There have been media reports that the plan has strained its relationship with its neighbours downstream in the Zambezi river basin, with Zambia and Zimbabwe raising concerns about the impact of such a large scale off-take of water.

But the Southern African Development Community prides itself on the generally healthy relationship between member states over its many shared water resources.
