New Rule for Waiting Ticket Holders by Indian Railways

The Indian Railways continuously makes changes to enhance travel comfort and convenience. Recently, social media buzzed with viral pictures and videos showing overcrowding in reservation coaches due to passengers holding waiting list tickets. In response, the railway authorities have introduced new rules for waiting list tickets. According to these new rules, only passengers with confirmed reservations can travel in reservation coaches.

Waiting Tickets Restrictions

Indian Railways has revised its rules regarding waiting list tickets. From now on, whether booked online through IRCTC or at ticket counters, passengers with waiting list tickets are not allowed to travel in reservation or AC coaches. This means that even if a waiting ticket is purchased from the counter, passengers cannot occupy seats in reserved coaches.

Online Waiting List Restrictions

According to railway rules, if you book a waiting list ticket online via IRCTC, you won’t be permitted to travel in the reserved coach. If your ticket doesn’t get confirmed, your money will be refunded automatically. Previously, passengers with waiting list tickets from counters often traveled in reservation coaches, but this practice is no longer allowed. Passengers with waiting list tickets bought at railway counters can only travel in general coaches, with no exceptions for reserved or AC coaches.

Strict Penalties

Travelers holding waiting list tickets who are found traveling in reserved coaches may be asked to disembark at the next station and will incur a penalty. Travelers with waiting list tickets are strictly prohibited from entering reservation coaches. If caught, they will face fines up to ₹440. Additionally, those found traveling in a reserved coach with a waiting list ticket will be charged for the journey from the starting station to the destination, along with a minimum penalty of ₹440.

By adhering to these new rules, Indian Railways aims to ensure a more comfortable and organized travel experience for all passengers.

*4*) 1 जुलाई से राजधानी और शताब्दी ट्रेनों में पेपरलेस टिकटिंग की सुविधा शुरु हो रही हैं। इस सुविधा के बाद शताब्दी और राजधानी ट्रेनों में पेपर वाली टिकट नहीं मिलेगी, बल्कि आपके मोबाईल पर टिकट भेजा जाएगा।

*5*) जल्द ही रेलवे अगल-अगल भाषाओं में टिकटिंग की सुविधा शुरु होने जा रही हैं। अभी तक रेलवे में हिंदी और अंग्रेजी में टिकट मिलती है, लेकिन नई वेबसाइट के बाद अब अलग-अगल भाषाओं में टिकट की बुकिंग की जा सकेगी।

Indian Railways has restarted passenger train operations from 12th May, 2020, initially with 15 pairs of trains (30 return journeys). There are Maximum Waiting List Limits in the PRS booking system for which Waitlisted Tickets can be issued after all confirmed tickets are exhausted. Your ticket booking request may get declined as the Maximum Waiting List Limit may be reached in the booking system by the time payment success response is received from your bank. In such case, your deducted amount will be refunded back, without any deductions, to your bank account in 3-5 working days. Inconvenience caused is regretted.

से इसलिए घबराते हैं कि कहीं ट्रेन छूट जाएगी तो रिफंड नहीं मिलेगा टिकट पर खर्च किए गए रुपए भी बर्बाद हो जाएंगे। तो आप इस बात की चिंता अब छोड़ दीजिए। हम आपको बता रहे हैं कि कैसे आप ट्रेन छूटने पर भी टिकट वापस कर अपने पैसे वापस पा सकते हैं।

Bypass IRCTC Captcha?

Captcha image given by irctc website on the login page, specially during tatkal timings is getting smaller and difficult to read. As a result users are not able to login promptly and those precious seconds are lost which enable one to book tatkal tickets successfully. Usually a tatkal ticket booked under 20 seconds stands a good chance to success.

What is Captcha?

CAPTCHA stands for "Completely Automated Public Turing test to tell Computers and Humans Apart". It is one of the best methods to stop people using the official website unfairly. Agents started using computer programs which allegedly booked hundreds of tickets within seconds of tatkal opening time. Finally irctc website decided to implement this method, so that such agents don't get the extra edge over common people.

Why IRCTC Captcha?

