<p>As winter slowly passed away the trees branches of apricot, cherry,  and almond trees burst into life. Villages like Central Hunza includes Karimabad, Altit, Ganish, and Northren Hunza includes Gulmit, Sost, Passy and Chupursan wrapped in delicate shades of of pink and white blossoms, creating a magical contract against the the towring, snow-capped peaks. </p>

<h2 class="wp-block-heading"></h2>



<p><strong>Hunza, February 2026</strong> — Following the privatization of the power department in Hunza, residents are facing several serious challenges. The department has been taken over by NPAK, a subsidiary of IPS and AKDN, which assumed full service charges starting January 2026.</p>



<p>According to local residents, there has been no noticeable improvement in service quality, nor any significant increase in power supply. However, electricity bills have sharply increased, leading to widespread public concern.</p>



<h3 class="wp-block-heading">Sudden Change in Per Unit Rates</h3>



<p>Residents report that just a day earlier, NPAK issued electricity bills calculated at <strong>PKR 8 per unit</strong>. Following strong public backlash and criticism, the company reportedly redistributed revised bills the next day — charging some consumers <strong>PKR 6 per unit</strong> and others <strong>PKR 4 per unit</strong>.</p>



<p>Citizens are questioning the fairness of this practice:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow">
<p><em>“How can different households in the same neighborhood be charged different per-unit rates?”</em></p>
</blockquote>



<p>Residents describe the situation as not only unfair but also confusing and anxiety-inducing for the public.</p>



<h3 class="wp-block-heading">Billing Without Proper Meter Installation</h3>



<p>Although new wires, transformers, and grid infrastructure have been installed in certain areas, much work remains incomplete. While some NPAK meters have been installed, the majority of households are still without meters.</p>



<p>Despite this, many households are being charged based on average consumption or what residents claim are “fake previous and current readings.” Several consumers report receiving bills exceeding <strong>PKR 1,200</strong>, despite experiencing prolonged outages.</p>



<p>One sarcastic public remark circulating among residents states:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow">
<p><em>“Thank you NPAK Energy Limited for the five minutes of electricity today after 12 days. We also acknowledge receipt of electricity bills — most above 1200 — with questionable readings.”</em></p>
</blockquote>



<p>Residents insist that until full meter installation is completed, consumers should be charged at previous rates. They demand improved service first, followed by transparent and crystal-clear billing.</p>



<h3 class="wp-block-heading">Landowners’ اعتراض Over Electricity Poles</h3>



<p>Another serious issue has emerged regarding the installation of electricity poles. Landowners in Hunza claim that NPAK installed poles on private land <strong>without obtaining permission or providing compensation</strong>.</p>



<p>Affected landowners have demanded either:</p>



<ul class="wp-block-list">
<li>Proper land compensation, or</li>



<li>Relief in electricity bills</li>
</ul>



<p>They have warned that failure to address the issue may force them to protest publicly.</p>



<h3 class="wp-block-heading">Limited Bill Payment Options</h3>



<p>Residents have also raised concerns that electricity bills can currently only be deposited at <strong>HBL</strong> or the <strong>Aliabad Thrift and Credit Society</strong>, which limits accessibility.</p>



<p>Citizens are demanding that other local financial institutions, such as <strong>Ganish Frugal Society</strong>, also be authorized to collect payments to facilitate public convenience.</p>



<h3 class="wp-block-heading">Major Power Upgrade Launched in Hunza</h3>



<p>Meanwhile, in a separate development, NPAK has announced a <strong>major power upgrade initiative in Aliabad, Hunza</strong>, aimed at strengthening the region’s electricity supply.</p>



<p>According to officials, the project focuses on:</p>



<ul class="wp-block-list">
<li>Enhancing reliability</li>



<li>Minimizing technical losses</li>



<li>Stabilizing voltage levels</li>



<li>Ensuring smoother and more consistent power delivery</li>
</ul>



<p>Authorities state that the upgraded transmission system will support households, tourism, small industries, and local businesses, contributing to broader economic growth and infrastructure development in Hunza.</p>



<p>While some residents have welcomed the infrastructure upgrades as a positive step toward modernization, many argue that billing transparency and service consistency must accompany such improvements.</p>



<h3 class="wp-block-heading">Public Reaction</h3>



<p>Consumers across Hunza — including residents of Gojal — have expressed strong dissatisfaction and protest. Community representatives say they are prepared to formally raise the issue with relevant authorities if their concerns are not addressed.</p>



