"Wala akong pakialam kung nakisali lahat, dalawa, tatlo, you have to go out. Because I do not think it will exist without your knowledge at bakit hanggang... Wala akong patawad-tawad," dagdag niya.

Sinabi ng pangulo na sapat na ang alingasngas ng katiwalian para sibakin niya ang isang opisyal.

Former President Benigno Aquino III is included in the probe by the National Bureau of Investigation to determine who should be held accountable for the controversial P3.5-billion dengue vaccine program of the Department of Health (DOH), Justice Secretary Vitaliano Aguirre II said on Monday.

"Everybody who was involved will be included in the NBI investigation," Aguirre said when asked by reporters if Aquino will be investigated.

The DOH stopped the use of Dengvaxia last Friday after the French producer of the vaccine, Sanofi Pasteur, admitted it must be used strictly on limited basis due to recent evidence that the antigen may aggravate the disease in people who have not been afflicted previously by dengue.

According to the DOH, more than 733,000 public school children 9 years old and above in Metro Manila, Central Luzon, and Calabarzon received three doses of the world's first dengue vaccine.

The project was started during the term of then-Health Secretary Janette Garin in April 2016.

In response, Garin said the vaccination program was implemented based on recommendations of the World Health Organization (WHO).

"The dengue vaccination program plan started even before my time. We implemented it in accordance with WHO guidance and recommendations. Even before the official release of the SAGE, there were ongoing meetings and consultations between experts, WHO and DOH technical officials," Garin said in a text message.

SAGE is the WHO Strategic Advisory Group of Experts on Immunization.

"We fully cooperated and consulted with WHO prior to the implementation of this program. With the desire to resolve this deadly virus, the Department started the vaccination program which has until now been seen to be strongly beneficial to 9 out of 10 Filipinos," Garin noted.

She said she was ready to face the consequences of her actions as Health secretary in conjunction with the vaccination program.

"I will answer all questions at the right time, in the appropriate forum. I will also await clarity from DOH and WHO as they are the authorities on this. In the event that there will be authorities who will point culpability to me, I am ready to face the consequences," she said. — VDS, GMA News

Kaya hindi ko masisi ang ilang kababayan natin kung bakit sila nagnanais ng RevGov. Naintindihan ko ang mga nagtutulak nito dahil out of frustration nais na nila itong itulak. Maging ako po ay nagnanais nito ngunit dahil sa aking pakikipag-usap sa Presidente kanya itong ipinaliwanag sa akin. Ilan sa bahagi ng aming pag-uusap ay akin din pong pinost. ANG TOTOO- ang damdamin na nais nating pagbabago at pinaglaban noong nakaraang eleksyon ay tila nawala na sa mga nailuklok na opisyal ng gobyerno. Bakit ko po ito nasabi? 2. MEDIA WHORE- Ito yung mga sipsip sa TRADITIONAL MEDIA. Aminin na natin kahit marami ang Pilipino ang nasa Social Media pagdating sa kampanya mahalaga pa din ang “pogi” ka sa media. Dahil meron sa mga liblib na lugar ang mahina pa din ang internet at sa TV at radyo lamang po sila nakakakuha ng balita. Kaya madali pa din maloko ang ilang kababayan natin dahil sa propaganda ng ilang mga MEDIA. Patunay diyan ay sa panahon ng eleksyon diyan kumukulimbat ng salapi ang ilang media. Ang payo nga sa akin ng ilang mga kilalang campaign manager ay dapat daw ay ligawan ko ang mga kilalang broadcaster at journalist dahil sila ang mga magpapabango ng aking pangalan. Yan ang hinding-hindi ko po gagawin, ang hindi punahin ang mga baho ng ilang media para lang sa political career. Nakakalungkot man isipin maraming opisyal ni Tatay Digong na bini-baby ang media kahit alam nilang lantarang sinisiraan ang ating Pangulo dahil lang sa pansariling interest.

3. EPALITIKO- Ito yung mga opisyal ng gobyerno na kahit hindi nila trabaho ay pinapapelan. Dahil libre na ngayon ang umepal sa social media kahit wala sa job description nila ito ay kanilang ginagawa. Hindi ko po nilalahat dahil marami naman na lumalabas sa Social Media na picture o video ay dahil parte ito ng trabaho nila pero meron talagang ilan na hindi naman nila trabaho pero gingawa nila ito for publicity. Ang nakakainis pa dito ay minsan bitbit pa ang buong batalyon ng media. Pansinin niyo din yung mga namimigay ng kung ano-ano na nakalagay ang kanilang pangalan. Take note- hindi pa yan eleksyon.

