conducted within the organization. To identify hazards in each particular task Job safety analysis is essential to carryout for developing safe system of work.

How to select team to conduct Job Safety Analysis?

Preparation of Job Safety Analysis is not liability of single person, oftentimes in many of organizations it is misinterpreted or due to negative HSE culture only HSE personnel or department are liable to carryout Job Safety Analysis, but this method is completely wrong, because it might be possible that HSE personnel are not practically sound comparatively to technical team to identify hazards in particular activity.

To conduct a Job Safety Analysis effectively it is important to select team wisely, Job Safety Analysis team must have minimum following personnel but not limited to conduct JSA effectively,

1. HSE personnel

2. Technical team member i.e. Engineer, Supervisor

3. Maintenance team member

4. Representative member from employees

5. Operator of particular task

Each of above members must have to contribute their expertise to identify hazards in particular activity. It is important to accept every opinion from each members.

How to identify affected group of people in particular task prior to commence JSA?

Prior to start Job Safety Analysis for a particular task, selected team has to identify which people are exposed and who are affected for particular task, for example Operator, Helpers, Supervisors and surrounding working people, also consider the suppliers and visitors if they are involved or part of in activity in particular task.

The outcomes of this exercise is to identify lone working people, vulnerable people such as pregnant women, young or aged people etc., conclusion for special requirement such as extra vigilance, additional emergency lifesaving equipment, health checkups etc.

How to commence Job Safety Analysis step by step?

Job Safety Analysis can be conducted effectively in six steps, there is a useful acronym for task based Safety analysis -

SREDIM:

1. Select the task.

2. Record the steps or stages of the task.

3. Evaluate the risks associated with each step.

4. Develop the safe working method.

5. Implement the safe working method.

6. Monitor to ensure it is effective.

1. Select the Task.

To commence Job Safety Analysis first step is select the task which is being performed within the organization.

Let’s take previous Example:

Manual handling in warehouse.

Task is being conducted by helpers to lift an object from one place to keep at their designated place.

2. Record the steps or stages of the task.

In second step break selected task in to defined sequence of individual steps or stages to identify hazards in each steps of task without omitted anyone.

It’s important to avoid defining individual job tasks too narrowly or too broadly. Generally speaking, a job should contain no more than ten individual tasks. If your JSA exceeds this number, consider separating the job into two or more separate phases.

For example:

1. Prior to Manual lifting

2. During the manual lifting

3. After Manual handling

3. Evaluate the risks associated with each step.

In third step hazards should be identified after the observation and break down of each stage of selected task.

A number of questions should be asked in each stage to assess the potential hazards in performing individual job tasks. Proceed through the sequence of job tasks one at a time and answer questions such as:

Prior to Manual lifting

1. Location from where an object need to be lifted.

2. Load of Object.

3. State of material, i.e. Solid, Liquid or Gases.

4. Are there any pinch points?

5. Capacity of person.

6. Capacity of container.

7. Shape and Condition of object i.e. Sharp, Hot etc.

8. Grip in object.

9. Travel distance i.e. is designated location near or far away?

10. Location at where an object being to be kept.

During the Manual lifting

1. Engaged employee awareness for manual lifting. I.e. lifting techniques, holding position etc.

2. Any obstruction in pathway.

3. Condition of floor i.e. slippery, uneven etc.

4. Condition of foot wear.

5. Interference by vicinity activity. I.e. Vehicle movement, hot work etc.

After Manual handling

1. Placing of object at designated place.

2. Load bearing capacity of rack.

3.Fastening to object.

4. Develop the safe working method.

In fourth step control measures of each hazards should be develop to mitigate risk in particular task.

The hierarchy of control which is common tool to be used broadly to develop control or preventive measures for each identified hazards.

The hierarchy of control are separated in five sections, in order of effectiveness, with the following description:

Hazard control hierarchy

Elimination – Physically remove the hazard

Substitution – Replace the hazard

Engineering controls – Isolate people from the hazard.

Administration controls – Change the way people work.

PPE – Protect the worker with personal protective equipment.

Hazard elimination and substitution broadly considered to be the most effective solution to improve safety.

Note: It is important to consider property damage and environmental impact and not just personal injury.

Wherever possible, control measures higher in the hierarchy should be used, providing they are reasonably practicable, and emphasis should be placed upon control at source.

A combination of measures will usually be necessary in order to reduce the level of Risk as Low as Reasonably Practicable (ALARP). It should also be considered that when specifying controls, any associated risk that they bring with them needs to be assessed and controlled.

Typical Control Measures can be placed in the following categories:

Human	>Use of independent specialist personnel; >Regular or constant monitoring of the Task; >Use of method statements / detailed procedures; >Clear instructions and warnings to workforce; >Clear definitions of roles and responsibilities during the task; >Adequate supervision; >Ensure competency of personnel for the activity
4. Time	>Limit duration of the Task or time of day when the activity occurs; >Use time-saving measures such as hot-bolting, good work site preparation and planning for the movement of materials, tools.

