<p>If you have any questions about your registration, you should contact the <span style="color: #002b48;"><strong>Grants.gov Helpdesk at 1-800-518-4726</strong> </span>to verify that you are still registered in Grants.gov.  <span style="text-decoration: underline;">After you submit your application through Grants.gov, it is important for you to check the status to ensure your submission was successfully received.</span></p>
<p><strong><span style="color: #002b48;">Agencies using  Grants.gov will not accept applications rejected by Grants.gov system.</span></strong></p>
<p><span style="color: #002b48;"><strong>Registration Requirements:</strong></span> There are several one-time actions you must complete in order to submit an application through Grants.gov.  These actions can vary depending upon whether or are an individual or an organization and can include:</p>
<p><strong><span style="color: #002b48;">1.  Obtaining a Dun and Bradstreet Data Universal Numbering System (DUNS) number</span></strong>; &#8211; <span style="color: #002b48;"><em>(This number registers you with Dun &amp; Bradstreet’s business database as a government contractor or grant recipient, and allows the government to keep track of how much money goes to what company. If your organization does not have a DUNS number, <strong><a title="D&amp;B application - government fundees" href="http://fedgov.dnb.com/webform" target="_blank">you will need to go to the D&amp;B website and request one</a></strong> (may take 1 business day). To get a DUNS number immediately, make a request by phone (1-866-705-5711). You must wait at least 24hr before using your DUNS number to proceed to the next step. <span style="text-decoration: underline;">Expert Tip:</span> To limit unsolicited spam, you can request that your company’s information be excluded from D&amp;B’s marketing lists, which are shared with numerous other organizations.)</em></span></p>
<p><strong><span style="color: #002b48;">2.  Registering with the Central Contract Registry (CCR)</span></strong>;<br />
<em><span style="color: #002b48;">(You must register with this organization to submit grants electronically. In registering with the CCR, you must decide who will be the E-Business Point of Contact (E-Biz POC). To begin, <strong><a title="CCR registration" href="https://www.bpn.gov/ccr/default.aspx" target="_blank">go to this website and click “Create New Registration”</a></strong>. <strong><a title="CCR checklist" href="https://www.bpn.gov/ccr/FAQ.aspx#needed" target="_blank">A checklist</a> </strong>is provided so that you can gather all of your pertinent information to complete the registration<strong>. </strong> It includes things like the company’s bank account and credit card information as well as other <strong><a title="SBA website" href="http://www.sba.gov/" target="_blank">Small Business Administration (SBA)-related information </a></strong>and goods and services codes (e.g.<strong> <a title="NAICS codes" href="http://www.census.gov/eos/www/naics/" target="_blank">NAICS</a></strong>). Registering with the CCR can take up to 5 business days (if you already have an EIN). <strong><a title="E-Biz POC checklist" href="http://grants.gov/assets/E-Biz_POC_Checklist.pdf" target="_blank">Here&#8217;s a checklist for registration with the CCR</a></strong>. You will be notified by email to renew your CCR registration yearly.)</span></em></p>
<p><span style="color: #002b48;"><strong>3.  Registering with the credential provider; and,</strong></span></p>
<p><strong><span style="color: #002b48;">4. </span><span style="color: #002b48;"><span style="color: #002b48;"> </span>Registering with Grants.gov. </span></strong>See <a title="http://www.grants.gov/GetStarted" href="http://www.grants.gov/GetStarted">http://www.grants.gov/GetStarted</a>.</p>
<p><strong><span style="color: #002b48;">Again, use the Grants.gov Organization Registration Checklist at</span></strong> <a title="http://www.grants.gov/assets/OrganizationRegCheck.pdf" href="http://www.grants.gov/assets/OrganizationRegCheck.pdf">http://www.grants.gov/assets/OrganizationRegCheck.pdf</a> to guide you through the process.</p>
<p>Designating an E-Business Point of Contact (EBiz POC) and obtaining a special password called an MPIN (KEEP TRACK OF THIS NUMBER!!!) are important steps in the CCR registration process.  The EBiz-POC will then use the MPIN to assign/approve the AOR on <strong><a title="Grants.gov" href="http://grants.gov/" target="_blank">grants.gov</a></strong>.</p>
<blockquote><p>Applicants, who are not registered with CCR and Grants.gov, should allow at least 21 days to complete these requirements. It is suggested that the process be started as soon as possible!</p></blockquote>
