Now that online reservation applications are a common good, smartphone apps are on the rise to check availability and make reservations (see for instance the screenshots from the &lt;a href="http://www.autoshare.com/smartphones.html"&gt;American AutoShare app&lt;/a&gt;). To improve both user friendliness and safety, new technologies are being developed to access the cars. The concept did not find many applications in Europe as of yet, and research results on the effectiveness of local travel plan networks remain scarce. That is why the &lt;/font&gt;&lt;/font&gt;&lt;font style="font-size: 10pt"&gt;&lt;a href="http://www.travelplanplus.eu"&gt;&lt;font color="#933821"&gt;TRAVEL PLAN PLUS project&lt;/font&gt;&lt;/a&gt;&lt;font color="#000000"&gt; will implement travel plan networks in four different corners of Europe and evaluate their impact. The potential advantages are clear: by combining forces and resources, more can be achieved and the scope of measures can be widened. In practice, these networks can take many forms, depending on the level of partners' involvement, the degree of formality of the organisational structure, the availability of resources and funding and the range of topics discussed (transport only or wider focus). More detailed information about the possible formats can be found in the &lt;/font&gt;&lt;a href="http://www.epomm.eu/docs/1600/D2-1a_SOTA_Report_LR.pdf"&gt;&lt;font color="#933821"&gt;TRAVEL PLAN PLUS literature review&lt;/font&gt;&lt;/a&gt;&lt;font color="#000000"&gt; and it is also planned to have a workshop on local area travel plans at the next &lt;/font&gt;&lt;a href="http://www.ecomm2011.eu"&gt;&lt;font color="#933821"&gt;ECOMM&lt;/font&gt;&lt;/a&gt;&lt;font color="#000000"&gt;.                 &lt;br /&gt;                  &lt;br /&gt;                  &lt;br /&gt;                  &lt;br /&gt;The recently finalised &lt;/font&gt;&lt;a href="http://www.commerce-eu.org"&gt;&lt;font color="#933821"&gt;COMMERCE project&lt;/font&gt;&lt;/a&gt;&lt;font color="#000000"&gt; has already successfully established what they call Travel Plan Forums in their partner cities. These Forums acted as a driving force for local travel plan delivery and managed to mobilise many important stakeholders. To create favourable conditions for teleworking, the Smartwork network in the Netherlands started to let out flexible workplaces. With the slogan “Work is something you do. Not somewhere you go to...”, the Smartwork network in the Netherlands contains almost 100 workplaces where any employee can reserve a work spot, a meeting room or a teleconference link. The idea behind it is that employees can find a workplace within cycling distance of their homes or the place where they happen to be that day, thus limiting travel to the office.                  &lt;br /&gt;                  &lt;br /&gt;                  &lt;br /&gt;                  &lt;br /&gt;A lot of initiatives have already been taken to create combined tickets or smart PT cards like the &lt;/font&gt;&lt;a href="http://www.tfl.gov.uk/tickets/14836.aspx"&gt;&lt;font color="#933821"&gt;London Oyster Card&lt;/font&gt;&lt;/a&gt;&lt;font color="#000000"&gt;. The Dutch providers MobilityMixx and Wantogo take this idea a large step further. With their Mobility Card, employees can hire a wide range of services: call for travel advice, pay for a train or bus trip, reserve a taxi, hire a parking spot near a railway station, hire a pool car, arrange for a teleconference meeting… The bill is sent directly to their employer. As 50% of traffic congestion in these cities consisted of drivers looking for the cheapest parking place, parking policies switched to managing parking demand rather than providing more parking capacity. The ITDP paper presents the most innovative parking measures and case studies of 10 forerunner cities in Europe.             &lt;br /&gt;Parking management can reduce car traffic in a city by making drivers switch to other modes, having them park their cars in more remote parkings and reducing traffic searching for a parking place. As a consequence, speed and reliability of public transport services can improve. Reducing on-street parking makes space available for bike lanes, bike parking or bus lanes. Permit schemes, taxes and fines raise revenue that can be - or should be - invested in a sustainable transport system.             &lt;br /&gt;In Sofia, Bulgaria, for instance soft modes are severely hampered by a failing parking policy. Each day, 800.000 cars congest the city's streets, thereby also reducing the speed and attractiveness of public transport. The number of available parking places in the city centre is only half of what is needed. Few places are charged for, and at a very low rate. As a result, streets and pavements are filled with parked cars, leaving little room for cyclists and pedestrians. In the framework of the &lt;a href="http://www.eu-benefit.eu"&gt;BENEFIT project&lt;/a&gt; and the &lt;a href="http://www.epomm.eu/index.phtml?ID1=2804&amp;amp;id=2804"&gt;EPOMM-PLUS&lt;/a&gt; national network, a new parking policy was proposed and discussed with various stakeholders. Through the construction of park and ride facilities and underground car parks, an increase of prices and taxes and an extension of the daily charging period, the municipality hopes to reduce traffic in the city by 25%. Starting from a very early age, children hence become conditioned