Though captcha image used in the railway website very clear and simple, it has been observed that character L in small, I in capital, and certain other characters when presented in waved and line crossed format are pretty hard to configure. For example this captcha to the right is quite difficult to comprehend.

Captcha during tatkal booking

Given the fact that seconds matter for tatkal booking, one error in captcha and your chances for getting a tatkal ticket for the next day gets messed up. IRCTC has started this trend of using typical captcha images to slow down net traffic and allow normal window reservations to succeed.

How to bypass?

The best way to overcome this delay is to login at least 15 minutes before the scheduled tatkal opening time to overcome login failures due to captcha images. At this time the images are simple and one has plenty of time to try and retry.
Do not install any plugin in firefox or chrome which claim to bypass this system. Such plugins/softwares take more time than the manual entry, resulting in more delay. Besides these have potential to steal your private data or credit card information.
The second captcha challenge that appears at the 'Passenger Information page' is the most critical, because other information can be auto filled(refer to my post on how to book tatkal ticket in seconds) but not this captcha. Any error here will surely minimize the chances for a confirmed tatkal ticket. Enter this captcha manually. Don't try any plugin or software because the chances are that the plugin/software will take more time to process the image than the human mind.

Solution to fill IRCTC captcha without any error

The error in captcha entry happens because the captcha image is usually very small.

The trick is to zoom the web page to 200% or more depending on the PC screen size. The will make the image bigger and readable. To zoom a web page in google chrome browser, do the following:

Find the "Zoom" section in the menu and choose one of the following options:

Click to make everything on the page larger. You can also use the keyboard shortcuts Ctrl and + (Windows, Linux, and Chrome OS) and ⌘ and + (Mac).

Click to make everything smaller. repeat the same procedure accordingly or use shortcuts Ctrl and - (Windows, Linux, and Chrome OS) and ⌘ and - (Mac).

In firefox browser to zoom in and zoom out a web page, use the following shortcut key:

Keyboard shortcut:

To zoom in, increasing the size, press and hold commandCtrl while pressing +.

To zoom out, decreasing the size, press and hold commandCtrl while pressing -.

To reset size back to normal, press and hold commandCtrl while pressing 0.

The difference is clearly visible in this screen shot to the right. After you enter the image text correctly in the text field, return back to normal screen size using the methods described above.

REFRESH CAPTCHA: If you arrive at the passenger details page too quickly, chances are that captcha shows an error, it is better to refresh the captcha image by clicking this icon
WAIT FEW SECONDS: It is always better to wait and let the captcha load, then enter it carefully. There is no use waisting 20-30 seconds by entering the wrong text and doing the same process again.
CAPTCHA LENGTH: The complexity and length of the captcha image increases with number of times you arrive at the page in the same login session. So it is better to keep it simple by arriving the passenger details page for the first time during one login session.
TIMING and PRACTICE: There is no alternate to good timing and practice. Keep in mind that early login(10-15 minutes before the scheduled tatkal opening time) is ideal. Besides your agility and typing speed matters. Keep all the information at hand like passenger details, aadhaar card number or pnr number, age of the passngers and correct spelling of names. Using firefox such entries can be made using autofill feature.

LTC BLOCK YEAR FOR CENTRAL GOVT. EMPLOYEES OF INDIA

A BLOCK YEAR consists of 4 calendar years. the present block year runs from 2013 to 2017. this can be divided into 2 block years for home town travel concession i.e. – 2013-15 and 2015-17, and concession to travel the HOME TOWN is obtainable twice. Rather than 2 visits to home city/town, the employee is eligible to convert two home town travel concession into ONE ALL India LTC concession. Eligible employees who haven’t availed of the home town travel concession of the 2013-15 year block can utilize it in 2015-17, or they can apply for it to be converted to All India LTC and avail LTC twice in one block year.

The central govt. employees are eligible to utilize air, ship, rail and road transportation facilities, along with the travel class depending on their designation and eligibility there of.