<p><span style="color: #002b48;"><strong>5.  Authorized Organization Representative (AOR)<br />
</strong></span><span style="color: #002b48;"><em>(The AOR will have the authority to actually submit the grant. The E-Biz POC authorizes who will become the AOR. The AOR must <strong><a title="AOR login" href="http://apply07.grants.gov/apply/OrcRegister" target="_blank">create a grants.gov login for the organization</a></strong>. You must then wait at least 1 business day before proceeding to the next step. The E-Biz POC can then <strong><a title="E-biz POC - AOR approval" href="https://apply07.grants.gov/apply/login.faces?userType=ebiz&amp;cleanSession=1" target="_blank">log in to grants.gov and approve them as an AOR</a></strong>. Emails are automatically sent to prompt login approval, enabling timely completion.)</em></span></p>

<p>The DoD SBIR &amp; STTR grant programs have over $1.3B available to fund early stage R&amp;D projects based on the needs of each agency.  DoD is different than all other agencies who have SBIR/STTR grants, and each DoD component is different.  Learn how to tap into this valuable funding mechanism!</p>

<p><strong><span style="color: #002b48;">At this session hear C.J.Reddy, President of <a title="AppliedEM" href="http://www.appliedem.com/" target="_blank">Applied EM</a> in Hampton, VA.</span> </strong>Applied EM is a pioneer in innovative compact antenna designs for commercial and defense applications. In collaboration with universities and industry partners, Applied EM specializes in developing small form factor antennas that reliably per­form in relatively low VHF/UHF frequencies. Applied EM&#8217;s product line includes state of the art compact broadband antennas that cover 100MHz to 18GHz, compact di­rection finding antennas for VHF/UHF bands and compact GPS/Anti-Jam GPS anten­nas. Applied EM also developed novel &#8220;paint-on&#8221; antenna technology for conformal applications. Custom designs are available for OEM production. Applied EM also develops innovative electromagnetic simulation tools using asymptotic computa­tional techniques. Applied EM developed innovative antenna technologies under various DoD SBIR projects (so far ~25 Phase I and ~20 Phase II projects).  Applied EM worked with the Army, Navy and Air Force as well as NASA, and is actively working with primes to transition these technologies to various DoD applications. Applied EM also established a product line to commercialize these technologies.</p>

<p>In January, we summarized the key changes in the SBIR/STTR programs that will occur as a result of the 2011 reauthorization. The agencies and the Small Business Administration (SBA) are diligently working on implementing the requirements and opportunities put forth in the reauthorization. While we are “in process” of this happening, you should expect some glitches along the way.</p>
<p>Case in point: Section 5105 of the Reauthorization states that the SBIR/STTR agencies “shall not include any invitation, pre-screening, or pre-selection process for eligibility…”    which suggests that the agencies have to accept proposals from anyone, and give them an equal and fair chance of getting funded.</p>
<p>But recently one of the agencies announced release of a 2012 SBIR/STTR solicitation/funding opportunity announcement (FOA) in which they “are requiring pre-applications for this FOA. The pre-application contains a project description that is limited to 2000 words and 5 pages. Following the pre-application review, only those who receive a letter encouraging a formal application may submit a formal application.”</p>
<p>So how do we resolve this apparent contradiction between the rules of the reauthorization and the reality of these instructions?  There are a couple of plausible explanations, and some inherent lessons therein:</p>
<p>First, SBA has told the agencies to conduct “business as usual” with their SBIR/STTR programs until it can develop and issue policy and other guidelines for the many provisions and requirements of the reauthorization legislation (a notable exception is the funding set asides: the agencies can immediately increase their SBIR set asides to 2.6% of their extramural R&amp;D budgets, and 0.35% for their STTR programs). As we reported earlier, the reauthorization gave SBA a lot of responsibility, but didn’t give it any additional funding with which to carry it out. That means it may take some time for SBA to develop its guidance, and by its own admission, it may come out with “good” but not “perfect” guidelines. Therefore, it is possible to see agencies continuing past practices that violate the reauthorization’s requirements, until such time as SBA issues policy guidelines.</p>
