State Bank of Vietnam (SBV) Governor Nguyen Van Giau said during the Bank Governors' Seminar, part of the Asian Development Bank’s (ADB) 44th annual meeting in Hanoi, that the costs of growth should be taken into consideration.

According to Giau, Vietnam is one of the two developing countries in the world that could be most impacted by climate change.

“Estimates say that if the sea level rises by one metre, it would directly impact 10% of the population, which would have an equal impact on the GDP,” Giau said.

He said the country should take immediate steps to prevent the negative effects of economic growth.

He called on Asian nations to join hands to tackle the issue, along with a contribution from the ADB.

He also highlighted the significance of coordination between governments and the public in pursuing a sustainable economy.

Vietnam’s economic growth in the past has been fuelled by an opening of trade policies, along with a large flow of capital from ODA, FDI, overseas remittances, and the securities and realty markets, according to Prof. Kenichi Ohno, from Japan Policy Research Institute University of San Francisco Centre for the Pacific Rim. He pointed out that this growth is not based on productivity.

The Government should increase its support of small and medium-sized enterprises (SMEs). These firms have been playing an important role in the national economy, contributing around 47% to the country’s GDP, he added.

ADB President: Vietnam can control inflation

Vietnam can curb inflation this year if the country successfully implements Resolution 11, said the president of the ADB Haruhiko Kuroda.

At a press conference during the 44th Annual Meeting of Asian Development Bank (ADB)’s Board of Governors, the president said that Vietnam, like other countries, has been affected by the global economic changes such as higher prices of food, oil and consumer goods. But, he said, the country has issued policies to tame inflation and stabilise the economy.

“I do not think that Asia will see hyperinflation because flexibility in monetary policies will help the region ease inflation,” he noted.

According to the president, the focus of this year’s ADB meeting is inflation, sustainable economic growth and environmental protection.

ADB will fund USD2 billion for “green energy” development programme in Asia. The bank will also assist renewable energy development in the region. ADB has supported solar energy projects in India and China, wind-to-power projects in Thailand and many other power projects in developing countries, including Vietnam, Kuroda said.

Vo Hong Phuc, Minister of Planning and Investment, said the Government of Vietnam is making efforts to keep 2011 inflation at last year’s level of 11.75%.

The country targets average annual GDP growth at 7% for the next five years.

Al Qaedas List Of Most Wanted: Alive and very dangerous

1. Ayman Muhammad Rabaie al-Zawahiri (Arabic: أيمن محمد ربيع الظواهري‎, ʾAyman Muḥammad Rabīʿ aẓ-Ẓawāhirī; born June 19, 1951) is the leader of al-Qaeda, and was the second and last "emir" of Egyptian Islamic Jihad, having succeeded Abbud al-Zummar in the latter role when Egyptian authorities sentenced al-Zummar to life imprisonment. While Al-Zawahiri is reportedly a qualified surgeon, he has shown a deep and radical understanding of Islamic theology and Islamic history. He speaks Arabic, English and French. Al-Zawahiri is under worldwide sanctions by theUnited Nations Security Council 1267 Committee as a member or affiliate of al-Qaeda.

In 1998, al-Zawahiri formally merged the Egyptian Islamic Jihad into al-Qaeda. According to reports by a former al-Qaeda member, he has worked in the al-Qaeda organization since its inception and was a senior member of the group's shura council. He was often described as a "lieutenant" to Osama bin Laden, though bin Laden's chosen biographer has referred to him as the "real brains" of al-Qaeda. As of May 2, 2011, he is the primary target and sole figurehead of al-Qaeda due to the death of bin Laden.

Wanted in the USA and Egypt

For their leading role in anti-Egyptian Government attacks in the 1990s, Ayman al-Zawahiri and his brother Muhammad al-Zawahiri were sentenced to death in the 1999 Egyptian case of the Returnees from Albania.
Ayman al-Zawahiri is under indictment in the United States for this role in the 1998 U.S. embassy bombings in Dar es Salaam, Tanzania, and Nairobi, Kenya. The Rewards for Justice Program of the U.S. Department of State is offering a reward of up to US$25 million for information about his location.