<p>The people of Hunza are demanding:</p>

<p>Hunza, a land known for its deep-rooted traditions and strong community life, once again came alive with the celebration of Thumsling, the oldest and most meaningful festival of the region. Observed every year on the longest night of December, Thumsling marks a turning point in the harsh winter season, symbolizing the gradual return of light after darkness. This year, like every year, the festival was celebrated with great enthusiasm across villages of Hunza, where people of all ages participated with joy, devotion, and a strong sense of belonging. Despite the cold winter night, the warmth of togetherness, fire, and tradition filled the valley.</p>



<h2 class="wp-block-heading" id="h-celebration-on-the-longest-night-of-december">Celebration on the Longest Night of December</h2>



<p>Thumsling is celebrated on December 21, the longest and darkest night of the year. As the sun sets early and temperatures drop, people prepare for a night that holds deep cultural and symbolic meaning. Bonfires are lit in open spaces, homes are cleaned, and families gather to mark the end of the darkest phase of winter. The lighting of fire is central to the celebration, representing hope, renewal, and the victory of light over darkness. The night becomes lively with conversations, laughter, and anticipation, as the community collectively welcomes a brighter cycle ahead.</p>



<h2 class="wp-block-heading" id="h-the-legend-of-shiribadat">The Legend of Shiribadat</h2>



<p>At the heart of Thumsling lies a powerful legend deeply embedded in Hunza’s oral history. According to local folklore, the festival commemorates the death of a legendary 14th-century cannibal king named Shiribadat. He is remembered as an extremely cruel ruler who terrorized the people, committing acts of great brutality. Over time, the people grew tired of his cruelty and decided to end his reign. It is said that a group of brothers discovered his secret weakness, that his heart was made of butter. Using this knowledge, they trapped him in a pit filled with firewood and burned him alive. This act brought an end to oppression and restored peace to the region. Thumsling is observed every year in memory of this event, symbolizing liberation from tyranny and the triumph of unity and courage.</p>

<p>Thumsling, the oldest and most deeply rooted festival of the Hunza region in Gilgit-Baltistan, was celebrated this year with the same enthusiasm, warmth, and communal spirit that has defined it for generations. Observed annually around the winter solstice, Thumsling marks a powerful moment in the cultural calendar of the people of Hunza. It signifies the end of the longest and darkest nights of winter and the gradual return of light, hope, and renewal. In the valleys and villages of Hunza Valley, the festival was welcomed with bonfires glowing against snow-covered mountains, prayers for prosperity, and heartfelt gatherings that brought together families, neighbors, and relatives from near and far.</p>



<p>From the early hours of the day, households were busy preparing for the occasion, cleaning homes, collecting firewood, and cooking traditional foods that are prepared only for this time of the year. As evening approached, people gathered outdoors to light the Thumsling fire, a central symbol of the festival that represents victory of light over darkness and good over evil. <p>The Gilgit-Baltistan (GB) government has banned all new buildings near Hunza&#8217;s famous lakes and natural areas in Baltistan. This step is taken to protect nature from damage caused by too many tourists and random construction.</p>



<p>Places like Attabad Lake, Borith Lake, and Rush Lake in Hunza, and Deosai Plains, Satpara Lake, and Kachura Lakes in Baltistan are popular with tourists. But hotels, restaurants, and other buildings built near these spots are harming the environment. Water pollution, waste, and cutting trees are affecting the beauty of these areas.</p>



<p>Environmentalists are happy with the decision. But some local business owners are worried about losing income from tourists.</p>



<p>One hotel owner said, <strong>“We understand protecting nature is important, but the government should help us find other ways to earn.”</strong></p>



<p>In conclusion, The Gilgit-Baltistan government has banned all new construction near lakes in Hunza and eco-sensitive areas in Baltistan to protect the environment from pollution and damage caused by unchecked tourism. The ban stops building hotels, houses, and other structures near popular natural sites like Attabad Lake, Deosai Plains, and Kachura Lakes. While environmentalists support the decision, some local businesses are concerned. The government plans to promote eco-friendly tourism and protect the region’s natural beauty for the future.</p>

<p><strong>Hunza Police Register FIR Against Protesters for Blocking KKH and Threatening Unrest Over Detention of AAC Leaders</strong></p>



<p><em>Aliabad, Hunza – May 16, 2025:</em> The Hunza Police have formally registered a First Information Report (FIR) against 11 named activists and several unidentified individuals in connection with a protest held on May 15, 2025. The demonstration, organized in front of the Hunza Press Club in Aliabad, was staged to demand the release of senior leaders of the Awami Action Committee (AAC), including the prominent human rights lawyer Advocate Ehsan Ali.</p>



<p>According to the FIR filed at the Aliabad City Police Station, the protesters blocked the Karakoram Highway (KKH)—a critical transportation route—and allegedly issued threats of further unrest if their detained leaders were not released. The protest disrupted traffic in the region and drew the attention of law enforcement authorities, who responded by invoking multiple sections of the Pakistan Penal Code (PPC), including:</p>