<p>Second, not all of the provisions of the reauthorization are compatible or consistent with the others. At the same time that Section 5105 tells the agencies to not “pre-select” applicants, Section 5126 tells most of the agencies that they must make funding decisions within a mere 90 days of an SBIR/STTR proposal due date.  Given some agencies will receive 10 times the number of Phase 1 proposals that they can afford to fund, and now must “down select” to the winners within 90 days, we should expect them to find ways to meet this goal—and one of them could be to quickly screening out proposals that have little chance of being among the 10% that will be winners. Therefore, as agencies try to meet one requirement in the reauthorization, they may run afoul of other requirements.</p>
<p>Third, it turns out we were “selective” in our quoting of Section 5105 of the reauthorization legislation. The legislation actually reads that the agencies “shall not include any invitation, pre-screening, or pre-selection process for eligibility for Phase II…”    When we first saw the above quoted agency’s Phase I pre-application requirement, we thought it was contrary to the reauthorization. But then upon rereading Section 5105, we could see that it is not.</p>
<p>Of course, some might argue that, while the agency’s Phase 1 pre-application requirement does not violate the reauthorization, it does violate the spirit if one believes the intention was to prevent the agencies from denying a small business the opportunity to submit an SBIR/STTR proposal. What will SBA think as it develops policy guidelines for this provision of the reauthorization? And how will individual agencies interpret the legislation and SBA’s policy on it? We could see some agencies refusing to use any pre-selection techniques on Phase I or Phase II (following the belief that the Congressional intent was to prohibit such practices), while other agencies may use them in Phase I because they are not specifically prohibited from doing so, and see them as valuable tools to meet the 90 day selection mandate.</p>
<p>All of this could give you a massive headache. But we think the discomfort as the reauthorization is implemented is manageable if you keep several things in mind.</p>
<p>First, recognize that, for whatever reason, there may be some agency and SBA actions that are confusing and perhaps even appear contradictory to the reauthorization. This is natural, because implementation of the reauthorization is like sausage being made: it ain’t pretty to watch, but hopefully what comes out in the end is good.</p>
<p>Second, recognize that agencies will decide to implement the reauthorization in different ways. Some of this comes back to provisions that are agency-specific in the reauthorization legislation. For example, the reauthorization gives NIH and NSF a full year to make decisions on SBIR/STTR proposals, while the other nine agencies have only 90 days. And some of this will be based on how the agency interprets the reauthorization, and whether it wants to follow “the letter” or its interpretation of its “intent.”</p>
<p>Third, you really can’t get around reading, studying, and understanding the reauthorization legislation. You can find it at in various places, including   <a href="http://www.zyn.com/sbir/insider/SBIR_Pages_from-HR1540conf.pdf">http://www.zyn.com/sbir/insider/SBIR_Pages_from-HR1540conf.pdf</a>.  If you don’t know what’s in the reauthorization, then you will be at a serious disadvantage as the SBIR/STTR world evolves. And as we demonstrated earlier, you will need to REREAD it periodically to make sure you don’t miss anything important like the “…eligibility for Phase II…” qualifier on the ban on pre-selection of proposals.</p>
<p>Finally, we offer one silver lining in all of this: If you stay on top of the reauthorization and the agencies implementation thereof, you will be better prepared to submit proposals that reflect the latest nuances and regulations that come about as a result of the reauthorization. Some of your fellow competitors will not be as informed, and will not write a competitive proposal (or even one meeting minimum standards), which puts you at an advantage over them. With change comes opportunity, but you’ve got to be on top of the changes to be able to take advantage of the opportunity.</p>

<p>NCI SBIR has just announced the <strong>18</strong> NCI SBIR-funded companies with leading innovations in cancer therapeutics, diagnostics, and devices selected to present at this year’s Forum.  The companies selected to present at this year’s meeting include:</p>