Once the hazards and control measures have been identified, each should be allocated to either an individual or a role, all the findings and individuals’ responsibilities should be documented and Safe working method should be developed. Prepared safe working method should be reviewed and approved by concern folks prior to dissemination among employees.

5. Implement the safe working method.

After Job Safety Analysis has been completed and safe working method has been developed, the document should be made available with engaged employees or exposed people with particular task.

Safe working method should be discussed among all engaged people in “Tool Box Talk” prior to commence activity. Also, explored preventive control measures should be adhered during entire activity to mitigate risk.

Also, it is necessary that adequate resources should be provided to work force to embrace and implement safe working method effectively within the organization.

6. Monitor to ensure it is effective.

After completion of Job Safety Analysis, monitoring of safe working method should be carried out by various manner to assess effectiveness of developed safe working method.

Regularly reviewing of leading and legging key performance indicators KPI’s such as Safe man-hours, numbers of observations, Injury frequency rate, numbers of incidents etc. is one of the essential tool to monitor effectiveness of developed safe working method or Job Safety Analysis.

If a workplace injury occurs, a review of the relevant JSA should occur to see if it had a shortcoming that may have contributed to the incident. A good practice is to involve workforce in a periodic review exercise for existing JSAs to make sure they still accurately capture the job tasks as performed today and address all associated risks.

History of National Fire Service Day in India

National Fire Service Day is observed in the India country on 14 April. The National Fire Service Day is dedicated to the 66 firemen who sacrificed their lives in duty during fire fighting during the Bombay explosion in 1944.

Brave Fire Fighters

The incident is something like this. The 1944 Bombay explosion (or Bombay docks explosion) occurred on 14 April 1944, in the Victoria Dock of Bombay (now Mumbai) when the freighter Fort Stikine, the ship was loaded with a mixed cargo of cotton bales, gold, and ammunition including around 1,400 tons of explosives, caught fire and was destroyed in two giant blasts, scattering debris, sinking surrounding ships and setting fire to the area. As soon as the news of the fire was reported, hundreds of officers and employees of the Mumbai Fire Service were sent to the spot. Showing unmatched courage and bravery, regardless of their lives, these brave soldiers tried their best to extinguish the fire and the fire was also controlled. But 66 firemen lost their lives in the fire due to explosive material on the ship.

National Fire Service Day is observed across the country on April 14 every year to commemorate the courage and bravery of these 66 soldiers.

Various events of this National Fire Service Day run throughout the week. During the week, fire brigade imparts fire prevention training at various factories, educational institutions, oil depots, etc. Under National Fire Service Day/Week, various programs are organized to make citizens aware of the purpose of fire prevention and precautions.

CLASSIFICATIONS OF FIRE

आग के प्रकार

इंडियन स्टैंडर्ड IS 2190 के हिसाब से आग को चार प्रकार में विभाजित किया गया हे।

क्लास A आग - इसमें साधारण दहनशील सामग्री जैसे कागज, लकड़ी, कपड़ा और कुछ रबर और प्लास्टिक सामग्री शामिल हैं।
क्लास B आग - इसमें दहनशील या ज्वलनशील तरल पदार्थ (जैसे गैसोलीन, पेट्रोलियम ग्रीस, तार, तेल, तेल-आधारित पेंट, सॉल्वैंट्स, अल्कोहल) शामिल हैं।
क्लास C आग - तरलीकृत गैसों सहित दबाव में ज्वलनशील गैसों को शामिल किया जाता है, जहां बुझाने के लिए एक अक्रिय गैस, पाउडर या वाष्पीकरण तरल के साथ तेज दर से जलती हुई गैस को रोकना आवश्यक है।
क्लास D आग - दहनशील धातुओं से युक्त आग जैसे मैग्नीशियम, टाइटेनियम, जिरकोनियम, सोडियम, लिथियम और पोटेशियम।

बिजली की आग को इंडियन स्टैण्डर्ड में की भी प्रकार में नहीं जोड़ा गया हे। बिजली की आग को बुजाने के लिए पहले बिजली के प्रवाह को बंध करना हे और ऊपर दर्शाये गए आग के प्रकार में से कोनसा प्रकार हे वो निर्णय लेना हे।

ध्यान दें -

बिजली की आग को बजाने के लिए पानी का उपयोग न करे।
क्लास B आग लिए पानी का उपयोग न करे पानी की घनता भारी होने से वह ज्वलनशील तरल पदार्थ के निचले स्तर पे चला जायेगा और आग को ज्यादा बढ़ाएगा.
