United Nations, United States (AFP) - Germany on Tuesday committed to provide additional funding of 100 million euros (about 113 million US dollars) for the UN agencies in order to increase aid to refugees in their areas of origin.

"The agencies are caring for refugees -especially the World Food Program and refugee agency PBB- dramatically underfunded," said German Foreign Minister Frank-Walter Steinmeier told reporters before a meeting of Group of Seven (G7) on the sidelines of the UN General Assembly.

"I think we have every reason to try everything so that people (IDPs) do not leave the countries neighboring Syria as they face food shortages," he said.

Steinmeier urged other G7 members, European countries and the Gulf states to participate in improving their financial contributions.

"They will only do this if we give an example first, and this is the reason we came to this meeting with a promise to provide an additional 100 million euros to the UN international agencies that take care of the refugees," said Steinmeier was quoted as saying by AFP.

Germany holds the presidency of the G7 which consists of a large democratic countries including Britain, Canada, France, Italy, Japan and the United States.

Germany is also invited Austria, Kuwait, the Netherlands, Norway, Sweden, Switzerland, Qatar, Saudi Arabia, Turkey and the United Arab Emirates to join the meeting.

Many of the items we spend money on are things we want. If you don’t have to have it in order to survive, then it is a want. If the item doesn’t fit comfortably into your budget, you need to set it aside until your budget is ready to handle the purchase.

3. Don't bet on the next bonus.

Until the money is in your account, don’t spend it. Many moneymaking ventures are not guaranteed, and it’s not wise to gamble with what “may be.”

For instance, stocks may or may not double within a year, so to plan your budget around what might happen or what you hope will happen can leave you in the lurch.

Focusing on your present financial state will help you reach your financial goals in a more realistic fashion.

4. Keep control of your money.

You earned it, so you should know how it is being spent. When you let someone else control your money, you are putting yourself at risk. A divorce, serious illness, or death can place married individuals at risk.

When you know the details of your family's finances, investments, debts, and retirement savings, you are more likely to come out of a negative situation on top. Not knowing can produce a lot of heartache and financial strain that could easily have been avoided.

If you are single, you should know what your broker or financial consultant is doing with your money. Your involvement will help negate any questionable activity that could have a negative impact on your future finances.

5. Think before acting.

Make wise buying decisions. Consumers’ spending decisions are processed “5% by the numbers and 95% by emotions,” according to Connie Kilmark, a financial counselor and consultant in Madison, Wisconsin.

It is critical to make decisions based upon need and not just by what you want. When you sign a loan or lease, you are locked into a payment that may not give you the room needed for financial emergencies like illness, auto repairs, etc.

To avoid over-extending yourself think before you act. Before you sign on the dotted line for a large ticket item, such as a house or a car, you should examine your budget and rent or borrow the item to ensure that your purchase will be a true fit.

6. Use cash instead of credit.

If more than 20% of your monthly net income is going to pay credit cards and other loans, there are signs of financial problems in your future.

When you use a credit card and don’t pay off the balance at the end of each month, you spend more on your purchases. The interest earned on your credit cards will limit the amount you can save over time. Use cash to make your purchases or only buy what you can afford to off when your bill arrives and you can avoid credit card debt that will prevent you from reaching your financial goals.

7. Be credit savvy.

Credit is not evil, but it must be used wisely and judiciously. In order to avoid common pitfalls of debt, consumers need to read the fine print, pay on time, and limit the amount of credit they have. If you miss a payment or get another account, credit card companies can make money.

Even though you have signed up for 0% APR interest, there is no guarantee that the amount will not be revoked. Missing a payment can cause the 0% APR to be revoked, so it is important to be organized and pay your bill on time. Credit card companies can even use late payments with other companies against you, so be on point at all times.

Also, don’t cancel cards once you’ve paid them off. Creditors consider a consumer’s credit history, including the length, when offering interest rates.

8. Don’t ignore retirement.

Saving for retirement at an early age is a win/win situation. You will have to save less if you start early, and your savings will have longer to grow. Start early and save at least 10-to-15% of your income, if you plan on accumulating the wealth you need to live comfortably later.

Work with a financial planner when determining which savings option is best suited for you. Not all savings are guaranteed, such as 401K and stocks, so choose a savings option that is comfortable for you.

9. Examine your options.

When you select a shorter repayment term on a home, you avoid paying two-and-a-half times the value of the item. A 15-year mortgage can help you save money and build wealth. Before you buy, balance what you can afford with the healthiest option available.