<li><a href="http://agpharma.com/" target="_blank">A&amp;G Pharmaceutical</a> – Developing an oncology theranostic product pipeline around its proprietary biomarker GP88, particularly for use in breast and lung cancers.</li>
<li><a href="http://www.acuitybio.com/" target="_blank">AcuityBio</a> – Developing a unique biocompatible, biodegradable drug delivery platform technology to prevent post-surgical tumor recurrence in early-stage lung cancer patients.</li>
<li><a href="http://www.altorbioscience.com/" target="_blank">Altor BioScience Corporation</a> –Commercializing novel immunotherapeutics based on three novel technology platforms. Altor’s lead molecule is based on its revolutionary STAR™ technology and is currently in two Phase II trials for cancer indications.</li>
<li><a href="http://www.celekpharma.com/" target="_blank">Celek Pharmaceuticals</a> – Developing the first targeted drug for non-muscle invasive bladder cancer.</li>
<li><a href="http://www.centrosepharma.com/" target="_blank">Centrose</a> – Developing a novel antibody-drug conjugation (ADC) technology that targets a wide variety of diseased cells, to work together with its first-ever synergistic drug targeting system, called the Extracellular Drug Conjugate System (EDC). The specificity of EDCs to diseased cells may increase safety and efficacy.</li>
<li><a href="http://www.novomedix.com/" target="_blank">NovoMedix</a> – Developing first-in-class small molecule inhibitors of translation initiation as targeted therapies, with an initial focus on breast cancer.</li>
<li><a href="https://sites.google.com/a/omnioxinc.com/omniox/Home" target="_blank">Omniox</a> – Developing a new biotherapeutics platform to eliminate tumor hypoxia. Lead candidates substantially reduce tumor hypoxia and enhance the effects of radiation in models of human brain cancer.</li>
<li><a href="http://www.thermedical.com/" target="_blank">Thermedical</a> – Developing SERF™ Ablation to rapidly and completely ablate large solid tumors, holding the promise of a more effective therapy for liver cancer patients.</li>

<li><a href="http://www.apocell.com/" target="_blank">ApoCell</a> – Commercializing ApoStream™, an antibody independent technology for the capture of rare, viable circulating tumor cells from blood.</li>
<li> <a href="http://www.arborvita.com/" target="_blank">Arbor Vita Corporation</a> – Using technology that stems from its proprietary PDZ proteomics platform, allowing for the development of novel paired diagnostics and therapeutics.</li>
<li><a href="http://www.biomarkerstrategies.com/" target="_blank">BioMarker Strategies</a> – Developing the SnapPath™ biomarker testing system, an automated live tumor cell processing platform that enables next-generation biomarker tests to help guide targeted drug therapy selection.</li>
<li> <a href="http://www.fireflybio.com/" target="_blank">Firefly BioWorks</a> – Introducing a universal biomarker detection platform that scales from exploratory discovery to bedside diagnostics, starting with multiplexed microRNA detection to diagnose cancer and other diseases.</li>
<li><a href="http://www.gm-ideas.com/" target="_blank">Gamma Medica</a> – Developing state-of-the-art, solid-state digital gamma photon detection technology that is applied to both clinical and preclinical medical imaging. The FDA-approved LumaGEM® molecular breast imaging scanner detects cancer where mammography often misses it.</li>
<li> <a href="http://www.guidedinc.com/" target="_blank">Guided Therapeutics</a> – Developing a rapid and painless testing platform for the early detection of disease at the cellular level. The company’s first planned product is a non-invasive device used to detect cervical cancer instantly and at the point of care.</li>
<li><a href="http://isensesystems.com/" target="_blank">Metabolomx</a> – Developing a breath test for lung cancer, based on the metabolomic fingerprint present in exhaled breath.</li>
<li> <a href="http://www.davidwalega.com/nortisbio_construction.html" target="_blank">Nortis</a> – Developing ”body-on-a-chip” <em>in vitro </em>assays that utilize tissues and organs grown from human-derived cells in disposable, chip-like devices to improve drug development and testing.</li>
<li><a href="http://oncoscope.com/" target="_blank">Oncoscope</a> – Developing diagnostic medical devices that use proprietary optical technologies for non-invasive real-time <em>in vivo </em>identification of pre-cancerous epithelial tissue.</li>
<li><a href="http://www.valasciences.com/" target="_blank">Vala Sciences</a> – Applying cutting edge high-content microscope technology, custom image analysis software, and multiplex biomarker imaging to enable quantitative medical diagnostics.</li>