2.Saif Al-Adel (Arabic: سيف العدل‎, meaning sword of justice born in April 11, 1960/63, Egypt) is the alias of a senior Egyptian^[3] member of al-Qaeda. Along with Sayeed al Masri and Mahfouz Ould al-Walid, he is believed to have opposed the September 11 attacks two months prior to their execution.

Al-Adel is under indictment for his part in the August, 7 1998, United States embassy bombings of the U.S. embassies in Dar es Salaam, Tanzania and Nairobi, Kenya.The embassy bombings killed 224 civilians and wounded over 5,000 others. According to the indictment, al-Adel is a member of the majlis al shura of al-Qaeda and a member of its military committee, and he provided military and intelligence training to members of al-Qaeda and Egyptian Islamic Jihad in Afghanistan, Pakistan, and Sudan, and to anti-UN Somali tribes. It is possible that his trainees included the Somalis of the first Battle of Mogadishu. He established the al-Qaeda training facility at Ras Kamboni in Somalia near the Kenyan border.

3.Sulaiman Abu Ghaith (Arabic: سليمان بوغيث‎) (born December 14, 1965) is a Kuwaiti Islamist regarded as one of Al-Qaida's official spokesmen.

According to documents in the unclassified dossier from Adil Zamil Abdull Mohssin Al Zamil's Combatant Status Review Tribunal Suliman Abu Ghaith was also a founder of Al Wafa al Igatha al Islamia, a charity that the USA asserts provided a plausible front for al Qaeda's fund-raising efforts.^[1] One of the allegations against Al Zamil, who was also accused of being a founder of al Wafa, was that he helped Abu Ghaith's family leave Afghanistan around the time of the attacks of 9-11

He rose to worldwide attention following the September 11, 2001 attacks. On October 10, 2001 he appeared on two widely circulated videos (first broadcast on al Jazeera television) to defend the attacks and threaten reprisals for the subsequent US invasion of Afghanistan, saying "Americans should know, the storm of the planes will not stop... There are thousands of the Islamic nation's youths who are eager to die just as the Americans are eager to live."These statements caused the Kuwaiti government to strip him of his citizenship.

His whereabouts, as he moved around to escape capture by the United States in the following months, are unclear. In July 2003, a Kuwaiti minister announced that the Iraniangovernment was holding Abu Ghaith, and that Kuwait had refused an offer from Iran to extradite him to Kuwait. As there have been no further credible reports on his whereabouts since July 2003, it is unclear whether he is currently in Iranian custody, or indeed in Iran at all. On September 28, 2010 it was reported by Kuwait officials that he was freed from Iran and returned to Afghanistan.

4. Abdullah Ahmed Abdullah (Arabic: عبدالله أحمد عبدالله‎; born about 1963) is an Egyptian national wanted by the United States for his part in the 1998 American embassy bombings in Dar es Salaam, Tanzania and especially Nairobi, Kenya. The FBI lists his aliases Abu Mariam,Abu Mohamed Al-Masri, and Saleh, which may be an abbreviation of Saleh Gamal.

In 1992 he was one of the many who helped Saif al-Adel in providing intelligence and military training to those associated with Al Qaeda in Somalia andSudan. Those who were trained, were among the group who fought against the Americans during the battle on Mogadishu and Operation Restoring Hope in 1993. Also between 1996 and 1998 he operated training camps in Afghanistan for Al Qaeda. Abdulla was responsible for forging a passport for Mohammed Saddiq Odeh so he could get from Pakistan to Afghanistan before the attack on the US embassies in Kenya and Tanzania. After these attacks Abdulla Ahmed Abdullah has remained on the USA's most wanted list of terrorists and remains a terrorists operations planner for Al Qaeda.

5. Adnan Gulshair el Shukrijumah (Arabic: عدنان شكري جمعة‎, ʿAdnān Shukrī Jumaʿah) (born August 4, 1975 in Saudi Arabia) is a member of al-Qaeda, who grew up in the United States and worked as a school teacher.

In March 2003, a provisional arrest warrant was issued calling him a "material witness", and he was subsequently listed by the U.S. Federal Bureau of Investigation (FBI) on the Seeking Information - War on Terrorism list, and since then United States Department of State, through the Rewards for Justice Program, has offered a bounty of up to US$5 million for information about his location.