In the year 2010, in order to develop Jammu & Kashmir and North-East Region, it was announced that Central Government employees are eligible to travel to these regions via air from Delhi and Kolkata respectively. It was also announced that the travel expenses could be claimed in advance. Following this announcement, Central Government employees have started travelling via air, along with their families. From the HEADQUARTERS, where they are employed, they have to travel to New Delhi or Kolkata by train and go to Shri Nagar or Gauhati by airplane.

This concession is given in two categories, on the basis of grade pay. Those with GP higher than Rs. 4200 and above are eligible to travel from the airport nearest to their work headquarters. Those with GP lesser than Rs. 4200 will have to travel to Delhi or Kolkata by train and continue only the rest of the journey by airplane.

These concessions were initially announced for only two years and then extended to 2013. Each BLOCK YEAR can be carried forward to one year, i.e., those who haven’t utilized the facility in 2012-13 BLOCK YEAR can avail of it until December 2014.

Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel by air to visit NER, J&K and A&N.

The undersigned is directed to say that in relaxation to CCS (LTC) Rules, 1988, it has been decided by the Government to permit Government servants to travel by air to North East Region (NER) , Jammu and Kashmir and Andaman & Nicobar Islands (A&N) as per the following scheme -

All eligible Government servants may avail LTC to visit any place in NER/ A&N/J&K against the conversion of one block of their Home Town LTC. Fresh Recruits are also eligible for this benefit against conversion of one of the three Home Towns in a block of four years applicable to them.
Government servants entitled to travel by air can avail this LTC from their Headquarters in Economy class.
Government servants not entitled to travel by air may be permitted to travel by air in Economy class in the following sectors:

a. Between Kolkata/ Guwahati and any place in NER

b. Between Kolkata/ Chermai/ Bhubaneswar and Port Blair.

c. Between Delhi / Amritsar and any place in J&K

Journey for these non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar / Delhi / Amritsar will have to be undertaken as per their entitlement.
r travel is to be performed by Air India in Economy Class only and at LTC-80 fare or less.
Air travel by non-entitled officers on the sectors mentioned in item (iii) above may be permitted while availing LTC to any place in India (4 year Block) also.
Air Tickets to be purchased directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. 'M/s Balmer Lawrie & Company', 'M/s Ashok Travels & Tours' and 'IRCTC' (to the extent IRCTC is authorized as per DoPT's O.M. No. 31011/6/2002-Estt.(A) dated 02.12.2009) while undertaking LTC journey. Booking of tickets through other agencies is not permitted.

These orders shall be in operation for a period of two years from the date of issue of this O.M.
All the Ministries/ Departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. In a one of its kind move irctc has recently launched a scheme for those passengers who are in RAC or waiting list, to upgrade their tickets to flight tickets at a very competitive price. Through the scheme Indian railway has done the penultimate job of integrating rail, road and air travel for the passengers.

As per the report by Times of India IRCTC has already tied up with a low budget carrier GoAir and sold more than 100 tickets in the past month under this scheme.

The spokesperson for the PSU Sandip Dutta confirmed that another low budget airline SpiceJet has been roped in for the scheme and talk is on for other airlines to bring them under this scheme.

The scheme is very attractive for the passengers as well the airlines. They will get the advantage of irctc's massive numbers as for as passenger handling is concerned.

The scheme for now has certain limitations. The scheme will apply to tickets which have been booked three days before the date of journey, and the flight ticket will be available on the date of train journey or one day after that.

How to Avail the Scheme?

The official website irctc.co.in will be sending emails to those wait-listed passengers who would have opted for the flight up-gradation in case of not getting a confirmed rail ticket. There is no restriction as to which travelling class passenger can avail this scheme. Passengers booking train tickets right from Sleeper to AC can apply for this facility.

Price

There is still a lot of difference in the fare of train and flight tickets, however the low budget carriers have narrowed this gap considerably. The plan is to make airline tickets under this scheme 30-40 per cent cheaper than the normal market rate. The airlines are ready to do so because they will place their unsold tickets with irctc for the purpose. In such a scenario its a win-win situation for passengers as well as airlines. Passengers now have one more option to avoid aborting their trip and airlines will benefit form the 100% occupancy of the seats.

