The IFUGAO STATE UNIVERSITY (IFSU) BOARD OF REGENTS currently has two (2) vacancies to complete its roster of members as follows:

· One (1) Private Sector Representative for District I, Ifugao

· One (1) Private Sector Representative for District II, Ifugao

The following are the required minimum qualifications and documentary requirements:

A. Nominees must possess the following minimum qualifications:

1. Must be a Filipino citizen and a prominent resident of Ifugao[1];

2. Must be at least forty (40) years old;

3. Must be a person of unquestioned integrity and probity and must not have been convicted of any administrative offense or crime;

4. Must be distinguished in his/her profession(s) or field(s) or chosen specialization;

5. Must be from the industry, business, or profession related to the mandate of IFSU;

6. Must have at least five (5) years proven experience in private corporate governance;

7. Must have solid contribution to the community in particular, and to the country in general;

8. Must not be connected with IFSU in any manner for two years prior to the nomination;

9. Must have an extensive record of employment, business, expertise, and connection with the private sector. If the nominee previously worked in any capacity with a government entity or was a consultant in any government undertaking or whatever nature, the proportion of the time the nominee served in government should not exceed one-fourth of the entire time served in the private sector;

10. Must not in any way be presently employed or appointed to any position in any government agency or entity (national, local, or government-owned or controlled corporation), be it on a full-time or part-time basis, at the time of nomination; and

11. Must explicitly manifest availability of time and commitment to the service of IFSU.

B. Documentary requirements for nominees: Nominators/Nominees for the position of PSR should provide all pertinent details, as follows:

1. Duly accomplished and notarized nomination form;

2. Supporting documents:

· Curriculum Vitae of nominee with duly certified documents in support of data specified therein (e.g., academic records; past and current employment/service records; awards received, SEC Registration of companies owned by nominee; etc.)

· Certification that nominee is not connected with IFSU;

· Certification that nominee is not currently employed in any government agency/office;

· Original NBI clearance; and

3. Nominee’s Conforme—Nominees should indicate their acceptance of the nomination by signing their conforme on the designated portion of the notarized nomination form.

Deadline for submission of documents is extended on April 19, 2016 at 5 o’clock in the afternoon.

2. A member of the Board of Regents of IFSU representing the Private Sector shall have a term of two (2) years.

3. Some of the privileges of being a member of the Board are: a) To join the highest policy-making body of Ifugao State University; b) To share bright ideas contributing to IFSU’s development; and c) To receive an honorarium every Board meeting.

Nayon Elem Schl Band at the 2015 Prov'l. Meet

School athletes in the province of Ifugao showcased their talents during the just concluded 2015 Ifugao Provincial Athletic Meet held at Lamut, Ifugao on November 16-20, 2015. For the elementary level results as shown in the table below, athletes in the municipality of Alfonso Lista garnered first place after getting the most number of medals followed by Kiangan and Lamut came in third place overall. For the secondary level, the Ifugao Private Schools Athletic Association (IPSAA) is declared champion followed by Lamut and Alfonso Lista as second and third place respectively.

2 die, 3 hurt in Ifugao vehicular accident

LAMUT, Ifugao – Two government employees died while three others were injured after the driver lost control of their speeding pickup along the national road at sitio Santa Fe, barangay Hapid here around 7:30 pm Wednesday.

Superintendent Cherry Fajardo, public information officer of the Police Regional Office (PRO) in the Cordillera, identified the fatalities as Roselyn Malingan, 28, married, teacher at Ifugao State University (IFSU), Nayon, Lamut, Ifugao; Wrechelle Hoggang Valenciano, 33, married, secretary of the Mayor’s Office, Lamut, Ifugao.

On the other hand, she identified the 2 wounded passengers as Lalaine Canlas Malingan, 24, single, RHU Lamut employee, sustained head and leg injuries and was brought to PLT Hospital, Bascaran, Solano, Nueva, Vizcaya; Willaine Dango Tayaban, 24, single, IFSU employee, was brought to Dela Cruz Medical Clinic, Poblacion West, Lamut, Ifugao for abrasions; Pelita Talaro Dango, 55, married, and a resident of the Lamut, Ifugao was unhurt.

