Uttar Pradesh government today decided to revise the pay scale of staff of all state-owned enterprises and corporations and to provide other benfits as per the recommendations of the Sixth Pay Commission with effect from January 1, 2006. The decision will benefit about 98,000 employees and officers of public sector enterprises and corporations except energy sector undertakings, a government spokesman said here. It will entail an additional burden of Rs 305 crore annually which will be borne by the enterprises and corporations. However, the benefits of revised pay scale and other benefits will be subject to the economic capability of corporations and certain conditions, he said. “No government assistance will be provided,” the spokesman said. The government also decided to relax rules regarding payment of dearness allowance to the staff of enterprises and corporations and merge 50 per cent of the DA with the salary.

As the country marked the Teachers’ Day on Saturday, faculty members of prestigious IITs went on a hunger strike and teachers in Lucknow and Ranchi hit the streets demanding better wages suffering police lathicharge in the capital of Uttar Pradesh. The teachers of the IITs took part in a nationwide relay fast this morning demanding better salaries and allowances as part of the nationwide stir by them. Nearly 4,000 faculty members of the IITs also threatened to go on an indefinite strike to press their demands. A final decision on this would be taken when mmbers of the IIT Faculty Federation meet in Delhi tomorrow, Dr Devang Khakhar, Director, IIT-Bombay, told PTI. Ten days ago, the faculty of the elite technology institutes had taken mass casual leave and attended classes wearing black badges in protest.

Police charged with batons to break up a protest demonstration by part-time teachers in Lucknow, leaving six protestors injured. The shiksha mitras (partime teachers) were holding a protest demonstration in support of their demand for hiking honorarium and regularisation. Police said the it used mild force to disperse the protestors who had assembled on the busy Vidhan Sabha marg, obstructed vehicular traffic and pelted stones damaging a bus. In Ranchi, hundreds of teachers staged a demonstration in support of their charter of demands, including implementation of Sixth Pay Commission.

Teachers of government-run universities and colleges in Madhya Pradesh went on an indefinite strike from today demanding implementation of the Sixth Pay Commission recommendations, a report from Bhopal said. “We want the state government to immediately implement the pay panel’s recommendations and hike salaries and perks,” Madhya Pradesh University Teachers Federation secretary Dr Rajeev Dubey told PTI.”We staged protests across Madhya Pradesh and observed Teachers’ day as black day,” he said.

State government doctors have gone on a strike from Tuesday demanding that they should be paid as per the Sixth Pay Commission and should get allowances similar to the central government doctors.

“A total of 150 doctors in the city and 450 doctors in the district are participating in this indefinite strike, which will continue till our demands are met,” said Kalyan Deshpande, president of the Federation of Health Officer (doctors), Pune division committee. “A meeting of the federation was held at a Aundh hospital on Tuesday, where we took the decision to stop work.”

He said the strike would affect services in primary healthcare centres in the districts, district hospitals and state-run mental hospitals. But they would continue to provide emergency services for the next two days.

According to a press release issued, the doctors have demands other than the pay hike, including implementation of the Dynamic Assured Career Progressive Scheme (DACPS) and the Non-Practising Allowance (NPA).

“We are expecting that the government will take a decision on this issue in the upcoming cabinet meeting in Nashik. If our demands are not met, the agitation will be intensified,” Atmaram Shejul, divisional deputy secretary of the federation said.

Strikes are rare in Pune city, but on Tuesday, it had a surfeit of them with college teachers, power utility staff, doctors and activists of the Republican Party of India staging strikes all at one go.

Over 10,000 state government employees jammed the busy Ambedkar Road in Camp area turning the normally chaotic traffic near the railway station even worse. The strike by the teaching staff in colleges continued for the seventh day on Tuesday and doctors continued to push for Sixth Pay Commission wages. 

Today was also the first day of the strike by the power utility staff.

They called off their strike by the end of the day. The RPI activists hit the city streets against rise in price of essential commodities.

Over 40,000 state government employees in the city are on strike. They have warned of an indefinite strike if 32 of their demands, including revised salary are not met. “Except DA, no allowance in accordance with the Sixth Pay Commission reflects in our pay slips,” said Ravindra Jagtap, president State Government Employees Federation.

The Maharashtra Federation of University and College Teachers’ Organisations (MFUCTO) is planning to intensify their stir.

“We are planning morchas at various places,” said Atul Bagul, president, Pune University Teachers’ Association (PUTA). Around 1500 non-teaching staff from UoP have also threatened to go on strike from August 4. Around 450 government doctors at 96 primary health centers and 24 rural hospitals have been on an indefinite strike for higher pay.

“We are, however, providing emergency services,” said Kalyan Deshpande, chairman, Health Officers’ Federation. The MSEDCL staff strike impacted the routine of citizens the most. “We had a power-cut because of some cable problem from 12 noon. When we called up MSEDCL officials, they said they were on strike. We went without electricity for most part of the day,” said Deepak Sethi of Hadapsar area.

Work in government offices across Jammu and Kashmir was hit as over 4.5 lakh State Government employees went on a two-day strike demanding early implementation of the sixth Pay Commission’s recommendations and enhancement of retirement age from 58 to 60.

The call for the two-day strike was given by Joint consultative committee – an amalgam of various government employees associations – in protest against the alleged failure of the government to implement the recommendations of the pay panel.

Staying away from their offices, the employees also staged peaceful rallies and protest demonstrations at various places including Sher-e-Kashmir Park, Lal chowk, Shaheed Gunj in Srinagar and other district headqarters, official sources said, adding, emergency services were exempted from the purview of the strike.

Employees in most of the departments in different districts of Jammu division did not perform their duties, official sources said.