It is to be noted that on an average the seat factor for airlines in India is 70 to 75 per cent. The seats which are empty can now be filled under this scheme.

Train Ticket Cancellation and Refund Rules IRCTC

Revised Refund Rules w.e.f. 01.07.2013

Rules of railway ticket cancellation and refund which are in effect now were framed in 1998. Since then a lot of changes have taken place. Now we have a new ticketing and reservation system which is central and online. The new inquiry system ITES-139 is in place and operational all over India, and Indian Railways is offering many services through sms as well. All this forces the revision of 1998 railways ticketing rules.
Following are the major changes in refund rules FOR

UNUSED UNRESERVED TICKETS:

Tickets on which no reservation of berth or seat has been made, can be cancelled with full refund minus the processing charges.
Unreserved train tickets can be cancelled within three hours of issue of ticket(NOT THE "WITHIN THREE HOURS OF ACTUAL TRAIN DEPARTURE")
In case of tickets issued in advance the ticket is presented upto 2400 hours of the day preceding the day of journey

UNUSED RESERVATION(RESERVED) TICKET

If the ticket is presented MORE THAN FORTY EIGHT HOURS IN ADVANCE of the scheduled departure of the train, a minimum of per passenger charge will be deducted as under:

If the ticket is presented between forty eight hours and six hours of the actual departure of the train, cancellation charge will 25% of the ticket or minimum cancellation charge(given above) whichever is more.
If you want to cancel your ticket within six hours and upto two hours after the actual departure of the train, the cancellation charge will be 50% of the fare or minimum cancellation charges whichever is more.
After two hours of the actual departure of the train NO REFUND WILL BE GIVEN.
Partly confirmed party/family ticket wherein few members have confirmed seats/berths whereas few have waiting tickets, those who are confirmed will also get full refund provided they cancell the ticket within six hours bfore the scheduled departure and upto two hours after the actual departure of the train.

UNUSED WAITLISTED/RAC TICKETS

Waitlisted/RAC tickets will get full refund(minus clerkage) if presented for cancellation upto three hours after the actual departure of the train.
The tickets can be cancelled from any PRS counters or the current counters designated for the purpose.
NO REFUND will be given of after three hours of the actual departure of the train on RAC ticket or Waitlisted ticket.
If the journey originating station doesn't have the counters open for cancellation as it is night or the station is in hilly and remote area(as notified by railways), the same can be cancelled next day withing two hours of the opening of reservation office.

CANCELLATION OF E-TICKETS(booked online)

E-Tickets booking and cancellation is online only, the refund of the cancelled ticket will be credited in the same account from which payment was made for online booking.
In case of confirmed or RAC ticket the same rules will apply as the ticket purchased from a railway reservation window.
In case of waitlisted ticket that does not get confirmed after chart preparation, such tickets will be cancelled and full refund will be credited in the payee account.
In case of partially confirmed ticket wherein RAC passengers are not travelling, a certificate has to be obtained from the ticket checking staff, and refund should be applied through TDR indicating the details.

The online TDR shall be filed upto seventy two hours of actual arrival of the train at passenger.s destination and the original certificate issued by the ticket checking staff is to be sent through post to Indian Railway Catering and Tourism Corporation. The fare shall be refunded by Indian Railway Catering and Tourism Corporation to the customer.s account after due verification.

If you file for a refund for an RAC or confirmed ticket after the chart has been prepared, you have to file a TRD.
NO REFUND if you are cancelling your ticket after two hours of actual departure of the train for confirmed tickets.
NO REFUND of RAC tickets if you cancel after three hours of actual departure of the train.

REFUND OF TATKAL TICKETS

There is no refund for confirmed tatkal tickets even if you cancel it immediately after booking.
If your tatkal ticket is not confirmed it can be cancelled and the rule for refund will same as unused waiting or RAC ticket.
In case of party tatkal ticket or family tatkal ticket if all the tickets are not confirmed, and the entire party/family decides not to travel, the confirmed tickets under tatkal scheme will get full refund(minus clerkage) provided that the cancellation is done six hours before the scheduled departure of the train of upto two hours of the actual departure of the train.