Initial investigation disclosed that said driver who was named as Esteban Bulahao Bagiw, 45, married, Oceana Gold Corp. employee, and a resident of Hapid, Lamut, Ifugao came from Solano, Nueva Vizcaya heading towards Hapid, Lamut, Ifugao when he came across and fetched five passengers who were waiting for a ride to Hapid at the HAPTODA terminal located in Poblacion East, Lamut, Ifugao. Upon reaching the place of incident the driver lost control of the vehicle then hit an elevated portion of the road causing the vehicle to turn upside down.

Responding police operatives rushed the injured passengers to the different hospitals but two of them died due to serious head injuries caused by the incident.

The driver who was unhurt is now under the custody of Lamut MPS. The case is still under investigation. He stands to face charges of reckless imprudence resulting to double homicide, multiple serious physical injuries and damage to property before the Ifugao provincial prosecutor’s office.

Ifugao Rice Terraces only 300-400 years old – experts

The famed Ifugao Rice Terraces are not 2,000 years old. They are some 300 to 400 years old. This was revealed last week by Sen. Loren Legarda, Chairwoman of the Senate environment and natural resources committee, in a speech at the Science-Policy Forum on the Sustainability of the Rice Terraces Systems (Hani and Ifugao): Building-Learning Alliance at Hotel Jen in Manila.

Legarda said the long-held view of the Ifugao Rice Terraces as being 2,000 years old was shattered by the Ifugao Archeological group led by Dr. Stephen Acabado and Dr. John Peterson based on their comprehensive research. “Whichever is the fact, it does not change the urgency of the conservation, protection and development of the Ifugao Rice Terraces,” she said and then congratulated the Ifugao State University and the United Nations University Institute for the Advanced Study of Sustainability for their efforts in bringing great minds to one room to discuss a pressing and complex issue — the survival of the Philippine rice terrace systems.

“Our rice terraces are not commodities. The real value of these terraces is measured by the lives and history it nurtures, enriched by people who call it their home,” Legarda said. The people of Ifugao consider water management, agriculture, ecological knowledge and rituals entwined.

“But as assimilation of the people of Ifugao, especially the younger generation, in Philippine society continues to transform them, the meaning of these powerful rituals associated with taking care of the terraces diminishes,” she said.

“The challenge now is how we can accept this irreversible shift while still finding ways to continue the tradition and rituals associated with cultivating rice in these terraces season after season,” she added.

IFSU ranks 6th place in Philippine Universities Ranking 2015

The FindUniversity.ph Philippine Universities Ranking is based on the aggregated passing rates of each school in all board exams that their graduates participated in. It is the first Philippine Universities Ranking that is based on relevant, up-to-date and measurable data.

There are over 60 different board exams conducted by the PRC, and we aggregated the results from those board exams, ranked each school in each board exam, and then aggregated the rankings for each school, to come up with a Weighted Board Exams Ranking for each school. Note that the ranking displayed here contains schools that were ranked in at least 5 board exams.

Methodology

We aggregated the board exam passing rates of each school in each board exam, in the past 4 exams. Only first timers were counted (we did not count people who took the exam the 2nd or 3rd time).
We ranked each school in each exam, based on it's aggregated passing rates.
For example: a school with an aggregated passing rate of 73% for the Mechanical Engineer Licensure Exam, will be ranked higher than a school with 68% passing rate for the same exam.
Schools that had a total of less than 10 examinees (first timers) for a particular board exam during the past 4 exams, were not ranked for that specific exam.
We calculated the weighted position of each school in each board exam.
For example: a school that is ranked first in the Mechanical Engineering Licensure Exam, get's a score of 100 for this particular exam. A school that ranks in the 10th percentile will get a score of 90 for that board exam, and so forth.
Finally, we calculated the average weighted position of each school in all board exams that school was ranked in.
We ranked different campuses of the same university separately, since they differ in location, facilities, faculty and programs offered. We believe that (for example) ranking UP Diliman and UP Cebu as one entity is not accurate.
The official ranking presented here contains schools that were ranked in at least 5 board exams.

