All donors at the Mena community blood drive, held at St. Agnes Catholic Church, Parish Hall on 203 8th Street, Monday, February 27, from 11 a.m. to 5:45 p.m., will receive an ABI ice scraper, free health screenings and Donor Rewards Points.&lt;br /&gt;
&lt;br /&gt;
Additionally, if blood donors choose to forgo the donor appreciation item, funds designated for this item will be directed to our partnering organization, the American Heart Association. Arkansas Blood Institute and the American Heart Association (AHA) share a common goal, to keep people healthy. The American Heart Association wants everyone to know their numbers and act on them. That’s the first step in changing cardiovascular health statistics. Because blood donors receive a mini health check, including blood pressure and cholesterol results, every time they come to donate, those numbers are readily available to each donor.&lt;br /&gt;
&lt;br /&gt;
“The need for blood is always constant. It’s not affected by the seasons or the thermostat,” said John Armitage, M.D., Arkansas Blood Institute president and CEO. “We appreciate the people in Arkansas who give of themselves to provide blood that could literally save someone’s life."&lt;br /&gt;
&lt;br /&gt;
Although all blood types are needed to maintain ABI’s typical 3-day supply, those with O-negative type blood are especially encouraged to donate. According to the American Association of Blood Banks, those with O-negative blood type make up only nine percent of the national population. However, O-negative blood can be used by anyone in an emergency situation, regardless of their type.&lt;br /&gt;

When Congress is unable to agree on a federal budget before October 1st, it must pass a short-term continuing resolution that keeps the government running until a budget is enacted. Congress has not adopted a budget in more than 950 days. And only 4 times over the past 36 years has Congress passed its appropriations bills on-time. In fact, the federal government’s fiscal year began October 1st, 2011 without a comprehensive budget.&lt;br /&gt;
&lt;br /&gt;
By failing to pass a budget on-time, Congress is avoiding one of its most basic responsibilities while still being paid with taxpayers’ dollars—this is neither fair nor responsible. American families work hard for their paychecks, and so must Congress. The No Budget, No Pay Act will hold Congress more accountable to the American people because Members of Congress shouldn’t be getting paid if they fail to do their job.&lt;br /&gt;
&lt;br /&gt;
I am proud to co-sponsor The No Budget, No Pay Act, H.R. 3643, which prevents the U.S. Treasury from paying the salary of any Member of Congress if Congress fails to pass a budget and all its appropriation bills by October 1st every year. It also bars Members of Congress from receiving retroactive pay.&lt;br /&gt;

Without this legislation, Members of Congress face no penalty if they fail to meet budget deadlines. Cutting congressional pay would help hold Members of Congress accountable for their fiscal recklessness. The short-term budgets Congress routinely adopts instead of comprehensive annual budgets continue the spending patterns of the past year, with little or no change. This irresponsible approach to budgeting contributes to runaway deficit spending.&lt;br /&gt;
&lt;br /&gt;
The American people deserve a serious conversation on our budget and that is my goal as your Congressman. Politicians have a long history of talking the talk, but not walking the walk when it comes to the deficit and debt, but few have concrete ideas, the courage or the willpower to change the unsustainable fiscal path our country is heading down. A big problem with Washington today is that too many public officials have forgotten what life is like for most Americans. Some politicians get so wrapped up in keeping their job that they forget to do their job. As your Congressman, listening to you is an important part of my job and has always been my pledge to you.&lt;br /&gt;
&lt;br /&gt;
Washington must continue to reform its ways and we must be more respectful of taxpayers’ hard-earned money. The No Budget, No Pay Act is a step in the right direction, but only a drop in the bucket compared to the fiscal challenges that lie ahead. I will continue to be a fighter for fiscal responsibility in Washington.&lt;br /&gt;

The American people know what it means to put in a hard day’s work, pull their own weight, and earn a living so they can provide for their families. Hard working Americans must live within their household budgets. Woosley, the Lottery’s Chief Legal Counsel since its startup in mid-2009, will be paid $165,000 annually.&lt;br /&gt;
&lt;br /&gt;
Woosley, from Stuttgart, practiced law in his home town and served as Deputy Prosecuting Attorney there prior to joining the Arkansas Attorney General’s Office as a Deputy Attorney General. He came to the Lottery from that position.&lt;br /&gt;
&lt;br /&gt;
The decision followed a day-long meeting of the Commissioners with all nine members present. Seven candidates were interviewed on Saturday prior to the Commissioners’ deliberations and decision.&lt;br /&gt;
&lt;br /&gt;