Last known to have lived with his family in Miramar, Florida, Shukrijumah is known to have a Guyanese passport but might also use a Saudi, Canadian, or Trinidadian passport. Saudi Arabia has repeatedly denied that el Shukrijumah is a Saudi citizen . Now he is considered to be a high-ranking member of Al-Qaeda.

6. Rashid Rauf (born ca. 1981 – allegedly died November 22, 2008) was an alleged Al-Qaeda operative. He was a dual citizen of Britain and Pakistan who was arrested in Bhawalpur, Pakistan in connection with the 2006 transatlantic aircraft plot in August 2006, a day before some arrests were made in Britain. The Pakistani Interior Minister, Aftab Ahmed Khan Sherpao, claimed that "he is an al Qaeda operative with linkages in Afghanistan".^[2] He is said to be one of the ringleaders of the alleged plot. In December 2006, the anti-terrorism court in Rawalpindi found no evidence that he had been involved in terrorist activities, and his charges were downgraded to forgery and possession of explosives.

Rauf was born in England to Pakistani parents, and brought up in Birmingham where his father was a baker. Rauf was married to a relative of Maulana Masood Azhar, who is the head and founder of Jaish-e-Mohammed, an Islamist militant group in Pakistan. One of Rauf's brothers, Tayib Rauf, was among those arrested in Britain, although he was later released without charges.

Rauf was reportedly killed by a U.S. drone attack in Pakistan on November 22, 2008, carried out by the CIA's highly secretive Special Activities Division. The report was based on communications intercepted from militants in North Waziristan. His family have denied that he was killed.While CIA and Pakistan intelligence officials have maintained that Rauf was killed in the airstrike, the news site Long War Journal believes otherwise.

As of August 11, 2009, Asia Times Online believes that he is alive and living in North Waziristan. As of September 8, 2009, however, USA Today and United Press International still believe that Rauf was killed.Some of Rauf's associates also believe that he never escaped from prison in 2007 and that he might have been dead long before the airstrike; Hashmat Malik, a lawyer representing the family of Rauf's wife Umat al-Warood, has also argued that Rauf was probably killed during a prison shootout at the time of his alleged escape. MI5 and MI6 officials also believe he might still be alive and plotting a new wave of attacks.

November 22, 2008: Rauf is reportedly killed in a U.S. missile strike in Pakistan. After the Pakistan government failed to hand over his body, his family denied the reports.

April 8, 2009: British security sources claim Rauf was the mastermind behind an alleged terror cell, the members of which were arrested in North West England. It is unclear whether they thought he was still alive at this time.

Mohammad Ilyas Kashmiri

7. Ilyas Kashmiri, also referred to as Maulana Ilyas Kashmiri and Muhammad Ilyas Kashmiri (born February 10, 1964) is an Islamic militant connected with the Soviet-Afghan war, the Kashmir conflict and attacks against the government of Pakistan and the United States. In August 2010 the US and the United Nations designated him a terrorist.

According to several sources, he became a member of the elite Pakistani Special Service Group, although in an interview he denied this. Kashmiri is also reported to have spent a year studying communications at the Allama Iqbal Open University.

He was an active participant in the 1980s Soviet-Afghan War, training the Afghan mujahideen in mine warfare in Miranshah on behalf of Pakistan. During the fighting he lost an eye and an index finger. He continued his official militant work in Kashmir after the war as a member of Harkat-ul-Jihad-al-Islami (HuJI), though disagreements with leader Qari Saifullah Akhtarseveral years after initially joining in 1991 led Kashmiri to establish his own new unit within HuJI known as the 313 Brigade.

During the mid-1990s Kashmiri and Nasrullah Mansoor Langrial were near Poonch when they were seized by the Indian Army and sent to prison, where he would spend the next two years before escaping and returning to Pakistan. Upon his return Kashmiri continued to conduct operations against India, once reportedly being rewarded personally with cash by then Army Chief General Pervez Musharraf for presenting the head of an Indian army sepoy to him.

Mohammad Ilyas Kashmiri is the commander of Harakat-ul-Jihad al-Islami (HUJI) and provides support to al-Qa'ida (AQ) operations. Kashmiri has led HUJI training camps since 2001, when he was the chief commander of a camp that specialized in terrorist operations, military tactics, and cross-border operations. In early 2009, Kashmiri operated a militant training center in Miram Shah, North Waziristan in the Federally Administered Tribal Areas of Pakistan.