10. Roll it over.

If you change employers, you should roll over your 401(k) balance into an Individual Retirement Account (IRA) rather than cash it out. Cashing out incurs penalties, rolling over maintains your wealth building efforts.

Make sure you make a direct rollover from your previous employer to the financial institute where you have opened your IRA, if you want to avoid giving your previous employer 20% for taxes. Many times a past employer will cash you out after a certain period, so act promptly

WASHINGTON — When President Obama welcomes Chinese President Xi Jinping to the White House this week, the two leaders will find common ground in their efforts to combat global warming and restrain Iran's nuclear program. But other flash points between the two world powers remain. Here are the top four Obama and Xi likely will confront in their talks:

Cyber security:

The U.S. and China both want to talk about security in cyberspace, but that has a different meaning in each country. In the United States it means stopping Chinese hacking attacks such as the theft of personal information of more than 21 million Americans from the Office of Personnel Management, revealed last spring.

China, which denies responsibility for that hack, thinks of cyber security as protecting cyber infrastructure.

“The Chinese are worried about an open Internet and want to control information,” said Bonnie Glaser, a China analyst at the Center for Strategic and International Studies.

Obama also has complained about cyber-related theft of commercial trade secrets by China. The U.S. makes a distinction between industrial espionage, which goes against international business norms, and national security espionage focused on state secrets, which all countries engage in. Chinese officials, who are focused on growing into a great power, “don’t buy the distinction,” Glaser said.

The economy:

Obama and Xi lead the world’s two largest economies and want more access to each other’s markets. And China wants the United States to show confidence in China’s economy, which has been shaken by slowing growth, a stock market crash this summer and a currency devaluation.

Xi, whose government has taken extraordinary measures to stem the stock market crash, is keen to go home with good news from Washington, said Minxing Pei, an analyst at the German Marshall Fund of the United States. “He needs all the good news he can get,” Pei said.

Xi would like a U.S. commitment to include China’s currency among the International Monetary Fund's reserve currencies, which would by a major sign of confidence in China’s economy, Pei said. The United States wants such a step to include a Chinese commitment to greater transparency of its economy, said Andrew Smalls, another analyst at the German Marshall Fund.

Both countries also are working on a bilateral investment agreement, but they’ve yet to agree on the number of sectors that will be off limits to each other’s investors, known as a “negatives list.”

“The United States wants a negatives list as short as possible, Glaser said. “China wants a much longer negative list. It remains to be seen whether that really is doable.”

South China Sea:

China has alarmed the United States and its Asian allies with an aggressive island building and fortification program in the South China Sea. The U.S. says the islands and the military infrastructure China is putting on them threaten navigation rights for commercial and U.S. warships. China says the islands are legal, that no commercial traffic has been impacted and that the issue concerns it and its neighbors, not the United States. The two nations’ warships and aircraft have already had some close encounters in the region.

The question facing Obama is how to react without risking an escalation, Pei said. “If China takes more islands (and maritime territory) what will you do?”

Human rights:

Xi is coming to Washington seeking “a new type of great power relations” with the United States that focuses on the countries’ common interests and acknowledge the need to “manage and control differences according to the state-controlled Xinhua news agency. The goal is to avoid “strategic miscalculation,” it said.

To China, such language means U.S. recognition of China’s primacy in east Asia, its approach to human rights and one-party rule in China, Pei said.

The White House is unlikely to sign on to such language. U.S. officials “speak openly about persistent human rights violations, pressing our concerns at every level,” Susan Rice, Obama’s national security adviser, said in a speech at George Washington University on Monday.

China’s increasing restrictions on freedom of expression and assembly — including visa restrictions on American journalists — “hollow-out China’s potential,” Rice said. And a Chinese law under consideration that would tighten regulation of foreign human rights groups would threaten “the very organizations that have promoted China’s development and advanced the friendship between our peoples,” she said.

OK, LET'S CUT THROUGHT THE CRAP AND BRING A FEW FACTS TO THE CHINA FREE TRADE AGREEMENT DEBATE

AUSTRALIA, all is not what it seems.

This is a story about biggest economic achievement of the Liberal government since it came power in 2013, at least it is, according to the Liberal government.

More importantly, this is a story about why it matters to all of us.

And we’re going to break this thing down into 20 easily digestible points and sort the wheat from the ChAFTA (China Free Trade Agreement), so to speak.

NO DOZING OFF!!!

Let’s start at the absolute beginning.