The Arkansas Office of Health Information Technology (OHIT)&amp;nbsp;announced OptumInsight’s health information exchange (HIE) technology has been selected to build the infrastructure for the State Health Alliance for Records Exchange (SHARE), Arkansas’s statewide health information exchange.&lt;br /&gt;
&lt;br /&gt;
Ray Scott, who was appointed by Governor Mike Beebe to serve as the state coordinator for health information technology and directs the activities of the OHIT said; “The selection of OptumInsight and their Axolotl HIE solution represents a major milestone in Arkansas’s efforts to expand the use of electronic health information that will benefit patients, care providers and payers. OptumInsight’s extensive experience in enabling the exchange of medical information about patients, who are treated by multiple unaffiliated health care providers, means better coordinated care and ultimately better health for Arkansans.”&lt;br /&gt;
&lt;br /&gt;
OHIT is the state-designated entity responsible for establishing the State Health Alliance for Records Exchange and for coordinating health information technology throughout the state. Through the use of federal and state funding, OHIT and SHARE’s mission is to improve the quality of health for Arkansans by making the delivery of health care services more efficient and affordable, while improving patient safety. The state received $7.9 million in funding as part of the State Health Information Cooperative Agreement Program made available through the Office of the National Coordinator for Health Information Technology (ONC).&lt;br /&gt;
&lt;br /&gt;
Using OptumInsight’s Axolotl HIE solution, SHARE will create a secure infrastructure to connect disparate health information systems to facilitate the exchange of information with existing community and private HIEs as well as ambulatory electronic health record systems (EHR’s) across the state. Participating physicians, authorized health services professionals, and hospital facilities will have the ability to exchange patients’ clinical information securely and access up-to-date and historical medical information at the point of care. This information may include the patient’s relevant clinical care summaries of diagnoses, treatments, lab test results, allergies, radiology images and medications from all care providers connected to SHARE.&lt;br /&gt;
&lt;br /&gt;
SHARE will be implemented in phases. Phase 1 will provide secure messaging, which will facilitate and expand the secure, electronic movement and use of health information between unaffiliated health care providers. In Phase II, SHARE will evolve into a more robust health information exchange, giving all participating health care providers the ability to share patient information among hospitals, physicians and public health entities connected to the exchange. The benefits will include accurate and timely patient health care information available to care providers at the point of care, reduction of duplicate tests and medical errors to ultimately deliver safer, more affordable health care. Additional benefits to the patients will include electronic access to their own health information to promote more patient involvement in their care.&lt;br /&gt;

Through collaboration with the Arkansas Foundation for Medical Care and its division, HITArkansas, which serves as the Arkansas Regional Extension Center (REC), OHIT will provide strategies for assisting health care providers to quickly reach stage 1 meaningful use, as well as developing the infrastructure needed by labs, e-lab orders and structured lab results. Recognizing that physician adoption is the key to any successful HIE, OptumInsight partnered with the Arkansas Foundation for Medical Care and Oleen Pinnacle Healthcare Consulting, a national HIT healthcare consulting firm located in Little Rock, Ark. Oleen Pinnacle brings more than 20 years of HIT experience in hospital and ambulatory health information technology and most recent success with state and regional HIE deployments.&lt;br /&gt;

“The selection of OptumInsight to build the infrastructure for Arkansas’s health information exchange is a tremendous step in improving health care through health information technology,” said Ray Hanley, president and CEO of the Arkansas Foundation for Medical Care, the parent company of HITArkansas, the state’s Regional Extension Center. “OHIT has been a great partner in our efforts to aid health care providers in the transition to electronic health records, and we look forward to the next steps in that process.”&lt;br /&gt;