Kashmiri provides logistical support to al-Qa'ida terrorist attacks. Specifically, Kashmiri has supported attacks against Pakistani government personnel and facilities, including the mid-2009 attack against the offices of the Pakistani Inter-Services Intelligence (ISI) and the Pakistani police in Lahore, Pakistan that killed 23 people and left hundreds injured. Kashmiri led an al-Qa'ida linked cell in planning the assassination of a Pakistani Army general. That plan was eventually shelved due to al-Qa'ida's strategic considerations.

Kashmiri has been affiliated with terrorist organizations for more than 20 years. Kashmiri is a named defendant in the January 2009 indictment in United States of America v. Ilyas Kashmiri et al, U.S. District Court, Northern District of Illinois, Eastern Division, No. 09 CR 830, for conspiracy to murder and maim in connection with a terrorist attack in Denmark and for conspiracy to provide material support to terrorism in Denmark.

Kashmiri was reported killed along with Hanifullah Janikhel and Kaleemullah in Machikhel, North Waziristan on September 7, 2009 when they were hit by a missile fired from a U.S. drone. At the time he was reportedly one of the top 10 most wanted militant commanders in Pakistan. However, in mid-October Kashmiri was reported to have survived the airstrike and granted an interview with Asia Times Online's Syed Saleem Shahzad. A senior American official was later quoted by The Washington Times as saying "While there were preliminary indications that Kashmiri may have been dead, there is now reason to believe that he could be alive". One rumor among militants asserted that Kashmiri was outside urinating when the house he was staying at was hit.

The Obama administration is offering USD 5 million for information leading to the commander of what the US says is a terrorist group that supports al Qaeda.

8. Hakimullah (Hakim Ullah, Hakeemullah) Mehsud (Pashto/Urdu: حکیم‌الله محسود), born c. 1979 as Jamshed Mehsud(Pashto/Urdu: جمشید محسود) and also known as Zulfiqar Mehsud (Pashto/Urdu: ذو الفقار محسود‎), is the amir of Tehrik-i-Taliban Pakistan (TTP). He was deputy to commander Baitullah Mehsud and one of the leaders of the militant group Fedayeen al-Islam prior to the elder Mehsud's death in a CIA drone missile strike. He had been the TTP's commander in the Khyber,Kurram and Orakzai agencies of Pakistan. He is described as being in his late 20s and a cousin of Qari Hussain.He is known to be a young and aggressive field commander, who previously served as a driver and was very close to Baitullah Mehsud. Hakimullah Mehsud maintains ties to al-Qaeda, the Afghan Taliban and various Pakistani jihadist groups, such asLashkar-e-Taiba, Lashkar-e-Jhangvi, and Jaish-e-Mohammed. Reports initially indicated he was fatally wounded on January 14, 2010 by a U.S. drone attack although two videos released by the TTP in 2010 and 2011 proved that he survived the attack.

In the early hours of January 14, 2010, two missiles from a US drone struck a compound in the Shaktoi area, where it was believed that Hakimullah slept. Unnamed officials speculated that the militant leader was among the 18 killed in the attack, although TTP spokesman Azam Tariq denied the amir had died, but did confirm that Hakimullah had been in the area. On January 16 the group released an audiotape carrying the voice of Hakimullah, who said, "Today, on the 16th of January, I am saying it again – I am alive, I am OK, I am not injured ... when the drone strike took place, I was not present in the area at that time." Subsequently rumors circulated that he had died of injuries received in the attack. On January 31, 2010, Pakistan state television reported that Mehsud was injured in the attack and died three days later of his injuries. He was allegedly buried in Orakzai Agency.

Reuters, quoting Pakistani intelligence sources, subsequently suggested that while escaping the initial attack, he was killed in another attack on January 17. The Taliban have rejected reports about Hakimullah's death. The Long War Journal quoted an American intelligence official stating, "We've seen no evidence he was killed, nor do we hear chatter of a leadership crisis in the Taliban ranks."However, The New York Times reported that American intelligence was 90% sure that he was dead. As of February 5, 2010, it was still unclear whether he was dead or alive.