<li><strong>Section 341</strong> – Wrongful restraint</li>

<p>The FIR alleges that the protestors not only obstructed the flow of traffic but also raised threatening slogans, warning of potential unrest if the AAC leaders were not immediately released.</p>



<p>In a surprising turn, all the nominated individuals—along with numerous supporters from various political groups and civil society organizations—voluntarily appeared before the Aliabad City Police Station, offering themselves for arrest in a gesture of defiance and solidarity. However, the police chose not to take them into custody and instead released them on bail.</p>



<p>This development has sparked a wave of reactions across the region, with supporters calling the FIR an attempt to suppress dissent and silence the voices demanding rights and justice for the people of Gilgit-Baltistan. Several human rights defenders and local political figures have criticized the move as heavy-handed and have demanded the immediate withdrawal of the FIR.</p>



<p>The Awami Action Committee, a coalition of various regional groups advocating for constitutional rights, economic justice, and political autonomy, has stated that such actions by law enforcement will not deter their struggle. “Our fight is peaceful and democratic,” said a spokesperson. “We demand justice, not persecution.”</p>



<p>The situation remains tense in Hunza, with the possibility of renewed protests if the FIR is not withdrawn and the demands of the AAC are not addressed. Local authorities have urged calm and called for dialogue to resolve the matter peacefully.</p>

<p>For these individuals, simply applying for a visa to visit a developed country can be an ordeal, both financially and emotionally. While foreign embassies and consulates project fairness and order, many of their systems, rules, and procedures end up functioning more like gatekeeping mechanisms—especially for the poor and uneducated.</p>



<p>Let’s break down how.</p>

<p>Consider this: The average visa application fee for countries like the <strong>United States, United Kingdom, Canada, Australia, New Zealand, and EU nations</strong> ranges between <strong>$100 to $200 USD</strong>. For a family or individual in an underdeveloped country, this can represent <strong>an entire month&#8217;s income</strong>, or more.</p>



<p>Now imagine being denied the visa after paying this fee. No refund. No appeal. Just a silent denial.</p>



<p>To use an analogy: Imagine walking into a café, paying for a cup of coffee, and then being told you won’t be served. No explanation. No refund. It’s absurd—but this is the reality of the modern visa system for many.</p>



<p>According to official statistics from some embassies, <strong>millions of visa applications are rejected globally every year</strong>, resulting in billions of dollars effectively extracted from poor economies, with <strong>no return on investment</strong>.</p>



<h2 class="wp-block-heading" id="h-bureaucracy-disguised-as-policy"><strong>Bureaucracy Disguised as Policy</strong></h2>



<p>Embassies justify this non-refundable structure by citing &#8220;service fees&#8221; or &#8220;administrative processing.&#8221; Yet the irony is glaring—<strong>most embassies are government-run institutions</strong>, their employees already salaried through public funds. So why charge the equivalent of a month&#8217;s income from a poor applicant with little chance of acceptance?</p>



<p>Moreover, the reasons for visa denial are often vague or unjustified: &#8220;insufficient travel history,&#8221; &#8220;questionable financial flow,&#8221; or the infamous &#8220;intention to overstay,&#8221; even when applicants provide valid bank statements, return tickets, and confirmed accommodations.</p>



<p>This inconsistency points not only to <strong>bias</strong> but to <strong>systemic inefficiency</strong>—or worse, deliberate financial exploitation.</p>



<h2 class="wp-block-heading" id="h-a-two-tiered-system-politicians-vs-common-citizens"><strong>A Two-Tiered System: Politicians vs. Common Citizens</strong></h2>



<p>The disparity becomes even more offensive when you contrast this treatment with how the elite are handled. Businesspersons and politicians—many of whom have questionable financial ethics—face <strong>little to no scrutiny</strong>.</p>



<p>Take the example of Pakistan: Several Pakistani politicians are known to own real estate in London and other Western capitals. Questions about how they acquired such wealth abroad are rarely asked, and their visa processes are expedited without the rigorous financial probing that a poor student or worker might endure. Investigative journalism, including work from <strong>Transparency International</strong>, has repeatedly highlighted this selective enforcement.</p>



<h2 class="wp-block-heading" id="h-third-party-exploitation-hidden-costs-multiply"><strong>Third-Party Exploitation: Hidden Costs Multiply</strong></h2>



<p>On top of visa fees, applicants often must:</p>



<ul class="wp-block-list">
<li>Pay for <strong>travel insurance</strong> (non-refundable if the visa is denied),</li>



<li>Buy <strong>airline tickets</strong> in advance (again, non-refundable),</li>