&lt;br /&gt;
The agreement provides direct financial relief to Arkansas consumers at risk of losing their homes to foreclosure and to those who currently owe more than their property is worth. It also requires the banks to implement strict new mortgage servicing standards to prevent future foreclosure fraud. The five federally regulated lenders account for about 60 percent of the mortgage servicing market nationwide.&lt;br /&gt;
&lt;br /&gt;
McDaniel joined federal officials and other state attorneys general today at the Department of Justice in Washington for a news conference to formally announce the 50-state agreement.&lt;br /&gt;
&lt;br /&gt;
“This settlement will provide tangible benefits to struggling Arkansas homeowners in the form of principal write-downs and refinancing opportunities,” McDaniel said. “This is an important means for holding the banks accountable for their bad behavior during the mortgage crisis. We will continue to monitor the mortgage servicing industry and take further action if necessary.”&lt;br /&gt;
&lt;br /&gt;
In 2011, McDaniel strongly supported legislation to require mortgage servicers in Arkansas to provide homeowners at risk of foreclosure with important documentation related to the foreclosures. The mortgage servicers are also required to provide information related to loan modifications. The types of homeowner protections enacted here last year are included in the settlement announced today.&lt;br /&gt;
&lt;br /&gt;
“We worked a year ago to address the needs of homeowners who were contacting our Consumer Protection Division with issues related to mortgage servicing,” McDaniel said. “The multistate agreement incorporates what we have already done and sets the bar even higher for mortgage servicers in Arkansas.”&lt;br /&gt;
&lt;br /&gt;
McDaniel selected Deputy Attorney General Jim DePriest and Senior Assistant Attorney General Sarah Tacker to lead the State’s ongoing investigation into mortgage and foreclosure issues. DePriest heads the Attorney General’s Public Protection Department and Tacker is chief of that department’s Consumer Protection Division.&lt;br /&gt;
&lt;br /&gt;
The multistate settlement does not prevent states from pursuing investigations into other aspects of the mortgage crisis. It does not grant any immunity from criminal offenses and does not prevent homeowners or investors from pursuing individual, institutional or class action civil cases against the five mortgage servicers.&lt;br /&gt;
&lt;br /&gt;
The settlement is a result of a 16-month investigation by multiple federal agencies and state attorneys general into illegal mortgage servicing practices such as “robo-signing,” or approving foreclosure documents without reviewing them.&lt;br /&gt;
&lt;br /&gt;
As part of the agreement, an independent, outside monitor will review the banks’ compliance with the settlement and report to state attorneys general.&lt;br /&gt;
&lt;br /&gt;
"This bipartisan effort is the largest consumer protection action by the nation’s attorneys general since the tobacco litigation in the mid-1990s,” McDaniel said. “We are proud of this effort on behalf of American consumers."&lt;br /&gt;
&lt;br /&gt;
Arkansas will receive an estimated $39.4 million in the settlement. Of that, the lenders will dedicate approximately $11.8 million toward first- and second-lien principal reduction and other forms of loan modification relief in Arkansas. Another $5.7 million will be set aside for refinancing of loans to underwater borrowers. Arkansans who lost their homes to foreclosure from Jan. 1, 2008, to Dec. 31, 2011, and suffered servicing abuse would be entitled to a share of approximately $8.5 million.&lt;br /&gt;
&lt;br /&gt;
A payment to the State of $13.4 million will be directed to government agencies that offer housing assistance and legal help to low- and middle-income Arkansans.&lt;br /&gt;
&lt;br /&gt;
McDaniel said he would direct $9 million of those funds to the Arkansas Development Finance Authority in support of ADFA’s programs that provide down payment assistance to homebuyers, foreclosure counseling to existing homeowners and financial literacy programs, as well as other ADFA programs related to housing and economic development in the State.&lt;br /&gt;
&lt;br /&gt;
"At ADFA, we are dedicated to improving our state’s economy by ensuring access to safe, quality and affordable housing,” said Mac Dodson, ADFA president. “We are grateful for the opportunity to take funds from a settlement related to misconduct in the mortgage industry and put that money to good use in Arkansas. Our agency will make sure this money is allocated toward programs that directly benefit Arkansans who need help the most."&lt;br /&gt;
&lt;br /&gt;
The Arkansas Access to Justice Commission will receive $2 million to provide equal access to justice for Arkansans affected by the mortgage crisis. The University of Arkansas School of Law in Fayetteville and the University of Arkansas at Little Rock Bowen School of Law will each receive $500,000 to support legal aid clinics at both law schools.&lt;br /&gt;
&lt;br /&gt;

Hard copies of the report are available upon request from the City Manager's office at City Hall, 133 Convention Boulevard.&lt;br /&gt;
