To our crew, allottees and all the members of the IOTC family,

We regret to inform you that this year our annual Family Day will not push through. Although there is much to celebrate with you over the successes we've had these past twelve months, the recent typhoon over the Eastern Visayas Region has left most of our friends and countrymen homeless, without food and shelter.

IOTC has seen this period as a time in which our resources can be used to help those who are most needy.

We hope you understand and if there are any instances where you would need our assistance, please don't hesitate to contact us.

Thank you for your support and we wish you a happy holiday season"

In search of a continuing supply of top-caliber and highly qualified manpower support for crew operations and as part of its Corporate Social Responsibility, Island Overseas Transport Corporation (IOTC) applied with DPB as its eligible program partner.

DEEP Background Information

An elite and highly skilled professional human resource base is critical to productivity. Educated for nation building and wealth creation, 90 million strong Filipinos is an enormous, untapped opportunity. Neglect of this potential and a very meager public investment in human capital has resulted to grinding poverty, joblessness, lack of national pride and sense of civic duty. Our poor are trapped in a vicious grip of poverty that must be broken with every possible reduction strategy. The level of our country’s development being a direct result of our dismal failure to make available the highest possible standards of quality education

The DBP Endowment for Education Program (DEEP)

Funded by a P1 billion seed fund from DBP’s income, DEEP is DBP’s contribution to the global initiative in Corporate Social Responsibility, a direly needed response to bring major development intervention. Designed essentially as a poverty alleviation strategy, DEEP supports a nationwide investment to develop the country’s human capital. Educational opportunities are made available to the best and brightest but marginalized high school graduates while strengthening institutional relationship with Program partners. In creative collaboration with selected partners, our youth are molded into honest, responsible, empowered, productive and competitive global citizens. On the premise that labor is the most important asset of the poor, DEEP shall produce a pool of qualified and highly skilled professionals to serve the needs of the local and global job markets.

Endowment

Priority focus on quality is an overriding consideration to institute improvement at all levels. The DEEP’s endowment, equivalent to the upfront full payment of tuition, enables partner institutions to hire more professional and competent teachers, build more classrooms, improve facilities and undertake upgrading of educational standards.

Employment

To close the loop, a stringent selection process involves the participation of Principals/ Employers in the prequalification, assessment and selection of Scholars. Employer standards are simultaneously satisfied to prevent the mass production of graduates who only swell the ranks of the unemployed. The gaps between academic skills and employer qualification are also effectively addressed. Supporting the DEEP are German, Japanese, Norwegian and local employers who actively collaborate in DEEP implementation.

Selection of Program Partners

Broad based and innovative partnership with a wide range of stakeholders enables the DEEP to fast track and more aggressively pursue DBP’s commitment to achieve the greatest possible development impacts. To institutionalize the principle of continuing excellence at all levels, DEEP Partners undergo a rigid process of selection in accordance with the Program’s guidelines. Scholars are chosen based on high school academic performance and family income level. Schools are selected based essentially on the following measures:

Proven level of excellence

Geographic Location

Tie up with Employers/Manning Companies

School classification as State or Private Institution

Good governance practices and transparency of school officials

Partner’s policy of attracting /assisting indigent students

Need for endowment to improve school facilities and educational standards  Standard of academic/skills training, facilities, amenities, services

Innovative practices as hubs of educational excellence.

Absorptive capacity for DEEP beneficiaries

Observed level of support, commitment and confidence of school to guarantee skills training and employment of DEEP graduates

Strong support for an effective, efficient and sustained DEEP implementation

Geographic Dispersal of Institutional Partners

Paying Forward

Sustainability is a key word in creating a positive and meaningful social intervention. After DBP’s projected exit from t he DEEP in 2018 when its P1 billion seed fund has been fully disbursed, the DEEP’s initiatives shall be sustained by the voluntary contribution of Program beneficiaries to the DEEP Scholars Association (DEEP SA). The DEEP’s operative principle of paying forward requires Program beneficiaries whose lives have been improved to support future batches of more indigent scholars. This same strategy also constitutes our major campaign to discourage mendicancy by introducing a paradigm shift from the dole out mentality thereby teaching Program beneficiaries to view grants with equivalent responsibility/accountability.