4. CREDIT GRABBER- ito yung mga puliko o opisyal na kahit hindi nila pera dahil pera ito mula sa tax ng bayan kanila itong inaako. Meron nga po nagbulong sa akin, dating naging Pangulo, sabi po niya ay meron isang senatorial candidate ang magiikot ngayon sa mga state University at titignan di umano kung naipapatupad ang libreng tuition fee sa mga state University. Una sa lahat hindi naman siya DepEd para alamin kung naipapatupad ito. Pangalawa hindi naman siya ang dahilan kaya maipapatupad yan. Presidente ang nag-allocate ng budget diyan. Madami nang Pangulo ang dumaan at pinapapasa sa Legislative branch yan pero hindi naipasa kasi hindi nag allocate ang mga nakraang Pangulo ng budget para diyan. Ngayon lang sa panahaon ni PRRD na isakatuparan yan dahil kanyang priority yan sa budget. Pero since mag eeleksyon na sa 2019 todo epal na ang kandidatong ito. Maging mapagmatyag tayo sa mga Credit Grabber na pulitiko.

5. OPORTUNISTA- Meron din mga gov official na ginagamit ang kanyang pinamumunuang ahensya para sa maagang pangangampanya. Tulad sa nakaraang administrasyon na ginamit ang buong ahensya na kanyang pinamumunuan. Naalala niyo yung mga bansag na “Mr. Palengke” at “Tesda Man”??? Meron din niyan ngayon. Maging mapagmatyag sa ganyang galawan.

Nasa kamay natin ang tunay na pagbabago. Si Pangulong Duterte lamang ang nagsimula nito at tayo ang magpapatuloy nito. Ngunit kung tayo ay boboto muli ng mga TRAPO sa 2019 asahan ninyo babagal ang pagbabagong nais ng ating Pangulo para sa ating bayan. Maging mapagmatyag sa mga TRAPO.

AFP recommends extension of Mindanao martial law

The Armed Forces of the Philippines has recommended to President Rodrigo Duterte to extend the imposition of martial law in Mindanao.

At the Bangon Marawi briefing on Friday, military spokesperson Major General Restituto Padilla Jr. said the extension would apply to the entire Mindanao region.

But he said he was not privy to the length of extension the AFP recommended.

"As far as I am concerned, there is a recommendation to similarly support the recommendation of the Philippine National Police but I am not privy to the whole report and I am not at liberty to discuss whatever it is that has been placed in the report until such time that the decision has been made," he said.

"It is for the Mindanao area," he added.

Padilla, moreover, cited terrorist recruitment and increasing violence from the communist rebels as the basis of the AFP's recommendation.

"We need the cover of martial law to address these threats," he said.

The Philippine National Police, meanwhile, earlier confirmed that it recommended to extend martial law in Mindanao for another year.

But Padilla made it clear that the recommendation of the AFP would be "separate and different" from the PNP proposal.

Duterte's declaration of martial law in Mindanao would expire on December 31, after Congress approved its extension in July.

A 10-year-old boy has been admitted to a hospital in Cebu due to suspected dengue, months after he received a first dose of controversial dengue vaccine Dengvaxia.

According to a report by Sandra Aguinaldo on 24 Oras on Thursday, Jujen Ababon was brought to Talisay City District Hospital on Wednesday after experiencing nosebleed and on-and-off fever.

Jujen had his first shot of Dengvaxia in August. Dengvaxia is administered in three doses, each six months apart.

His mother, Jenny Ababon, said their family was not able to bring Jujen immediately to the hospital due to financial problems.

"Pina-check-up namin doon sa semi-private na doctor para madali raw ang results sa platelets. Okay lang daw at makakaya sa gamot," Ababon said, adding that this was the first time that her son had dengue.

Because of a lack of beds, Jujen was transferred from the district hospital to a private hospital. The Department of Health (DOH) Regional Epidemiology and Surveillance Unit is currently monitoring his condition as a "suspected case of dengue."

Last week, the DOH suspended the use of Dengvaxia after French pharmaceutical firm Sanofi Pasteur, the vaccine's manufacturer, issued a statement warning against using the vaccine on patients who have never been sick with dengue.

Sanofi said results of a recent study had showed it can actually put at risk people who have not been previously exposed to the virus.

The Philippines was the first Asian country to allow the sale of the world's dengue vaccine. The government's dengue vaccination program began in April 2016 under the term of former DOH chief Janette Garin.

More than 733,000 children aged nine years old and above from public schools in Metro Manila, Central Luzon, and Calabarzon have been given doses of Dengvaxia.

The Blue Ribbon and health committees are scheduled to conduct a joint hearing on December 11 on the issue. Garin, other former DOH officials, and representatives from the World Health Organization (WHO) and Sanofi have been invited to attend.

Senator JV Ejercito, chairman of the Senate health committee, earlier said that former President Benigno Aquino III's meetings with Sanofi is also "something to look into."

He was referring to Aquino's meeting with officials of Sanofi on November 9, 2014 in Beijing and on December 1, 2015 in Paris.

Aquino has not been invited to the hearing next week.

"Maganda sana kung marinig 'yung side niya because 'yung dalawang chance or meetings with Sanofi Pasteur officials, siyempre iba 'yung naiisip mo eh. Bakit nagkaroon ng meeting with the President prior to the acquisition of a big amount, a big quantity of dengvaxia vaccine," Ejercito said.

Meanwhile, the minority bloc of the House of Representatives has filed a resolution, calling for an investigation on the said vaccine.

"Ang minority po ay nag-file ng House resolution to investigate, in aid of legislation plus we're going to file a case against the people involved, both government and private entity po," said ACTS OFW party-list Representative John Bertiz.