<li>Pay <strong>third-party service fees</strong> to agencies handling biometrics and applications, often upwards of <strong>$75 USD</strong>,</li>



<li>And cover <strong>residence permit fees</strong> post-arrival (another <strong>€100+</strong> in many European countries).</li>
</ul>



<p>One of the most egregious examples is the <strong>Transit Visa</strong>—required even for passengers who are only in the airport for a few hours between flights. These short layovers, often arranged by budget airlines, can become <strong>unaffordable or logistically impossible</strong> for travelers from poorer nations due to the additional visa requirements.</p>



<p>This system appears more like a <strong>profit-generating scheme</strong> than a security protocol.</p>



<h2 class="wp-block-heading" id="h-the-irony-of-western-travel-freedom"><strong>The Irony of Western Travel Freedom</strong></h2>



<p>In contrast, citizens of developed countries enjoy unprecedented freedom. Many Western travelers can visit dozens of countries visa-free or obtain visas on arrival. They travel on shoestring budgets, sometimes hitchhiking, sometimes receiving free meals from hospitable locals in the very countries whose citizens must navigate a bureaucratic minefield just to step into a Western airport.</p>



<p>This double standard highlights a profound <strong>global inequality</strong>—not just economic, but also institutional and diplomatic.</p>



<h2 class="wp-block-heading" id="h-a-call-for-policy-reform"><strong>A Call for Policy Reform</strong></h2>



<p>It’s time for global institutions to reimagine diplomacy. A few actionable ideas:</p>

<li><strong>Partial Refunds</strong>: Embassies should refund at least 75% of the visa fee upon rejection, retaining a small amount for actual administrative costs.</li>



<li><strong>Visa-Free Transit</strong>: Travelers on short layovers should not need costly transit visas, especially for under 8 hours.</li>



<li><strong>Means-Based Adjustments</strong>: Visa fees should be adjusted relative to the applicant’s country of origin’s GDP or income index.</li>



<li><strong>Transparency in Rejection</strong>: Detailed reasons for visa denial should be shared with applicants to ensure accountability.</li>
</ul>

<p>As long as global diplomacy continues to favor the wealthy and powerful while ignoring the dreams of the underprivileged, we are not progressing—we are <strong>profiting from inequality</strong>.</p>

<p>Hunza Valley faces increasing pollution amid growing concern about the environment, midway through growing environmental concerns, once celebrated with its pristine air and breathtaking scenery. The Hunza Valley in Gilgit-Baltistan is currently experiencing significant declines in air quality. The most recent data shows that the regional air quality index (AQI) has reached moderate levels, raising concerns among environmentalists and residents. The major contamination that contributes to this level is PM2.5, with concentration measured at 18.8 µg/m³. This number is about 3.8 higher than the World Health Organization&#8217;s recommended annual directive for PM2.5 exposure.</p>



<p><br>In a similar way, Accuweather reports 55 AQIs in the region, which is also classified as a &#8220;moderate&#8221; area. Although this level is generally accepted in the general population, people with respiratory disease or other susceptibility can facilitate health effects.</p>



<h2 class="wp-block-heading" id="h-factors-of-pollution">Factors of Pollution</h2>



<p>Several factors contribute to increased levels of pollution in Hunza Valley:</p>



<p><strong>Increase in Tourism:</strong> Influx of tourists promotes higher waste generation to higher vehicles, promotion of climbing and infrastructure and nurturing of infringers.</p>



<p><strong>Increasing population:</strong> The increase in local residents has led to increased energy consumption and waste production.<br>Improper wastewater authorities: Lack of local waste deviations.</p>



<h2 class="wp-block-heading" id="h-health-effects">Health Effects</h2>



<p>Compared to the increase in PM2 mirrors, there are several health benefits, especially in endangered species groups, such as children, the elderly, and people with existing airways and cardiovascular disease. Short-term effects can cause coughing, irritating throats, and shortness of breath, but long-term exposure can lead to more serious health problems.  </p>



<p><strong>Infrastructure</strong>: Includes green rooms and vegetation in urban planning to help cleanse the air.</p>



<p><strong>Improved Waste Management System</strong>: Development of efficient waste and waste mechanisms can reduce environmental pollution. At Gilgit-Baltistan, Hunza Valley&#8217;s AQI is relatively moderate compared to other cities in the Gilgit-Baltistan area. Cities such as Gilgit and Aliabad, for example, report higher AQI mirrors, indicating more serious concerns about pollution.</p>



<h2 class="wp-block-heading" id="h-conclusion">Conclusion</h2>



<p>Hunza Valley continues to be the goal of natural beauty and cultural wealth, but increasing levels of pollution are a key issue. Active measures that affect community participation, sustainable practices and national support are important to maintain the integrity of the local environment for future generations.</p>