Banking On The Youth

Having identified priorities and strategic areas for assistance, DEEP has carefully aligned support according to the needs in human resource development that support growth, expansion of skills and competencies necessary for inclusive progress. Resources are channeled to strategic areas of assistance that will make a distinctive contribution and generate the greatest development impact. Course offerings are thus limited only to easily employable disciplines in select partner schools.

Values Formation

Values Formation revolves around DBP’s core philosophies on continuing excellence, good governance and environmentalism. The DEEP Philosophy teaches lessons in gratitude and the adoption of the pay forward principle. The DEEP takes the lead in uplifting levels of behavior, raise the standard of values and principles, promote a culture of excellence, live a legacy of good citizenship and good governance practices.

Future Directions

Mostly eyeing overseas employment, DEEP beneficiaries are taught to harness their skills and experiences not only for themselves and their families but also for the country’s benefit. They are trained to bring in fresh insights that contribute to better productivity. Families participate in Values Formation as a mitigation measure for the social costs of migration. Participants are guided on the basic principles of keeping the family together while their breadwinner toils for survival. Technical advisory are made available on the management of hard earned resources thru the offering of DBP’s deposit products, investment services and remittance facilities.

Maritime and technical/vocational courses have provided excellent models for a continuing DEEP implementation presenting the best possible option for the greatest development impact. To match the precise needs of the job market and to help the most number of unemployed, DEEP resources are channeled into developing competencies and skills for the much needed employment. As a mechanism for giving underprivileged Filipino youths the opportunity to improve their lives and make a contribution to nation building, the DEEP undertakes to break the vicious cycle of poverty among our marginalized countrymen.

PWCS has been working with shipping companies to improve loading rates at both CCT and KCT Terminals. Feedback is provided to the companies on good performance and also when improvement is required. This work has seen a continual and steady improvement in the loading performance of vessels at PWCS.

On 9 November 2010 the MV Shiramizu loaded 88,627 tonnes at a Gross Load Rate of 6,942 tonnes per hour. This is the fastest ever rate at PWCS. On new year’s day 2011, Kooragang Terminal Manager, Wayne Carman presented a recognition plaque to the MV Shiramizu’s Master, Captain Macario B Arias.

Also present at the presentation were the vessel’s Chief Officer, Boyd Manning KCT Shift Supervisor, Daniel Bower KCT VBLO, Aaron Hodgson KCT Operator and Andrew Maher Live Run Coordinator.

MV Shiramizu is operated by the Hachiuma Steamship Co Ltd.

Wayne congratulated Captain Arias on this great achievement. Captain Arias thanked PWCS for this recognition and stated that he would strive to continue to load efficiently.

POEA Administrator Carlos S. Cao, Jr. said the validation of OFW documents at the airports is necessary to ensure that only workers who are properly documented or have passed through the legal processes are allowed to leave the country. With the validation system in place, POEA is able to check on workers who are carrying tampered or fake travel documents secured through illegal means, Cao added.

Through electronic connectivity, validation of the exit clearance (overseas employment certificate (OEC) or e-receipts) of OFWs can be done in less than a minute. More validation machines will be put in place for a speedier service to the average of 3,500 OFWs who leave the airports daily.

Administrator Cao also emphasized that the exit clearance which has been validated at the NAIA terminal shall be valid only up to the date of the confirmed flight. Re-validation shall be allowed only for a flight that has been cancelled or
re-scheduled for valid reasons.

POEA will put up special lanes for OFWs deployed by recruitment agencies which are recipients of performance awards, Cao added.

ICS - whose Executive Committee comprising representatives of national shipowners’ associations from over 30 countries met in London last week - has decided to clarify its stance on the use of private armed security guards to defend merchant ships against attacks by Somali pirates. ICS members have also identified a vital need for the military to disable the hijacked ‘motherships’ which the pirates are now using to launch attacks throughout much of the Indian Ocean.