On February 9, multiple reports, citing Taliban sources, stated that Mehsud had indeed been fatally wounded on January 14, and died en route to Karachi for medical treatment.Interior Minister Rehman Malik and an anonymous intelligence official confirmed to the Associated Press that the militant leader had perished but provided no further details.^[11] While the Taliban did release a videotape of Mehsud on February 28, officials questioned when the tape was made, as Mehsud did not provide details on current events.

On April 28, 2010 Pakistani intelligence sources expressed doubts of Mehsud's demise. The sources believed that Mehsud had been seriously injured in the strike and that his authority in the TTP had been overshadowed by other figures, such as Wali-ur-Rehman.

On May 3, a video of Hakimullah surfaced that was recorded in April.

In February 2011, he is seen in the execution video of Sultan Amir Tarar, better known as Col Imam. Imam was kidnapped in March 2010.

9. Ghulam Mustafa. Pakistani. - Very little has been reported of Mustafa since he was released by Pakistan in 2006. Before then he was thought to be al-Qaeda's chief in Pakistan. However, he was never formally charged or handed over to the US and has quietly disappeared from view. He may have left al-Qaeda, tainted by suspicion of co-operation with Pakistani intelligence.

Ghulam Mustafa, 38, was picked up about 10 days ago in Lahore, and no charges have been brought against him: he is expected to disappear into a "black hole" and quietly be forgotten.

This is because Mustafa, erstwhile head of al-Qaeda's Pakistani operations, has some tales to tell, but the authorities in Pakistan would rather they were not heard, especially by the Americans, even though Islamabad is a signed-up member in the "war on terror".

Mustafa's rise and fall provide a case study of the complexities within Pakistan and of the powerful forces that make the country's intelligence and military such unpredictable allies of the United States.

The making of a jihadi
Mustafa comes from the Punjab, where he was once the leader of the Jamaat-i-Islami (Punjab), Pakistan's most prominent Islamic party. In the 1980s, believing that the party's ideology was being diluted by election politics, he went to Afghanistan to join the mujahideen in the fight against the occupying Soviet forces.

His educated background and clarity of thought on ideological matters soon drew him into the camp of the Arab fighters in the country, and it was not long before he entered bin Laden's inner circle.

The year 1989 proved significant on two fronts for Mustafa, also known by his jihadi name of Omar, or Shahjee among friends.

First, when the Soviets withdrew, Pakistan's Inter-Services Intelligence (ISI) decided to "win" at least one Afghan city in which it could set up a puppet mujahideen government and get it endorsed by the world community. Jalalabad was selected, and the main commanders of the Afghan resistance, including Arabs, Pakistanis and Afghans, were gathered into an ISI cell to achieve this. Both bin Laden and Mustafa were in the cell.

Also in 1989, the uprising in Kashmir started. The ISI was involved in providing logistical and financial support both to Kashmiris in Indian-administered Kashmir fighting Delhi's writ, and to militants based in Pakistan-administered Kashmir engaged in cross-border activities.

Many of the militants were trained in guerrilla warfare in camps established by the Afghan resistance in and around Jalalabad. Mustafa was assigned by the ISI to oversee these operations, in conjunction with bin Laden, bringing him even closer to the al-Qaeda leader.

Meanwhile, Mustafa had penetrated deeply into the circle of Syed Mubarik Ali Gilani, a revered Sufi and custodian of the Mian Mir shrine in Lahore, from where the ISI runs one of its most effective networks. (Slain US reporter Daniel Pearl made his ill-fated visit to Pakistan to investigate Gilani's network.)

In handling logistical and financial matters for the Kashmiri mujahideen, on behalf of the ISI, Mustafa came into contact with army officers of Corps 10 who were involved in Kashmir operations.

Indeed, he was the point man for contact between bin Laden and the army in arranging for militants to be trained in Afghanistan.

In this way, Mustafa wore two hats, the one as chief coordinator of militant activities in Kashmir, the other as organizer of al-Qaeda's transfer of money and human resources from Pakistan to Afghanistan, and vice versa.