1. A free trade agreement (FTA) is an agreement that removes trade barriers between countries. The most common type of barrier is a tariff, which is a tax on imported goods. Tariffs encourage people to consume local goods and services rather than imported ones, whose prices become artificially inflated due to tariffs.

2. But sometimes, it suits two or more countries to do away with tariffs and other barriers to free trade. That’s when FTAs are negotiated.

3. Australia currently is signatory to nine operational FTAs. You can see the list here. We have also signed a tenth, the China Australia Free Trade Agreement, with finer points being debated in parliament this week. It’s controversial in some ways, which we’ll get to in a moment.

4. When Tony Abbott made his final speech as PM on Tuesday, he opened with a few commendably humble remarks, then said the following:

“I’m proud of what we’ve achieved over the past two years. 300,000 more people are in jobs ... and we’ve signed Free Trade Agreements with our largest trading partners, with Japan, with Korea and with China.”

Jobs and FTAs. Those are the big economic achievements our 28th Prime Minister pins his legacy on.

Now, it just so happens that unemployment was running at 5.8 per cent when the Liberals came to power and that is now at 6.2 per cent, so the jobs boast smells like a case of creative accountancy. But the FTAs? Yep, Mr Abbott was absolutely right to claim them as an achievement.

5. Having said that, it’s worth noting the ChAFTA was first mooted by John Howard in 2005, while the Korea and Japan agreements were first floated by Kevin Rudd in 2007. But, yep, Tony Abbott’s government got them over the line.

6. So why do FTAs matter? Are they the economic equivalent of sunshine, lollipops, rainbows and unicorns that the government claims?

7. In its slick promotional video, the government says:

“This powerful trifecta of agreements opens up unprecedented trade and investment opportunities just waiting for Australian companies to seize them ... The agreements protect and strengthen our ability to compete against other countries, helping Australian businesses reach new heights.

“Australian companies now enjoy enhanced competitive advantages in sectors where in our goods and expertise are in demand. The agreements encourage two way investment and will attract vital new capital into Australia.”

8. By now you get the idea. FTAs, in principle, are good for business. And when you’re talking about three countries that together, accounting for 61 per cent of Australia’s total exports, that’s got to be good, right?

Right.

9. Well, mostly right. One man who sees both the good and the bad is Dr Jeffrey Wilson, a Fellow of the Asia Research Centre and Senior Lecturer in International Political Economy in the School of Management and Governance at Murdoch University. (We need a glass of water after writing all that.)

As Dr Wilson told us overnight in an email message we hope he doesn’t mind us repeating: “I have recently made a minor career out of explaining free trade agreements to media audiences that normally don’t know or care about them”, he said.

We love you already, Dr Wilson. So tell us, what’s the deal here?

10. “Basically, the main reason we want these agreements is for agriculture,” Dr Wilson explains. “We export lots of food, Asia has a growing middle class and we can feed them. The second thing we wanted were services. So if a lawyer or an architect want to open an office in China, now they can and their legal certificates and so on will be recognised.

“So we’ll export more agricultural products, more services and we’re basically giving up on manufacturing. That what this is about.”

Mercedes had started at the front of the grid in each of the last 23 grands prix, dating back to the middle of last year, and needed just one more to equal the all-time record, set by the Williams team in the early 1990s.

But the Silver Arrows pairing of Lewis Hamilton and Nico Rosberg were unable to keep pace with the Ferrari and Red Bull teams, who staged their own high-speed battle for pole.

Vettel came out on top, giving Ferrari their first pole position since 2012 with a masterful lap around the floodlit Singaporean track.

The German, a three-time winner in Singapore when he was with his previous team Red Bull, continued his love affair with the tricky street circuit by setting the fastest qualifying time of one minute 43.885 seconds.

Vettel's pole position was the 46th of his career. His last was in 2013, when he was with Red Bull.

The 28-year-old was more than half a second clear of Australia's Daniel Ricciardo, who booked his spot on the front row for Red Bull with the second best time.

Finland's Kimi Raikkonen was third quickest for Ferrari and Russia's Daniil Kvyat fourth for Red Bull.

Hamilton, who had started from pole in 11 of the previous 12 races this season, could only manage fifth spot, with Rosberg starting alongside him in sixth.

"Our problem this weekend is tyres, they are not giving us a lot of grip and we slide around a lot," Hamilton said.

“We try to understand why our tyres are bad. We have the quickest car but cannot utilise it with the tyres.”

Dripping with sweat on a hot and humid night in the Southeast Asian state, Vettel climbed from his cockpit and celebrated like he had won the race.