ICS Chairman, Spyros M Polemis, explained:

“ICS has had to acknowledge that the decision to engage armed guards, whether military or private, is a decision to be made by the ship operator after due consideration of all of the risks, and subject to the approval of the vessel’s flag state and insurers. The consensus view amongst shipping industry associations remains that, in normal circumstances, private armed guards are not recommended, and are a clear second best to military personnel. However, in view of the current crisis in the Indian Ocean - with over 700 seafarers held hostage and, most recently, a seafarer being executed – ship operators must be able to retain all possible options available to deter attacks and defend their crews against piracy. Many shipping companies have concluded that arming ships is a necessary alternative to avoiding the Indian Ocean completely, which would have a hugely damaging impact on the movement of world trade."

Mr Polemis added:

“The eradication of piracy is the responsibility of governments. Frustratingly, politicians in those nations with the largest military navies in the region show little willingness to increase resources to the extent that would be necessary to have a decisive impact on the problem of piracy. Western governments, at least, appear to give the impression that this otherwise unacceptable situation can somehow be tolerated. Sadly, until we can persuade governments otherwise, the use of armed guards by ships is very likely to continue increasing.”

ICS advises that the shipping industry will meanwhile be looking at all possible options, including alternative routes, which could have a very dramatic effect on transport costs and delivery times. Piracy is already estimated to cost the global economy between US $7-12 billion per year. If increasing numbers of ships decide to divert around the Cape of Good Hope, this will almost certainly have a major impact on inventories and costs throughout the whole supply chain and, most particularly, on the cost of oil. It could also greatly damage the economies of Africa and the Middle East at this very politically delicate time.

_______________

Source:

International Chamber of Shipping Press Release: 15 February 2011

Department of Labor and Employment (DOLE) Secretary Rosalinda Dimapilis-Baldoz yesterday strongly condemned the killing of a Filipino seafarer in the hands of Somali pirates as a "senseless disregard for human life", and said the Department has discussed with its tripartite partners a plan of action containing measures on how to better safeguard and protect Filipino seafarers on board international vessels traversing the pirates-infested waters of the Gulf of Aden and the Arabian Sea.

"We express outrage over this senseless disregard for human life and we condemn in the strongest possible terms the atrocity of the Somali pirates," she said. "We are also saddened by this tragic incident, and deeply condole with the family and relatives of the deceased Filipino seaman.

Earlier, I have instructed Administrator Carmelita Dimzon of the Overseas Workers and Welfare Administration (OWWA) to extend all possible assistance and monetary benefits to his family, and she has reported that the OWWA had already acted accordingly," she added. Baldoz issued the statement after the DOLE received reports that Somali pirates had shot and killed a Filipino seafarer last 26 January 2010 onboard the MV Beluga Nomination, a general cargo ship hijacked by Somali pirates off the coast of Seychelles on 22 January 2011.

A preliminary report of the MV Beluga Nomination's local manning agency, Marlow Navigation Philippines, Inc., said that Farolito Vallega, 48, and a bosun at the vessel, was shot and killed by pirates apparently in a "fit of anger" after an element of the Combined Maritime Forces, the international anti-piracy contingent patrolling the waters of the Gulf of Aden, attempted to free the MV Beluga Nomination and rescue its crew.

The vessel has a 12-member crew, seven of them Filipinos. Of the seven, one seafarer, Ferdinand Aquino, 46, a cook, has escaped after he jumped overboard and was rescued; while another seaman, Elviro Salazar, 26, a wiper, was reported missing. Four remain captives of the the pirates. Marlow Navigation Philippines, Inc. had reported to the DOLE that its principal continues to negotiate for the release of the hostages and to undertake search and retrieval operation for the missing Salazar and the body of Vallega.

It also said that it is working on the provision of the death benefits of Vallega and the continued allotment of the wages for the rest of the Filipino seamen. "I have also directed the OWWA to provide the necessary package of assistance to Mr. Aquino and his family, as well as to the family of Mr. Salazar," said Baldoz. She explained that the DOLE and its tripartite partners in the private sector are closely working together to ensure that Filipino seafarers are better protected against sea pirates and are calling for firmer, decisive international action against sea piracy.