After September 11, 2001, Mustafa was placed in charge of al-Qaeda's Pakistan circle. His basic assignments included coordination between bin Laden and his followers in Pakistan. He took dictates directly from bin Laden and passed them on to al-Qaeda men scattered all over Pakistan. He also remained involved in al-Qaeda's money matters.

However, by this time Pakistan had joined in the "war on terror" and was under pressure from Washington to deliver al-Qaeda members.

On August 11, 2004, Mustafa's brother-in-law Usman was arrested in Islamabad in connection with alleged sabotage activities in the capital. Calls from Usman's phone were traced to Mustafa in Karachi and he was also arrested.

Calls from the minaret
At this point two prominent religious personalities enter the story, Ghazi Abdul Rasheed and Maulana Abdul Aziz are the sons of slain religious leader Maulana Abdullah of the Lal Mosque in Islamabad. Abdullah was close to the late dictator, General Zia ul-Haq. His Friday sermons were popular among the military and the civilian bureaucracy, and he often preached the cause of jihad.

His sons have continued his legacy, both his calls for jihad and his mysticism, and were the driving force behind a religious decree insisting that Pakistani army personnel killed while fighting against tribals in South Waziristan be denied a Muslim burial.

They were literally calling for mutiny in the army, which some heeded. However, given the background of the brothers and their clout, the government chose to ignore their defiance.

But after the arrest of Mustafa and Usman, a car was recovered from Usman that was owned by one of the brothers, Rasheed. For President General Pervez Musharraf this was clear proof of a link between the Lal Mosque and al-Qaeda.

Orders of arrest were issued at the highest level, but the brothers succeeded in escaping from their seminary - tipped off by sympathizers in the security forces.

While the brothers were in hiding, the minister of religious affairs and the son of General Zia, Ejaz ul-Haq, met with Musharraf and explained that if the government dared to put a hand on the pair, devastation would result.

Musharraf was convinced, and the brothers returned to Lal Mosque's pulpit after striking a deal with Ejaz.

In the meantime, Mustafa and Usman were still in separate ISI interrogation centers. Detained in a safe house in Karachi, Mustafa spelled out his strong links with bin Laden, army officials and the Kashmiri struggle.

Most likely fearing that Mustafa knew far too much that might implicate Pakistan, the ISI never handed him over to US intelligence. Instead, they put him into the hands of the police, who took him to an anti-terrorism court. Perhaps unsurprisingly, the court found no charges against him and he was released last September.

But by now Mustafa was tainted, and al-Qaeda would have nothing to do with him as he was seen as a marked man.

A new enemy
Being a part of the "mainstream" al-Qaeda, Mustafa was single-minded in the belief that jihad should be waged against the US, but not against pro-US Muslim countries.

An al-Qaeda faction in Pakistan led by Sheikh Essa believes that any sympathizers of the US are targets, whether or not they are Muslims.

When Mustafa was first arrested, many of his supporters, bitter that the state had turned against one of its prime assets, joined Essa's camp. These disgruntled al-Qaeda supporters were behind several attempts on Musharraf's life. Other assassination attempts were made by jihadis and army personnel.

And now that Mustafa has been detained again, more people are expected to fall in line with Essa's hardline vision, which includes targeting Musharraf.

At the same time, the authorities are pushing Lal Mosque against the wall. While they are still too scared to arrest the brothers, they have been declared "wanted terrorists" and "criminals".

This is a dangerous move as the deal struck between Ejaz and the firebrand brothers was that in return for their freedom, they would use their influence where possible to rein in those going after Musharraf.

Mustafa might be out of sight, but his detention has stirred an already volatile pot.

10. Abu Yahya al-Libi (Arabic: أبو يحيى الليبي‎), c. 1963,is an Islamist ideologue and leading high-ranking official within al-Qaeda, and an alleged member of the Libyan Islamic Fighting Group. and is believed to be able to speak Urdu, Pashto and Arabic.

Al-Libi is a citizen of Libya, who was held in extrajudicial detention in the Bagram interim detention facility. whom at the time Americancounter-terrorism analysts assert that al-Libi was a member of al Qaeda. al-Libi was one of several high-profile Bagram captives who escaped on the night of July 10, 2005.