Canadian family donates Ifugao nipa hut replica to PH consulate

MANILA – A Canadian family has donated to the Philippine Consulate General in Vancouver a replica of an Ifugao nipa

hut they bought as souvenir six years ago from the Banaue Rice Terraces.

James and Marnie Stewart said their visit to the Philippines composed of trips to Donsol, Sorsogon, Puerto Princesa, El NIdo, and then up north to the Banaue Rice Terraces.

With the help of a local guide, the couple embarked on a week-long trek to the rice terraces, passing through Ifugao villages.

In returning to Canada, they carried with them a replica of the Ifugao nipa hut and a native bag hand-woven from the fabric of a tree bark.

According to the Stewarts, they will always treasure the happy memories of their brief vacation in the Philippines, which they consider as the “land of the friendliest people in the world”.

Vice Consul Rogelio Villanueva Jr. thanked the Stewart family for their donation and assured them that the nipa hut has found a good place in the Consulate General where it will become part of its Filipiniana collection.

The nipa hut or bahay kubo has been known as the traditional house of indigenous Filipinos before the Spanish occupation. It has also helped portray the Filipino spirit of “bayanihan”.

Ifugao State University to open new campus in 2015

AGUINALDO, Ifugao Dec. 11 (PIA) - - With the aim of delivering quality education at the doorsteps of the public, the Ifugao State University is set to open a new campus in this municipality next year.

IFSU President Dr. Serafin L. Ngohayon announced in a stakeholders meeting that 2015 is the most opportune time to open Aguinaldo Campus given the active support of the local government unit (LGU), provincial government and national leadership.

“I want to fulfill the pledge we made to the people of Aguinaldo of opening an IFSU campus in the municipality,” he added.

The plan of opening an IFSU- Aguinaldo campus is supported by local officials of the province.

District 2 Board Members James Frederick Dulnuan, Nolie Maguiwe and Federico Jugiad committed to help in establishing the said campus.

Dulnuan pledged to allocate a portion of his fund while Maguiwe vowed to source out fund and try to re-align some of his projects for IFSU Aguinaldo Campus. Jugiad also pledged to give scholarship slots to students who would enroll in Aguinaldo Campus.

The barangay captains of the municipality and other stakeholders promised to support the endeavor of the university.

The IFSU which has its main campus at Nayon, Lamut, has three other campuses in Lagawe, Potia(Alfonso Lista) and Tinoc.

Meanwhile, three campuses of IFSU surpassed the national passing rate (NPR) of two licensure examinations conducted by the Professional Regulation Commission recently.

IFSU campuses in Alfonso Lista (90%) and Lamut (78.95%) towns got a combined general average of 84.47% in the November 2014 Midwife Board Examination surpassing the NPR of 50.61% .

In the August 2014 Licensure Examination for Teachers (LET), Lagawe campus got a 72.41% passing rate, IFSU Main Campus - 58% and Potia Campus with 85%. LET-elementary NPR is 35.74%

For LET-secondary, NPR is 34.41%. It is surpassed by Lagawe Campus with 47.62%, IFSU Main Campus - 58.11%, and Potia Campus - 62.50%. (JDP/ MBL- PIA CAR, Ifugao with report from IFSU)

CHARMP worker perished,3 others injured in landslide in Ifugao town

HUNGDUAN, Ifugao, Dec. 11 (PIA)- - A worker of the Cordillera Highland Agricultural Resources Management Program (CHARMP) perished while three others were injured when they were hit by a landslide as they were hiking along a horse trail from Barangay Lubo-ong this municipality last December 3.

Report from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) identified the fatality as Elizabeth Bulayo, 40, of Namulditan, Hingyon, Ifugao. The injured are Jonalyn Cabbigat, 29 , of Cababuyan, Hingyon; Irinea Laurel, and Jocelyn Bahatan, both of Hungduan.

The four(2 from CHARMP, one from Department of Education and one from the Hungduan Municipal Agriculture Office) were on their way back to Poblacion, Hungduan from Barangay Lubo-ong after monitoring and inspecting some CHARMP projects in the area when a landslide suddenly occurred and hit them at 6:30 PM of Dec. 3.