The DOH's dengue vaccination program has been suspended pending recommendation from experts from the WHO.

Russia's state nuclear corporation, Rosatom, said Tuesday it would help the Philippines develop a nuclear power infrastructure under a memorandum of agreement with the Department of Energy.

The 2 parties also agreed to "explore the possibilities" for the construction of land-based or floating nuclear power plants with small reactors, Rosatom said in a statement.

The Bataan Nuclear Power Plant will also be assessed to determine its possible reopening, according to the statement.

The agreement was signed on the sidelines of the 2017 ASEAN Summit, where Russian Prime Minister Dmitry Medvedev was among the guests.

"The parties intend to cooperate in the development of the national nuclear infrastructure in the Republic of the Philippines to support further implementation of the peaceful nuclear program in the country," the Russian agency said.

"Rosatom possesses a unique experience in the field of NPP (nuclear power plant) construction projects and nuclear infrastructure development in many countries around the globe and we are ready to actively share this experience with our Philippine partners," it added.

House impeaches Comelec chief after he said he was resigning

Hours after Commission on Elections (Comelec) Chair Andres Bautista announced on Wednesday his plan to resign on Dec. 31, the House of Representatives voted 137-75-2 to impeach him.

Members of the House justice committee, who earlier dismissed the impeachment complaint against Bautista for having a defective verification form, were outvoted in the plenary.

Deputy Speaker Raneo Abu directed the committee to prepare the articles of impeachment to be transmitted to the Senate, which will act as an impeachment court and hold
a trial.

Bautista is accused, among other alleged offenses, of amassing ill-gotten wealth and receiving “referral fees” from election technology contractor Smartmatic.

The Senate said it had no choice but to proceed with the trial of Bautista, as his resignation was prospective.

“If the House transmits the impeachment case to the Senate, we have to act on it,” Majority Leader Vicente Sotto III said on Wednesday night.

Sotto said the impeachment trial may start in the last week of November or first week of December.

Sen. Francis Escudero pointed out that while Bautista announced his intention to resign, he had not quit his post, making impeachment an available procedure.

‘Unnecessary’

But for Sen. Francis Pangilinan, proceeding with the trial despite Bautista’s resignation would be a waste of time since the penalty for conviction in an impeachment trial was removal from office.

Bautista said the House move to impeach him was unnecessary since he had announced his plan to resign by the year’s end.

Letter to Mr. Duterte

“The approximate 10-week period is meant to provide you, Mr. President, sufficient time to choose my replacement as well as ensure a smooth and orderly transition within the commission,” Bautista said in a resignation letter dated Oct. 11 that he submitted to President Duterte.

The term of Bautista was supposed to expire on Feb. 2, 2022. He was appointed by President Benigno Aquino III to the Comelec on April 28, 2015.

Hours before he was impeached, Bautista said he arrived at the decision to step down by taking his family into consideration.

“This was not an easy decision, but my family, especially my children, need me now more than ever,” Bautista said.

Estranged from wife

Bautista’s estranged wife, Patricia, earlier publicized their marital woes and alleged that he had amassed unexplained wealth of nearly P1 billion, the bulk of which he did not declare in his statement of assets, liabilities and net worth. He denied his wife’s allegations.

Bautista said he also took into consideration the Comelec’s credibility.

“There are two things I considered—the healing of wounds of my family and the credibility of the commission. Those are the basis why I feel that this is the right thing to do,” he said.

Bautista said he was ready to face allegations against him at a proper forum so he could clear his name.

In the House, many of the 75 lawmakers who voted against Bautista’s impeachment belonged to the justice committee led by Rep. Reynaldo Umali.

They voted on Wednesday afternoon to adopt the committee report dismissing the complaint of former Negros Oriental Rep. Jacinto Paras and lawyer Ferdinand Topacio due to a defective verification form.

But they were outvoted by 137 lawmakers, or more than the one-third threshold (98 lawmakers) required by Section 11, Article 3 of the Rules of Procedure in Impeachment Proceedings to override the justice committee’s recommendations.

Answer allegations

During the session, Speaker Pantaleon Alvarez said Bautista should answer the very serious allegations of amassing ill-gotten wealth and receiving referral fees from Smartmatic.

Deputy Speaker Gwendolyn Garcia also objected to Umali’s motion to adopt the justice committee report, saying Bautista “must be given the opportunity to be heard.”

Before Bautista was impeached, Senate Minority Leader Franklin Drilon said the resignation was “the best thing that he (Bautista) can do so that he can take care of his problems.”

Sen. Panfilo Lacson said Bautista’s resignation was “the decent thing to do.”

Chief Presidential Legal Counsel Salvador Panelo also hailed Bautista’s decision, saying it was an honorable exit for the beleaguered official.

The Parish Pastoral Council for Responsible Voting described Bautista’s decision to resign as “laudable and praiseworthy.”

Comelec Commissioner Arthur Lim said Bautista made a “gutsy decision,” while fellow Commissioner Rowena Guanzon said the poll chief’s decision was good “so he will have peace of mind and focus on his children.” –With a report from Leila B. Salaverria