IRCTC Ticket Booking - Tips and Tricks

Of late many stories and articles have been published in the media about the misuse of tatkal scheme by touts and travel agents. This to my knowledge is very much true.
Yet I have successfully managed to book tatkal tickets from irctc website, and I do it regularly for my personal use. Here is how I do it:

I always use Mozilla Firefox as my internet web browser for booking tickets online. mozilla somehow communicates better, persists with the irctc.co.in server and gives very few timeout errors.
Please do not forget to install a very useful script from greasemonkey. the scrip is called 'auto refesh'.
Login to your account (now https://www.irctc.co.in/eticketing/loginHome.jsf) web account atleast 30 minutes before the tatkal booking opens. By the way takal booking open at 10:00AM so you should login preferably at 9:30AM.
When the first page opens do not type anything and keep your page refreshing at the regular intervals( within 3 minutes) if you have not installed auto refresh script.
You will notice that as the booking open time approaches your page takes longer to load after each refresh. Please ensure your last refresh at 10:00 AM is around 9:58 or 9:59AM.
When you notice that time in the bar as shown above is 10:00AM or more, process your booking accordingly. The faster the better, as you are competing with thousands others it is better to have a faster internet connection, good speed PC/Laptop and quick fingers to type faster.
You will also need an ID detail of the traveller to fill in so keep the details handy before you jump in.

IRCTC website is getting slower day by day. It hangs, refuses to proceed and gives one liners like "service unavailable". The railway minister himself has accepted this in Rajya Sabha on December 14th 2012.

News:

Railway Minister P.K. Bansal has admitted in Rajya Sabha that on many instances the website, www.irctc.co.in for booking online railway tickets in India was experiencing slowdowns and server errors. Online reservation is being done through the website of the Indian Railway Catering and Tourism Corporation (I R C T C), a subsidiary of Indian Railways. Currently the organization has 58 iridium servers and all other technical infrastructure to cater to the needs of the public, however it fails to withstand the heavy load during peak hours in the morning and during holidays.

For availing online reservation one needs to register with the website and provide the personal details like name, address, valid mobile number, valid email and other contact information. Upon registration a welcome mail with username and password and an activation link to access the website will be sent to the applicant. A mobile verification code is also sent to the registered mobile number and the user needs to provide the code when activating the account. The payment options for booking the tickets include credit cards, debit cards, internet banking and cash cards. The passenger can look the PNR status at frequent intervals after booking the ticket. The amount paid for any wait listed ticket will be refunded back in case reservation is not available.

The website provides other information like tour packages, hotels, flights and offer tailor made tour packages to both Indians and foreigners. According to a recent Alexa review on the website, an average user spends around 10 minutes browsing the website and most of the visitors were Asians accessing the website either from home or from their workplace.

Although hundreds of passengers use the website for online booking, complaints regarding its slow speed and many other booking and cancellation issues are on rise day by day. It is argued that the authorities intentionally do not provide extra bandwidth to the website to help the outside agents. According to railways, a sudden surge in online traffic especially during the booking of Tatkal ticket creates trouble to the website.

Dear readers, ther is some good news in the offing. IRCTC in its endeavour to provide hassle free service its online customers is upgading its site. Now the irctc.co.in website will be able to book 8 lacs ticket per day.
According to a recent article published in TOI:

Both the IRCTC and the Centre for Railway Information System (CRIS) are working jointly to double the web site's capacity from the current four lakh bookings a day to eight lakh a day.

In recent past, a number of steps have been taken, including installation of high capacity database servers, and increasing the internet bandwidth from 344Mbps to 450Mbps. IRCTC has also deactivated thousands of the multiple user IDs and individual user IDs of agents, who would jam the systems, causing servers to hang during peak hours.

An IRTC official said, "The problem of failed transactions is also because of the system issues of banks with whom we have tied up. Ideally, a transaction should get completed in two minutes but on some payment gateways, the time taken is more than this, resulting in failed transactions."