“I know it’s only Saturday and the main job is coming tomorrow but I had to enjoy the moment when I heard that we’d made it," Vettel said.

"It was looking pretty good, right from the off - and from this morning. The car was fantastic to drive, it got better through qualifying and I think we did the maximum today.

"I’m surprised by the margin but I think it just came together. I really had a near-perfect lap at the end.”

Mercedes have been virtually unbeatable for the past two seasons but the advantage they have with their superior engines is largely negated on slower, tighter circuits such as Singapore, which has 23 turns.

Held at night against the backdrop of the city's skyscrapers, Singapore provides one of motor racing's great spectacles on and off the track and is a test of skill and patience for the drivers.

With sparks flying off the back of his car, Vettel dominated the hour-long qualifying session.

He was third after the first stage using soft tyres but accelerated to the top in the second and third phases after switching to super softs.

Ricciardo, who won three races last year when he and Vettel were team mates but has managed just one podium finish this season, made one last, futile attempt to grab pole when he went out on a second set of super-soft tyres but was happy to end with second.

"It's nice to be back up here. And the front-row as well, it's been a while," he said.

"It's a bit of a coincidence, Seb and I, and hopefully we can have a good race tomorrow.

"It's a surprise to not see a Mercedes up here. I thought they were playing a few card games yesterday, but they seem to be struggling here."

As you probably know, Google AdWords is a pay-per-click marketing system, which is a great way to get traffic to your site. But if you don't know the ins and outs, it can end up costing you a lot of money and not making you any.

so, what's the key to success with AdWords? Well, I wish I could tell you there were one or two simple tricks, but the fact is, the best way to ensure success with AdWords is to be familiar with every aspect of the system. This will likely take weeks or months of research, plus a few bucks spent testing out a real AdWords account. However, you can greatly increase your chances by following this bit of advice: don't skimp on the keyword research!

Maybe you had it in your head that you could go through your site, grab 20 or 30 words or phrases, load them into an ad group, and you'd be watching the traffic and sales pour in. This is simply not the case. Keyword research should be the most time-consuming part of setting up any campaign; not only that, but you should be doing it all the time. That's right - never stop building your keyword list. Okay, now let me explain a few things:

First, you need to understand how Google uses your keywords to show your ads. You place a bid that determines your maximum cost per click (CPC) for each keyword. This can be different for every single keyword, if you wish. This bid does not represent the amount you'll pay for each click (like on Overture); this is just the maximum you'll ever pay for any single click. For example, if you have a max CPC of $0.50 set for a keyword, you'll only have to pay the full amount if someone else bids $0.49. If that person decides to lower his bid to $0.30, you'll only pay $0.31. This is because Google's bid discounter only charges you one cent more than the next highest bidder, no matter what your max CPC is. Theoretically, then, you could bid $10 or even $100 and still only pay $0.31 for a click.

But that's not all! As you start getting impressions (i.e., your ad shows up in the search results) and clicks, you'll have a click-through rate (CTR). This represents the number of clicks you receive per 100 impressions. Here's the really beautiful thing about AdWords: the higher your CTR, the lower your click cost. Because Google values relevance, you'll receive a bonus for having a relevant ad, and CTR is the primary indicator of how relevant your ad is. So, let's say you're competing with someone for ad position No. 3 on the search results page for a particular keyword. Your max bid is $0.50 and his is $1. He should be way above you, right? Not necessarily. Suppose you have a CTR of 5%, and his is only 1%. Google factors in CTR when calculating ad positions, so you end up with this: max CPC × CTR = (what we'll call) ranking factor. In this case, your ranking factor is 0.025, while your competitor's is only 0.01. Which means your ad shows above his for $0.50, even though he's willing to pay up to $1!

Okay, so now you know the basics of how keywords work in AdWords and how Google charges you for clicks. What's next? Keyword research. The best way to go about this is to use WordTracker. I won't get really specific about how WordTracker works, because they've got a ton of information right there on the site - just go do some reading there when you finish this article. Basically, though, WordTracker will help you find the best keywords to use in your AdWords campaign. You type in any word, and you'll get up to 300 related terms, which you can then click on to find a few hundred variations of that term. The terms you'll get are all terms from WordTracker's search query database, which uses metacrawlers to compile information (again, they explain it on their site if you're really interested). So you know that all the words you find there are real terms that people are actually searching for. Even better, you get a prediction of how many searches to expect per day for any keyword, how many times it shows up in their database, and a KEI value to determine your best words (KEI stands for Keyword Effectiveness Index, which you can also read about on the site). You can get a free trial, or you can sign up for a single day to test it out with all the features included (a day's membership is just a few bucks).