Jarret Brachman, a former analyst for the Central Intelligence Agency (CIA), states of al-Libi:

"He’s a warrior. He’s a poet. He’s a scholar. He’s a pundit. He’s a military commander. And he’s a very charismatic, young, brash rising star within Al-Qaeda, and I think he has become the heir apparent to Osama bin Laden in terms of taking over the entire global jihadist movement."

Scheuer states of him that "in the last year or so emerged as al-Qaeda's theological hardliner" and an "insurgent-theologian"He is also an official on al-Qaeda's Shariah Committee.

Al-Libi is a key motivator in the global jihadi movement and his messages convey a clear threat to U.S. persons or property worldwide. Al-Libi is believed to be in hiding in Afghanistan or Pakistan.

11. Nazih Abdul-Hamed Nabih al-Ruqai'i alias Anas al-Liby (أنس الليبي) (born March 30, 1964 or May 14, 1964 ), a Libyan, is under indictment in the United States for his part in the 1998 United States embassy bombings. He worked as a computer specialist for al-Qaeda.

His aliases in the indictment are Nazih al Raghie and Anas al Sebai. In the FBI and State Department wanted posters about this individual, another variant of his name is transliterated Nazih Abdul Hamed Al-Raghie.

The indictment accuses al-Liby of surveillance of potential British, French, and Israeli targets in Nairobi, in addition to the American embassy in that city, as part of a conspiracy by al-Qaeda and Egyptian Islamic Jihad.

The Rewards For Justice Program, United States Department of State, is offering a reward of up to $5 million for information leading directly to the apprehension or conviction of Anas Al-Liby.

12. Qari Saifullah Akhtar (Urdu: قاری سیف اللہ اختر) is an alleged member of Al-Qaeda currently in Pakistani custody. Akhtar, who is listed as a graduate of the Banuri mosque in Karachi, previously was the leader of Harkat-ul-Jihad-al-Islami (HUJI), a jihadi organization. When HUJI merged with Harkat-ul-Mujahideen(HUM) around 1990 to form Harkat-ul-Ansar (HUA), Akhtar acted as deputy to former HUM leader and then amir Maulana Fazalur Rehman Khalil. HUA dissolved back into two separate groups in 1997, allowing Akhtar to become amir of HUJI.^[1] Since 1998 when Osama bin Laden released a fatwa under the banner World Islamic Front for Jihad Against the Jews and Crusaders, segments of HUJI have joined al-Qaeda. Reportedly Akhtar was running a training camp at Rishkhor, Afghanistan before the US invaded Afghanistan in 2001, and had trained 3,500 persons in conventional and unconventional combat. He disappeared from Afghanistan but was apprehended in August 2004 in the United Arab Emirates. He has since been handed over to Pakistan.

A petition was filed in the Supreme Court by Akhtar's brother-in-law, Abdur Rehman Mahmood, on October 12, 2004, challenging Akhtar's arrest and seeking his production in the court. The petitioner also sought a court order to prevent possible deportation of Akhtar to another country. The petition was thrown out on January 18, 2005. The petitioner was instructed to move the High Court by filing a habeas corpus writ petition. "You first invoke the jurisdiction of a high court and if it gets dismissed there only then you come to the top court," said Justice Falak Sher. "We can’t entertain a direct writ petition at this stage." However, the bench, consisting of Javed Iqbal and Mian Shakirullah Jan, ordered the government to submit comprehensive replies in the cases of several people, including that of Akhtar, who had been arrested on suspicion of terrorism.

On May 21, 2007, Akhtar reached his hometown of Mandi Bahauddin, after reportedly being released by an intelligence agency earlier that morning. The Daily Times reported, "He was thrown out of a car in a deserted area near Chakwal."

According to the Dawn newspaper, Akhtar was arrested in Lahore on February 26, 2008 for his alleged involvement in the attempted assassination of Benazir Bhutto in Karachi on October 18, 2007. "He is involved in the blasts in Karsaz. Therefore he has been arrested," Interior Minister Hamid Nawaz told The Associated Press, referring to the area in Karachi where the bombing happened. Mr. Nawaz added that three other men, identified by Akhtar as his sons, were also arrested.

Akhtar was ordered freed from custody March 26, 2008 for lack of evidence. That September he was suspected to be involved in the Islamabad Marriott Hotel bombing.