The corporation, on its part, said it is working on a payment system that will reduce transaction failures. It is also trying to lessen the burden on their website by roping in other travel portals for faster bookings.

It has been reported by Hindustan Times that irctc is completely revamping its website. This will enable the railways to process the phenomenal rise in online booking. Following is the article from Hindustan Times:
The Indian Railways Catering and Tourism Corporation (IRCTC) has been in the eye of the storm for its inability to prevent unauthorised agents from booking bulk train tickets. In an exclusive interview, corporation Managing Director Rakesh Tandon spoke to Srinand Jha on the controversy. Excerpts:

The e-ticketing business continues to be plagued by touts. Why has the IRCTC been unable to provide for a fool-proof system?
The IRCTC website handles enormous load. As many as 2,000 e-tickets are booked every minute and four lakh transactions take place every day. Our emphasis has been on providing a user-friendly and secure site. But there are people who find ways to misusing facilities, off and on. We have started a campaign to check the IP address of each user. All sub-agents are being given a unique ID. Strengthening the security system and making the website fool-proof is a continuous and a dynamic process.

What specific steps have you taken to prevent misuse?
A campaign has been launched to prevent users from buying e-tickets in bulk by using multiple IDs. In the past one year, the IRCTC has de-activated the registrations of as many as 44,000 sub-agents, who were found to be operating multiple IDs. The Standards, Testing and Quality Certification and the Indian Computers Emergency Response System (CERT) have been commissioned for conducting a security and a functional audit of the IRCTC site. A team from the Broad Vision - which handles the IRCTC's software operations - has also started upgrading the website.

What lacunas have been detected in the website?
Nothing, so far. But the entire application software has to be upgraded to meet the growing demand.

Is this an exercise to completely revamp the website?
The e-booking business has been growing phenomenally at a rate of nearly 300 per cent each year. We started in 2002 with 10 licences from Broad Vision. Today, IRCTC operates on 175 licenses. Until 2008, the IRCTC website had been handling 45,000 transactions each day. This month, it has handled more than four lakh transactions. So, a system upgrade and revamp of the e-booking website is certainly required, which has begun.

There have been reports that the e-ticketing business will get transferred to the Railways portal once the portal becomes operational?
The e-bookings business is likely to remain with the IRCTC. The Centre for Railway Information Service (CRIS) is developing the software for the Railways portal. But this portal is likely to handle other services.

Steps taken by irctc to correct the drawbacks of tatkal misuse has started bearing fruits. A recent report in the Hindu confirms this:

The changes in the reservation scheme, implemented from this past Tuesday, have led to improvements in the performance of the Indian Railway Catering & Tourism Corporation (IRCTC) website and in the number of bookings.

Basheer Ahmad, who got a tatkal ticket after standing in queue for around an hour or so at Nizamuddin railway station on Wednesday morning, did not have happy memories about getting tatkal tickets either from the railway reservation counter or though the IRCTC website. There were occasions when he spent the night outside the railway station just to be the first in queue, which got moving at 8 a.m.

“I came here at 9 a.m. today because I wanted to see if the new timing had made any changes in the way a common man like me gets reservation done. To my surprise, I got the reservation!” said Ahmad, a resident of Bihar.

Delhi University student Asutosh Kumar has access to Internet at home but preferred coming to the reservation counter because it is “almost impossible” to get a tatkal reservation online.

Talking about the “horrible” experience with the IRCTC website, Kumar said: “As per my experience, there is no point in trying to get a reservation through the IRCTC website. I have not yet tried booking tickets online after the changes made by IRCTC. I just hope it works because then I will not need to come to the reservation counter.”

Since Tuesday, no authorised agents, including agents of the IRCTC and others, were allowed to book tatkal tickets from 10 a.m. to 12 noon from the counters as well as the Internet.

IRCTC Joint General Manager (Public Relations) Pradip Kundu said IRCTC has been getting good feedback. The number of hits on the website site at 10 a.m., the time the tatkal tickets are open for reservation, have decreased almost by half, leading to smooth functioning of the website.