in favour of motorised vehicles. The European project &lt;/font&gt;&lt;/font&gt;&lt;font style="font-size: 10pt"&gt;&lt;a href="http://www.mobile-bambini.eu"&gt;&lt;font color="#933821"&gt;BAMBINI&lt;/font&gt;&lt;/a&gt;&lt;font color="#000000"&gt; aims to alter this type of socialisation. To this end, BAMBINI is developing innovative and inspiring toys and books about sustainable transport modes for children aged 0 to 6. These toys and books will be distributed to and tested in crèches, kindergartens and pre-schools in 11 different countries. At the same time, also the parents will be made aware of the importance of travel socialisation. This is done by organising BAMBINI workshops for staff of pre-birth classes, day care centres and kindergarten, to incite them to inform and stimulate parents to use sustainable transport modes more often. Professionals of day care centres and kindergartens are also called on to develop more activities around sustainable mobility modes in their daily practice. Desde el punto de vista del ciudadano, el resultado es una “Ciudad Fácil”, que adapta el funcionamiento de la ciudad a las necesidades del ciudadano y no al revés. &lt;/h3&gt;  &lt;p&gt;&lt;img src="http://ict4green.files.wordpress.com/2011/01/smartcity-3.jpg" width="605" height="454" /&gt;&lt;/p&gt;  &lt;p&gt;&lt;b&gt;1) Ciudad proactiva: &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Ante la gran cantidad de información que se genera en una gran ciudad, se deben desarrollar sistemas que suministren, no bajo demanda sino proactivamente, información de utilidad para la actividad diaria a los ciudadanos (información del tráfico u otros eventos de interés a cada ciudadano particular en el momento preciso). &lt;/p&gt;  &lt;p&gt;La ciudad inteligente suministra la información precisa al ciudadano y le facilita su actividad diaria en todos los campos de su actividad. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;2) Acceso ubicuo a la información: &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;La ciudad inteligente se debe sustentar en una completa red de comunicaciones que esté accesible a todos los agentes que la constituyen: ciudadanos, empresas, administración. &lt;/p&gt;  &lt;p&gt;La conectividad debe estar garantizada, especialmente la conectividad en movilidad tanto para que la información sea ubicua para todos los ciudadanos, como para que sobre dicha red se puedan implantar el resto de los sistemas. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;3) Entorno laboral moderno, flexible y productivo: &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Solventar el problema de los desplazamientos debido a motivos laborales. &lt;/p&gt;  &lt;p&gt;La solución debe abordar tanto la disminución de los desplazamientos sustituyéndolos por transmisión de información, como la distribución inteligente y diversificación de los espacios laborales. &lt;/p&gt;  &lt;p&gt;Potenciar el teletrabajo poniendo a disposición de las empresas las infraestructuras necesarias, diversificando los centros laborales y distribuyéndolos a lo largo de toda la ciudad sin crear concentraciones excesivas. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;4) Innovación empresarial: &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Un nuevo modelo de ciudad demanda modelos económicos modernos y capaces de competir en el mundo globalizado. La estructura económica de la ciudad inteligente debe ser capaz de anticiparse a los cambios económicos y potenciar y facilitar las decisiones de las empresas y los individuos para encontrar nuevos modelos productivos. En definitiva proporcionar recursos para potenciar habilidades. &lt;/p&gt;  &lt;p&gt;El diseño de una ciudad inteligente debe incorporar todos los aspectos para facilitar y fomentar la innovación empresarial de su tejido productivo tanto desde el punto de vista tecnológico como del cultural. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;5) Comercio electrónico: &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;El nuevo modelo de consumo, junto con la capacidad tecnológica de las redes de telecomunicaciones, darán lugar a un desarrollo del comercio electrónico que exigirá una adaptación tanto de las empresas como de la administración. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;6) Consumidor inteligente: &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Agrupando las características de una ciudad inteligente en la que hay un gran acceso a la información y la cultura innovadora está inmersa en la actividad ciudadana, el comportamiento del consumidor se regirá por nuevos modelos más “inteligentes” y selectivos. Hay que preparar a la ciudad y a su tejido empresarial para esta demanda inteligente. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;7) Proyección cultural hacia una ciudad abierta y creativa: &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Tecnología, sostenibilidad e innovación deben ser conceptos básicos que rijan toda la actividad ciudadana. Es importante inculcarlos en toda la población para que el desarrollo de la “ciudad inteligente” sea generado tanto por la administración como por los ciudadanos. &lt;/p&gt;  &lt;p&gt;La ciudad inteligente implica el fomento de una “ciudad creativa” en donde conviva tolerancia para facilitar la generación de nuevas ideas, talento para desarrollar las ideas de forma brillante y tecnología para facilitar las herramientas necesarias a las ideas. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;8) Redes de telecomunicaciones fijas y móviles ultrarrápidas. &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;El acceso a la información de forma rápida y ubicua es imprescindible para la construcción de una ciudad con las características de ciudad inteligente. No sólo una banda ancha suficiente para que el ciudadano pueda acceder a todos los servicios que la tecnología ofrece (actualmente puede considerarse en torno a los 100 Mb), sino que la ciudad también debe ofrecer una banda ancha en movilidad. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;9) Infraestructuras urbanas sostenibles. &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Además de las redes de telecomunicaciones y las redes de transporte como pilares básicos para la actividad urbana, el crecimiento de la ciudad debe realizarse de forma sostenible teniendo en cuenta en su planteamiento las demandas de servicios, energía, agua, etcétera e intercalando usos diversos para conseguir una “ciudad fácil”. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;10) Espacios urbanos innovadores y sostenibles. &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Los planteamientos de infraestructuras mencionados tienen como objetivo la obtención de espacios urbanos con alto nivel de habitabilidad y sostenibles en el tiempo tanto por su equilibrio económico como por minimizar su impacto ambiental. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;11) Movilidad eficiente y transporte sostenible: &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Dada la necesidad por parte de los ciudadanos de realizar un importante número de desplazamientos en las grandes áreas urbanas, es imprescindible el uso de sistemas tecnológicos integrados para optimizar dichos desplazamientos: obtención de información en toda la ciudad, puesta a disposición tanto a la gestión de la movilidad como a la ciudadanía, sistemas eficientes de gestión y toma de decisiones. &lt;/p&gt;  &lt;p&gt;En paralelo al planteamiento de nuevos modelos de transporte urbano, una “ciudad inteligente” demanda unas infraestructuras de transporte que, con la base de las nuevas tecnologías, ofrezcan la máxima eficiencia al flujo de personas y mercancías propio de una gran actividad urbana minimizando el impacto ambiental y de confortabilidad. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;12) Eficiencia energética &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Cualquier infraestructura de la ciudad, pública o privada, debe contemplar los criterios de eficiencia energética para minimizar tanto su consumo como el impacto medioambiental derivado de dicho consumo &lt;/p&gt;  &lt;p&gt;&lt;b&gt;13) Redes inteligentes de distribución eléctrica &lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Las denominadas “smart grid” eléctricas son una tecnología imprescindible para la optimización de la aportación energética que precisa una ciudad. &lt;/p&gt; La idea es establecer itinerarios dinámicos en función de la demanda y del estado de las rutas, utilizando medios de transporte más eficientes y sostenibles. El funcionamiento se basa en la creación de un itinerario a partir de las necesidades reales de usuarios con hábitos de movilidad compatibles. A diferencia de las rutas rígidas del transporte público actual, las rutas inteligentes se adaptan a la demanda en cada instante.   &lt;br /&gt;

Let’s have a look at two examples: parking pricing and road user charging. &lt;b&gt;Parking pricing&lt;/b&gt; is the transport demand management measure that is most frequently implemented by local authorities. In Nottingham, the &lt;a href="http://www.nottinghamcity.gov.uk/index.aspx?articleid=2570"&gt;UK’s first workplace parking levy&lt;/a&gt; will be introduced in 2012. It is a tax to be payed by all employers who provide 11 or more free or relatively cheap parking places to their employees. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;Road user charging&lt;/b&gt; is a very effective tool in reducing motorised traffic. The &lt;a href="http://www.eltis.org/study_sheet.phtml?study_id=140&amp;amp;lang1=en"&gt;London Congestion Charge&lt;/a&gt; is probably the best-known example. The Dutch government, in its turn, has chosen to move away from taxes on vehicle ownership, to a pay-by-use price for driving. An English version of the Dutch Road Pricing Act can be found &lt;a href="http://english.verkeerenwaterstaat.nl/english/"&gt;here&lt;/a&gt;. In 2007, the Maltese authorities introduced an hourly charge for vehicles entering the city of Valletta (read the case study &lt;a href="http://www.eltis.org/study_sheet.phtml?study_id=1610&amp;amp;lang1=en"&gt;here&lt;/a&gt;). &lt;/p&gt;  &lt;p&gt;However effective road user charging may be, it is also a very unpopular and difficult measure to implement. The &lt;a href="http://www.curacaoproject.eu"&gt;CURACAO project&lt;/a&gt; (finalised in 2006), identified the barriers to the implementation of this measure and ways of overcoming those barriers. In their exploratory &lt;/font&gt;&lt;a href="http://www.imprint-net.org/scripts/docLCkEadNbPd98Z/31/IMPRINT-NET_D1.pdf" target="_blank"&gt;&lt;font color="#933821"&gt;&lt;u&gt;state of the art study&lt;/u&gt;&lt;/font&gt;&lt;/a&gt;&lt;font color="#000000"&gt;, the IMPRINT-Net consortium reviewed the latest policy developments, research and experiences on pricing reforms.