Secretary Baldoz last Saturday, together with top officials of the DOLE, OWWA, Philippine Overseas Employment Administration (POEA), and Maritime Training Council (MTC), met with officials and representatives of the Joint Manning Group (JMG) and the Associated Marine Officers' and Seamen's Union of the Philippines (AMOSUP-PTGWO-ITF) to review and assess current anti-piracy procedures and measures and in order to come up with updated action plan on how to provide better protection to Filipino seafarers.

Baldoz reported that the DOLE, JMG, and the AMOSUP-PTGWO-ITF had agreed to undertake the following:

1. Strengthen reporting systems between the DOLE and the manning industry on incidents of piracy;

2. Update the mandatory anti-piracy preparedness training program for all seafarers being prepared by the MTC and the National Maritime Polytechnic (NMP), particularly on the aspect of Best Management Practices (BMP);

3. Recommend to the Department of Foreign Affairs (DFA) on the implementation of the Memorandum of Cooperation on the anti-maritime piracy program with the United States that would greatly enhance education and training capability in this particular area;

4. Encourage the JMG and other industry stakeholders to intensify promotion of BMP to deter piracy off the coast of Somalia and in the Arabian Sea Area pursuant to the International Maritime Organization (IMO) Circular; and

5. Recommend to the DFA to strongly urge the United Nations to review the existing mandate of the multinational forces in the Indian Ocean and empower such forces to take a more proactive role to combat piracy, and to encourage governments, whose flag the pirated ships are flying, to prosecute pirates if and when apprehended by the naval forces.

The JMG, composed of five national maritime organizations and the AMOSUP-PTGWO-ITF, are two of the DOLE's dialogue partners in the maritime sector.

In a circular issued to all P&I Clubs by Mario Brothers, Ltd. it was stated that “Recife Immigration Authorities received formal instructions from the Federal Police headquarters in Brasilia this afternoon (21 January 2011) to SUSPEND all the deeds of infringements against crewmembers with seaman’s books issued in countries not signatory of ILO 108and 185.

In December 2010, Brazilian authorities in the ports of Suape and Recife started imposing immigration fines and restrictions on seafarers from cuntries which are not signatories to ILO C108 or C185. These seafarers were prohibited from disembarking from their ships and entering Brazilian ports and immigration fines were leied from ship owners supplying these foreign seafarers. The fines amounted to BRL 827,000 or about USD 500.00 for every non‐complying crewmember.

According to Mario Brothers Ltd., P&I Clubs of Brazil together with local port agents negotiated with Brazil’s Chief of Immigration to resolve the issue which has reated political reactions for countries affected.

The Philippines has not ratified C108 or C185 thus exposing foreign ship owners and their Filipino crew members to sanctions. The JMG has made strong representations with the different Philippine government agencies, particularly the Maritime Industry Authority, the Department of Labor and Employment and the Department of Foreign Affairs, in order to help resolve the problem and move towards the early ratification of C185 by the Philippine Senate. C185 is the current convention of the ILO which remains to be ratified by the Philippine Senate.

Mr. David Cockroft, General Secretary of the ITF, supported by shipping industry representatives, has presented a petition signed by 930,406 people to Secretary-General Mitropoulos, calling for Governments to do everything possible to protect the thousands of seafarers and the hundreds of ships at risk of attack by pirates by:

dedicating significant resources and concerted efforts to find real solutions to the growing piracy problem;

taking immediate steps to secure the release and safe return of kidnapped seafarers to their families;

working within the international community to secure a stable and peaceful future for Somalia and its people.

Mr. Mitropoulos said, “IMO shares the deep concern of seafarers, industry and the broader community with regard to piracy and I know I can speak for the Organization’s entire membership and its partners in stating that it is our strong collective wish to see it eradicated”.

Mr. Mitropoulos added that the petition would significantly support the objectives identified by IMO with regard to the World Maritime Day theme for 2011, which will be “Piracy: orchestrating the response”.