There are some free keyword research tools you can use, but I recommend these only for absolute newcomers who have no budget to start out with. Overture's Keyword Inventory is a good, free resource, but there's a catch: it shows results only for searches done through www.yahoo.com. If you're marketing with Google AdWords, you should know that Google accounts for at least twice as many searches as Yahoo!, in some cases three or four times as many. (Though reports vary, Google usually receives credit for about 50-60% of all searches, while Yahoo! gets about 20-30% - but this is based on all searches, and results for individual searches may vary widely.) You may find other "free" tools or downloadable programs that claim to help you with keyword research, but I say don't bother with them. You get what you pay for. Most of them just pull their results directly from other free online tools, and they don't offer anything in the way of features unless you buy the "full version." If you're out to get one for free, just use Overture. (Google's own traffic estimator is decent, but it doesn't give you an exact count for searches within a given period; you just get status bars, which are hard to interpret. Google's bid and position estimates are also usually way off.)

But third-party tools, even if they're very good, won't do your keyword research for you. You'll have to pick through your web site (or your affiliate's sales letter) for words and phrases that you can use. Then, using those words, see if you can think of similar words or concepts that people might be searching for. There's no real trick to this; you've just got to do a lot of brainstorming. Once you've got a good core list, take that over to WordTracker to beef it up. (Hint: If you see any words that don't directly relate to your product, service, or niche, add them as negative matches.)

Now you should have a lean but healthy keyword list. This is your first step to beating out your competition on Google AdWords.

Many websites include a section or two with the "Ads by Google" above it or below it. These are ads displayed via Google's AdSense. When you do a search on Google and see ads in the search results pages, they are generally AdSense ads.

Google's AdSense is programming that "senses" the content of a page or search. It finds keywords on a web page or in a search phrase to determine the subject of the content. It does this by either "reading" the page, or taking a look at the search term that was typed into Google Search. It can "Sense" which ads in the system are relevant to the content or search and display them - thus: "AdSense."

Before ads on a page are displayed, AdSense searches its database of advertisers and finds ads that are associated with keywords on the page or in the search. Now AdSense needs to decide which of the thousands of ads vying for position are actually displayed. To make this decision, AsSense looks at the advertiser's bids for the relevant keywords. The advertisers that have a combination of the highest bid, keyword relevance and best click through get displayed first.

Google tracks clicks on ads and advertisers pay Google the bid price for each click. When the AdSense ad is on someone's web page, Google pays the website owner a portion of the payment for each click. The term "monetizing" your site refers to taking your existing site and placing ads like AdSense on it to make money (or finding other way to make money with websites). If you get 10,000 visitors and 10% of them click an ad that pays you, theoretically, $0.75 per click, you just made $750! Not bad for just copying some AdSense code (which Google provides) into your popular website's HTML (if your site is not popular, learn about SEO - Search Engine Optimization - from sites like AcmeWebResources).

AdWords - The Yang:

The other side to AdSense is AdWords. AdSense ads have lists of relevant keywords associated with them. Each keyword is bid on by the advertisers for placement in the results pages and on web sites around the world. The words that will prompt a display of an advertiser's ad are bid on by the advertiser. When an ad matches the words on a page, the ads are displayed; thus: AdWords. AdWords is the system in Google that is used to place ads that display in AdSense.

You can enroll in AdWords to pay for AdSense ads to drive traffic to your site. The first step is to sign up with Google. The next step is to associate keywords to associate with your site.

The idea is to drive traffic to your site through the use of relevant ads. The more relevant the ad to your content, the more targeted your traffic will be. Compose your articles around your list of keywords. Next, write an ad based on the keywords and assign keywords to the ad. You will bid on the keywords at the time you associate keywords with the ad. If one of your keywords is searched for or relevant to a site, and you have a good bid and relevant ad, your AdWord ad will be displayed. Only when someone clicks your ad are you charged by Google.

The more popular keywords are wanted by many competitors, so the prices per click can get pretty high. It is not uncommon for a click to cost $5 or even $10. If you have 10,000 ad clicks, after you account for your conversion rate (the rate that you convert visitors into buyers) you better be sure you are making more than the ad click costs! But it should never break your bank because you can set the bid limits and the monthly budget.

What if you can't afford $5.00 per click? Since the more popular keywords are so expensive, it is best to bid on less popular keywords because the cost per click is lower. Google presently has a minimum bid of $0.05 per click. If you can get those, you can reduce your advertising budget.