The survivors notified the MDRRMO and the local government unit who immediately responded together with members of the Municipal Police Station, the Barangay Disaster Council of Lubo-ong, barangay health workers and staff from the Municipal Health Office.( DBC- PIA CAR, Ifugao)

IFUGAO grapplers lived up to expectations as they scored top honors in the wrestling event of the recently held 2014 Batang Pinoy Luzon Games in Naga City.

The Cordillera based athletes took the competition by storm as they put in tow four gold, three silver, and one bronze at the close of the national sports competition backed by the Philippine Olympic Committee and Philippine Sports Commission.

Arselyn Battatong (44kgs), Lovelyn Bandao (48kgs), Clarizza Mae Hagitan (56kgs) powered the Ifugao team after sweeping all gold medals in the secondary girls division.

In the elementary division, Maricca Hagitan copped the top spot in the girl’s 40-kilogram bulingit category while teammate Dan Gayuchan bagged a bronze medal from the bulingit boy’s 35-kilogram contest.Bless Napiloy (52kgs) and Annie Gumadol (48kgs) settled with a modest second honors finishes.

Ifugao wrestling coach Marilyn Buyucan-Bunolna told Sun.Star Baguio she is proud and happy with the outcome of the national sports contest.

“We are happy to be among the best team to finish this year, out of the eight competitors we brought, five of them are personally training with the Hungduan wrestlers,” Bunolna said.

Ifugao improved their medal count from last year after surprising competitors coming from the various cities and provinces of Luzon bagging three gold and three silver medals at the close of the Luzon games held in Iba, Zambales.

“This is just among the first challenges that we have, we still have to be fully prepared come the national finals on December,” Bunolna said.

“All of our medallists will qualify for the national final that is why we have to improve our training and preparations,” Bunolna added.

The 2014 Batang Pinoy National Finals will see action on December 9-13 in Bacolod City.

Recently, Ifugao has been lifting its status in the wrestling sport community directing to new heights and making its presence felt in various national competitions.

Ifugao grapplers all set for BP-Luzon

IFUGAO grapplers are keen on staging another dominant performance as they set higher goals for the upcoming 2014 Batang Pinoy-Luzon Leg slated November 11-15 at the Metro Naga Sports Complex in Naga City.

With just weeks of preparations left before the national sports contest, Hungduan based wrestlers gear up as they chase for a glorious outing in the grassroots sports competition backed by the Philippine Olympic Committee and Philippine Sports Commission.

Hungduan wrestling team coach and manager Marilyn Buyucan told Sun.Star Baguio the Hungduan Wrestling Team is all set for the Luzon qualifying leg of Batang Pinoy this year.

“We are setting to keep the children focused, we want to highlight the competition with a lot of successful performances the same as we did last year,” Buyucan said.

According to Buyucan they aim to improve last year’s finish as much as the national contest expects more competitive young athletes from the province.

“With last year’s performance I guess it will be just and right to set our goal in improving our finish this time around,” Buyucan said.
In 2013, Ifugao surprised competitors coming from the various cities and provinces of Luzon after bagging three gold and three silver medals at the close of the same competition.

She said as early as September the Ifugao province has already started to train and draw possible prospects which will be sent as entries to Batang Pinoy.

“We hope to draw more medals para na rin mas maraming makarating sa national finals next year,” Buyucan said.

Ifugao wrestlers, who qualified for the Batang Pinoy National Finals held January this year, took home three gold medals courtesy of Dan Gayuchan (32kg), Lovelyn Bandao (44kg), and Bless Napiloy (48gk), including one bronze coming from Jovi Angayon (40kg).

Recently, Ifugao has been lifting its status in the wrestling sport community directing to new heights and making its presence felt in various national competitions.

Earlier this year, the Philippine Olympic Committee-Philippine Sports Commission announced the inclusion of wrestling as a regular sport in national competitions including Batang Pinoy, Palarong Pambansa, Philippine National Games, Women Martial Arts Festival and other nationally sanctioned tournaments.

Apart from wrestling, Ifugao is also developing young athletes to compete in the weightlifting competitions.