Island Overseas Transport Corporation supported the said petition as one of the signatories.

These seafarers must know how to carry out risk assessment, understand piracy threats and current patterns, physically prepare the vessel for a pirate attack, know what to do during transit in a high risk zone, and what actions to take when encountering pirates. (See POEA Memorandum Circular 11-09 mandating piracy training to all seafarers)

Undersecretary Conejos in updating the Group on the results of the government meeting assured the JMG leadership that the government will not ban the deployment of seafarers. He emphasized that manning companies must intensify piracy training and awareness to all seafarers prior to deployment.

The Philippine government stressed the importance of arrangements which manning agents must make with their shipping principals to ensure that merchant marine vessels travel only along the maritime security patrol area, or safety corridor, along the Gulf of Aden. This is the only way they can maximize assistance extended by the multinational coalition naval task force patrolling the are.

Filipino seafarers man close to 30% of the world's merchant fleet. The Gulf of Aden is an important navigational area for international vessels transiting from Asia to Europe. It is the most direct route between these two points passing through the Suez Canal. The alternative route for vessels would be the Cape of Good Hope which would add at least 14 days of steaming time making it much more expensive to transport goods.
The annual event has been a tradition of IOTC as a way of showing its gratitude to the families of its seafarers and has become bigger and grander in scale. The family day in honor of the seafarer’s families is just one of the ways the company manifests living up to its corporate slogan of “Beyond Seafaring”. IOTC looks forward to holding this event next year.

Surviving Life at Sea » A SPORTS DAY ONBOARD

The crew of MV Shin Sapporo Maru

It was a sunny and lovely day during our sports day held onboard. Dated Nov. 21, 2010 (Sunday), ship’s underway to Tomakomai, Japan in position east of Marianas Island “North Pacific Ocean” 0800-1800H. The event composed of the following event:

Deck Billiard

Can Fishing

Ring Throwing

Basketball Shooting

We group 7 teams with 3 members in each team and every team was so excited and eager to win and be named as champion and win the prize. The most anticipating and most teams prepared was the Deck Billiard because it quite difficult that needs strategic planning and yes of course it is really fun to play. It is not the billiard game we know that we commonly play. It is quite different about its rules, the equipment and billiard table.

The BALLS we used is made of wooden pucks with 9.7cm in diameter, 2.3cm thick and weighing 120g which each ball numbered 1-4 colour red and white.

The STICKS is made of wood with 150cm long and topside diameter was 2.1cm with the grip of the middle measured 2.9cm. The bottom is flat concave socket for balls with 11cm wide and looks like a paddle.

Deck billiard court

The TABLE was ship’s deck flat form with holes painted and numbered 1-7 and located 6-7m away from each holes except for no.1 and Home. The ring of each hole measured 0.12m in diameter which balls will exactly fit on it that’s the reason why it was really a difficult game, but the theory of the game is likely same as billiard you hit the ball to shoot to the hole and score.

As the game goes on everybody was on their peak of excitement most specially those fighting for champion. You can really saw from their faces the seriousness of the game, the laughter in every missed shot and the smile that forget once for a while about the hard work onboard. It was really the time for us to enjoy and relax that refreshes our all mind. For every game one will named as champion Team no. 3 get their spot but the essence of the game was sportsmanship and the teamwork.

After all games finished and prizes was given to the winners next was the most awaited one the “Yakiniku Party” a Japanese term which means Barbeque Party all was really starving due to the game we played and for every cooked pork barbeque everyone was shouting “wow sarap naman ” and as well enjoying it then eating commence everyone was so quite due to all was so hungry and after as we all know in every occasion there always be an ending but it was really a happy, enjoyable and unforgettable day that we experienced in every both of us that in our every chapter of our book of life there’s a page written on this particular day.

We were thankful to our Japanese Capt., C/Office and C/Engineer for the event happened and all the Filipino officers, Engineers and crew of MV SHIN SAPPORO MARU “MABUHAY”

THANK YOU IOTC!!!