“Previously there used to be more than eight lakh hits when the counters opened for general and tatkal tickets. Since Tuesday, there have been around 4.5 lakh hits on the IRCTC site at 10 a.m. With a fixed number of berths available under the scheme, the extremely high number of hits used to play spoilsport for the common man. Since the last few days, IRCTC has been able to increase the number of reservation thanks to the series of measures it took to dilute the monopoly of touts and agents over reservation,” said Mr. Kundu.

“The changes brought about by IRCTC include increasing the bandwidth of the website from 344 mbps to 450 mbps, besides limiting reservation to two tickets per IP address. We have deleted around 44,000 multiple user IDs — a trick adopted by reservation agents and touts,” he added.

Railways Trying Hard to Prevent Misuse of Tatkal Ticket Scheme

LUCKNOW: Railways is working to further do away with the misuse of Tatkal tickets. The minister of state for railways, KH Muniyappa, convened a review meeting of senior railway officials to further streamline Tatkal scheme on Tuesday. A close of 1.70 lakh Tatkal tickets are sold everyday.

With the recent steep hike in the fares of the airlines, the demand and supply gap for railway tickets has substantially increased which railways is trying its best to reduce through various measures, said the minister.

Railway Tatkal Booking Timings Changed

The Indian railways has decided to change the tatkal booking timings from 15 june 2015 to enable hassle free reservation at the windows as well as online. So the non-AC tatkal tickets can be booked from 11:00 am instead of 10:00 am as it was before. However the tatkal AC tickets will be booked as before i.e. 10:00 am.
The realways has also decided to bar all agent booking for half an hour at every booking opening time. So for general booking 8:00 to 8:30 am is a no agent time zone. The agents will also not be able to book tatkal AC tickets between 10:00 am to 10:30 am and beween 11:00 am to 11:30 am for non-AC tatkal tickets.
There is some good news for tatkal ticket refund seekers. Railways is considering to refund a certain percentage of ticket cost to the passenger if s/he decides to cancel a confirmed tatkal ticket with a stipulated time. The details are yet to be finalized, but surely it is a good initiative.

In a bid to make Tatkal booking more convenient for the masses, reservation of Tatkal tickets will start from 10 am instead of 8 am, from July 10, and no authorised agents will be allowed to book those during the first two hours, said K. H. Muniyappa, minister of state for Railways.

This initiative also targets to curb black marketing and mass purchase of railway tickets by touts.

Indian Railway Catering and Tourism Corporation (IRCTC), the public sector undertaking of the Ministry of Railways, has taken additional measures to improve the online ticketing system for customers. These include augmenting e-ticketing software licences and technical evaluation of mobile-based technology, among others.

“With the steep hike in airfares, the demand-supply gap for railway tickets has substantially increased, and we are trying our best to reduce it,” said Muniyappa.

E-ticket handling capacity of the IRCTC website is also being increased. As of now, the site can handle 3.5 lakh bookings a day, which will be increased to around 5 lakh bookings per day by November this year and to 8 lakh bookings a day, as per the long-term plan. Both IRCTC and Centre for Railway Information Systems (CRIS) are working jointly in this direction.

IRCTC To Increase E-Ticket Capacity To 0.5M Tickets Per Day

Following criticism of the performance of IRCTC’s online ticketing website, and allegations that the downtime was orchestrated in order to help touts book Tatkal tickets, K. H. Muniyappa, the Minister of State for Railways has said that the capacity of the IRCTC website to allow ticketing is being increased from 350,000 per day to 500,000 per day within four months, with the long term goal of reaching 800,000 tickets per day. In addition, the timing for booking of Tatkal (urgent) tickets at counters 8 AM to 10 AM, with effect from 10th July, 2012, in order to avoid congestion in the morning.

Whether this is also applicable to online ticketing is not clear, though that is likely to be the case since it would otherwise lead to an increase in demand for tatkal tickets online. Travel agents will still not be allowed to book tatkal tickets for the first two hours. Every day, on an average, around 1.5 million tickets are sold by the Indian Railways, including via the e-ticketing website and 8838 counters.