6 killed, 3 wounded in Ifugao clash

CAMP MELCHOR F. DELA CRUZ, Gamu, Isabela – Four New People’s Army (NPA) rebels and two soldiers were killed while three other Army troopers, including a junior officer, were wounded in a gun battle at Sitio Landing, Barangay Camandag in Asipulo, Ifugao province, Tuesday morning.

Captain Jefferson Somera, the civil military officer of the Army’s 54th Infantry Batallion, identified one of the four dead rebels as Joel Botingwon, a member of the NPA operating in Ifugao and resident of Sitio Hikot, Barangay Camandag.

Somera identified the killed soldiers as Private First Class (Pfc.) James C. En-ale of Tadian, Mountain Province, and Pfc. Mark Anthony Padtu of Paniqui, Tarlac.

Wounded were First Lieutenant Roland M. Carinan, Pfcs. John Ryl Discaya and Raphy Anongos, all members of the Army’s 54th Infantry Battalion.

Somera said two squads of troopers from the 54th ID were helping in the construction of the road going to Barangay Camandag at about 7:30 a.m. Tuesday when they encountered at least 25 heavily armed NPA rebels led by one Kumander Gibeys Busal alias Ka Sayap.

“These NPA remnants are reportedly opposing the construction of the road in the area,” Somera said.

The exchange of gunfire lasted for almost an hour. The rebels later scampered in different directions, dragging their four dead comrades.

“One of the four killed NPA rebels was recovered and positively identified during the clearing operation,” Somera said.

The soldiers also recovered 38 backpacks containing personal belongings, medical paraphernalia, medicines and volumnous subversive documents of the NPA.

He said that hot pursuit operation against the fleeing NPA rebels was ongoing as of yesterday.

Lieutenant Coloner Eddie Pilapil, commander of the 54th IB, extended his sympathies to bereaved families of the fallen soldiers.

“We extend our deepest sympathies to the families and friends of our brothers. They died protecting the Filipino people and in pursuit of peace and development,” Pilapil said.

Ifugao officials sued over P3M fertilizer fund scam

MANILA - The Office of the Ombudsman has found probable cause to file criminal charges against officials of the municipality of Hingyon, Ifugao for the irregular procurement of P3.25 million worth of fertilizers in 2004.

Former Mayor Alex Kindipan, Municipal Teasurer Henry Gano, and Municipal Accountant Maria Nilda Deloy were charged for violations of the Anti-Graft and Corrupt Practices Act as well as the Government Procurement Reform Act.

Also charged were Dolly Villaflor and Lucia Diola of Bry Cin Enterprises, and Suzette Recto of Jozeth Trading.

In a 22-page Resolution, the Ombudsman said the local government of Hingyon received P3.25 million for the purchase of farm inputs and farm implements under the Ginintuang Masaganang Ani (GMA) Program.

A total of 2,166 bottles of Keppelson Super Fast Foliar Plant Food fertilizer, which cost P1,500 each, were bought from Bry Cin Enterprises on May 14, 2004 through an undated and unnumbered Purchase Request signed by Kindipan and Gano.

According to the Ombudsman, the Commission on Audit (COA) discovered that no public bidding was conducted for the project, and the procurement was made with reference to specific brand names.

The COA also noted that the laboratory test of the sample taken showed that the contents were lacking.

The purchase was overpriced by P1,350 per bottle, and there was under delivery of 2,070 bottles, it added.

The COA issued a Notice of Disallowance on January 11, 2006.

Ombudsman Conchita Carpio Morales said the respondents "were fully aware of the glaring red flags in the subject procurement, but they still actively participated from the preparation of the undated [purchase request]...up to the delivery of the goods/fertilizers."

"As head of the procuring entity, respondent Kindipan had the obligation to ensure that the transaction he was entering into was fair, reasonable and advantageous to the government," the Ombudsman resolution said.

"By so acting, either he purposely closed his eyes to the irregularities or, at the least, failed to observe utmost diligence," it added.

Meanwhile, the complaint against Agricultural Technician Frederick Caclini was dismissed due to lack of probable cause.
